Over the past decade, Brazil has launched a foreign policy that has revealed its aim to broaden its influence in the design of the global multilateral architecture, and increase both its presence in UN peace operations and its cooperation in the development of low-income countries (LICs) in Latin America and Africa. In order to achieve this aim, the Brazilian government has been stimulating the country's international participation in humanitarian assistance actions, in UN-led peace missions and in cooperation for development initiatives. This paper will present three illustrative cases, which demonstrate the different forms this participation can take and the variety of methods of intervention they may involve: Haiti, Bolivia and Guinea-Bissau. These cases reveal the diversity of Brazilian involvement in Sousth-South Cooperation( SSC), regarding political motivations, cultural affinities and regional/global aspirations. They also help illustrate certain plasticity in Brazil's performance as an emerging donor. The three cases portray the multidimensional nature of the Brazilian South-South agenda, in which security, development, and political and institutional support are intertwined. In addition, these countries represent areas of high interest in Brazilian foreign policy. In the case of Bolivia, its importance relates to the Brazilian interest in promoting democratic stability in South America. In the case of Guinea-Bissau, its importance relates to the Brazilian aim to strengthen its commitments to the Community of Portuguese Language Countries (CPLP), as an instrument to foster relations with the African continent. Finally, in the case of Haiti, its significance is related to Brazil's stance when intervention takes place in vulnerable states with the aim to improve Brazil`s presence in global governance associated with the promotion of sustainable development in the low income countries.
Zimbabwe is today affected by a grave & generalised crisis of unparalleled proportions. To add to the climate of violence & intimation that has characterised life in this Southern African country, a humanitarian emergency without precedents has unfolded with close to 4 million Zimbabweans requiring food aid & urgent medical assistance. The political dimensions of the crisis have dominated international policy towards Zimbabwe, in an effort to pressure Robert Mugabe's ZANU-PF regime to negotiate with the MDC, to respect human rights & fundamental liberties, to repeal the set of draconian laws which affect all areas of life in the country &, finally, to implement transparent & free & fair elections. This article provides a critical reflection on the multifaceted aspects of the crisis, with a view to providing the basis for a comprehensive discussion of possible multi-pronged strategies for a new strategic & operational level re-engagement with the country. The objective of the essay was to analyze the environmental bond required in the licensing processes for economic mining activities and the use of dams. The study legally classified the environmental bond as a guarantee for diffuse rights. Such guarantee applies to the duty of assistance and repair for possible environmental disasters and their respective humanitarian and cultural consequences. The work concluded that, within the scope of the Brazilian federation, the specific state law or the federal framework law that best meets the constitutional principles of the most effective protection and federal subsidiarity must prevail. The methodology used in the research was deductive, analytical, dogmatic and comparative; and national, state and foreign legislation and specific bibliographic texts were consulted. ; O objetivo do artigo foi o de analisar a caução ambiental exigida nos processos de licenciamento das atividades socioeconômicas de mineração e uso de barragens. O estudo classificou juridicamente a caução ambiental como instituto-garantia de direitos difusos. Tal garantia se aplica ao dever de assistência e reparação por eventuais desastres ambientais e suas respectivas consequências humanitárias e culturais. O trabalho concluiu que, no âmbito da federação brasileira, há que prevalecer, em concreto, a norma específica estadual ou a norma-quadro federal que melhor atender aos princípios constitucionais da proteção mais efetiva e da subsidiariedade federativa. A metodologia utilizada na pesquisa foi dedutiva, analítica, dogmática e comparativa; e foram consultadas legislação nacional, estadual e estrangeira e textos bibliográficos específicos.
Brazil, together with India and South Africa, now represent a renewed source of international pressure, views, and resources. IBSA has brought together these three developing nations, that are regional powerhouses, therefore simultaneously opening space for affirmative multilateralism, intra-South political coordination. They countries have been dedicating special attention to the rule-making process of global governance agendas and institutions. While broadening and deepening the scope of their responsibilities and commitments to other developing countries, they have been crafting innovative forms of inter-state collaboration. The chance to sit together at the UNSC in 2011 as non-permanent members became a major opportunity for IBSA. During this year, this group was able to share and reinforce the values and perspectives on world politics and security in an effort to strengthen a Southern critical appraisal of the post-cold war liberal peace concepts and prescriptions. Whereas western powers have downplayed the importance of reviewing its methods and procedures UNSC, IBSA countries have transmitted their special concern with the flaws of UN bureaucratic coordination, the needs for improvement in the links between SC, the GA and the executive boards of the UN agencies. Brazil has become especially concerned with the question of legitimacy of the use of force in international intervention as well as the humanitarian impact of military action and the importance of solutions which sought equilibrium between peace, solidarity, sovereignty and sustainable development."Assistance and cooperation, rather than coercion must be our watchwords", have been Brazil's pledge at the UNCS.
This article aims to understand the characteristics of migration policies targeted at refugees, especially concerning the right to work, from the end of World War II to 2019. Migration policy can be defined as the rights and obligations of migrants, including the guarantees and regulations immigrants have when residing in a foreign country. Labor shortages, national security, international treaties, and humanitarian issues are often recurring concerns in migration policy management. This study relied on scientific, journalistic and institutional (legislative) sources available in digital media. Documentary data analysis focusing on themes regarding migration policy, refugees, and refugee employment were used. As a result, it has been concluded that Brazil had inherited conservative, nationalist, and racist policies in the scope of migration. Furthermore, regardless of the progress made during the democratic period, there is still room for improvement in refugee assistance following its legalization in the country. The right to work and the documentation required to work legally are safeguarded to immigrants recognized as refugees. It also includes groups who have acquired the right to validate their qualifications. Nonetheless, the policy has failed to ensure access to employment and protect these groups from performing illegal work without labor rights, which, in turn, highlights the need for public policies that may intervene in this regard. In conclusion, we show the relevance of migration policies to the legal recognition of refugees' rights, especially concerning their right to work. ; Las políticas de migración pueden definirse como los derechos y deberes de los inmigrantes, incluidas las garantías y regulaciones relacionadas con la residencia y el ingreso a un país extranjero.
