""Azraq refugee camp, built in 2014 and host to forty thousand refugees, is one of two official humanitarian refugee camps for Syrian refugees in Jordan. Time and Power in Azraq Refugee Camp investigates the relationship between time and power in Azraq, asking how a politics of time shapes, limits, or enables everyday life for the displaced and for aid workers. Based on ethnographic fieldwork, carried out during 2017-2018, the book challenges the perceptions of Azraq as the 'ideal' refugee camp. The relationship between Westerners and Africa has long been conflicted and complicated. Frequently exploitative, it is also just as often propelled by an almost irresistible urge to 'do good'. The persistence of this impulse is intriguing. From Doctor Livingstone 150 years ago to the rock star Bono today, outsiders have championed foreign intervention in Africa in political, social, economic, and health care reforms. But underlying all these good intentions, isn't there a hierarchical belief that we, as outsiders, somehow know what's best for Africa?As a journalist and documentary filmmaker, Larry Krotz follows the projects of Canadian, American, British and European scientists, NGOs, lawyers, and peacekeepers, all motivated in some manner by the desire to 'do good' in Africa. He focuses specifically on people involved in trying to end the Angolan civil war, AIDS research in Kenya, the International Criminal Tribunal for Rwanda, and the UNIM circumcision research project in Kenya. Along with telling their stories, he examines the ethical and social implications of humanitarian and research projects in Africa, raising many difficult, yet critically important, questions. How have we come to think the way we do about Africa and its people? What has motivated us to action, for good or ill? And, in the face of seemingly insurmountable odds, is there a choice between doing nothing and doing the well-intended, but, perhaps, wrong thing?

Volume 18 of the Community, Environment and Disaster Risk Management series looks at how cities and countries recover from catastrophic disasters with a specific focus on Asia. Asia has experienced devastating disasters over the centuries. Proximity to the seismically active Ring of Fire and other plate boundaries, long Pacific and Indian Ocean coastlines, major river and tributary courses, desert and semi-desert areas, and other geographic features create a diversity of hazards and potential hazards. Some 250,000 people died in the southern Somalia famine of 2011-12, which also displaced and destroyed the livelihoods of hundreds of thousands more. Yet this crisis had been predicted in 2010. The harshest drought in Somalia's recent history coincided with a global spike in food prices, hitting this arid, import-dependent country hard. The policies of Al-Shabaab, a militant Islamist group that controlled southern Somalia, exacerbated an already difficult situation, barring most humanitarian assistance, while the donors' counter-terrorism policies criminalized any aid falling into their hands. A major disaster resulted from production and market failures precipitated by the drought and food price crisis, while the famine itself resulted from failure to respond quickly to these events-and was thus largely human-made. This book analyzes the famine.

"Record numbers of peacekeepers are currently deployed in Africa. They undertake critical missions, including stabilizing countries wracked by violence, protecting civilians, facilitating humanitarian assistance, degrading illegal armed groups, running elections, and supporting public security and the rule of law. When deployed in the right circumstances, peace operations have a good track record of facilitating transitions from war to peace as they did in El Salvador, Nicaragua, Namibia, Mozambique, Sierra Leone, Liberia, Cambodia, East Timor, and Bosnia. Evidence is strong that peace operations help protect civilians. Successive U.S. administrations have concluded that such operations serve American interests and national security, are cost-effective, and generate greater legitimacy than U.S. missions carried out alone. Abdel Baset Bushi, 56, hails from the Syrian city of Binnish, in northern Idlib province. Before the war, he used to travel regularly between Beirut and his hometown for both work and play. These days, however, he finds himself stuck in the Lebanese capital. Bushi and his family fled Syria last year, when the regime's bombardment of Binnish became too intense. According to the UN, more than 800,000 Syrian refugees are in Lebanon. The scope of the crisis has put an enormous strain on Lebanon's domestic politics, its humanitarian assistance efforts and the local economy. Home, for now, is where he ends up. Ten years ago, the UN Security Council committed itself to respond, in accordance with the Charter of the United Nations, to situations in which civilians have been targeted or humanitarian assistance has been deliberately obstructed. The record thus far is sobering: The promise of protecting civilians has often gone unfulfilled (as was the case during the 2008 Congo crisis). Member states need to act to address "disconnect between mandates, intentions, expectations, interpretations and real implementation capacity" that the UN Secretary-General outlined in his most recent report to the Security Council. In particular, far more investments in prevention and mediation as well as the capacity of missions on the ground -- in terms of availability, equipment, training, doctrine, and rules of engagement -- are urgently needed. Some have suggested that neutral humanitarianism is dead in the aftermath of the Cold War and 9/11. This article challenges the critical view called neo-humanitarianism and suggests that organizations such as the ICRC can carefully carve out an image of relative neutrality. This article argues that the difficulties associated with neutrality are not new and the ICRC has been grappling with them for decades. Various examples from history, including the Italian-Ethiopian War, World War II, and the Korean War, suggest the various complexities associated with neutrality. The fundamental focus of this article is how to construct an image and policies that are perceived to be relatively neutral in order to allow access to victims in need of humanitarian assistance and protection.
