Die Politik Mexikos, Honduras' und Costa Ricas gegenüber den Flüchtlingen aus Guatemala, El Salvador und Nikaragua ist keineswegs nur von humanitären Erwägungen bestimmt, sondern sehr stark beeinflußt von außenpolitischen, wirtschaftlichen und Sicherheitsinteressen; auch die Tätigkeit internationaler und freiwilliger Organisationen ist keineswegs völlig unpolitisch. Es ist einerseits notwendig, einen von politischen Einflüssen freien Raum für die humanitäre Arbeit zu schaffen, andererseits kann eine Lösung des Flüchtlingsproblems nur durch politische Maßnahmen erreicht werden.
