The aim of this article is to examine the similarities and differences between the use of force after 1990 and colonial police operations of the 19th and 20th Centuries. Our goal is to analyze and compare three aspects of these armed operations: the underlying ideologies, the aims and goals, and the means and methods. The article tends to demonstrate that today we assist to "the return of history", the pre-Cold War history, rather than to the "end of history". Despite some obvious differences between the two types of interventions, the article states that there are more similarities than divergences between these operations and that we are witnessing the emergence of a form of neocolonialism based on the liberal ideology.

In the world of humanitarian mine clearing, priority actions are determined by the impact that mines have on people. This impact is evaluated by using specific techniques. The work carried out in Kisangani by Handicap International Belgium stresses that impact is much more than the number of mines planted. Access to land, economic activities and social composition are all key variables that influence the impact of mines. Impact, moreover, is a dynamic variable. People elaborate their own strategies to adapt to a mined landscape. To carry out the kind of study described in this article, recourse to ethnographic techniques has proven efficient. Who cares for the most vulnerable? On which shoulders most heavily rests the altruistic part of our societies? Women have always been at the heart of the traditions of helping the poor, welcoming immigrants and refugees, helping mothers and children. These roles of solidarity, because associated with the home and the religion, allowed them to act in a public sphere which was also largely forbidden to them. In the first half of the twentieth century, organized philanthropic activity has been a key driver of women's full political rights. This book focuses on the history of three major associations in Quebec: the Saint-Jean-Baptiste National Federation, the Young Women's Christian Association (YWCA) and the National Council of Jewish Women. Yolande Cohen shows that women who have committed to it have made a major and largely ignored contribution to the development of Canadian and Quebec social policies.
