A brief look at 2003 political developments in Hungary notes a shift in conservative opposition strategy to gain more votes as well as some organizational changes in political parties. Government performance is deemed unimpressive, & the creation of three special courts of appeal marks an important judicial reform. Serious personnel implications are seen in the restructuring of police forces, while a huge financial scandal degraded public confidence in the government. The scandal resulted in cabinet changes & further changes occurred as a result of poor minister performance. Results of the national referendum on EU accession are summed up. 2 Tables, 3 References. An OECD Member country since 1996, Hungary has for the past ten years pursued its economic transition process with extensive reforms encompassing an active and liberal foreign direct investment policy.
