This paper deals with the concept of political topology in the light of geopolitics and hybrid warfare. Traditional geopolitics can be regarded as a point of departure for the search for better tools for political decision making. Comparison and confrontation of different, theoretical and practical, concepts of hybrid warfare can be heuristically inspiring and lead to a compact system of politically relevant knowledge – to political topology.

This short paper introduces the reader to the mutating military concept of hybrid warfare and one of its implementing methods, the use of law as a weapon. We aim to provide a current, comprehensive definition of the terms "hybrid warfare" and "lawfare". This submission focuses on the following areas: where law has been/is being used as a method of war, namely the Jus ad bellum, the jus in bello and the law of treaties in international relations.

"Der Artikel befasst sich mit einem Teilaspekt der hybrid warfare, nämlich dem gezielten Einsatz von Informationen zum Zweck der Verschleierung, Desinformation und Propaganda. Die Verfasser schlagen eine genaue Bestimmung der Schwelle zwischen völkerrechtlich unbedenklichen Handlungen sowie völkerrechtswidriger Intervention und Gewaltanwendung vor. Sie gehen dabei in Bezug auf bestimmte Formen subversiver Propaganda weiter als die momentan herrschende Meinung, die in solchen Fällen höchstens einen Verstoß gegen das Interventionsverbot annimmt. Sie betonen, dass einerseits Formen von Verschleierung und Desinformation die Schwelle der 'coercion' nicht erreichen und somit das Interventionsverbot nicht verletzen. Andererseits aber können besonders intensive Formen der subversiven Propaganda, die einen Militäreinsatz ermöglichen oder unmittelbar vorbereiten, unter bestimmten Umständen selbst einen Verstoß gegen das Gewaltverbot darstellen." Hybrid warfare has been an integral part of the historical landscape since the ancient world, but only recently have analysts - incorrectly - categorised these conflicts as unique. Great powers throughout history have confronted opponents who used a combination of regular and irregular forces to negate the advantage of the great powers' superior conventional military strength. As this study shows, hybrid wars are labour-intensive and long-term affairs; they are difficult struggles that defy the domestic logic of opinion polls and election cycles. Hybrid wars are also the most likely conflicts of the twenty-first century, as competitors use hybrid forces to wear down America's military capabilities in extended campaigns of exhaustion. Nine historical examples of hybrid warfare, from ancient Rome to the modern world, provide readers with context by clarifying the various aspects of conflicts and examining how great powers have dealt with them in the past
