Sencer Divitçioğlu, Türk iktisadi düşünce tarihine ilk önce iktisatçı, daha sonra tarihçi ve antropolog sıfatlarıyla katkılar sunmuştur. Ancak akademik kariyeri boyunca farklı sıfatlar edinmişse de asıl kalkış noktası iktisattır. Çünkü iktisat teorisinden elde ettiği analitik akıl yürütmeyi, tarihe ve antropolojiye uygulamıştır. İktisat teorisinden elde ettiği analitik akıl yürütmeyi hiçbir vakit terk etmemiş, bilakis onları tarih ve antropolojiye uygulayarak iktisattan tarihe uzanan aynı mantıksal-formel modellemeyi muhafaza etmiştir. Bu da düşüncesine büyük oranda bir kısıt getirmiştir. Söz konusu kısıt nedeniyle iktisat biliminin standart sınırlarını aşan bir kamusal entelektüel olmamıştır. Aynı zamanda Divitçioğlu özelinde görülen bu durum, 1945 sonrası ana akım iktisat biliminin diğer sosyal bilimlere yayılımı olarak nitelendirilen metodolojik emperyalizmin uygulama türüne örnek teşkil etmektir.

DergiPark: 326378 ; trakyasobed ; The thesis attempts to elaborate Yön, the weekly that had been published in the latter part of the sixties. Since Yön is known for having brought about lasting influence on Turkish intelligentsia and youth of the sixties, researchers, who aim to examine this period of Turkish politics, are required to spare considerable time for Yön. Although scores of studies on Yön have been published, it is hard to say that these studies directly dealt with Yön's perspectives on foreign policy and world affairs. The study aims to recover this shortcoming revisiting the whole collection of the weekly giving due attention to their historical context. The Yön that brought young yet influential left oriented intellectuals of the sixties together developed a critical approach to Turkey's official foreign policy. They highlighted problems of Turkish economy that, they argued, had been induced by western imperialism. Yön columnists severely criticized Turkey's political establishment on the grounds that they were acting as the agents of imperial policies and ignoring genuine interests of the majority. In order to cope with the problems of dependence, Yön group often suggested a radical foreign policy re-orientation for Ankara. Part and parcel of this re-orientation was the betterment of bilateral relations with the Soviet Union, which would run counter to or severely undermine official policy formulations. The emerging third world, most notably the movement for non-aligned countries, was another aspect of changing world affairs that, the Yön group argued, Turkish foreign policy makers should take into consideration. They also underlined that, having fought the first war of independence against the western imperialists; it was Turkey's liability to support anti-colonial wars all over the world and also that Turkey should draw lessons from their development strategies. The group therefore paid attention to anti colonial struggles all over the world and debated their relevance for Turkish case. As a consequence, Yön group succeeded to initiate a lively foreign policy debate in which future concepts and approaches have been shaped. ; Bu çalışma, haftalık Yön dergisinin, dış politika konularındaki görüşlerini incelemek üzere hazırlanmıştır. Siyasi bağımsızlığın yanında ekonomik bağımsızlığın da büyük önem taşıdığını belirten ve bunu 'tam bağımsızlık' şeklinde formüle eden Yöncüler, Türkiye'nin karşı karşıya bulunduğu temel sorunların, Batı ittifak sistemine olan bağımlılığından kaynaklandığını ileri sürmüşlerdir. Yöncülere göre, Türkiye'nin Batı ittifak sistemine olan bağımlılığı, bağımsızlık temelinde şekillenen kuruluş felsefesiyle çatışmaktadır. ÖZETORTADOĞU VE ATATÜRK'ÜN ORTADOĞU POLİTİKASI (1919-1926)Coğrafi konumu nedeniyle tarihte önemini korumuş olan Ortadoğu, bu önemini günümüzde de dünya siyaseti ve ekonomisi açısından sürdürmektedir. Türkiye bir parçası olduğu bu bölgeyle olan ilişkilerini Kurtuluş Savaşı'ndan itibaren eskisinden farklı bir biçimde yaşamıştır. Bu ilişkiyi doğru bir biçimde ortaya koymak Türkiye'nin geleceğini daha iyi bir doğrultuda çizmek için faydalı olacaktır.Her ne kadar tarihsel ve toplumsal olarak birbirine yakın özellikleri taşısalar da, Türkiye Kurtuluş Savaşı ile birlikte Ortadoğu'nun diğer ülkelerinden farklı bir gelişme göstermiştir. From the War of Independence, Turkey experienced its relations with this region to which it is a part in a different way form the past. To correctly examine this relation will be useful to draw the future of Turkey towards a better direction.Despite they have close historical and social features, Turkey indicated a development different than Middle East countries starting from the War of Independence. Turkey leaded by Mustafa Kemal determined the independence as its basic target, and recognized with Misak-I Milli (The National Pact) the rights of nations of Middle East to determine their future, and declared that it will assume no right on the lands under the sovereignty of Ottoman Empire.Despite Turkey fought against imperialism with its own source, the people of Anatolia for its independence, other nations of Middle East search their independence through their relations developed with colonist countries of Europe, consequently while Turkey successfully completed the War of Independence and gained its independence, other nations of Middle East become the puppets of United Kingdom and France During the course of this time, under the leadership of Mustafa Kemal, Turkey did not cut the relations with the countries to which Turkey has historical and social sympathy and concern - despite their leaders cooperated with United Kingdom and France against Turkey - and Turkey tried to develop solidarity especially with the suppressed folks became toys in hands of United Kingdom and France. This was done as a necessity to live in peace in the future as the neighbors in the same region as well as the result of the policy of uniting the powers against the imperialism.

As the speed and dimensions of globalization increase, it has become more important to evaluate local and global processes in a harmonious manner in leadership processes. Having a global perspective is seen as the key to sustainability. There are many studies on the leaders who have taken place in Turkey so far. However, in the research on the leadership of Recep Tayyip Erdoğan, whose leadership process is still ongoing in terms of the leadership model in the history of the Republic of Turkey, new research is needed, especially in the context of global leadership qualities. For this reason, a total of 34 interviewers, 29% of whom were experts at doctorate level or above, were reached through semi-structured interview questions. The results of the research reveal that Erdogan basically displays a proactive foreign policy in the axis of global leadership and develops an independent policy against imperialism and westernization in Turkey. Interviewers generally stated that Erdogan adopts an approach that serves world peace. In addition, among the themes discovered, there are the unifying approaches that support each of the Turkic republics and Islamic countries, the sympathy of peoples outside of Turkey, and the respectability of world leaders. Among the leading personal leadership features, such as rhetoric, charisma, hardworking, being a follower of work, taking risks, being courageous, having quick insight, and having a strong memory have emerged. It has been discovered that Erdogan's personal and value-oriented characteristics are in harmony with each other. The results support the results of previous studies.
Devletlerin yönetimi, üretim ilişkileri ve sermaye sistemleri ile aynı paralelde bir gelişim göstermektedir. Aynı sebepten dolayı, üretim ilişkileri ve sermaye sistemleri kapitalist mantıkta gerçekleşen emperyalist amaçlara da uygun düşmektedir. Gelişmiş devletler kendi çıkarları açısından dünya ticaretini yönetmek, tüm dünyayı isteklerine göre şekillendirmek istemektedirler. Böylece devreye, azgelişmiş devletlerin karşı duruşlarını önlemek için, etnik ve dini ayrımcılığın pekiştirilmesi ve küreselleşme başta olmak üzere çeşitli senaryolar konulmaktadır. Söz konusu senaryolar, bağımlılık ilişkileri çerçevesinde, ulus-devletin toplumsal işlevinin değerlendirilmesini zorunlu kılmaktadır. O nedenle, bu makalede, ulus-devletin bağımlılık ilişkileri açısından toplumsal işlevi, Türkiye'yi de kapsayacak şekilde açıklanmaya çalışılmaktır. For the same reason, the relations of production and capital systems are suitable for imperialist purposes which is materialized by capitalist logic. Developed states want to manage world trade with their own interests and form the entire world according to their visions. Consequently various scenarios, especially strengthening of the ethnic and religious discrimination and the globalization, are put into practice in order to prevent resistance of underdeveloped states. The scenarios require the evaluation of social function of the nation-state in terms of dependency relationships. For this reason, in this article, the social function of the nation-state is explained in terms of the dependency relationships by incorporating Turkey in to the analysis. The Ottoman-Egyptian administration in Sudan received a serious blow from the Mahdist rebellion initiated by Muhammad Ahmad in 1881. After the British invasion of Egypt in 1882, the increasing British influence in the country through Egypt also made a reinforcing effect on the Mahdi movement. Declaring his Mahdiship and associating the salvation of Sudan and the Islamic world with his own struggle, Muhammad Ahmad won many of the battles he fought, increasing his popularity day by day. The rebellion, which essentially began as a reaction against some administrative practices in Sudan, eventually turned into a resistance against British imperialism. The Ottoman State followed the Mahdi movement closely, but did not want to get directly involved in the events in Sudan. Although Sultan Abdulhamid II was worried that the movement would cross the Red Sea and reach the Hejaz, he did not accept the British proposals to organize a joint operation in Sudan through Suakin. He thought that such an intervention in Sudan would be inappropriate and would harm the caliphate. According to him, in order to solve the Mahdi problem, first of all, England needed to leave Egypt. However, the attempts of the Sublime Porte in this direction did not yield any results, and Sudan moved further and further away from the Ottoman Empire with each passing day. The Mahdists won significant victories against the Egyptian-British soldiers, but the state founded by Mohammed Ahmad did not last long and was destroyed by the British after a while. Drawing on Turkish, Arabic, English sources and Ottoman archival documents, this essay analysed and assessed the course of the Mahdi movement in Sudan until the death of Muhammad Ahmad in 1885, the attitude of the Ottoman Empire towards the Mahdi rebellion, and Britain's intervention in the regional events.
Yüksek Lisans Tezi ; Balkanların en küçük ve en yoksul, aynı zamanda da stratejik konumu itibariyle önemli ülkelerinden biri olan Arnavutluk, kendine has yapısı ve Soğuk Savaş döneminin izole edilmiş ülkesi olması sebebiyle dikkat çekmektedir. Enver Hoca'nın 1944 yılından 1985 yılına kadar süren uzun iktidar dönemi boyunca izlediği sosyalist politikalar ve baskıcı rejim ülkede demokrasinin gelişmesine engel olmuştur. Yugoslavya, Sovyetler Birliği ve Çin ile sürdürdüğü ikili ilişkiler sınırlı kalmış, bu devletlerle bozulan ilişkiler sonucunda Arnavutluk, Enver Hoca'nın ölümüne kadar emperyalizm ve revizyonizmle mücadelede kendisini dünyadan izole etmiştir. 1990'dan sonra Doğu Avrupa'da komünizmin çökmesi ile Arnavutluk'un dış politikası değişim göstermiştir. Ülke çok partili yaşama geçmiş ve demokratikleşme sürecinde kapılarını dış dünyaya açmış, özellikle de Batıyla iyi ilişkiler kurmaya çalışmıştır. Bu çalışma ile Enver Hoca iktidarına kadar olan tarihsel süreç, Enver Hoca dönemi ve ölümünden sonra Arnavutluk'un iç ve dış politikasındaki gelişmeler ve aynı zamanda iki farklı rejimin ülkedeki siyasi, ekonomik ve sosyal durum üzerindeki etkisi ele alınmıştır. ; Abstract ; Albania, which is one of the smallest and poorest and at the same time one of the most important countries in the Balkans considering its strategic location, attracts attention because of its specific structure and being the isolated country during the Cold War period. Socialist policies and repressive regime Enver Hoxha applied throughout his long-term rule between 1944 and 1985 hindered development of democracy in the country. Bilateral relations with Yugoslavia, Soviet Union and China remained limited and as a result of deteriorated relations with these states, Albania isolated itself from the world until Enver Hoxha's death in the struggle with imperialism and revisionism. After 1990, Albania's foreign policy changed due to the collapse of communism in Eastern Europe. The country experienced transition to the multi-party system, opened its doors to the outside world throughout the democratization process and tried to establish close relations especially with the West. In this study, historical process till Enver Hoxha's rule, the developments in Albania's domestic and foreign policy during Enver Hoxha and after his death and effects of two different regimes on political, economic and social situation of the country have been discussed.

ÖZETBu çalışmada Türkiye'nin gündeminde ekonomik, politik, sosyal ve kültürel boyutlarıyla önemli bir yer tutan AB ile olan ilişkiler tarihsel gelişimi kapsamında incelenerek, Türkiye'nin AB'ne üyeliğinin, Avrupa Parlamentosu kararları örnek olaylarıyla irdelenmesi ve Atatürk Türkiye'si idari yöntemler açısından analizi yapılmıştır. Atatürk'ün dış politika uygulamalarının, kültür ve çağdaşlık anlayışı temelindeki yaklaşımlarının belirli bir sistem, hedef ve prensipler çerçevesinde oluşturulduğunu tespit ettikten sonra, bunların günümüz koşullarıyla ne ölçüde uygulanabileceğini analiz edebilmemiz için, Avrupa'da bir birlik oluşturma fikrinin ve bugünkü AB'nin tarihi, felsefi ve siyasi temelleri çerçevesinde Avrupalılarla Türklerin ilişkileri analiz edildi. Bu değerlendirmelerin ışığında AB'nin kurumsal yapılanmasında son yıllarda önemi gittikçe artan AP'nin rolü ve Türkiye'ye yönelik politikaları ve kararları irdelendi. AB ve Atatürkçülük, çağdaşlaşma ve emperyalizm kavramları ekseninde değerlendirildi.Bugün yaşanan tartışmalardan da anlaşılacağı üzere, Atatürk'ün Türk milleti ve vatanı için çağdaşlaşma bağlamında hala tam olarak neyi amaçladığı, kullandığı yöntemler, hedefleri, ilkeleri anlaşılamadığından veya maskelenerek yorumlanmak istendiğinden Türkiye-AB ilişkileri de farklı boyutlarda ve zeminlerde dolaşmaktadır. Çalışma beş ana bölümden oluşmaktadır. Konumuz açısından, Osmanlı modernleşmesi analiz edildikten sonra birinci bölümde Atatürk Dönemi Dış Politika ve çağdaşlaşma ana hatlarıyla kavramlar zemininde değerlendirildi. İkinci bölümde Türkiye-AB ilişkileri; Avrupa kavramının sınırları, AB fikrinin tarihi, siyasi, kültürel ve felsefi temellerine ilaveten resmi söylemde doğuşu ve gelişimi irdelendikten sonra tarihi perspektif içinde değerlendirildi. Üçüncü bölümde AB'nin kurumsal yapılanması ve bunun içinde son yıllarda öne çıkan ve Türkiye için, yaygın olarak iddia edilenin aksine, artık kararlarının tavsiye niteliğinden öte anlamları olan Avrupa Parlamentosu'nun artan yetkileri, federalizm ve demokrasi açığı kavramlarıyla incelendi. Dördüncü bölümde AP'nin Türkiye'nin ulusal çıkarları ve milli bütünlüğüne yönelik aldığı kararlar, belgeler üzerinden analiz edildikten sonra, AB taraftarlığı ve Atatürkçülük ana başlığıyla beşinci bölümde emperyalizm, çağdaşlaşma kavramları çerçevesinde Türkiye-AB ilişkilerine Atatürkçü bakış açısıyla ele alınıp, Atatürk'ün idari yöntemlerinden sapmalar analiz edidi. Son olarak, bazı sonuçlar ve gelecek için öneriler verildi. Bu tez hazırlanırken kullanılan başlıca yöntemler ise; betimleyici yöntem, karşılaştırmalı method, söylem analizi ve örnek çalışmasıdır.ABSTRACTIn this study, the relations with the European Union (EU), which take an important "place on Turkey's agenda with their political, social and cultural aspects, have been examined with respect to the historical progress. Turkey's candidacy for the EU membership has been investigated in light of the cases with European Parliament resolutions, and analyzed in terms of Ataturk Turkey's state administration methods. Having determined the fact that Ataturk's foreign policy practices and his civilization- and modernity-based approaches have been developed within a framework of particular system, objective and principles, in order to be able to examine to what degree those particular elements can be practiced in current circumstances, the Europeans-Turks relations have been analyzed with regard to the idea of forming a union in Europe, and historical, philosophical and political foundations of the present EU. In light of these evaluations, the role of the European Parliament which has recently been becoming increasingly important on the EU's institutional structuring, and its (i.e., EP) policies and decisions towards Turkey have been considered. The EU and Ataturk's Political Doctrine have been evaluated in the context of modernization and imperialism concepts. As it can be understood from the present discussions that what exactly Ataturk meant by the modernization of the Turkish nation and homeland, the methods he used, his objectives and his principles are still not clearly understood or wanted to be interpreted through the way of masking, the Turkey-EU relationships are, therefore, floating around in different dimensions and arenas.This work is mainly compesed of five parts. After analysed Ottoman modernization process, in first part of this study, the Ataturk's Term Foreign Policy and modernization have been considered in essence and on conceptual basis. In the second part, after having analyzed the birth and the development of the EU in political arena in addition to having analyzed the boundaries of the concept of Europe and the history and the political, cultural and philosophical foundations of the idea of EU, the Turkey-EU relations have been evaluated from historical perspective. In the third part, the institutional structure of the EU, and as involved in this structure, the increasing jurisdictions of the EP, the decisions of whom for Turkey now mean, as recently become prominent in contrast to the common claims, beyond the meaning of 'recommendation', have been analyzed with the concepts of federalism and democratic deficit. After the EP resolutions that are made towards Turkey's national interests and integrity have been analyzed with documents in the forth part, in the fifth part under the main topic of "EU Advocacy and Ataturk's Political Doctrine" the deviations from Ataturk's state administration methods have been analyzed within the framework of the concepts of imperialism and modernization, with addressing the Turkey-EU relations from the Ataturkist point of view. Lastly, I give some future perspectives and conclusions within the context of the thesis. Discourse analysis, case study, descriptive and comparative methods are utilized throughout this thesis.

Tarihsel süreç içerisinde Amerika Birleşik Devletleri-İran ilişkileri 1979'da İran'da gerçekleşen İslam Devrimi ile birlikte kırılma dönemine girmiştir. Bu tarih itibariyle Ortadoğu'da önemli bir müttefikini kaybeden ABD için İran'ın nükleer faaliyetleri başlıca tehdit unsuru haline gelmiş ve Washington-Tahran arasındaki ilişkiler dönemsel koşulların getirdiği gerekçeler çerçevesinde devam etmiştir. Bu çalışmada George W. Bush, Barack Obama ve Donald Trump dönemlerinde ABD-İran arasında yaşanan ilişkileri analiz etmek için inşacı kuram kullanılmıştır. Tezin amacı, 2000 sonrası dönemde ABD'nin İran politikasının düşünsel, normatif unsurlar çerçevesinde söylemler yoluyla nasıl şekillendiğini analiz etmektir. Öte yandan ABD ve İran ulusal kimliğinin dış politika yapım sürecine etkisi incelenecektir. Buradan hareketle, iki ülke arasında yaşanan karşılıklı güvensizlik söylemler yoluyla inşa edilmiş ve devlet kimlikleri dış politika eylemlerini etkilemiştir. Bu bağlamda Amerikan ulusal kimliği demokrasi, insan hakları ve eşitlik gibi söylemler ile tanımlanırken, İran ulusal kimliği 1979 İslam Devrimi ile birlikte Batı karşıtlığı, emperyalizm karşıtlığı ve devrim ihracı gibi ideolojik motivasyonlardan beslenmiştir. Dolayısıyla ABD'nin İran politikası kimlik eksenli söylemler çerçevesinde şekillenmiş ve söz konusu söylemler özneler arası anlayışı inşa etmiştir. --- Historically, the relations between the United States and Iran, with the Islamic Revolution realized in Iran in 1979, entered into a fracturing period. As of today, Iran's nuclear activities have become the main threat to the USA, which has lost an essential ally in the Middle East. Moreover, the relations between Washington and Tehran have continued within the framework of the rationales taken place in different periods. In this study, the constructive theory was used to analyze the relations between the USA and Iran in the periods of George W. Bush, Barack Obama, and Donald Trump. The thesis aims to analyze how the USA's Iran policy was shaped through discourses within the framework of ideational, normative elements in the post-2000 period. On the other hand, the impact of the US and Iranian national identity on foreign policymaking will be examined. Starting from this point of view, mutual distrust between the two countries was built through rhetoric and state identities affected foreign policy actions.
