Refined baseline inventories of non-indigenous species (NIS) are set per European Union Member State (MS), in the context of the Marine Strategy Framework Directive (MSFD). The inventories are based on the initial assessment of the MSFD (2012) and the updated data of the European Alien Species Information Network, in collaboration with NIS experts appointed by the MSs. The analysis revealed that a large number of NIS was not reported from the initial assessments. Moreover, several NIS initially listed are currently considered as native in Europe or were proven to be historical misreportings. The refined baseline inventories constitute a milestone for the MSFD Descriptor 2 implementation, providing an improved basis for reporting new NIS introductions, facilitating the MSFD D2 assessment. In addition, the inventories can help MSs in the establishment of monitoring systems of targeted NIS, and foster cooperation on monitoring of NIS across or within shared marine subregions.

Presents & reviews complexities concerning the definition & role of Sami political representation in the Swedish government. The organ for representation of the indigenous Sami people, Sametinget, now 10 years old, can be still considered in many ways as a political experiment in which an attempt is made to give the interests of the Sami people greater visibility & mobility in the Swedish government & increase Sami autonomy without simultaneously weakening the power of other elected Swedish organs. Much of the difficulty that arises in determining the proper & most effective direction of Sametinget is that in its definition of purpose the organ can be seen in many ways as being a type of hybrid between a popularly elected parliament & a central government administration. In this respect the Sametinget operates on inherently contradictory grounds. As these contradictions are explored in some depth it is suggested that in order for the organ to move ahead into a productive future, a clarification of its authority must be made. The Swedish Sami Parliament is both a representative body elected by the Indigenous Sami people and a government agency under the Swedish state. Since its inception, this construction has been critiqued by the Sami people and Swedish governmental commissions alike: the Sami Parliaments dual roles are seen to be in fundamental conflict with one another. This article provides the first empirical study of the political and practical consequences of these conflicting roles. Using in-depth interviews with politicians and civil servants at the Sami Parliament, representatives of Sami organisations, and civil servants at the Swedish ministries, we analyse the extent to which the Sami Parliament is able to perform its role as a government agency. We argue that the dual roles of the Sami Parliament create problems not only for the decision making powers of the Parliament as a government agency, but also constitute a structural obstacle to Sami self-determination. This chapter provides an overview of the status and trends in biodiversity and ecosystem function through assessment of key species and habitats, and summarizes the ecological status of selected Nordic regions. Important habitats across the Nordic coastal region include sea grass beds, kelp forests, blue mussel beds and soft sediments. Declines in sea grass have occurred since the 1970's, most likely due to eutrophication and overfishing. Norwegian kelp forests are recovering following severe losses in the 1960–1970's, most likely due to increased water temperature and changes in grazing pressure. Seabird populations have declined significantly during the last decades, reaching historical lows. Knowledge gaps are identified and a common biodiversity indicator system across the Nordic region is suggested. An indigenous local knowledge perspective is also presented.

The Swedish government has set the goal of taking a pioneer role and targeting a transition towards 100% renewable energy use until 2040. To reach this goal, the focus in energy production is shifting towards solar, hydro as well as wind power. Since 2010, wind power in Sweden is a fast-growing industry, promoted as one solution to reach climate goals and ensure more sustainability. Nevertheless, wind power is also criticised and the cause of several land-use conflicts all over Sweden. When it comes to the northern Swedish counties, wind power plants are overlapping with traditional Sámi herding districts. Especially here critical questions regarding a misrecognition of indigenous rights as well as the meaning and implications of justice in the current transition are raised. This Master thesis addresses the current development of wind farming on Sámi lands in northern Sweden within the energy transition and sheds light on wind-power related conflicts. Therefore, the analytical frameworks environmental justice (EJ) and frame theory (FA) are used, to identify and explain tensions and map possible leverage points. The thesis combines an empirically grounded approach to explore how actors actively involved in wind farming make meaning of environmental justice, and a theory-driven approach to identify leverage points and map injustices. For this reason, in total two methods are used to collect the empirical data material: semi-structured interviews (subjected to FA) as well as a literature review (subjected to the EJ framework). The results of the frame analysis show that within the actors actively involved in wind farming four different frames can be uncovered, which lead to differing problem definitions as well as suggested solutions. The identified frames cover due to their agenda-setting character not all injustices that were derived from literature review. This study analyses the history of a large hydroelectric scheme – the Great Ruaha power project in Tanzania. The objective is to establish why and how this specific scheme came about, and as part of this to identify the key actors involved in the decision-making process, including the ideological contexts within which they acted. Although the Tanzanian actors and the World Bank (IBRD) are discussed, main focus is on the Swedish actors on project level.Kidatu, the first phase of the Great Ruaha power project (constructed between1970-1975), became the first large-scale hydropower station in Tanzania. As such, it paved the way for Tanzanian entrance into the Big Dam Era and significant changes within the Tanzanian landscape. As well as the dry river bed at Kidatu, and the small reservoir that precedes it, the Great Ruaha power project also involved the creation of a huge artificial lake, the Mtera reservoir. The Kidatu hydropower station was the first large undertaking within Swedish bilateral aid, and implied the takeover of control of hydropower construction in Tanzania by Swedish enterprises, replacing the enterprises of the former colonial power. A hydropower plant is a complex technoscientific artefact. The construction of a hydropower plant is preceded by a large number of technological choices, scientific prestudies and estimations of costs and revenues. A hydropower plant is also a complex social creation, and is as such filled with social actors engaged in conflicts, compromises and power structures. The decision to construct Kidatu hydropower station was a result of negotiations and activities within what is called "development assistance". This brings in yet another dimension, the political one, involving export and import of technology, foreign capital, and foreign influence in decision-making processes, as well as ideas about how to bring development and progress to a people supposed to be living in "poverty and misery". The study is divided into three main parts. The first part analyses the context of Swedish development assistance in the support to the construction of hydropower plants. This part discusses Swedish state-supported hydropower exploitation of indigenous people's territory within Sweden's borders in the 20th century and the background of Swedish development assistance, from the 1950s to the early 1960s. The second part analyses the event of Swedish development assistance entering Tanzania and the Great Ruaha power project, with the main focus being on the period 1965 – 1970. The third part is an analysis of the technoscientific basis for the decisions taken to implement the Great Ruaha hydropower scheme. Main focus is on the period 1969-1974, discussed against the backdrop of precolonial and colonial studies. While focus is on the 1960s and 1970s, in both part two and three events in the 1980s and 1990s are discussed. The study shows that although Sweden was not a colonial power in Tanzania, colonial imagery, and relations to the colonial era, as well as Sweden's background of internal colonialisation, exerted an influence on the decision-making process and the actors involved in the Great Ruaha power project.The study is mainly based on archival sources, complemented with oral sources from Tanzania and Sweden. Recognizing the complexity of large-scale hydropower and the attempts to control watercourses that large scale hydropower necessitates, in the specific context of decolonisation and development assistance that the decision-making process behind the Great Ruaha hydropower scheme reveals, the analysis of the actors involved is based on feminist and postcolonial perspectives.
