학위논문(석사)--서울대학교 대학원 :사회과학대학 정치외교학부(외교학전공),2019. 8. 박성우. ; The study of Rousseau's international politics can largely be divided into two main branches: Realism with a pessimistic view towards peace in international politics and Cosmopolitanism via education as depicted in Emile. However, neither interpretation exhaustively covers Rousseau's international political thought. Accepting the framework that International Political Thought should coherently and consistently interpret the individual, national, and international levels of politics, this thesis embodies Stoicism's 'Theory of Oikeiosis' to assess Rousseau's international political thought, focusing on Emile. This study pays attention to Emile because the study of humans embodied in the work contains both a discussion of all three layers – the individual, national and the international - of Rousseau's international political thought, and enough materials to infer his 'Politics of Survival.' Previous studies of Emile has primarily been published by cosmopolitans to invoke idealistic ideas such as conscience, morality, and patriotism. If put under a more realist lens, however, the same ideas could be interpreted as a part of living his life for Emile, or the individual, under the goal of self-preservation. Early in his life, Emile grows up with only negative education as an isolated individual and learns how to live alone. Later, Emile gradually learns how to interact with the society, breaking from his isolated shell to live as a part of a community. In this process, Emile establishes a political society and utilizes concepts that he garnered while in it, such as morality and religion, according to his goal of self-preservation. Although Emile fulfills his duties as a citizen of a Republic, ideas such as civic virtue and patriotism that were created within the country do not initially extend to the outside world. With time, however, Emile's world view expands to encompass the entire human population, and Emile comes to care for even communities outside of his direct community. When the idea of a confederation of countries to resolve the state of war outside of the community turns out to be unfeasible, Rousseau adopts a new solution for the international political situation which is for each individual to strive to do their best in the given situation such as by finding a safe place for his or her freedom of survival. This thesis scrutinizes Emile to depict this process, of the individual striving for survival beyond the community and extending to the nation, international politics, and the entire universe. This research interprets Rousseau's international political thought as 'International Political Thought of Survival' by repurposing cosmopolitan internal mechanisms as tools for survival, while also distinguishing itself from realism by underlining Rousseau's negative pacifism. As such, this thesis provides a balance between the cosmopolitan and realist interpretations of Rousseau's international politics and also attempts to bridge the rift between his national and international political thought by extracting 'survival' as a consistent idea embedded throughout the levels. 학위논문 (석사)-- 서울대학교 대학원 : 행정학과, 2012. 2. 임도빈. ; 신 공공관리론의 영향으로 행정기관으로의 시장경제원리 도입에 대한 관심이 지속되고 있다. 정부는 고권적 입장에서 시민을 바라보았던 기존 관점에서 벗어나 시민을 고객으로 보고 고객만족행정을 실현하는데 힘을 기울이고 있다. 그리고 그러한 행정에 대한 측정지표로써 '시민 만족도'를 조사하여 연구하는 경향이 활발해지고 있다. 시민 만족도에 대한 조사는 시민들이 시 행정에 얼마만큼 만족하고 있는지를 살펴보고 이를 행정에 대한 성과로 치환할 수 있다는 점에서 의의가 있다. 그러나 기존의 만족도 조사로는 '과거' 성과에 대한 측정으로서의 역할을 할 뿐 '미래'에 어떤 정책을 추진해야하는지 한정된 자원을 어디에 투입해야하는지를 알려주는 지표로서는 한계를 가진다. 이러한 관점에서 시장부문에서 활용되고 있는 IPA 분석(중요도-성과 분석)을 행정학에 도입하려는 움직임이 대두되고 있다. 사부문과는 달리 성과를 가시적인 산출물로 나타내기 힘든 공공부문의 특성상 행정학에서의 성과는 시민 만족도로 대체되는 경향이 있어 이를 중요도-만족도 분석이라고 부르기도 한다. 여기서 주목할 점은 기존의 만족도만 조사하였던 방식에서 탈피하여 '중요도'에도 초점을 맞추기 시작했다는 것이다. IPA분석을 통해 한정된 자원을 좀 더 효율적으로 투입할 수 있는 방안이 생겼는데 이는 중요도와 만족도를 함께 조사하기 때문에 가능한 일이다. 그러나 '성과'를 '시민 만족도 조사' 로 치환하여 사용할 수 있는지, 그 방법에는 어떠한 것이 있는지 등 '만족도'에 대한 논의는 활발함에도 불구하고 아직까지 '중요도'에 대한 논의는 국내에서 미미한 실정이다. 이러한 이유에서 본 연구는 개별 행정서비스의 '중요도' 를 좀 더 정확하고 설명력있게 파악하기 위한 작업으로 사부문에서 활용되는 Derived importance를 소개하고 직접 설문을 통한 결과를 도출하여 기존에 활용되던 Stated importance 와는 어떤 점에서 다른 특성을 갖는지 살펴보았다. Derived importance 는 개별행정서비스에 대한 만족도를 독립변수로, 전체 행정 만족도를 종속변수를 두고 다중회귀분석을 통하여 나온 설명변수값(Beta)으로 중요도를 도출해내는 통계학적인 수치이다. 이는 Stated importance 보다 더 설명력이고 예측성이 있으며 심층적인 시민의 의식을 엿 볼수 있다는 점에서 실질적인 중요도로서의 가치가 증대되고 있다. 직접 설문조사를 통하여 각각의 중요도 값을 도출해낸 결과 24개의 개별 행정서비스의 중요도로 Stated importance 에서는 '공원과 여가활동시설'의 중요도는 12순위 밖에 되지 않았으나 Derived importance 에서는 1순위임을 확인할 수 있었으며, '공중보건 및 의료' 항목도 Stated importance 는 14위이나 Derived importance 에서는 2순위의 값을 가지는 등 여러 차이를 확인할 수 있었다. 이는 일반인들이 '실업문제 해결 및 경제활성화'나 '주택가격안정 및 주택공급' 과 같이 상대적으로 범주가 크고 사회적으로 이슈가 되는 문제해결을 위한 행정서비스 개선이 중요하다고 표면적으로 응답하나 실질적, 심층적으로 서울시의 전체 행정 만족도의 개선을 증진시키는 가장 중요한 서비스는 자신의 주변에 '공원과 여가활동시설' 이 얼마만큼 있는지, 자신이 아플 때 이용하는 '공중보건 및 의료'에 대한 행정이 잘되어있는지의 여부라는 것을 의미한다. 즉, 개인이 중요시 여기는 실질적인 개별 행정서비스의 개선은 자신의 피부에 직접 와닿고 자신이 느낄 수 있는 범주의 것이라는 점이다. 정책결정자의 최종 목표는 전반적인 만족도의 향상이다. 시장의 경우 전체적인 시의 운영 및 시 행정에 대한 만족도가 올라가는 것을 가장 첫 번째 목표로 삼을 것이며 시민들이 실질적으로 원하는 곳에 자원을 투입해야 한다는 측면에서 Derived importance 의 활용은 획기적인 시도라 할 수 있다. Derived importance 에 따라 개별 행정서비스 부문 중 높은 중요도를 가진 부문에 예산과 자원을 투입한다면 지방정부의 가장 첫 번째 목표인 지방 정부의 전체 만족도의 상승 효과를 예상할 수 있어 매우 효과적인 지표로써 활용될 수 있을 것이다. ; New Public Management lead consistent attention of introducing market economy principle to administrative institutions. As index of measuring such administration, there is a growing tendency of studying 'citizens' level of satisfaction'. Survey on citizen's level of satisfaction has the implication that finding out to what extent citizens are satisfied with municipal administration and apply it to administrative performance. Previous survey on the level of satisfaction, however, previous index only had a role of measuring 'past' performance but had limitation in guiding which policy should be promoted in the 'future' as well as where limited resources should be inputted. For such reasons, so as to figure out 'the level of importance' of each administrative service more accurately and in a more explanatory manner this study introduces Derived importance which is utilized in private sector and takes results through direct survey to find out which features are different from Stated importance which is utilized previously. Derived importance is statistical figure of which independent variable is the level of satisfaction on each administrative service and dependent variable is the level of satisfaction on general administration, and derives the level of importance through multiple regression analysis in the form of explanatory variable (Beta). As the result of the level of importance through direct survey, among 24 individual administrative services, it is found out that the rank of 'park and leisure facility', which is only 12th in Stated importance, is the first in Derived importance; the rank of 'public health and medical treatment', which is only 14th in Stated importance, is the second in Derived importance. This result means that citizens ostensibly answer that it is important to enhance administrative services concerning subjects, which are relatively big and receive attention from society, such as 'solution of unemployment and economic revitalization' or 'stabilization of housing price and housing provision', however, the most important service to them in substance and in depth, which enhances the level of satisfaction on Seoul city administration in whole, is 'park and leisure facility' around the neighbor and 'public health and medical treatment' which they can use when they are sick. That is, the substantial enhancement of individual administrative service which is important to individuals is about categories which people click and feel. The final goal of policy maker is to raise overall level of satisfaction. In case of mayor, it may be fairly said that the utilization of Derived importance is epoch-making attempt from the aspect that the first priority will be enhancement of general municipal operation and satisfaction on municipal administration and resource should be inputted where citizens want in substance. Purpose: The purpose of this study was to define and clarify the concept of political competence for nurses. Methods: A hybrid model method was used to investigate the dimensions, attributes, and definitions of the concept. In the theoretical stage of the study, literature on nursing, politics, and other discipline were reviewed. In the fieldwork stage, individual in-depth interviews and focus groups interviews were conducted with politically seasoned experts or activists who had an understanding of the concept of political competence for extensive descriptions in nursing and field of health care. Results: The concept of political competence was represented in four dimensions as political knowledge, political efficacy, political interaction, and political activity. In the political knowledge dimension, there were three attributes, namely, political knowledge, political information and systematic analysis ability. The political efficacy dimension had three attributes of internal political efficacy, external political efficacy, and self-pride of nursing profession. The political interaction dimension had three attributes of organizations and community service, networking, and persuasive power. The political activity dimension had six attributes of political leadership, political expression, assertive behavior, political advocacy, political participation, and policy intervention. Conclusion: This concept development might provide a basic understanding of developing a measurement tool and for constructing a theory promoting nurses�� political competence. ; open

학위논문 (석사)-- 서울대학교 대학원 : 정치학과, 2012. 2. 박찬욱, 강원택. ; 본 연구는 제18대 국회 전반기 2년간 본회의 표결 기록을 분석하여 개인 의원의 당론이탈투표 행위를 결정하는 유의미한 변수를 찾아내는데 그 목적이 있다. 구체적으로 본 논문은 강한 정당기율의 전통에도 불구하고 국회의원들이 표결 현장에서 당론을 이탈해 독립적으로 행동하는 현상을 목격하고, 이를 결정하는 요인을 분석하고자 한다. 이러한 목적에서 18대 국회 전반기동안 의원직을 유지한 한나라당과 민주당 의원 241명의 본회의 전자표결 기록을 분석하여 이들이 당론과 다른 표결을 하도록 결정하는 요인을 찾는다. 한국의 국회 내 표결행태에 관한 다양한 연구는 의원 행위를 결정하는 다양한 요인 중 정당의 제도적 영향력을 크게 평가한다. 이에 따르면 한국의 정당은 형성기부터 권위주의 시기를 거치면서 그 기율을 강화하였고, 의원들의 행위를 제한하고 통제하는 역할을 수행해왔다. 그러나 국회의원이 단순히 정당기율만을 따라 수동적으로 행동하는 존재가 아니라는 증거 또한 여럿 찾아볼 수 있다. 구체적으로 표결의 영역에서 의원들은 당론에 배치되는 두 가지 선택을 할 수 있다. 즉, 의원은 적극적으로 본회의에서 당론에 일치하지 않는 방향으로 투표하거나 소극적으로 기권이나 표결불참을 택할 수 있다. 비록 많은 비중을 차지하지 않더라도 국회의원들이 당론으로부터 이탈하여 독립적으로 표결하는 경우가 발견된다는 사실은 강한 정당기율만을 강조해왔던 기존의 연구 전통에서 벗어나 새로운 관점에서 의원 표결을 바라볼 필요성을 제기한다. 이러한 관점에서 본 연구는 의원을 전략적 행위자로 가정하고, 18대 국회 전반기에 의원들이 당론을 이탈하여 표결하는 데 영향을 미친 유의미한 결정요인을 찾는데 주목하였다. 이를 위하여 특정 의원의 소속 정당 다수가 투표한 선택지를 당론으로 정의하고, 개인 의원이 모든 표결에 대하여 당론을 이탈하여 투표한 비율을 종속변수로 설정하였다. 연구는 표결불참을 분석대상에 포함한 포괄적 당론이탈투표 모형과 표결불참을 제외한 단순 당론이탈투표 모형의 두 차원으로 구성된다. 의원의 당론이탈투표를 결정하는 요인을 찾기 위하여 제도적, 지역구적, 의원 개인적 요인의 세 가지로 분류된 독립변수를 설정하였고, 가중최소제곱 그룹 로지스틱 회귀분석을 통한 계량 분석을 시행하였다. 연구 결과는 다음과 같이 요약될 수 있다. 첫째, 포괄적 당론이탈투표 모형에서 국회의원들이 당론을 이탈하여 투표하는 데 영향을 미친 유의미한 결정요인은 제도적 변수로 밝혀졌다. 먼저, 국회의원들은 그들이 정당으로부터 자율성을 획득할 때 정당 다수로부터 이탈하여 표결할 가능성이 높다. 구체적으로 당내에서 경험과 연륜을 통하여 비공식적인 리더십을 획득하고 있는 선수가 높은 의원들이 상대적으로 더 자율적이므로 당론을 이탈할 가능성이 높다. 반면, 정당 지도부에 위치한 의원들은 정당 전체를 책임져야 하는 입장에 있으므로 정당으로부터 자유로운 선택을 할 수 없으며 따라서 당론을 고수할 가능성이 높다. 둘째, 단순 당론이탈투표 모형에서 그 동안 크게 주목받지 못하였던 변수 중 하나인 이념이 유의미한 변수로 확인되었다. 분석에 따르면, 진보적인 의원일수록 당론으로부터 이탈하여 표결할 가능성이 높다. 특히, 표결불참을 분석에서 제외했을 때 이념이 중요한 결정요인으로 대두되었다는 사실이 시사하는 바는 크다. 의원들이 표결을 통해 전면적으로 당론에 배치되는 입장을 표명할 수 있는 것은 정당이 줄 수 있는 제도적 인센티브를 뛰어넘는 개인의 강한 이념적 속성 때문이라는 것이다. 그러나 본 연구에서 이념 변수는 정책과 이념과의 연계성 측면에서 해석된 것이 아니라 의원이 당론을 따를 것인가 이탈할 것인가를 결정하는 일반적인 이념성향으로, 이념이 정책과의 연계 속에서 당론이탈투표에 직접적으로 미치는 영향력을 측정하지는 못하였다는 한계를 갖는다. 본 연구는 건강한 대의 민주제도를 수립하는 데 필요한 요인들에 대한 함의를 제공하였다는 점에서 의의를 갖는다. 당론이탈투표의 결정요인을 연구한 결과 당론이탈투표가 의원들의 제도적 자율성에서 비롯된 것임을 알 수 있었다. 이는 그동안 많은 학자들이 한국 국회의 갈등과 비효율성을 고질적인 문제로 지적하면서 그 원인으로 강한 정당기율과 당내 비민주성을 꼽아온 것과도 일맥상통하는 결과이다. 나아가, 이념이 당론으로부터의 이탈을 촉진하는 요소 중 하나임이 밝혀졌다는 점에서 의원들이 보다 자율성을 가질 수 있는 민주적인 원내외 정당구조가 확립된다면 의원들이 보다 이념 등에 기반하여 표결할 수 있는 정치적 환경이 확립될 것이라 예상할 수 있다. ; The purpose of this study is to identify meaningful variables effecting individual national assembly member's party defection votes by analyzing floor voting records for the first two years of the 18th National Assembly of the Republic of Korea. Specifically, the study will analyze the factors that result in party defection voting behavior by assembly members, a practice that betrays the tradition of strong party discipline. To this end, the study analyzes the roll-call voting record of 241 Grand National Party and Democratic Party assembly members having held office during the first half of the 18th National Assembly to analyze the factors that cause party defection votes. Various studies on voting behavior within the National Assembly assess that party is the major influence on assembly member's voting behavior. The logic is that Korean political parties, from their inception, and, experiencing phases of authoritarian government, strengthened party discipline in kind, giving birth to a tradition of party exercising significant control over assemblymen's behavior. However, plenty of evidence indicating that assembly members are more than just passive beings submissive to party discipline is to be found. In the act of voting, two choices in disagreement with the party line are available. The first is active party defection voting, wherein a vote is cast in a direction out of line with one's party. Second is passive defection behavior, wherein one chooses abstention or absence to avoid casting a party-line vote. Although not common, the fact that assembly members on occasion display independent voting behavior, defecting from party majority, raises the need for a new explanation other than strong party discipline, which has been identified in the existing literature as the significant determinant of voting behavior. The study assumes that assemblymen are strategic actors seeking utility through floor voting, and focuses on identifying significant determinants of assembly members' party defection votes in the first half of the 18th National Assembly. For this purpose, the party-line was identified as the voting choice of the majority of assembly members in a party, and party defection voting behavior by individual assembly member was set as the dependent variable. The study is divided into two models: In the comprehensive defection model, absences from floor voti are included in the analysis, where as in the simple defection model, they are not. To identify deciding factors of assembly members party defection votes, independent variables were categorized as institutional, representational, and individual variables. Weighted least squares group logistic regression analysis was performed. The results of the study can be summarized in three points. First, institutional variables were identified as having a significant effect on assembly members' party defection voting. Assembly members are more likely to defect from the party-line in voting when they have autonomy from their party. This is because assembly members having served multiple terms, who are not part of the official party leadership, but who, with relatively more experience, in effect are part of party leadership, can afford to be more autonomous. On the other hand, assembly members who are officially in party leadership are accountable for the entire party, and are relatively less able to vote in a direction not in agreement with the party line. They can therefore be expected to vote in line with the party. Second, in the simple defection model, ideology, a variable that had largely been dismissed in the past was confirmed as having a statistically significant influence. Analysis showed that the more progressive an assembly membern, the higher the likelihood of party defection voting behavior. The fact that the influence of ideology was only visible when absences were not included in analysis has wide implications. This indicates that assembly members' making known their personal standing on issues through floor voting, directly opposing the party-line, is only possible because the strength of individual ideology is such that it outweighs the institutional incentives offered by party. However, in the study, the ideology variable was not interpreted in connection with policy; rather, ideology was defined as a general tendency to defect or vote in line with party majority. Therefore, the direct influence of ideology on party defection in a policy context could not be measured. The study's significance lies in unearthing new implications regarding the building blocks of a healthy representative democracy. The results of the study, which analyzed the deciding factors of party defection votes, showed that party defection was the result of assembly members' institutional autonomy. Such results are in line with existing literature, which points to strong party discipline and undemocratic intra-party structure as the key causes of the Korean National Assembly's chronic inefficiency and confrontations. The study identified ideology as a factor that increases the likelihood of party defection; it can therefore be forecast that once a more democratic party system is established both on and off the floor, assemblymen will be able to exercise greater autonomy, leading to a political environment in which factors such as ideology may have a more pronounced influence on voting behavior. ; Master

To this end, I would like to reconstruct the concept of the general will by focusing on Rousseau's paradoxical expression of 'forcing to be free'. Because I think that it is possible to get a correct understanding of the general will through paying attention to this phrase. There are two kinds of 'forcing to be free' in the theory of Rousseau's General will. One is found in the notorious passage arguing that whoever refuses to obey the general will must be forced to be free in the Book 1 chapter 7 of On Social Contract. The other is implicit one in the passage discussing the conditions of the general will in the Book 2 chapter 3 and Book 2 chapter 7(part 4 chapter 8). I would like to examine these problems respectively and try to show that Rousseau's ultimate point consists in not 'forcing' but 'freedom'. Conclusively, the authentic difficulty of interpreting of Rousseau's logic is that nevertheless 'forcing to be free' is necessary to the production of the general will, he permit the possibility of failure of this process in practice. Rousseau's theory of the popular sovereignty argues that the foundation of legitimacy of the state does not consist in the divine or natural foundation but in the autonomous will of the people. Despite this theoretical postulate, the people appear to not only rational and social unity, but also always potentially the multitude as disordered gathering of individuals who are vulnerable to a capricious passion. On the one hand, the people's general will should make a society legitimate, particular deliberation of the people may be contingent and could make an erroneous decision on the other. As a result, Rousseau introduces the legislator or the civil religion which is external to a people in order to transform a multitude into unified people. However, because of the very reason that people are still and always multitude, they consequently could not obey this foreign authority so the problem regarding difficulty of self-ruling of the people remains unsolved. At a glance, Rousseau's theory of popular sovereignty seems to optimistic assertion that the people should and could govern itself. But Rousseau's pessimistic claim that the ideal people cannot be naturally given, but must be constructed by constant effort should not be overlooked as well. Finally, the introduction of the legislator or the civil religion is not contradictory to the principle of popular sovereignty because the success or failure of this heteronomous agency is uncertain and the popular sovereignty keeps still its autonomy. The problems are described as follows: the general will aiming at common good could fell to mere will of all by acquiring of a particular will possessed by some individuals. In the same way, the people who should be unitary and organic are degenerated into a blind multitude and the citizen who must be active and rational in the collective deliberation into a passive, passionate subject. The principle of the popular sovereignty claiming that good law makes a good people but the origin of the good law must be also the people, and the fact that primitive people does not have any capacity to legislate such good law is the source of the circular logic Rousseau engages. It also suggests that the self-ruling of the people is not easily attainable project by the introduction of the legislator or the civil religion because after the initial social contract, passionate, irrational and apolitical properties of the human being who had had those attributes in the state of nature cannot be completely eradicated. So the state of the society in Rousseau is more vulnerable than the traditional reading in that there is always the danger of reemergence of the state of nature. The fact that the sovereignty belongs to the people but the people do not have such capacity to exert the sovereignty is the central ambiguity derived from the theory of popular sovereignty in Rousseau. Rousseau's democracy as self-ruling of the people, therefore, remains always incomplete, contestable and unfinished democracy. This paradox of Rousseau is deduced from the consistent, thorough accomplishment of the principle of the freedom. In other words, Rousseau's premises arguing that the legitimacy of the politics does not have any transcendent and ultimate ground and its source is a unique source of will of the people as free being even permit the freedom to refuse their freedom. That is to say, individual citizens must be forced to be free but also can have the (natural) freedom not to be forced to have (civil and moral) freedom. In short, as though effective denaturalization is necessarily required to make man into citizen, it remains a process without a priori guarantee. Thus, the binary oppositions which support Rousseau's whole system, such as oppositions between the society and nature, the people and multitude and the general will and the will of all always have the possibility of confusion in practice. That danger renders the general will only transient or temporary in the conflictual process of politics. The fundamental problem of politics suggested by Rousseau is that the passage from the state of nature to the state of society is necessary, but is also very difficult and could not be achieved entirely. 학위논문 (석사)-- 서울대학교 대학원 : 사회학과, 2012. 2. 장덕진. ; 경제적 세계화와 국내 정치가 조세정책에 미치는 영향 연구 : 1981년 - 2008년 OECD 18개국을 대상으로 서울대학교 대학원 사회학과 박 기 웅 본 논문은 한 사회의 균열을 반영하는 국내 정치가 경제적 세계화의 흐름 속에서 자율적인 정책 형성 능력을 유지하는지 밝히고자 한다. 세계화의 논리는 국가공동체 및 민주주의의 논리와 갈등을 일으키고, 이러한 갈등은 국내의 다양한 경제·사회정책 영역의 투쟁으로 드러난다. 특히 국가의 물질적 기반과 직결되는 조세정책은 경제적 세계화의 영향력을 받는 동시에 국가의 재분배 정책 의지를 반영한다는 점에서 중요한 지표이다. 본 연구는 경제적 세계화와 국내 정치의 경쟁적 관계에 대한 실마리를 찾고자 조세정책의 주요 세목인 법인세를 연구 대상으로 삼았다. 지난 30년 간 사회과학계는 신자유주의적 세계화의 효과에 대해 수렴 가설과 다양성 가설로 대표되는 논쟁을 지속해왔다. 먼저 수렴 가설은 자본을 유치하기 위한 조세경쟁이 정부의 조세정책 능력을 구조적으로 제약하고 국내 정책 결정에 대한 주권을 약화시켜, 각 국의 정책을 하향 수렴(race to the bottom)시킨다고 주장한다. 반면 다양성 가설은 국내적 요인(정당정치, 노조 등)에 의해 세계화의 영향력이 매개되어 개별 국가가 세계화의 파괴적인 영향력을 막아낼 수 있다고 본다. 뿐만 아니라 다양성 가설은 국가 별, 레짐(regime) 별로 세계화 양상이 유의한 차이를 보인다는 점에 주목한다. 두 입장의 이론적인 대립과 비교할 때, 그간의 경험 연구들은 대부분 다양성 가설 혹은 정치 중심(Politics Matter)의 주장들을 뒷받침해왔다. 본 논문은 기존의 경험 연구가 지닌 한계를 극복하고 레짐 별 차이를 확인하기 위해, 1981년부터 2008년까지 선진 산업국가의 법인세 정책 변화를 패널교정표준오차(Panel-Corrected Standard Error) 회귀모델로 분석하였다. 분석 결과 첫째, 법정법인세율은 경제적 세계화 변수(금융자유화, 무역의존도)와 강한 부(-)의 관계를 보였다. 이 결과는 경제적 세계화가 진행될수록 조세경쟁이 심화되고 법정법인세율이 낮아진다는 점에서 수렴 가설을 지지하는 근거가 된다. 하지만 여전히 정당과 노조를 비롯한 국내 정치적 변수도 부분적으로 영향을 미치고 있다는 점에서 국내 정치의 영향력이 무의미해졌다고 해석하기는 어렵다. 둘째, 개인소득세 최고세율과 법정 법인세율의 차이를 나타내는 세율 격차는 경제적 세계화 변수와 정(+)의 관계를 보였다. 즉 경제적 세계화가 진행될수록 세율 격차는 점점 더 커지고, 그에 따라 세입 증대 억제와 소득세의 누진성 약화와 같은 조세경쟁의 간접적 효과가 나타나는 것이다. 국내 정치 요소 중 정당 정치 변수의 영향력은 사라졌지만 노조의 영향력은 여전히 유효하였다. 셋째, Esping-Anderson이 제시한 복지국가 레짐 분류가 세계화에 대한 대응에서 어떤 차이점과 공통점을 보이는지 확인하기 위해 법정법인세율에 대한 레짐 별 분석을 시도하였다. 그 결과 경제적 세계화 변수는 레짐과 무관하게 부(-)의 관계를 나타내면서 효율성(수렴) 가설을 강하게 뒷받침하고, 국내 정치 변수는 부분적으로만 다양성 가설을 지지한다는 사실을 확인했다. 세부적으로 경제적 세계화 변수는 사민주의 레짐의 법인세 정책에 가장 강한 영향력을 나타냈고, 정당 정치 변수는 자유주의 레짐에서, 노조 변수는 보수주의 레짐에서 유의하게 나타났다. 본 연구의 결과를 종합하면, OECD 국가들의 법인세 정책에는 조세경쟁으로 인한 '강한 수렴'과 국내 정치의 매개를 통한 '약한 다양성' 경향이 드러난다고 할 수 있다. 즉, 자본의 영향력 증대와 정치의 퇴각으로 인한 정책 자율성의 축소는 세계 경쟁의 틀에 구속되어 있는 선진 산업 국가에서 보편적으로 관찰되는 현상인 것이다. 또한 연구 결과는 신자유주의적 세계화가 진행된 이래 정치사회학적 의미의 민주주의 기반이 흔들리고 있으며 동시에 민주주의의 왜소화가 빠르게 진행되고 있음을 암시한다. 이는 선진 복지국가만의 문제가 아니라, 전 세계적인 신자유주의적 재편 과정의 일부이며 또한 '미국의 길'을 걷고 있는 한국의 문제이기도 하다. 따라서 향후 한국에서 전개될 복지국가 논쟁은 국내 정치를 제약하는 경제적 세계화의 영향력에 대해 심화된 고민을 필요로 한다. ; Effects of Economic Globalization and Domestic Politics on Tax Policy - Focused on 18 OECD Countries, 1981-2008 - Park, Kiwoong Department of Sociology Graduate School Seoul National University The purpose of this study is to find out whether domestic politics, which reflect social cleavage, still preserves its autonomy which enables policy making in the era of economic globalization. The logic of globalization confronts with the logic of nation community and democracy, and this conflict comes out as a struggle within various domestic economic/social policy areas. Especially, tax policy, directly connected with the country's material base, is important because it not only is influenced by economic globalization but also reflects the state's redistribution policy will. Main target of this research is the corporate tax, major item of tax policy, to inquire about the competitive relationship between economic globalization and domestic politics. There has been an acute debate about the effect of neoliberal globalization between convergence hypothesis and diversity hypothesis. First, convergence hypothesis insists that tax competition to attract capital structurally constrains the state's tax policy capacity and weakens its sovereignty in internal policy decision. As a result, each country's policy enters the race to the bottom. Diversity hypothesis, however, maintains that an individual nation can protect itself from globalization's destructive influence by domestic factors (party politics, institution, etc.). Also, this stance focuses on the differentiated effect of globalization by country and regime. Based on such debate, most previous empirical researches have backed up the diversity hypothesis or the 'Politics Matter' argument. This paper has analyzed the corporate tax change of the advanced industrial states between 1981 and 2008 by OLS-PCSE(Panel-Corrected Standard Error) model to overcome the limits of previous empirical researches and to verify the characteristics by regime. The analysis result is as follow. First, statutory corporate tax rate shows a strong negative relation with economic globalization variables (financial liberalization, trade openness). This result supports convergence hypothesis by showing off that the tax competition deepens and statutory corporate tax rate decreases as economic globalization proceeds. But it cannot be interpreted that the influence of domestic politics has become meaningless since internal politics variables, such as party and labor union, still keeps their influence. Second, tax rate difference between the highest individual income tax rate and statutory corporate tax rate is positively related with economic globalization variable. It means that the tax rate difference becomes larger and the indirect effect of the tax competition, for example, control on tax revenue increase and weakened income tax's progressivity, as the economic globalization progresses. Though the influence of party politics variable among internal politics factors has faded away, labor union's influence is still effective. Third, statutory corporate tax rate analysis, according to regime, is performed to verify how Esping-Anderson's welfare state regime classification applies to response to globalization. As a result, regardless of regime, economic globalization variable shows negative relationship. This result strongly supports effective convergence hypothesis, and confirms that the internal politics variable support the diversity hypothesis in part only. Specifically, economic globalization variable presents the strongest influence on social democratic regime's tax policy, while party politics variable is significant in liberal regime. Labor union variable is significant in conservative regime. Putting together the result of this study, OECD countries' corporate tax policy reveals a 'strong convergence' due to tax competition and a 'weak diversity' carried by domestic politics. That is, reduction of domestic policy's autonomy due to augmented influence of capital and retreat of politics is a universal phenomenon in advanced industrial states which are confined in the framework of global competition. It can be referred that the base of democracy - in the way of political sociology - is waving and trivialization of democracy is proceeding. This is not only the problem of the advanced welfare state, but also a phase of global neoliberal reorganization and Korea, which is on the way of 'The Road to USA.' Thus, the influence of economic globalization which can constrain internal politics should be concerned in the welfare state debate in Korea. ; Master

학위논문 (석사) -- 서울대학교 대학원 : 사범대학 사회교육과(일반사회전공), 2020. 8. 이미나. ; 본 연구는 청소년의 정치효능감과 디지털 리터러시 수준이 정치 참여에 미치는 영향을 알아보고, 디지털 리터러시 수준이 정치효능감과 정치 참여 활동 사이의 관계에 조절변인으로 작용하는지를 살펴보고자 한다. 궁극적으로 디지털 미디어의 활용에 적극적인 청소년의 정치 참여 방안을 찾는데 기여하는 것을 목적으로 한다. 위와 같은 문제인식을 바탕으로 본 연구는 다음과 같은 연구 문제를 제기하였다. 1. 정치효능감이 높은 청소년일수록 정치 참여에 적극적인가? 1) 내적 정치효능감이 높은 청소년일수록 정치 참여 행위에 적극적인가? 2) 외적 정치효능감이 높은 청소년일수록 정치 참여 행위에 적극적인가? 3) 내적 정치효능감이 높은 청소년일수록 정치 참여 의지가 클 것인가? 4) 외적 정치효능감이 높은 청소년일수록 정치 참여 의지가 클 것인가? 2. 디지털 리터러시 수준이 높을수록 정치 참여에 적극적인가? 1) 디지털 리터러시 수준이 높은 청소년일수록 정치 참여 행위에 적극 적인가? 2) 디지털 리터러시 수준이 높은 청소년일수록 정치 참여 의지가 클 것인가? 3. 디지털 리터러시 수준이 높을수록 정치효능감이 청소년의 정치 참 여에 미치는 영향이 클 것인가? 1) 디지털 리터러시 수준이 높을수록 정치효능감이 청소년의 정 치 참여 행위에 미치는 영향이 클 것인가? 2) 디지털 리터러시 수준이 높을수록 정치효능감이 청소년의 정 치 참여 의지에 미치는 영향이 클 것인가? 첫 번째 질문은 정치효능감이 청소년의 정치 참여에 미치는 영향을 측정하기 위해 설정하였다. 두 번째 질문은 디지털 리터러시 수준이 정치 참여에 미치는 효과를 측정하기 위해 설정하였다. 마지막 세 번째 질문은 디지털 리터러시 수준과 정치효능감이 청소년의 정치 참여에 미치는 상호작용 효과를 측정하기 위해 설정하였다. 본 연구를 통해 다음과 같은 결과를 알 수 있었다. 첫째, 정치효능감이 청소년의 정치참여에 미치는 영향을 검증한 결과, 내적 정치효능감이 청소년의 정치참여에 유의미한 영향을 미치고 있었다. 상세하게 살펴보면, 내적 정치효능감이 정치 참여 행위와 정치 참여 의지에 유의미한 영향을 미치는 것으로 나타났다. 반면에 외적 정치효능감은 정치 참여 행위와 정적인 영향 관계를 보이지만, 그 값이 유의미 하지는 않았다. 외적 정치 효능감은 청소년의 정치 참여 의지에는 유의미한 영향을 주는 것으로 나타났다. 정치효능감과 정치 참여 전체를 대상으로 한 회귀 분석에서는 정치 효능감이 정치 참여에 유의한 것으로 나타났다. 둘째, 디지털 리터러시는 정치 참여 행위와 정치 참여 의지에 유의미한 영향을 끼치는 것으로 나타났다. 디지털 리터러시가 정치 참여에 유의한 영향을 끼친다는 결론은 디지털 세대인 청소년들에게 커다란 의미를 가진다. 청소년들은 디지털 미디어를 통해서 정치에 관한 정보를 접하고, 정치에 참여한다. 따라서 디지털 리터러시 함양을 위한 정치 교육 자료를 개발하고 활용할 필요성을 말해 준다고 볼 수 있다. 특히 연구대상이 된 청소년들에게 디지털 리터러시를 정보 활용 능력, 비판적 사고 능력, 의사 소통 능력, 규범 준수 능력의 하위 요인으로 구분하여 질문하였기에 이와 같은 하위 요인에 포함된 리터러시 능력을 키워주는 일이 중요하다고 하겠다. . 셋째, 정치효능감과 디지털 리터러시 수준의 상호작용 효과를 살펴본 결과, 그 영향력이 크지 않아 모든 가설이 기각되어 정치 효능감과 디지털 리터러시가 정치 참여에 유의미한 상호 작용 효과를 가지지는 않는 것으로 나타났다. 이러한 연구 결과를 바탕으로 청소년의 정치 참여 활성화를 위한 몇가지 교육적 제안을 하고자 한다. 첫째, 청소년들은 정부의 반응에 따라 정치 행위에 참여하기보다는 본인이 정치에 영향을 끼칠 수 있다는 믿음에 따라 정치 행위에 참여하는 것으로 보인다. 따라서 청소년의 내적 정치효능감을 키울 수 있는 정치 교육 자료를 계발할 필요성이 있다. 둘째, 본 연구에서는 디지털 리터러시 수준이 청소년의 정치 참여 행위와 정치 참여 의지에 모두 긍정적인 영향을 끼치는 것으로 나타났다. 이는 디지털 미디어를 적극 활용한 정치 교육에 대해서 많은 자료를 개발하고 활용할 필요성을 말해 준다고 볼 수 있다. 셋째, 청소년의 정치 참여를 위한 교육적 지원 방안 또한 필요하다. 청소년 중에서도 고등학생은 성인이 되기까지 1∼3년 남은 준 성인에 해당한다고 할 수 있다. 실제 만 18세 이상의 고등학생은 참정권까지 보장받았다. 그러나 청소년을 대상으로 하는 정치 교육은 학교 교육 외에는 선거연수원에서 실시하는 '민주주의 선거교실'이 유일하다. 그리고 고등학교 통합 사회에는 정치 참여와 관련한 단원이 없고, 정치와 법은 선택 과목으로 10% 미만의 학생만 수업을 듣는다. 따라서 고등학생들의 정치 참여를 위한 첫 번째 방안으로 고등학교 통합사회 안에 정치 참여와 관련한 단원을 포함시켜야 한다. 주요어 : 청소년, 정치효능감, 디지털리터러시, 정치참여 학 번 : 2017-29900 ; Abstract The Effect of Political Efficacy and Digital Literacy on Adolescents Political Participation Inhae, Song Department of Social Suties Education The Graduate School Seoul National University In the revised social studies curriculum of 2015, democratic citizens are those who develop democratic values based on knowledge and participate with a sense of responsibility. Therefore, it can be said that raising students who are actively participating is a core element of social studies. In recent years, in terms of the political climate of our society, adolescents who participated in the election of the National Assembly directly appeared after the election age was reduced to 18, and the number of adolescents participating in candlelight vigils and Internet petitions is increasing. According to previous studies, it can be seen that political efficacy is a major factor influencing adolescents's political participation. Political efficacy is a direct motivation for individuals to participate in politics. It is said that individuals with high political efficacy have a strong willingness to participate in politics and actively participate in political activities such as voting. Adolescents needs literacy to become a meaningful activity and exercise of rights. In particular, digital literacy is indispensable in times of increasing political participation through digital media such as these days. Digital literacy refers to the level of critical thinking required by all users to properly evaluate the value of information found on the Internet, and the ability to understand and use various types of information found from various sources and to newly combine it for their purposes ( Gilster, 1997). The purpose of this study is to examine the effect of adolescents' political efficacy and digital literacy level on political participation, and to examine whether digital literacy level acts as a moderating variable in the relationship between political efficacy and political participation. The purpose of this study is to contribute to finding ways to actively participate in politics of adolescents in the use of digital media. Based on the above problem recognition, this study raised the following research problems. 1. The following results were found through this study. First, as a result of examining the effect of political efficacy on adolescents's political participation, it was found that internal political efficacy had a significant effect on political participation behavior and willingness to participate. On the other hand, it was found that external political efficacy had no significant effect on political participation, but only on the will of political participation. Political efficacy was found to be significant in political participation in the regression analysis of political efficacy and political participation. Specifically, this study empirically analyzes how the quantitative and qualitative levels of the resident participation system influenced the democratic performance of local governments. The involvement of residents in the policy process of local government is an essential element for decentralization and actual operation of local autonomy, which is the complementary means of representative democracy. Resident participation plays a role in improving the practical problem-solving ability by preventing local government policies from violating reality. It is also known that civic involvement in the policy process plays a positive role in improving the responsiveness and effectiveness of administration. Therefore, local governments consider various measures to promote participation of residents. There are many ways to promote participation. Among them, the institutional introduction and continuous operation of the means of involvement of the residents has a positive effect on the invigoration of the involvement of the residents, as it provides the basis for the participation of the residents and broadens the scope of participation. In addition, the resident participation system can serve as a mechanism for maintaining and supporting appropriate resident participation in the policy process. Therefore, institutionalization of participation in local government is meaningful, and this study deals with civic involvement system based on such discussion. If so, is it good to have a lot of participation systems in the policy process at the basic level of local government? In reviewing previous studies, the introduction of a new resident participation system has the effect of activating resident participation or enhancing government performance. Therefore, it emphasizes the necessity of introduction to local governments that have not yet introduced the participatory system, and suggests methods for successful operation of the participant system. Previous studies have shown that the effects after the introduction of the new resident participation system or the qualitative nature of the participation system have a positive effect on the activation of resident participation and government performance. Point out that this will be a helpful option in terms of promoting participation or improving government performance. Yet another preliminary study suggests that the essential reason for local governments to introduce participatory participation systems may not be the expansion of participatory participation or the improvement of government performance. In other words, it is a formal means to show that local government officials are at work, or as a means of demonstrating that they are not falling behind in competition with other local governments. In such cases, the introduction of the resident participation system may have a negative impact on the welfare or government performance. Why is it important to measure government performance at the level of local government, and why do we consider the resident participation system as a major influencer of local government performance in this study? In general, government performance means making policy decisions that respond to citizens' policy needs and implementing them efficiently. Participation through the participatory system as a formal channel of participation not only guarantees the continuity of policy process participation, but can also reflect democratic, transparent, and responsive policies and public services because it can reflect diverse interests and communication. Therefore, the resident participation system is a channel and a means to guarantee continuous and stable resident participation. Most of the existing studies evaluate that participatory participation system acts as a catalyst for local autonomy and is justified in terms of improving government performance. Nevertheless, some studies question the effectiveness of the resident participation system, including the fact that the policy reflection rate through the resident participation system remains low at the local government's policy process and the effectiveness of the resident participation system is low. In addition, some previous studies have cited the inability to accurately measure the effect of citizen participation through resident participation system. In other words, it was difficult to determine whether the resident participation system directly influenced the government performance improvement or whether the resident participation system affected the society and the government performance improved as a result. However, it is clear that the purpose of the resident participation system is to enhance the democratic outcomes of local governments and ultimately improve the quality of life of residents. This fact is more evident when examining the Basic Ordinances on Participation of Residents, which are established by Ordinance by some local governments, which states that the purpose of the citizen participation is to promote administrative transparency and responsiveness. In other words, the purpose of the resident participation system is to improve the democratic performance of local governments. If so, it would be necessary to take a step further from the existing studies and use variables that can measure how transparent, democratic and responsive the administration has been due to the operation of the actual participatory system. Based on the above discussion, this study measured the quantitative level of the resident participation system introduced from 2005 to 2017 when the actual operation of the resident participation system was confirmed for 226 local governments in 2019. Next, the quality of the participation system was measured by categorizing the individual participation system based on the scope and intensity of participation. Type III systems are the ones with the highest intensity of delegation with the participation of the general population among the total residents participation system. Finally, the democratic achievements of local governments were divided into transparency, responsiveness and effectiveness of each basic local government. Transparency of local governments was measured by the Comprehensive Integrity Index, and responsiveness was measured by the total number of complaints handled per government official, and by the share of grievances and other complaints. Effectiveness was measured by the ratio of social welfare budget to the total budget and the quality of life index of residents. As a method of analysis, fixed effect panel analysis was used. The summary of the analysis is as follows. First, the increase in the quantitative level of the resident participation system for the local government at the basic level has a significant negative effect on the transparency of administration, while the increase in the share of the Type III resident participation system has a positive effect on the transparency of the administration. It was also confirmed that the transparency of administration did not decrease as the total number of operation of the resident participation system increased, but that the slope converged to zero when the quantitative level of the participation system reached a certain level. On the other hand, in the local governments at the County level, it was found that when the resident participation system fell short of the average number of operations, it had a negative effect on the transparency of the administration, while exceeding the average number of operations had a positively significant effect on the transparency of the administration. Second, the increase in the quantitative level of the resident participation system has a negative effect on administrative responsiveness, and the increase in the quality level has no statistically significant effect. However, the quantitatively appropriate level of the resident participation system, which improves administrative responsiveness, was confirmed in the case of the District level of local government. Although the total number of operation of the participatory system reached a certain level, it had a negative effect on administrative responsiveness, but beyond that level, it was found to have a positive and significant effect on responsiveness. Third, the increase in the quantitative level of the resident participation system has a positive effect on the effectiveness of administration. As the total number of operation of the resident participation system increased, both the proportion of social welfare budget and the quality of life of the residents increased. However, the statistical significance of the quantitative and qualitatively appropriate levels of the resident participation system to enhance the effectiveness of administration could not be confirmed. Based on this, the implications of this study are as follows. As discussed above, most existing studies analyze the effect of each participatory system implemented by local governments or their impact on the performance of specific sectors of local governments, or the effects of implementing participatory systems on individual municipalities. In addition, existing researches are only on comparative studies between local governments operating specific participatory systems and on the possibility of revitalization of participatory systems. In other words, there is a limitation in that not only the collective effects of various participation systems used in local government policy processes but also the effects of accumulated participation systems over time are not considered. In order to overcome these limitations, this study approached the resident participation system at the collective level and focused on the direct effect of the institutional factor on the government performance. Theoretical implications of this study are as follows. First, this study expanded the spatial and temporal scope of analysis to overcome the limitations of the analytical objects of previous studies. Second, the participation system was analyzed from various angles. Various types of typology of resident participation system suggested in the previous study were summarized, and it was confirmed that the effect on government performance also appeared differently according to the kind of participatory system. Third, this study attempted to measure government performance on a democratic level. Since the ultimate goal of the resident participation system is to realize local autonomy and to promote democracy, this paper analyzes the transparency, responsiveness, and effectiveness of administration focusing on the democratic dimension of government performance. Fourth, this study tried to make the analysis accurate by conducting fixed effect panel analysis that can control individual specificity such as endogenous local government's effect and time effect which was not controllable in the cross-sectional analysis used in the existing research. In terms of policy, the implications of this study are as follows. First, this study considered the quantitative and qualitative level of the resident participation system as a major influencing factor of government performance. Increasing the quantitative and qualitative levels of the resident participation system had a significant influence on the democratic performance of local governments. In particular, it was found that in order for the resident participation system to have its original effect, it must be an institution with an interactive attribute including a means for communicating with the government and delegating authority to the residents. Second, this study diagnosed the quantitative and qualitative levels of the local participation system, which is currently operated by local governments, and suggested the basis for the selection and concentration of future participation system. Third, although the administrative implications of the research on the performance of local governments are considerable, empirical research is insufficient. This seems to be because the performance of local governments is not only objectively measurable, but also limited in obtaining usable variables. Therefore, this study limited government performance to democratic performance, and analyzed total democratic performance of local government using various variables that can be measured. The limitations of this study are as follows. First, since the quantitative and qualitative levels of the resident participation system were measured at the collective level, the individual characteristics of each resident participation system could not be reflected in depth in measuring the quality level. Next, due to the limitations of the data available to local governments at the basic level, this study could only reflect the use of subjective indicators to measure democratic government performance such as 'quality of life of residents' in Seoul Metropolitan Government. In this regard, the results and methods of this study are based, and it will be necessary to approach in various ways how and in what circumstances the participation system has a significant effect on government performance. ; 본 연구의 목적은 주민참여제도가 지방정부의 성과에 미치는 영향력을 확인하는 것이다. 구체적으로는 지방정부가 도입하여 현재 시행 중인 주민참여제도의 양적 및 질적 수준이 지방정부의 민주적 성과에 어떠한 영향을 미쳤는지 실증적으로 분석하고자 한다. 지방정부의 정책과정에서 주민의 참여는 대의민주주의의 보완적 수단인 동시에 지방자치제도 도입의 궁극적 목적이라고 할 수 있는 지방분권과 주민자치의 실질적 작동을 위한 필수적 요소이다. 주민참여는 지방정부의 정책이 현실로부터 유리되는 것을 방지하여 실질적인 문제해결 능력을 향상시키는 역할을 한다. 또한, 정책과정에서 주민참여는 행정의 대응성과 효과성을 향상시키는 긍정적 역할을 한다고 알려져 있다. 그러므로 지방정부는 주민참여를 활성화하기 위한 여러 방안을 고민한다. 주민참여를 활성화하는 방안에는 여러 가지가 있다. 그중에서도 주민참여 수단의 제도적 도입과 지속적 운영은 주민참여가 발생할 수 있는 기반을 마련해주고 참여의 폭을 넓혀주는 역할을 하므로 주민참여 활성화에 긍정적 영향을 미친다. 더불어 주민참여제도는 정책과정에서 적절한 주민참여를 유지하고 지원할 수 있는 기제의 역할을 할 수 있다. 그러므로 지방정부 내 주민참여의 제도화는 의미가 있으며, 본 연구는 이러한 논의를 바탕으로 주민참여제도를 다루고 있다. 그렇다면 다양한 특성을 가진 주민참여제도들이 많이 시행되면 좋은 것일까? 선행연구를 검토해보면 새로운 주민참여제도의 도입은 주민참여를 활성화하거나 정부성과를 높이는 효과를 가져오기 때문에, 아직 도입이 안 된 지방정부에는 도입의 필요성을 강조하고, 시행 중인 지방정부에는 참여제도의 실질적 운영을 위한 방법을 제시한다. 그러므로 새로운 주민참여제도를 도입한 이후의 효과 또는 참여제도의 속성이 주민참여의 활성화 혹은 정부성과에 긍정적으로 유의미한 영향을 주었다는 기존의 연구결과들은 지방정부가 앞으로 더 많은 주민참여제도를 도입하는 것이 주민참여의 활성화나 정부성과 제고 측면에서도 도움이 되는 선택이 될 것을 말해준다. 하지만 또 다른 선행연구에 의하면, 지방정부가 주민참여제도를 도입하는 이유가 주민참여의 확대나 정부성과의 제고에 있다는 것은 부차적인 문제일 뿐이라고 주장한다. 그뿐만 아니라 지방정부의 관료가 일하고 있다는 것을 보여주기 위한 형식적 방법, 다른 지방정부와의 경쟁에서 뒤처지지 않고 있다는 것을 증명하는 하나의 수단으로 주민참여제도를 도입, 운영하기도 한다는 것이다. 이럴 때 주민참여제도의 도입은 오히려 주민 복리 또는 정부성과에 부정적 영향을 미칠 수 있다. 한편, 지방정부 수준에서 정부성과를 측정하는 것은 왜 중요하며, 본 연구에서 지방정부 성과의 주요 영향요인으로 주민참여제도를 고려하는 이유는 무엇인가? 일반적으로 정부성과는 시민의 정책적 요구에 반응하는 정책 결정을 하고, 이를 효율적으로 집행하는 것을 의미한다. 참여의 공식적 통로인 주민참여제도를 통한 주민참여는 정책과정 참여의 지속성을 보장할 뿐 아니라 다양한 이해관계와 의사소통을 반영할 수 있으므로 민주적이고 투명하며, 대응성 높은 정책과 공공서비스를 산출할 수 있도록 유도하는 역할을 할 수 있다. 다시 말해 주민참여를 지속적이고 안정적으로 보장할 수 있는 통로이자 수단이 바로 주민참여제도인 것이다. 대부분의 기존연구들은 주민참여제도가 지방자치의 촉매제 역할을 하며, 정부성과 제고 측면에서도 정당성이 높다고 평가한다. 그런데도 일부 연구들은 실제 지방정부의 정책과정에서 주민참여제도를 통한 정책반영비율은 낮은 수준에 머물러 있고, 주민의 참여제도에 대한 효능감도 떨어지는 등 주민참여제도의 효과성에 의문을 제기한다. 또한, 주민참여제도를 통한 주민참여의 효과를 정확히 측정할 수 없기도 하거니와 주민참여제도가 정부성과 제고에 직접적 영향을 미친 것인지, 주민참여제도를 통해 주민참여가 활성화됨으로써 사회에 영향을 미치고 결과적으로 정부성과가 향상된 것인지 판단하는 데 어려움이 있었다. 그러나 확실한 점은 주민참여제도의 목적이 지방정부의 민주적 성과를 제고하여 최종적으로는 주민의 삶의 질 향상에 있다는 사실이다. 이러한 사실은 일부 지방정부가 조례로 제정한 「주민참여에 관한 기본조례」를 살펴보면 더욱 확실히 나타나는데, 주민참여가 행정의 투명성과 대응성을 증진하고자 하는 목적이 있음을 명시하고 있다. 즉, 주민참여제도의 목적은 지방정부의 민주성 성과의 향상인 것이다. 그렇다면 기존연구에서 확인한 바와 같이 주민참여제도가 가지는 효과의 측정을 재정이나 예산자료를 활용하여 양적으로 측정한 연구에서 한 걸음 더 나아가 실제 주민참여제도 운영으로 인해 얼마나 행정이 투명하고 민주적이며 대응적으로 변화했는지를 측정할 수 있는 변수를 활용해야 할 필요가 있을 것이다. 이상의 논의를 바탕으로 본 연구는 2019년 기준 226개 기초단위의 지방정부를 대상으로 주민참여제도의 실제 운영이 확인되는 2005년부터 2017년까지 도입된 주민참여제도의 양적 수준을 측정하였다. 더불어 개별 주민참여제도를 참여의 범위와 강도를 기준으로 유형화하여 시행 중인 전체 주민참여제도 중 일반적 주민이 참여하면서, 권한위임의 강도가 가장 큰 참여제도들(제 Ⅲ형 제도)이 전체 시행 중인 주민참여제도에서 차지하는 비중을 주민참여의 질적 수준으로 측정하였다. 다음으로 지방정부의 민주적 성과를 각 기초 지방정부의 투명성, 대응성, 효과성으로 구분하고 종합청렴도지수, 공무원 1인당 전체 민원처리 건수, 고충 민원과 기타민원의 합이 전체 민원에서 차지하는 비중, 전체 예산대비 사회복지예산의 비중, 주민의 삶의 질 지수로 측정하였다. 분석방법은 고정효과 패널 분석을 활용하였다. 분석결과를 요약하면 다음과 같다. 첫째, 기초단위의 지방정부 전체를 대상으로 주민참여제도의 양적 수준의 증가는 평균적으로 행정의 투명성에 부정적으로 유의미한 영향을 미치지만, 제 Ⅲ형 주민참여제도 비중의 증가는 행정의 투명성에 긍정적으로 유의미한 영향을 미쳤다. 또한, 주민참여제도의 총 운영 건수가 증가할수록 행정의 투명성이 지속해서 감소하는 것이 아니라, 참여제도의 양적 수준이 일정 수준에 이르면 그 기울기가 0에 수렴함을 확인하였다. 한편, 군 단위의 지방정부에서는 주민참여제도가 평균 운영 건수에 미치지 못할 때는 행정의 투명성에 부정적 영향을 미치지만, 평균 운영 건수를 넘어서면 오히려 행정의 투명성에 긍정적으로 유의미한 영향을 미치는 것으로 확인되었다. 둘째, 주민참여제도의 양적 수준의 증가는 행정의 대응성에 부정적으로 유의미한 영향을 미치는 것으로 나타났으며, 질적 수준의 증가는 통계적으로 유의미한 영향력을 가지지 못하는 것으로 확인되었다. 그러나 구 단위 지방정부의 경우 행정의 대응성을 제고하는 주민참여제도의 양적 적정 수준이 확인되었다. 참여제도 총 운영 건수가 일정 수준에 이르기까지는 행정의 대응성에 부정적 영향을 미치는 것으로 나타났지만, 그 수준을 넘어서면 대응성에 긍정적으로 유의미한 영향을 미치는 것으로 확인되었다. 셋째, 주민참여제도의 양적 수준의 증가는 행정의 효과성에 긍정적으로 유의미한 영향을 미치는 것으로 나타났다. 주민참여제도의 총 운영 건수가 증가할수록 전체 대비 사회복지예산의 비중과 주민의 삶의 질 모두 증가하는 것을 확인하였다. 그러나 행정의 효과성을 제고하는 주민참여제도의 양적 및 질적 적정 수준의 통계적 유의미성은 확인할 수 없었다. 이를 바탕으로 본 연구의 함의를 제시하면 다음과 같다. 앞서 논의한 바와 같이 대부분의 기존연구들은 지방정부에서 시행하는 각각의 주민참여제도가 가지는 효과 또는 지방정부의 특정 부문의 성과에 미치는 영향력을 분석하거나, 개별 지방자치단체를 사례로 참여제도 시행의 효과 분석, 특정 참여제도를 운영 중인 지방정부 간 비교연구, 참여제도의 활성화 가능성에 관한 연구에 머무르고 있다. 다시 말해, 지방정부 정책과정에서 활용되는 다양한 주민참여제도의 집합적 효과뿐 아니라 시간이 흐름에 따라 누적된 참여제도가 미치는 효과 또한 고려하지 못했다는 한계가 있다. 본 연구는 이러한 한계를 극복하고자 집합적 수준에서 주민참여제도에 접근하였고, 주민참여제도라는 제도적 요인이 정부성과에 가지는 직접적 효과에 주목하였다. 구체적으로 본 연구의 함의를 이론적 측면에서 살펴보면 다음과 같다. 첫째, 본 연구는 선행연구가 가진 분석대상의 한계를 극복하기 위해 분석의 공간적, 시간적 범위를 확장하였다. 둘째, 주민참여제도를 다양한 각도에서 분석하였다. 먼저, 선행연구에서 제시한 주민참여제도의 다양한 유형화 방식을 종합적으로 정리하였으며, 어떤 속성을 가진 참여제도인지에 따라서 정부성과에 미치는 효과 또한 차별적으로 나타난다는 것을 확인할 수 있었다. 셋째, 정부성과를 민주적 차원에서 측정해보고자 하였다. 주민참여제도가 가지는 궁극적 목적이 바로 지방자치의 실현과 민주주의의 제고에 있으므로 정부성과의 민주적 차원에 초점을 두어 행정의 투명성, 대응성, 효과성을 분석하였다. 넷째, 본 연구는 기존연구에서 활용한 횡단면 분석에서 통제 불가능했던 개별 지방정부 고유의 효과 및 시간 효과와 같은 개별특이성을 모두 통제 가능한 고정효과 패널 분석을 시행함으로써 분석의 정확성을 꾀하고자 노력하였다. 다음으로 정책적 측면에서 본 연구의 함의는 다음과 같다. 첫째, 본 연구는 정부성과의 주요 영향요인으로서 주민참여제도의 양적, 질적 수준을 고려하였다. 주민참여제도의 양적, 질적 수준의 증가는 지방정부의 민주적 성과에 유의미한 영향력을 미치는 것을 확인할 수 있었다. 특히 주민참여제도를 설계할 때 제도가 본래의 효과를 가지기 위해서는 정부와 주민이 상호작용할 수 있고, 주민에게 권한을 위임할 수 있는 수단이 포함된 교호적 성격을 가진 제도여야 한다는 것을 알 수 있었다. 둘째, 기초 지방정부 수준에서 개별 주민참여제도가 가지는 속성이 민주적 정부성과에 영향을 줄 수 있음을 확인한 바와 같이 지방정부가 현재 시행 중인 주민참여제도 전반의 양적 및 질적 수준을 진단하여 향후 주민참여제도의 선택과 집중에 도움이 될 수 있는 근거를 제시하였다. 셋째, 지방정부 성과에 관한 연구가 가지는 행정학적 함의는 상당한데도 실증연구는 부족한 실정이다. 이것은 지방정부의 성과가 객관적으로 측정하기 어려울 뿐 아니라 활용할 수 있는 변수를 획득함에서도 한계가 있기 때문으로 보인다. 그래서 본 연구는 정부성과를 민주적 성과로 한정하였고, 이를 측정할 수 있는 다양한 변수를 활용하여 지방정부의 민주적 성과를 총체적으로 분석하였다. 한편, 본 연구의 한계는 다음과 같다. 먼저, 주민참여제도의 양적 및 질적 수준을 집합적 수준에서 측정하였기 때문에 질적 수준의 측정에 있어 각각의 주민참여제도가 가지는 개별적 속성을 심층적으로 반영하지 못했다. 다음으로 본 연구는 기초단위의 지방정부에서 활용 가능한 데이터의 한계로 인해 '주민의 삶의 질'과 같은 민주적 정부성과를 측정하는 주관적 지표 활용을 서울특별시 자치구를 대상으로밖에 반영하지 못했다. 이러한 부분에서는 본 연구의 Meanwhile, Korea's ODA has been diversified by various implementing agencies. There have been many previous researches on effective implementation system to improve the effectiveness of ODA projects. In 2010, through the establishment of the Act on International Development Cooperation, the function of organizing and coordinating policies in ODA of the International Development Cooperation Committee has been strengthened. However, little case-based research has been done on what adjustments are actually made in the committee. The purpose of this study is to analyze the policy coordination cases of the International Development Cooperation Committee and to examine the factors influencing policy coordination in international development cooperation. The target of the analysis is the case of the integration of the overseas volunteer dispatch project into the WFK(World Friends Korea), which started in 2009 and has been in progress until 2019. In 2008, the Lee Myung-bak government set up a national policy task to dispatch 20,000 volunteer overseas. In this regard, discussions have begun on the need to integrate the overseas volunteer dispatch projects being promoted by all ministries into WFK program, which is being promoted by the Ministry of Foreign Affairs, and primary integration by the leadership of the President in 2009 ~ 2010 was achieved. In the meantime, since 2016, the International Cooperation Committee has been discussing the integration of volunteer dispatch projects that have not been integrated yet. As a result, the Ministry of Foreign Affairs has promoted discussions on integrated promotion. The related projects were programs of the Ministry of Health and Welfare, Ministry of Culture, Sports and Tourism, Ministry of Patriots and Veterans Affairs, Korea Meteorological Administration, Fair Trade Commission, Ministry of Education. The research methodology first outlines the theories and researches on the influencing factors of policy coordination and selected the factors that might influence the policy coordination of international development cooperation. Based on the selected factors, the analysis framework was established and hypotheses were established. The analysis was conducted based on the analysis framework and the hypothesis was verified for the eight projects of six ministries in the case. In this study, the concept of policy coordination was focused on the integrated promotion aspect of inter-ministerial policies for enhancing synergy rather than solving policy conflicts among ministries considering the characteristics of international development cooperation issues. According to the theoretical discussion, the policy coordination is based on the hierarchical system, the network system, and the market system, and the International Development Cooperation Committee is considered as a coordinating mechanism for interactions among various participants in network system. In the previous researches on the factors influencing the general policy adjustment, it was pointed out that attributes of the issue and participant, leadership are important in policy coordination. On the other hand, previous researches in the field of international development cooperation have been studied mainly in terms of improvement of the institutional aspects, and prior studies on the factors influencing the adjustment are rare. Based on the previous research and theoretical discussions of network view on policy coordination, three factors were identified as factors influencing the policy coordination of international development cooperation. Those are the degree of internalization of the unique policy viewpoint of the network participants, disposition tendency of the participants on the policy, and the leadership level of the President and the Ministry of Foreign Affairs. For each factor, detailed sub-indicators were set up. First, we considered the existence of dedicated implementation agencies, the use of specific policy resources, and the presence of interest groups as criteria for the degree of internalization of the unique policy view. In case of domain dispute tendency, the absolute amount and proportion of budget and the key policy areas. Third, in the case of leadership, the level of leadership of the president and the policy coordination institute (Ministry of Foreign Affairs) was considered. Eight projects from the six ministries had different degrees for each of the three factors, which affected the results of the strategies and adjustments chosen by the individual ministries in the policy coordination network. First, the Ministry of Health and Welfare carries out its own voluntary work by a non-profit corporation called the Korean Oriental Medical Service Group, but its degree of internalization of the policy perspective is not so high due to the small grant amount and the existence of multiple sponsors in the corps. In addition, and the number of stakeholders in Korea was not so high. However, the MHW restructured its business due to the President 's overseas trip, and the MHW stopped the business. The project is now integrated into the WFK platform. In the case of the Ministry of Culture, Sports and Tourism, there is a high level of internalization of the policy perspective. The program is implemented by the traditional performing arts promotion foundation, which is a nonprofit foundation under MCST. In addition, it utilizes related majored students and its Korean Culture Center abroad. Moreover, the program is closely related to the main policy areas of MCST such as the operation of overseas Korea Cultural Center. As a conclusion, MCST decided to leave the network and converted the program into non-ODA domain to continue the program. In the Ministry of Patriots and Veterans Affairs, there were two projects: the medical service project of the 6.25 participating countries and the medical service project in Vietnam. First, the medical service project of 6.25 participating countries, which had relatively low importance in MPVA, and which did not have any interest groups, was abandoned. However, the Vietnamese medical service project, which has a dedicated agency and strong interest group, and was chosen to be remained by being moved into non-ODA domain. The Korea Meteorological Administration utilizes unique policy resources and the KMA also adopted the non-ODA method to continue the project. In the case of the Fair Trade Commission, the proram is about dispatching FTC's internal employees overseas. Therefore, both the degree of internalization of the viewpoint and the tendency to dispute the domain were high. However, the Ministry of Foreign Affairs did not promote the integration of the FTC project, and it seems that mutual recognition is made that the project is not subject to integration between the two ministries. In the case of the Ministry of Education, there is a high degree of internalization of the policy perspective due to the fact that the responsible administration agency is in operation, utilizes its own policy resources, and there is a strong teacher interest group. In addition, the amount of the program's budget is very large, and the tendency to dispute the policy region is also high. The Ministry of Foreign Affairs has shown a strong commitment to coordinate with the MOE's program since 2019, but the MOE is keep refusing it. We analyzed the cases of 8 projects of these 6 departments through analysis framework. The different factors that existed on each department triggered different strategies within the network for each department, and we observed that the result of the policy adjustment was different. In addition, the original hypothesis was verified. First, the greater the discrepancy in the viewpoint of the policy, the more unfavorable the policy coordination. Second, the larger the ministry's domain dispute tendency, the more disadvantageous the policy coordination. Third, the greater the leadership of the president and the policy coordination institute, the more favorable the policy coordination. Although this study was intended to detail the processes and achievements of policy coordination in the international development cooperation of Korea through actual cases, it was difficult to access the every minutes of the network participants' meetings, and inference was used to deduce the behavior of individual participants (ministries) through the review of official document. Therefore, it was only a rough explanation. However, the purpose of this study is to suggest that the main variables that actually affect the results of policy coordination in the International Development Cooperation Committee in Korea, the understanding of the process of policy coordination through committee among participants from a network perspective, and the microstatement of the behavior of the representatives of individual ministries in the course of the policy coordination. In the future, we look forward to expanding the scope of the research, including another example of policy coordination through the International Development Cooperation Committee, so that the results of the study can be generalized. ; 우리나라의 공적개발원조(ODA) 예산은 2010년 OECD 가입 이후로 지속적으로 확대되어 왔다. 한편 우리나라의 ODA는 다양한 시행기관에서 분산적으로 추진하고 있는 상황으로, ODA 사업의 효과성 제고를 위하여 그간 효과적 추진체계에 대한 선행연구가 다수 이뤄져 왔다. 이와 궤를 같이하여 2010년에는 국제개발협력기본법의 제정을 통해 국제개발협력위원회에 ODA의 총괄적 추진을 위한 정책의 총괄 및 조정 기능이 강화되었다. 그러나 본 위원회에서 실제로 어떤 조정이 이루어지는지에 대한 사례 기반의 연구는 거의 이루어지지 않은 상황이다. 본 연구의 목적은 국제개발협력위원회의 정책 조정 사례를 분석하여 국제개발협력에서 정책 조정에 영향을 미치는 요인이 무엇인지 알아보는 것이다. 분석 대상은 2009년에 시작되어 2019년 현재까지 진행되고 있는 이다. 2008년 이명박 정부에서는 글로벌리더 10만 양성을 국정과제로 정하고 해외 봉사단 2만명 육성 사업을 추진하였다. 이와 관련하여 전 부처에서 개별 추진 중인 해외 봉사단 파견 사업의 KOICA의 WFK로의 통합에 대한 논의가 시작되었고, 2009~2010년 경 대통령 리더십에 의한 1차적 통합이 이루어졌다. 한편 2016년 경 부터는 아직 통합되지 않은 봉사단 파견 사업들에 대하여 국제개발협력위원회에서 2차적 통합 논의가 시작된 바, 외교부가 주관부처로서 통합 추진 논의를 추진하였으며 통합 대상이 되었던 사업 들은 총 6개의 부처(보건복지부, 문화체육관광부, 국가보훈처, 기상청, 공정거래위원회, 교육부)의 8개 사업이었다. 연구의 진행 방식은 먼저 정책 조정의 영향 요인에 대한 이론과 연구를 개관하고, 국제개발협력의 정책 조정에서 주요한 영향을 미치리라 생각되는 요인들을 선별하였다. 선별된 요인을 바탕으로 분석 틀을 설정하고 가설을 수립하였으며 사례에 존재하는 6개의 부처의 8개 사업에 대하여 분석틀에 기반하여 분석을 수행하였고 가설을 검증하였다. 이를 위해 2014년부터 2020년까지의 국제개발협력위원회 조정 과정에서 생산된 문건인 무상원조 관계기관 협의회 및 국제개발협력위원회 의결 종합시행계획 등을 분석하였다. 본 연구에서는 정책 조정의 개념에 대하여 국제개발협력 이슈의 특성을 고려하여 부처 간 정책 갈등 해결 측면 보다는 시너지 제고를 위한 부처 간 정책의 통합적 추진 측면을 중시하였다. 이론적 논의에 따르면 정책 조정은 위계에 의한 방식, 네트워크에 의한 방식, 시장에 의한 방식 등이 존재하는 바, 국제개발협력위원회제도는 다양한 참여자 간 협의체를 통한 상호 작용의 조정 기제로 보아 네트워크적 관점에서 분석하고자 하였다. 한편 일반적인 정책 조정 영향 요인에 대한 선행연구에서는 이슈 및 참여자의 속성, 조정 환경, 조정 주체 요인 등이 주요 영향 요인으로 지적되어 왔다. 한편 국제개발협력 분야의 선행연구는 주로 제도적 측면의 개선점에 주안을 두고 그간 연구되어온 바, 조정 영향 요인에 대한 선행 연구가 드물었다. 결국 분석모형틀로서 이론적 논의의 네트워크 관점의 정책 조정 영향 요인과, 일반 정책 조정 선행 연구에서 논의된 영향 요인을 종합하여 국제개발협력의 정책 조정 영향 요인으로서 세 가지를 도출하였다. 이는 네트워크 참여자의 고유한 정책 관점 내재화의 정도, 참여자의 정책에 대한 영역권 다툼 성향, 대통령 및 주관부처(외교부)의 리더십의 수준 이다. 각 요인에 대하여는 세부 하부 지표를 설정하였는바, 먼저 고유한 정책 관점 내재화의 정도의 판단 기준으로 전담 사업 수행기관의 존부, 고유 정책 자원의 활용 여부, 이익집단의 존부를 고려하였다. 영역권 다툼 성향의 경우 예산의 절대 액수 및 비중, 사업 관련 기성사실의 발생 정도를 고려하였다. 셋째로 리더십의 경우 대통령 및 정책 조정 촉발 기관(외교부)의 리더십의 수준을 고려하였다. 통합 대상이 되었던 6개 부처 8개의 사업들은 이 세 요인에 대하여 각각 다른 정도를 가지고 있었으며 이는 개별 부처가 정책 조정 네트워크에서 택한 전략 및 조정의 결과에 영향을 미쳤다. 먼저 보건복지부의 사업은 대한한방해외의료봉사단이라는 비영리사단법인이 전담 수행하며 고유 자원을 활용하나 소규모의 보조금 교부 액수 및 봉사단에 복수 후원처의 존재 등으로 정책 관점 내재화 정도는 그리 높지 않다고 보인다. 또한 사업 수행이 오래되었으나 국내 이해관계자의 수는 많지 않아 영역권 다툼 성향도 높지 않다고 볼 것이다. 그러나 결정적으로 대통령의 해외 순방에 따른 보건복지부의 자체 사업 구조조정이 조정 결과에 영향을 미쳤다고 보이며, 보건복지부는 2018년부터 사업을 중단하였고 해당 사업은 현재 WFK 플랫폼에 통합된 상태이다. 문화체육관광부의 경우 전통공연예술진흥재단 등 소관 비영리재단법인이 사업을 전담하고 전통문화 전공 학생 및 재외 한국문화원을 활용하는 등 고유 정책 자원을 활용하며 이익집단도 존재하는 등 정책 관점 내재화 정도가 높다. 또한 예산은 소규모이나 한국문화원 등 연관 정책이 문화체육관광부의 중점 정책 영역에 해당한다. 이에 외교부가 해당 사업에 대한 강경한 검토 의견을 제시하였을 때, 문화체육관광부는 WFK와 통합하거나 사업을 중단하는 대신, 사업을 비ODA사업으로 전환하여 국제개발협력 조정네트워크에서 이탈한 후 지속 추진하는 전략을 택하였다. 국가보훈처에서는 6.25참전국 의료봉사 사업 및 베트남 의료봉사 사업의 두 사업을 논의하였다. 국가보훈처에서는 상대적으로 중요도가 낮고 전담 수행기관과의 밀착도가 낮으며 이익단체가 없었던 6.25 참전국 의료봉사 사업은 수행을 포기하였다. 그러나 국가보훈처는 베트남 의료봉사 사업의 경우 상이군경회라는 고유 정책 자원을 전담 기관으로 활용하는 점, 강력한 이익단체가 존재하는 점, 한-베 민간협력은 부처 차원의 주요 정책 영역에 해당하는 점 등으로 인해 사업을 포기하지 않고 비ODA방식으로 전환하여 지속 추진하는 방식을 택하였다. 기상청의 사업도 한국기상산업기술원이 전담하며 고유한 정책 자원을 활용하는 형태이나 이익단체가 특별히 없고 예산 비중이 낮았다. 한편 기상청도 본 사업을 비ODA방식으로 전환하여 지속 추진하는 방식을 택하였다. 공정거래위원회의 경우 부처가 직접 내부 직원을 파견하는 사업으로 고유 관점 내재화 정도와 영역권 다툼 성향이 모두 높았다. 그러나 외교부는 공정거래위원회 사업에 대해 통합을 추진하지 않은 바, 양 부처 간에 본 사업은 통합이 가능한 유형의 사업이 아님에 대한 상호간의 인지가 이뤄진 것으로 보인다. 교육부의 경우 소속 책임운영기관이 사업을 실시 중이며, 고유 정책 자원을 활용하고 있고 강력한 교원 이익단체가 존재하여 정책 관점 내재화 정도가 크다. 또한 사업의 액수가 매우 크고 부처의 중점 정책 영역에 해당하는 등 영역권 다툼 성향도 크다. 외교부는 2019년 시행계획부터 교육부 사업에 대하여 강력한 조정 의지를 보이고 있으나 교육부는 네트워크에 참여하여 협의를 통해 이를 지속적으로 반대하는 모습을 보이고 있다. 이러한 6개 부처 8개 사업의 사례를 분석모형틀을 통해 분석하였다. 영향 요인에 대하여 부처 별로 상이한 여건은 개별 부처가 네트워크 내에서 다른 전략을 취하도록 촉발하였고 이에 따라 정책 조정의 결과가 다르게 나타나는 것을 관찰하였다. 또한 당초 설정한 가설을 검증하였다. 첫째, 정책의 관점 단절의 차이가 클수록 정책 조정(통합)에 불리하였다. 둘째, 소관 부처의 영역 다툼 성향이 클수록 정책 조정(통합)에 불리하였다. 셋째, 주관부처 및 대통령의 리더십이 클수록 정책 조정(통합)에 유리하였다. 본 연구는 우리나라의 국제개발협력에서 정책 조정의 과정 및 성과를 실제 사례를 통해 세밀하게 기술하고자 하였으나, 실질적으로 네트워크 참여자들의 세부적인 회의록에는 접근하기 어려워, 단계 별로 조정에 대한 검토 결과를 통해 개별 참여자(부처들)의 행태를 추론하는 방법을 사용하여 대략적인 설명에 그친 한계점이 있다. 그러나 우리나라의 국제개발협력에서 실제로 국제개발협력위원회라는 정책조정의 수단, 즉 네트워크적 관점에서 참여자들 간의 회의체 운영을 통한 정책 조정의 과정을 파악한 점, 이 과정에서 개별 부처의 사업 담당자들이 보이는 행태들을 미시적으로 기술하였고, 우리나라의 정책 조정에서 실질적으로 정책 조정 결과에 영향을 미치는 주요 변인이 무엇인지 원형을 제시하였다는 점에서 연구의 의의가 있다. 향후에는 국제개발협력위원회를 통한 정책 조정의 또 다른 사례 등 연구 대상을 확장하여 연구 결과가 일반화 될 수 있기를 기대하여 본다. ; 제 1 장 서 론 1 제 1 절 연구의 배경과 목적 1 제 2 절 연구의 범위 4 제 3 절 연구의 방법 7 제 2 장 이론적 논의 및 연구 설계 9 제 1 절 정책 조정의 개념 9 1. 정책 조정의 개념 및 유형 9 2. 정책 조정의 수단 11 제 2 절 국제 개발 협력 이론 18 1. 국제개발협력 추진체계 18 2. 학위논문 (석사)-- 서울대학교 대학원 : 교육학과(교육학전공), 2012. 2. 박현정. ; 이 연구의 목적은 공군에 복무하는 병사들이 지각하는 사회적 지지, 자기효능감, 자아탄력성이 군 생활 적응에 어떠한 영향을 미치는지 살펴보고, 변인들 간의 구조적 관계 및 상대적인 영향력의 크기를 확인하는 것이다. 그리고 이 때 개인의 정의적 특성인 자기효능감, 자아탄력성이 사회적 지지와 군 생활 적응의 관계에서 매개변인으로 작용하는지 확인하는 것이다. 한 개인이 타인과의 의미 있는 상호작용의 결과로부터 얻을 수 있는 긍정적 자원인 사회적 지지는 스트레스에 대한 예방과 적응에 도움을 줄 수 있는 효과적인 완충제 역할을 함으로써 좌절을 극복하고 문제해결의 도전을 받아들이는 능력을 강화한다(Sarson, 1991; Sarson et al., 1983). 그러므로 병사들이 군대 환경의 맥락에서 지각하는 사회적 지지는 이들의 군 생활 적응에 유의미한 영향을 미치는 주요한 변인이 될 수 있다. Bandura(1995)는 긍정적 자기효능감은 어려운 과제나 장애에 직면했을 때 자신을 동기화하고 좌절과 고통을 극복하게 함으로써 장애로부터의 성공적인 회복과 치료에 중요한 영향을 미친다고 주장하였는데, 이는 부여된 임무를 수행하는 병사들의 과업 수행과 직무 만족도에 긍정적 영향을 미쳐 군 생활 적응을 매개하는 변인으로 작용할 수 있음을 나타낸다. 또한 환경의 역경과 스트레스 상황에서 융통성 있는 행동과 문제해결 전략을 동원하여 심리적 적응을 중재하는 변인으로 밝혀진 자아탄력성은 개인에게 낯선 삶의 경험과 수행을 요구하는 군대 환경의 맥락에서 병사들의 적응을 예측하고 매개하는 변인으로 작용할 수 있다. 이 연구에서는 이러한 이론과 선행연구 결과를 근거로 다음과 같은 연구문제를 설정하고 이를 검증하고자 하였다. 연구문제 1. 공군 병사들이 지각하는 사회적 지지가 자기효능감, 자아탄력성, 군 생활 적응에 영향을 미치는가? 연구문제 1-1. 공군 병사들이 지각하는 사회적 지지가 군 생활 적응에 직접적 영향을 미치는가? 연구문제 1-2. 자기효능감은 군 생활 적응에 직접적 영향을 미치는가? 연구문제 1-3. 자아탄력성은 군 생활 적응에 직접적 영향을 미치는가? 연구문제 2. 공군 병사들이 지각하는 사회적 지지는 자기효능감과 자아탄력성을 매개로 군 생활 적응에 영향을 미치는가? 연구문제 2-1. 공군 병사들이 지각하는 사회적 지지는 자기효능감을 매개로 군 생활 적응에 영향을 미치는가? 연구문제 2-2. 공군 병사들이 지각하는 사회적 지지는 자아탄력성을 매개로 군 생활 적응에 영향을 미치는가? 연구문제 2-3. 공군 병사들이 지각하는 사회적 지지는 자기효능감, 자아탄력성을 매개로 군 생활 적응에 영향을 미치는가? 연구문제 3. 공군 병사들의 자기효능감은 자아탄력성을 매개로 군 생활 적응에 영향을 미치는가? 위의 연구문제를 확인하기 위하여 공군에 근무하는 병사 520명을 대상으로 예비 및 본 조사 설문을 실시하였고, 연구모형에서 설정한 잠재변인의 구조적 관계를 확인하기 위해 구조방정식을 이용하여 모형을 분석하고 자기효능감, 자아탄력성의 매개효과를 검증하였다. 본 연구의 주요 결과를 요약하면 다음과 같다. 첫째, 선행연구 결과와 이론에 근거하여 설정한 사회적 지지, 자기효능감, 자아탄력성, 군 생활 적응의 구조적 관계에 대한 구조모형이 군대 환경의 맥락에서도 잘 지지되는 것으로 확인되었다. 모형 평가는 적합도 평가 지수의 기준이 확립된 TLI, CFI, RMSEA를 통해 평가하였고, 적합도 지수가 수용 가능한 것으로 확인되었다. 따라서 이 연구에서 설정한 연구모형은 비교적 연구 자료를 적절하게 잘 설명하는 것으로 볼 수 있다. 둘째, 병사들이 지각하는 사회적 지지와 개인의 정의적 특성인 자기효능감, 자아탄력성은 군 생활 적응에 모두 직접적인 효과를 나타내는 것으로 확인되었다. 직접효과 크기는 자기효능감이 가장 큰 효과크기를 나타냈고, 이어서 사회적 지지, 자아탄력성 순으로 나타났다. 셋째, 사회적 지지는 자기효능감, 자아탄력성 각각을 매개로 군 생활 적응에 간접적인 영향을 미치고 또한 자기효능감과 자아탄력성 두 개의 매개변인을 통해 군 생활 적응에 간접적인 영향을 미치는 것으로 확인되었다. 간접효과의 크기는 자기효능감을 매개로 하는 효과가 가장 크게 나타났고, 이어 자기효능감과 자아탄력성을 매개로 하는 효과, 자아탄력성을 매개로 하는 효과 순으로 나타났다. 특히 자기효능감은 군 생활 적응에 미치는 직접효과 및 간접효과에 있어 가장 큰 주요 변인으로 확인되었다. 이 연구 결과를 통해 사회적 지지, 자기효능감, 자아탄력성, 군 생활 적응 간의 인과관계를 확인함으로써 병사들의 군 생활 적응을 예측하고 중재할 수 있는 유의미한 변인을 확인할 수 있었다. 이러한 결과는 병사들의 효과적인 군 생활 적응 중재방안을 수립하는 데 있어 여러 변인들 간의 구조적 관계 및 효과에 대한 보다 체계적이고 통합적인 관점으로 접근할 필요가 있음을 시사 하였다. ; The primary purpose of this study was to investigate what effects the social support, self-efficacy, and ego-resilience perceived by airmen in the military service have on the adjustment to military life, and to identify comparative effect size as well as structural relationship among variables. The study also aimed to explore whether self-efficacy and ego-resilience which are affective characteristics operated as mediating variables. The social support, as a positive resource, obtained by an individual through meaningful interactions with other people plays an effective buffering role in preventing stress and helping adjustment to an environment, Thus it reinforces the ability to overcome frustration and embrace any challenges for solving problems (Sarson, 1991; Sarson et al., 1983). Furthermore, the social support perceived by airmen in the military context can serve as a principal variable that has a significant effect on their adjustment to military life. Bandura (1995) asserted that when people face obstacles and demanding assignments, positive self-efficacy plays a crucial role in enabling people to motivate themselves and to overcome frustration and pain. This implies that the self-efficacy can have a positive effect on task performance and job satisfaction by airmen, and act as a mediating variable of the adjustment to military life. Ego-resilience, a variable that is assumed to arbitrate psychological adjustment by enabling people to employ flexible behaviors and problem solving strategies, faced with circumstantial adversities and stressful situations, can be a factor that predicts and mediates the adjustment of airmen to the military context in which the airmen are forced to face an unfamiliar environment and deal with unaccustomed work. The present study, based on these theories, presents the following research questions. 1. Does the social support perceived by airmen have an effect on self-efficacy, ego-resilience, and the adjustment to military life? 1-1. Does the social support perceived by airmen have an direct effect on the adjustment to military life? 1-2. Does the self-efficacy have an direct effect on the adjustment to military life? 1-3. In order to investigate the questions above, both preliminary and main questionnaires were conducted on 520 airmen served in ROK Air Force. The validation of the tool was made through the process of both exploratory factor and confirmatory factor analyses on the scale of the adjustment to military life. The model was also analysed by using structural equation model to identify the structural relations among latent variables established in the research model, with the verification of the mediating effect of self-efficacy and ego-resilience. The key findings of the research are summarized as follows: First, it was confirmed that structural model on the structural relationship between the three variables, social support, self-efficacy and ego-resilience and the adjustment to military life, which were based on previous studies and theories, was well supported in the military context. Model test was conducted through TLI, CFI, RMSEA, in which the criteria of model test fit were established, and it turned out that model fit could be acceptable. Thus, it may be seen that research data could be explained relatively appropriately by the research model established in this thesis. Second, it turned out that both the social support and self-efficacy as well as ego-resilience affected the adjustment to military life directly. With regard to the effect size of the variables, they were arranged in the order of self-efficacy, social support, and ego-resilience. Third, the social support had indirect effects on the adjustment to military life through the mediation of self-efficacy and ego-resilience respectively. In addition, the social support affected the adjustment to military life indirectly through the mediation of both self-efficacy and ego-resilience. The effect size was arranged in the order of the mediation of self-efficacy, the mediation of both self-efficacy and ego-resilience, and the mediation of ego-resilience. In particular, self-efficacy turned out to be the primary variable that affected the adjustment to military life both directly and indirectly. The result of the study showed the structural relationship between the three variables, social support, self-efficacy and ego-resilience and the adjustment to military life, those variables turned out to be the ones that can predict and mediate the adjustment to military life. This implies that in establishing effective intervention methods on the adjustment to military life, a systematic and unified approach, based on the structural relationship among various variables and their effectiveness, should be made. ; Master
