Naval blockade is an old form of warfare where the current restatement of customary international law on this issue – the 1994 San Remo Manual – leaves something to be desired. The article considers the history of the concept and its current regulation like the requirements for establishing a naval blockade and addresses also issues in relation to its enforcement.
Throughout the course of the last decade, international events have pushed the development of the Danish foreign affairs department in previously unseen ways. As a result, the Ministry of Foreign Affairs has undertaken an extensive re-structuring & revitalization of the department. While these changes were first influenced by external conditions, demand to have full control over its operations has led the department to carry on this evolution internally. Encouraging a merit-driven culture within the department reflects Denmark's growing focus on expanding its reach as a global actor. With emphasis on new developments in information management, transparency, globalization, & commerce, this article reviews some of the adaptive measures taken by the department & the relative degrees of success that have resulted. This article discusses how the war in Ukraine, started by Russia, impacts the lives of Russian Indigenous small-numbered peoples. First, one can observe Russia's growing disregard for its international legal obligations. Second, the Russian State is continuously introducing new sanctions against persons and organizations who do not support the Russian regime. Third, the pressure on Indigenous peoples' representatives is increasing. Fourth, a significant number of members of Indigenous small-numbered peoples actively participate in the war due to, inter alia, socio-economic problems and lack of reliable and objective information about it. Fifth, there is a decline in international cooperation with the Indigenous small-numbered peoples of Russia. Finally, it is visible that the role of Indigenous peoples, including Russian Indigenous peoples, in international decision-making changes.
The distribution of legal authority to protect biodiversity in marine areas beyond national jurisdiction (ABNJ) between the Convention on Biological Diversity (CBD) and the UN Law of the Sea Convention (LOSC) has been a contentious issue. In practice, main responsibility has been allocated to LOSC, under which a new implementing agreement on conservation and sustainable use of marine biodiversity of areas beyond national jurisdiction (BBNJ) is currently being negotiated. CBD was allocated responsibility for providing scientific information and advice on marine biodiversity, which has resulted in the identification and description of 321 Ecologically or Biologically Significant Marine Areas (EBSAs) worldwide, within and beyond national jurisdiction. These could provide important scientific backing for a coming BBNJ instrument under LOSC, especially as regards the designation of marine protected areas and the conduct of environmental impact assessments in ABNJ. However, the process of modifying EBSAs and identifying new ones has recently been challenged by the CBD Conference of the Parties, harking back to previous disputes over the legal mandate and thereby threatening the entire mechanism that has been established. In the context of international environmental law and law of the sea, this article discusses the potential importance of EBSAs for the expected BBNJ instrument, using the Central Arctic Ocean EBSA as an example.
Mineral extraction is pursued in Greenland to strengthen the national economy. In order that new industries promote sustainable development, environmental impact assessments and social impact assessments are legally required and undertaken by companies prior to license approval to inform decision-making. Knowledge systems in Arctic indigenous communities have evolved through adaptive processes over generations, and indigenous knowledge (IK) is considered a great source of information on local environments and related ecosystem services. In Greenland the Inuit are in the majority, and Greenlanders are still considered indigenous. The Inuit Circumpolar Council stresses that utilizing IK is highly relevant in the Greenland context. Impact assessment processes involve stakeholder engagement and public participation, and hence offer arenas for potential knowledge sharing and thereby the utilization of IK. Based on the assumption that IK is a valuable knowledge resource, which can supplement and improve impact assessments in Greenland thus supporting sustainable development, this paper presents an investigation of how IK is utilized in the last stages of an impact assessment process when the final report is subject to a hearing in three recent mining projects in Greenland.
After a period of relative neglect in the 1990s and early 2000s, the Arctic is back on the agenda of the Russian authorities. To ensure efficient coordination and implementation of its Arctic strategy, the government in 2015 established a State Commission for Arctic Development. It was to serve as a platform for coordinating the implementation of the government's ambitious plans for the Arctic, for exchange of information among Arctic actors, and for ironing out interagency and interregional conflicts. Based on a case study of the State Commission for Arctic Development, this article has a twofold goal. First, it explores the current Russian domestic Arctic agenda, mapping key actors and priorities and examining the results achieved so far. Second, it discusses what this case study may tell us the about policy formulation and implementation in Russia today. We find that while the government's renewed focus on the Arctic Zone has yielded some impressive results, the State Commission has been at best a mixed success. The case study demonstrates how, in the context of authoritarian modernization, the Russian government struggles to come up with effective and efficient institutions for Arctic governance. Moreover, the widespread image of a Russian governance model based on a strictly hierarchic "power vertical" must be modified. Russia's Arctic policy agenda is characterized by infighting and bureaucratic obstructionism: even when Putin intervenes personally, achieving the desired goals can prove difficult.
Established in 1937, the Norwegian journal Internasjonal politikk (IP) came about as an important part of efforts to establish International Relations as a field of study in Norway. Elsewhere, interest in the field was already evident in the aftermath of the First World War. In response to an approach by the Institute of Intellectual Cooperation in Paris towards members of the Norwegian academic community, a committee for the pursuit of the study of International Relations in Norway was formed in 1936, headed by Nobel Peace Prize Laureate Christian Lous Lange of Norway. From 1937 on, the publication of a Norwegian-language journal of International Relations became a major focus of the work of the committee. Its profile was established in the first issue: the journal was to be "impartial, objective and written in a popular form". Arne Ording, a historian and leading architect of Norway's Second World War and post-war foreign policy, was to be the first editor of Internasjonal Politikk. In 1960, the journal was transferred to the newly established Norwegian Institute of International Affairs (NUPI). Here it became part of the institute's strategy for research on International Relations in general and Norwegian foreign policy in particular, and as an important part of this, research-based public information. This article gives an analysis of the war of opinion about the Vietnam War, with focus partly on the United States, mainly Norway &, to a lesser degree, Sweden. The main theme is change & stability & what constituted opinions & positions. In the early phase, Norwegian media & the great majority of politicians were mere mouthpieces of the official American version of the war. This stands out in contrast to neutral Sweden where criticism towards the US was sharp. The long duration of the conflict & its brutality became factors in moulding opinion. There was time for alternative information gathering for reflection. The thesis that the US lost this first media war on the home front -- in the media -- is discarded. The Norwegian Conservative Party remained firmly supportive of the US war effort throughout the war. The most important struggle of opinion took place within the Labour Party. For both parties, loyalty to Norway's military protector was at stake. For a majority of Norwegians the war in Vietnam may have been a turning point in the perception of the United States. This thesis deals on integration of ASEAN. The primary objective of this thesis is to find out the potential of ASEAN to be politically and economically integrated like EU, and the kind of difficulties it may face in a mid way. Since EU is a pioneer and benchmark for any integration and ASEAN takes EU as a reference, I choose EU as a base to compare the progress of ASEAN. As for the theoretical aspect, integration theory and its importance in global scenario is discussed. The research sought after the way ahead for ASEAN. This study is based on a comparative analysis of the development of both EU and ASEAN. The information and literature needed for the thesis will be collected from open source, which is easily accessible to all. After analyzing the historical background, present development and future prospect, I think ASEAN is turning out to be the successful regional cooperation. Even though ASEAN took reference from EU in its development, It don´t need to be like EU. Being the cooperation from different group of differently diversified nations, It can pave its own way forward and can lay good precedent for other upcoming regional co-operations. ; M-IR
