In this article the author deals with the process of integration and with aspects of the integration policy related to immigrants. He begins by defining formally the concept of integration, connecting it afterward specifically with the processes of integration and adding to it the normative aspect. Throughout the article, he distinguishes four dimensions related to integration: the structural, the cultural, the social and the identificatorial dimensions dealing with each on lenght in connection with the situation and the policies of integration in present day Germany. ; En el presente artículo, el autor se centra en el proceso de la integración y en los aspectos de la política de integración de los inmigrantes. Define primero la integración como concepto general y formal, articulándolo luego en el ámbito específico de los procesos migratorios y añadiéndole finalmente el elemento normativo. Distingue, a lo largo del artículo, cuatro dimensiones de integración: la estructural, la cultural, la social y la identificadora, profundizando en cada una de ellas en relación a la situación alemana y a sus políticas vigentes.

The article tries to sketch the richness of thinking about integration at the time of the birth of both the European and Latin American regional organizations in the 1950s and 1960s. It does so by offering some insights into the experiences, attitudes, and visions of three paradigmatic European intellectuals who were involved in the debate on integration on both sides of the Atlantic Ocean. While the first two, Pierre Uri and Ernst B. Haas, never went beyond a cursory experience and knowledge about Latin America, the third, Albert Hirschman, developed a profound empathy with the whole region. Their different positions on the question of integration, on its economic and political prerequisites and its connection to modernization, offer us convincing evidence of the irreducibility of integration studies to some abstract theories. ; El artículo trata de bosquejar la riqueza del pensamiento sobre integración en los tiempos de formación de las primeras organizaciones regionales en Europa y América Latina, a lo largo de los años 1950 y 1960. Para hacer esto, se concentra en las experiencias, aptitudes y visiones de tres intelectuales europeos que tomaron parte en el debate sobre integración en las dos márgenes del océano atlántico. Mientras que los primeros dos, Pierre Uri y Ernst Haas, tuvieron un interés circunscripto por América Latina y su integración, y nunca profundizaron su conocimiento de los países que la conforman; Albert Hirschman desarrolló una profunda empatía hacia toda la región. Sus distintas posiciones en el tema de la integración, de los prerrequisitos económicos y políticos necesarios para alcanzarla y de su relación con la modernización nos ofrecen una prueba persuasiva de la irreductibilidad de los estudios sobre integración a algunas teorías abstractas.

The question over identity, autonomy and integration between regions, about the requirement to define politics and aims, still prevails. The Colombian Caribbean region has been characterized in accordance with the nation historical state of affairs; the last attempts procuring a successful Caribbean project have been tinged by bureaucracy and politician slackness. The text evaluates the region performance, regional development politics and its possibilities to improve the current poverty and underdeveloped prospect. ; La pregunta sobre la identidad, la autonomía o la integración de las regiones; sobre la necesidad de definir políticas y destinos, sigue vigente. La región del Caribe Colombiano ha sido caracterizada de acuerdo a las condiciones históricas de la nación. Los últimos intentos por hacer que un proyecto funcione han estado matizados por la burocracia y la ineficiencia. El texto evalúa el papel de la región, de las políticas de desarrollo regional y sus posibilidades para mejorar el actual panorama de atraso y pobreza.
