Der Beitrag versucht, einen der modernen, kulturell heterogenen Gesellschaft angemessenen Begriff von sozialer Integration von Immigrant(inn)en zu definieren. Nach der Diskussion von drei klassischen Integrationsansätzen (Park; Gordon; Esser), die von einer Assimilation in einer als kulturell homogen gedachten Gesellschaft ausgehen, wird ein Begriff von Integration begründet, der vier Merkmale umfasst: Orientierung am gesellschaftlichen Standard, Zweiseitigkeit, Prozesshaftigkeit und Multidimensionalität. Der Beitrag schließt mit Thesen zu einer multikulturellen Stadtpolitik. ; The article aims to define the social integration of immigrants in a way that takes into consideration the cultural plurality of modern societies. Following the discussion of three classical approaches (Park; Gordon; Esser) which are based on the idea of assimilation in a culturally homogeneous society, a concept of integration is proposed that comprises four attributes: orientation towards the societal standards, two-sidedness, emphasis on integration as a process, and multi-dimensionality. The article concludes with theses on multicultural urban policies.
Das Phänomen "Migration" ist trotz seiner langen Geschichte ein sehr aktuelles Thema. Viele Menschen mit Migrationshintergrund leben in Österreich, deren Kinder sind demzufolge Teil des österreichischen Bildungssystems. Diese Diplomarbeit beschäftigt sich daher mit der schulischen Integration von Kindern mit Migrationshintergrund und basiert auf der Annahme, dass der nachteilige Bildungserfolg von diesen, wie durch Länderübergreifende Leistungsfestellungen bestätigt und in der öffentlichen Meinung stark vertreten, einerseits seine Ursache in den ungleichen Sozialisationsbedingungen dieser Kinder hat und andererseits durch die unzureichende und kaum individuell fördernde Unterstützung des österreichischen Bildungssystems hervorgerufen wird.Im theoretischen Teil dieser Diplomarbeit werden einführend die Themen Migration und Migrationspolitik näher erläutert. Anschließend werden die Themenbereiche Migration und Bildung in Zusammenhang gebracht, bevor das Thema Integration sowohl im allgemeinen, als auch im schulischen Bereich ausführlich dargestellt wird. Für den empirischen Teil wurden vier PädagogInnen aus verschiedenen vorschulischen und schulischen Bereichen mittels eines qualitativen Interviews befragt. Die gewonnenen Einblicke in die Arbeit mit Kindern mit Migrationshintergrund werden im Anschluss in Bezug auf die aufgestellte Hypothese diskutiert. ; The pänomenon migration can look back on a long history, nevertheless it is still a current topic. A lot of people with migrational background live in Austria and their children logically attend the Austrian school system. Therefore this diploma thesis deal with the school integration of children with migrational background. The thesis is based on the hypothesis that the negative educational success of these children is up to their different social conditions and due to the lack of individuell support of the Austrian educational system.The theoretical part starts with the topics migration and migration policy. In addition, it combines the topics migration and education and ends with a detailled description of the different general and educational aspects of the topic integration.The empirical part includes the summaries of four interviews, which were held with four educators who are working in different educational fields. Spätestens seit Beginn der Gastarbeitermigration ab Mitte der 1950er Jahre geistert der Begriff Integration meist als unbestimmte Anpassungsforderung an Zugezogene durch Deutschland. Dabei haben die Eingliederungsprozesse von Türken und ihren Nachkommen bis heute besonderes Gewicht. Ziel der Dissertation ist es, anhand deutsch-türkischer Gegenwartsliteratur festgefahrene Denkmuster im Integrationsdiskurs zu hinterfragen und neue Perspektiven hierzu aufzuzeigen: Was ist Integration, wer integriert sich in was und warum? Die Arbeit untersucht, welche Integrationsmodi und -typen in der ausgewählten Literatur artikuliert werden, mit welchen Parametern Integration verknüpft ist und welche Faktoren als entscheidend für eine gelungene oder gescheiterte Integration gelten. Gegenstand sind Texte türkeistämmiger Autoren der ersten und zweiten Generation, die zwischen 2007 und 2011 erschienen sind insbesondere die Romane Ali zum Dessert von Hatice Akyün und Cafe Cyprus von Yade Kara. Den theoretischen und methodischen Rahmen bilden die interkulturelle Literaturwissenschaft nach Norbert Mecklenburg und Michael Hofmann (u. a. zu Identitäts- und Differenzkonzepten), die sozialwissenschaftlichen Ausführungen zum Integrationsbegriff von Hartmut Esser sowie das Diskursverständnis und archäologische Analyseverfahren nach Michel Foucault. Zu den Ergebnissen gehören die Ästhetische und thematische Charakterisierung der deutsch-türkischen Gegenwartsliteratur, die Bestimmung des dem jeweiligen Text zugrunde liegenden Integrationsverständnisses sowie die Bewertung der künstlerischen Ausarbeitung und des Diskursbeitrags. Besonders erhellend ist die Analyse, wenn die Texte einen abweichenden Diskurs von jenem in den Medien, der Politik und Gesellschaft dominanten entwerfen und Aspekte verhandeln, die bislang nicht in soziologischen Konzepten berücksichtigt werden. Dann zeigen sich im Diskurs neue Formationen und für die Integration entscheidende Faktoren sowie damit eine divergierende Einschätzung der Integrationsrealität. ; Since the onset of guest worker migration in the mid-1950s, the notion of integration has been coming up in Germany as the diffuse demand for adaptation on the part of the migrants. Up to the present day, the processes of integration of Turks and their offspring have carried particular weight. The goal of this dissertation is to explore German-Turkish contemporary fiction in order to call intransigent patterns of thought in the discourse on integration into question and develop new perspectives: What is integration, who integrates into what, and why? The dissertation analyzes the modes of integration literature articulates, the parameters with which integration is bound up, and the factors considered decisive for successful or failed integration. Its subject are writings by first- and second-generation authors of Turkish origin that have appeared between 2007 and 2011, in particular the novels Ali zum Dessert by Hatice Akyün and Cafe Cyprus by Yade Kara. The theoretical and methodical framework is derived from intercultural literary studies as according to Norbert Mecklenburg and Michael Hoffmann (e.g. on concepts of identity and difference); Hartmut EsserÕs sociological account of integration; and Michel Foucault`s notion of discourse and archaeological analysis. The dissertation accomplishes the aesthetic and thematic characterization of German-Turkish contemporary fiction, reveals on which concept of integration each text is based, and evaluates the texts aesthetic realizations and their contributions to the current discourse. The analysis proves particularly insightful in those instances in which literary texts project a discourse that deviates from that of the media, politics, and society, and treat aspects that sociology has hitherto neglected. In these instances, new discursive formations along with new decisive factors for integration arise, and it becomes necessary to evaluate the reality of integration differently.
Migration und Integration sind sowohl politisch als auch gesellschaftlich aktuelle und wichtige Themen. Auch ehrenamtliches Engagement hat in den letzten Jahrzehnten an Aktualität zugenommen und ist zur heutigen Zeit präsenter denn je.Die vorliegende Masterarbeit zeigt auf, inwiefern sich ehrenamtliches Engagement aus der Perspektive von MigrantInnen aus Drittstaaten positiv auf ihren eigenen gesellschaftlichen Integrationsprozess auswirken kann. Zudem werden sowohl die Motivation, mit welcher sie sich engagieren, als auch die Kompetenzen, die sie sich durch das Ehrenamt aneignen können, beleuchtet.Allgemein gliedert sich die Arbeit in zwei Teile, einen theoretischen Bezugsrahmen, in dem zentrale Begrifflichkeiten geklärt und diskutiert werden und in einen empirischen Teil. Der erste, theoretische Teil umfasst die Bereiche Migration, Integration und ehrenamtliches Engagement. Zudem wird spezifisch auf das ehrenamtliche Engagement von MigrantInnen eingegangen. Der zweite Teil beinhaltet die Überprüfung der Fragestellung mittels leitfadengestützter Interviews. Erst wird das Forschungsdesign vorgestellt und anschließend die Ergebnisse der Interviews ausgewertet, präsentiert und interpretiert. Der Schwerpunkt liegt hierbei auf den Kompetenzen, welche von den MigrantInnen im Ehrenamt angeeignet werden. Durch die Auswertung der Interviews wird deutlich, dass es vor allem personale, sozial-kommunikative und fachlich-methodische Kompetenzen sind, welche sich auch positiv auf den gesellschaftlichen Integrationsprozess auswirken und die Partizipationschancen der MigrantInnen erhöhen. Zudem wird auf das Integrationsverständnis der MigrantInnen eingegangen und aufgezeigt inwiefern es sich im gegenwärtigen Integrationsdiskurs widerspiegelt. ; Migration and integration are important and current topics both in politics and society. Another topic that has received much attention in the last decades is volunteering. The aim of this paper is to show how volunteering can positively affect the integration and participation process of migrants from third countries. Other focal points of the research are migrants motivation to volunteer and the skills they acquire by volunteering. The text is divided into two sections, the theoretical framework and the empirical study. In the first part, the author defines the terms migration, integration and volunteering and specifies migrant volunteering. In the empirical part, the author sets out to answer the research question by conducting guided interviews. This part of the master thesis also includes the research design as well as the main findings with focus on the skills acquired through volunteering. The results show that the process of integration and participation is mainly influenced by social-communicative, personal and professional-methodical skills that were acquired through volunteering. Österreich blickt auf eine lange Migrationsgeschichte zurück, wobei die Zuwanderungsdynamik aufgrund fortschreitender Globalisierungsprozesse stark gestiegen ist. Die Integration von MigrantInnen wird zu einem zentralen gesamtgesellschaftlichen Handlungsfeld, das als Querschnittsmaterie alle sozialen Sphären betrifft.Im Rahmen dieser Arbeit werden zentrale Aspekte der Integration von MigrantInnen anhand qualitativer und quantitativer Methoden beleuchtet. Die Arbeit geht der Frage nach, welche kontextbezogenen und strukturellen Faktoren Integrationsprozesse auf regionaler Ebene beeinflussen. Dabei zeigen die Beiträge I und II am Beispiel der Arbeitsmarktintegration von MigrantInnen in der ländlichen Steiermark, dass vor allem das Zusammenspiel aus unterschiedlichen, sich wechselseitig verstärkende Faktoren entlang von Herkunft sowie soziodemografischen und lebenssituativen Merkmalen die Teilhabechancen am Arbeitsmarkt bestimmt. Die Wirkung dieser Faktoren wird von historischen politischen und wirtschaftlichen Gegebenheiten beeinflusst, da diese ihrerseits Struktureffekte in Bezug auf die Zuwanderungs- und Wirtschaftssituation bedingen. Beitrag III verdeutlicht in weiterer Folge die wichtige Rolle von Unterstützungsstrukturen auf Ebene der Betriebe und Institutionen der Gesellschaft für die dauerhafte Bleibeperspektive von MigrantInnen.Die Arbeit zeigt weiters auf, welche Faktoren auf individueller Ebene integrationsfördernd bzw. integrationshemmend wirken können. Dabei verdeutlicht Beitrag IV das integrationsfördernde Potenzial von Freizeitvereinen, wobei sich die sozialintegrative Wirkung von Vereinen bei MigrantInnen schwächer als bei Personen ohne Migrationshintergrund gestaltet. Many scholars argue that hostland social integration will encourage moderate political attitudes among diasporas. On the other hand, structural integration is thought to affect the opportunity structure of diasporas, but not their political attitudes. In this paper we offer an alternative explanation for the relationship between integration and diaspora attitudes. Our argument, based on findings in social psychology and social work, is that structural integration empowers diasporas to process and contextualize war-related experiences and make sense of daily life, and through the mechanism of a higher sense of coherence, enables them to envision a common future with other groups both in the host and homeland. We find support for our claims in a unique set of survey data collected amoung four diaspora populations in Sweden: structural integration encourages reconciliatory attitudes among diasporas, while social integration does not. For a club such as the European Union, an important question is when, and under which conditions, a subset of the members should be allowed to form inner clubs and enhance cooperation. Flexible cooperation allows members to participate if and only if they benefit, but it generates a freerider problem if potential members choose to opt out. The analysis shows that flexible cooperation is better if the heterogeneity is large and the externality small. The best possible symmetric and monotonic participation mechanism, however, is implemented by two thresholds: A mandatory and a minimum participation rule. Rigid and flexible cooperation are both special cases of this mechanism. For each of these thresholds, the optimum is characterized.
Welche Umbrüche, verehrter, lieber Herr Dr. Herrmann, umspannt Ihr Leben! Sie sind vor dem Ersten Weltkrieg geboren. Als Sie fünf Jahre alt wurden, standen die "Erbfeinde" von jenseits des Rheins als Besatzung im Rheinland. Eine Annäherung hier und da hinterließ kaum mehr als Worte: Trottoir, Perron, Billet, retour. . Den "Integrationen" nach 1933 (Heim ins Reich! Ein Volk- Ein Reich- Ein Führer) folgte der nächste Krieg, und das Integrationsvermögen der Bevölkerung wurde hart geprüft: Der Luftkrieg zwang Städter aufs Land. Nicht immer geliebt, die ländlichen Räume waren oft eng. Wie alles wurde auch Wohnraum bewirtschaftet, und die amtlichen Zuweisungen wurden nicht diskutiert. Nach Kriegsende kamen Vertriebene und Flüchtlinge. Der Heimatverein Kraichgau hat 1995 und 1996 zwei Sonderbände zum Kriegsende vorgelegt mit Dokumenten aus den Militärarchiven und den Berichten von Zeitzeugen. Die Situation im Landkreis Sinsheim 1951 haben Sie selbst dargestellt, die Bedrängnis, Versorgungsnöte, zu viele Menschen auf engstem Raum. Natürlich gab es auch Abwanderungen - aus beruflichen Gründen, sicher auch für die Familienzusammenführung, aus Heimweh, als man daran denken konnte. Der größere Teil der Zwangsintegrierten aber blieb. Die Nachkommen sind Sinsheimer, Eppinger, Kraichgauer, Badener - und viele setzen sich längst für diese "ihre Heimat" ein.

In this article Leo and Jan Lucassen's analysis in Winnaars en verliezers [Winners and losers] of 500 years of immigration to the Netherlands is reviewed with regard to possible conclusions for the neighbouring country, Germany. Particularly since the recent migration history in both countries has been very similar, the authors' disentanglement of complex migration politics and their differentiated assessment of integration processes in the Netherlands are also useful for the occasionally pessimistic German migration and integration debate. The authors show that prevailing negativist views on the integration of migrants can be countered successfully with more sophisticated analyses of the integration of different migrant groups into different societal realms. Furthermore, their examination of the – predominantly positive – integration history of earlier centuries helps to put current short-term problems into perspective. Nevertheless their analysis has some methodological shortcomings as sometimes (negative) quantitative results are contrasted with (positive) qualitative outcomes. Finally, policy conclusions would have been preferable, for example regarding the question of what can be learned from integration processes in previous centuries for integration problems of today. Die Zahl der Flüchtlinge weltweit ist durch die Zunahme von Krieg, Bürgerkrieg und politischer Verfolgung bis zum Jahresende 2014 auf 59,5 Millionen Menschen gestiegen. Rund ein Drittel der Flüchtlinge leben außerhalb ihrer Herkunftsländer. Die globalen Konfliktherde haben sich zudem zunehmend in den Nahen Osten und nach Afrika und damit in die unmittelbare Nachbarschaft der Europäischen Union (EU) verlagert. Im Jahr 2014 wurden in der EU 571.000 Asylerstanträge registriert, 173.000 davon in Deutschland. Insgesamt lebten im April 2015 nach den Angaben des Ausländerzentralregisters 605.000 Asylbewerber, Asylberechtigte und Flüchtlinge in Deutschland, von denen 266.000 als Asylberechtigte und Flüchtlinge anerkannt wurden oder subsidiären Schutz erhalten haben. Das Bundesamt für Migration und Flüchtlinge rechnet im Verlauf des Jahres 2015 mit 400.000 Asylerstanträgen. Nach dem Anstieg der Asylbewerberzahlen im Juli 2015 auf 79.000 Personen ist diese Prognose vermutlich nicht mehr zu halten, es können bis Ende 2015 auch 600.000 bis 700.000 Personen werden. Bis zu 20 Prozent davon können auf das Land Nordrhein-Westfalen entfallen. Unabhängig von der genauen Entwicklung dieser Zahlen ist die Unterbringung, die mittel- und langfristige Integration dieser Menschen in das Bildungssystem und den Arbeitsmarkt und ihre soziale Teilhabe eine große Herausforderung. Diese Herausforderung kann nur gelingen, wenn alle Ebenen des föderalen Systems in Deutschland - Bund, Länder und Kommunen - und die anderen Akteure wie Unternehmen, Gewerkschaften und zivilgesellschaftliche Organisationen eng zusammenarbeiten. Der Antrag der Fraktionen der SPD und von Bündnis 90/Die Grünen sowie der Entschließungsantrag der FDP-Fraktion beziehen sich auf integrationspolitische Maßnahmen, die teilweise in der Kompetenz des Landes Nordrhein-Westfalen und seiner Kommunen, teilweise in der Kompetenz des Bundes liegen. Die vorgeschlagenen Maßnahmen sind fast durchweg aus arbeitsmarktpolitischer Perspektive sinnvoll, auch wenn ihre Wirksamkeit unterschiedlich einzuschätzen ist. Vor dem Hintergrund der Dimensionen des Problems, das sich durch die jüngste Entwicklung der Asylbewerber- und Flüchtlingszahlen noch verschärft hat, können diese Maßnahmen allerdings nur beschränkt helfen. Aus arbeitsmarkt- und migrationspolitischer Sicht sind grundlegendere Politikänderungen notwendig, die im ersten Abschnitt dieser Stellungnahme skizziert werden. Sie liegen überwiegend in der Kompetenz des Bundes. Da es sich bei den meisten Aufgaben aber um Gemeinschaftsaufgaben handelt, hat das Land Nordrhein-Westfalen hier erhebliche Gestaltungsmöglichkeiten. Insofern werden diese Maßnahmen ebenfalls im Rahmen dieser Stellungnahme diskutiert. Anschließend werden die einzelnen, in den Anträgen der Fraktionen von SPD und Bündnis 90/Die Grünen sowie der FDP-Fraktion vorgeschlagenen integrationspolitischen Maßnahmen betrachtet. ; Through the increase in wars, civil wars and political persecution, the number of refugees rose worldwide by the end of 2014 to 59.5 million people. Roughly a third of the refugees are living outside their countries of origin. Moreover, the centres of conflict have increasingly shifted to the Near East and Africa and, with this, to the direct neighbourhood of the European Union (EU). 571,000 first instance asylum applications were registered in the EU in 2014, 173,000 of them in Germany. All in all, according to information from the Central Foreigners' Register, 605,000 asylum seekers, persons entitled to asylum, and refu-gees were living in Germany in April 2015, of whom 266,000 were recognized as persons entitled to asylum and refugees or received subsidiary protection. The Federal Office for Migration and Refugees is expecting 400,000 Asylum applications in the course of 2015. The motion of the parliamentary parties the SPD (Social Democratic Party) and Bündnis 90/Die Grünen (Alliance 90/The Greens) as well as the motion for a resolu-tion from the parliamentary party the FDP (Free Democratic Party) refer to integrati-on policy measures that lie partly in the jurisdiction of the State of North Rhine-Westphalia and its communities and partly in the jurisdiction of the Federal State of Germany as a whole. From a labour market policy perspective, the measures suggested are almost without exception all sensible, even if their effectiveness may be judged to vary. Against the background of the dimension of the problem that has been exacerbated by the most recent development in the numbers of asylum seekers and refugees, these measures can only provide limited help. From the perspective of labour market and migration policy, more basic policy changes are necessary and these are sketched in the first section of this Statement. For the most part they lie in the jurisdiction of the German Federal State. However, as most of the measures are joint tasks, the state of North Rhine-Westphalia has considerable possibilities to influence matters. For this reason, these measures will also be discussed within the framework of this Statement. After this, the individual integration policy measures proposed in the motions of the SPD and Bündnis 90/Die Grünen as well as the FDP will be considered.

Thema der Arbeit ist die Reformfähigkeit des niederländischen und deutschen Gesundheitswesens. Zugrunde liegt ein differenzierungstheoretischer Rahmen, bei dem das Gesundheitswesen als funktionales Teilsystem der Gesellschaft aufgefasst wird. Reformfähigkeit wird als Integrationsfähigkeit verstanden und bezieht sich auf Rückkopplung des Systems an gesellschaftliche Erfordernisse. Die These wird anhand folgender Indikatoren konkretisiert: Entwicklung des wohlfahrtlichen Kontextes, Verlauf politischer Reformvorhaben, Modernisierung der Versorgung und Beschäftigungsentwicklung. Die empirischen Ergebnisse lassen auf eine größere Reformfähigkeit in den Niederlanden schließen. Unter theoretischer Perspektive lässt sich aufzeigen, dass ein rein differenzierungsgeleitetes Vorgehen bei der Analyse gesellschaftlicher Teilsysteme zu kurz greift: Die bedarfsgerechte Weiterentwicklung von Systemen stellt sich vielmehr als gelungenes Verhältnis von Differenzierung und Integration dar.
The social dynamics in post-conflict Ambon, Maluku, 1999-2004, indicated that even though people were segregated in the Islamic-Christian areas, gradually social integration began to occur naturally. The process of integration that occurred also gave birth to new values and inclusive views that give hope to future peace building. Using the theory of social integration of dynamic adaptation of the Parsonian structural-functional classic paradigm and combined with a qualitative research model, this study successfully formulated several important findings. First, social integration occurred in the city of Ambon could run naturally through economic interactions, consensus on political balance and inclusive religious spirit. In addition, the presence of public spaces such as offices, schools, malls and coffee shops served as a natural integration medium that is increasingly important in the dynamics of the society. Second, the new social integration has created an increasingly important meaning that leads to a model of active harmony characterized by a process of the increasingly active social interaction between different religions, as well as strengthening pluralism and multiculturalism insight due to campaign by educational institutions and civil society groups. Third, this study also reminds us that although there has been a process of the increasingly positive social integration in Ambon city, people still need to be aware of the growth of radical religious ideologies at a certain level, and also of strengthening identity politics in the long run that will potentially give birth to primordial and ethnocentric attitudes that are harmful to the development of peace.
