The second article of the three-part series «Artificial intelligence in the economy and politics of our time» presents the results of research on the development of the market for artificial intelligence (AI). It shows the typicality and specificity of this market and identifies the problems of studying it in the absence of necessary statistics and an acute shortage of legal regulations of the AI market. The main suppliers of artificial intelligence developments are identified and characterized, and market offers for the banking sector are also analyzed. Data on shares of companies implementing artificial intelligence developments are summarized, and an example of the use of such developments in exchange activities is given. Mechanisms of state stimulation of applied artificial intelligence development and creation of alliances and consortia of the largest scientific and technological corporations to accelerate these developments are considered separately.
The article examines the plans of American intelligence services for the use of Russian emigration in Europe and the United States during the initial period of the Cold War. The deterioration of bilateral relations makes the issues connected with the semicentenial military and political confrontation of the superpowers relevant again. The study of historical experience is essential today to identify the forms and methods of using the national diaspora in the interests of foreign states, which is critical for understanding a possible development of events and for designing an actual and variable policy towards compatriots abroad.The insights of the American intelligence services into the social composition, political structure and centres of political influences are reconstructed on the basis of declassified documents of the US State Department, the Central Intelligence Agency, materials of meetings of interdepartmental groups and committees, some of which are introduced into science for the first time.In the late 1940s and early 1950s, American intelligence officers created American and Russian public associations in America and Europe which acted as cover-up organizations for operations of information-psychological warfare. The process of creating those associations is studied using the example of the American Committee for the Liberation of Peoples of Russia and the Council for the Liberation of the Peoples of Russia. The author reveals the reasons why the creation of a single emigrant anti-communist organization as an instrument of a political war was found to be unpromising back in the early 1950s, formulates the general conceptual approaches of American intelligence services to the use of Russian emigration on the Cold War fronts, including those that still remain relevant today. ; В статье рассматриваются планы американских спецслужб по использованию русской эмиграции в Европе и США в начальный период холодной войны. Ухудшение двусторонних отношений вновь делает актуальной проблематику, связанную с полувековым военно-политическим противостоянием супердержав. Изучение исторического опыта необходимо сегодня для выявления форм и методов использования национальной диаспоры в интересах иностранных государств, что является критически важным для понимания возможного развития событий и выработки актуальной и вариативной политики в отношении соотечественников за рубежом.Представления американских спецслужб о социальном составе, общественно-политической структуре, центрах притяжения политических сил эмиграции реконструируются на основе рассекреченных документов Государственного департамента США, Центрального разведывательного управления, материалов заседаний межведомственных групп и комиссий, часть которых впервые вводится в научный оборот.Процесс создания сотрудниками американских спецслужб в конце 1940 — начале 1950-х годов американских и русских общественных объединений в Америке и Европе, выступавших в роли организаций прикрытия для операций информационно-психологической войны, изучается на примере Американского комитета освобождения народов России и Совета освобождения народов России. Автор выявляет причины, по которым создание единой эмигрантской антикоммунистической организации как инструмента политической войны было признано неперспективным уже в начале 1950-х годов, формулирует общие концептуальные подходы американских спецслужб к использованию русской эмиграции на фронтах холодной войны, в том числе сохранившие свою актуальность до сегодняшнего дня.
