The article is devoted to the study of methods of combating coronavirus infection in the Republic of Armenia in the context of international cooperation. Attention is focused on the interaction of country with international organizations to overcome the pandemic in the country. This paper presents the author's table based on the analysis of the mass media in order to summarize the full range of cooperation between the Government of Armenia and external actors during the COVID-19. The article emphasizes the importance of creating an anti-crisis committee to combat coronavirus, as well as the need to increase funding for the health system.

Since the late 19th century, the international scene has witnessed several waves of globalization that have transformed regulation and cooperation between nations. The current wave – that economists have defined as "globalization 4.0" – is shaped by an industrial revolution that combines digital, physical and biological transformations. Digital technology has a deep structural impact on public and private goods such as health, education, transportation or energy, which changes the terms of the global condition. It disrupts both the organization of societies and the relation between individuals and globalization. Compared to previous waves of globalization, globalization 4.0 affects the international system and runs throughout the global social fabric by increasing throughout the world the level of inequalities and by triggering subsequent polarization and fragmentation. In this global context, our current modes of cooperation and regulation are facing growing issues of legitimacy and efficiency, that are not entirely new, but that are now becoming particularly acute. Those issues of legitimacy and efficiency are furthermore complicated by a shared experience of disconnection from globalization – the rise of the globalization's so-called "left-behinds" – that could be characterized as a form of anomy at the international level. This complex challenge has not yet been fully embraced by the major institutions of global governance. There have been however responses at the sub-global level: connectivity politics, launched by China and followed by the European Union, is one illustration of the new paths that might be taken by global policy makers.

The author concludes that the legal basis for international cooperation to counteract human trafficking has been formed; cooperation of states on counteracting human trafficking is carried out at different levels; Belarus actively participates in this process and complies with a comprehensive state policy to combat this phenomenon; the results of international cooperation of the Republic of Belarus on combating human trafficking are highly effective.

The geography of connections and the main partners were identified, theme orientation of the cooperation on all the continents was examined. The legislature analysis has made it possible to identify opportunities and limits of the decentralized administration. Study of the project's subject area showed the priority areas of cooperation and revealed the main problems. Analysis of the strategy of cooperation allowed to mark out the main models of partnership among different countries. ; Богатырева О. Н. At the present time there are many programs of cooperation between universities in different countries. One of the aspects of such cooperation is the exchange of students and teachers. Despite the difficulties of modern economic and political conditions in the modern world situation, such an exchange facilitates the strengthening of ties within professional communities. Persons participating in such exchanges are given the opportunity to get acquainted with the culture of the host country and feel themselves part of the international medical community. Exchange contributes to improving the quality of education and improving the level of medical care for both sides. This form of cooperation between universities in different countries requires efforts from both students and teachers, who also need to be competent not only in their professional field, but also in many other scientific and professional fields. Carrying out an international internship for foreign teachers and students is one of the steps to forming a multilingual environment at the university, whose goal is to enter the international educational and scientific space. International exchange with foreign colleagues leads to intensive development of various fields of activity of the university, especially educational and scientific. Overcoming the language barrier allows you to take part in various projects, competitions, grants supported by international funds, internships, invite foreign colleagues to lecture and participate in modern scientific work, participate in international conferences, increase publication activity. The article shows the role of international cooperation in the information exchange with foreign colleagues in educational and research activities at the dental faculty of the Ural State Medical University of the Ministry of Health of the Russian Federation. ; В настоящее время существует много программ сотрудничества между вузами различных стран мира. Одним из аспектов такого сотрудничества является обмен студентами и преподавателями. Несмотря на сложности современных экономических и политических условий в современной мировой обстановке, такой обмен способствует укреплению связей внутри профессиональных сообществ, а лицам, в нем участвующим, предоставляется возможность познакомиться с культурой принимающей страны и почувствовать себя частью международного медицинского сообщества. Обмен способствует повышению качества образования и уровня оказания медицинской помощи для обеих сторон. Такая форма сотрудничества вузов различных стран мира требует усилий как со стороны студентов, так и со стороны преподавателей, которым тоже необходимо быть компетентными не только в своей профессиональной сфере, но и во многих других научно-профессиональных направлениях. Проведение международной стажировки для иностранных преподавателей и студентов — это один из шагов к формированию мультиязыковой среды в вузе, целью которой является вхождение в международное образовательное и научное пространство. Международный обмен с иностранными коллегами приводит к интенсивному развитию различных сфер деятельности вуза, особенно образовательной и научной. Преодоление языкового барьера позволяет принимать участие в различных проектах, конкурсах, стажировках, грантах, поддерживаемых международными фондами, приглашать зарубежных коллег для чтения лекций и участия в современных научных работах, международных конференциях, повышать публикационную активность. В статье показана роль международного сотрудничества в информационном обмене с иностранными коллегами в образовательной и научно-исследовательской деятельности на стоматологическом факультете Уральского государственного медицинского университета Минздрава РФ.

Particularities of the international cooperation in the Black-Caspian Seas region ; Особенности международного сотрудничества в Черноморско-Каспийском регионе
The paper considers the tendencies of the international cooperation in the Black-Caspian Seas region. Since the collapse of the USSR in 1991, there has been formed the conditions for expanding the cooperation and strengthening the economic relations between the states of the Caspian and Black Seas Region. The paper analyses the international positioning and priorities of the cooperation applied by the regional states, on the basis of which key areas and formats of their interaction are implemented. The results of the cooperation are being studied. They include the creation of intergovernmental organizations and new transit routes for the supply of goods. The influence of the issue of the the legal status of the Caspian sea on cooperation in the Black-Caspian Seas region is also considered. In the context of the conflict of the foreign policy interests, the concept of the regional cooperation has not been formed both on state the intergovernmental level. However, due to the high transit potential of the region, international economic ties are being formed, which is in the interest of all regional states. Regional cooperation is pragmatic and has a limited scale. Expansion of the cooperation is so far possible between the parties that do not have opposing positions on ethnopolitical conflicts. ; В статье рассматриваются закономерности международного сотрудничества в Черноморско-Каспийском регионе. Начиная с распада СССР в1991 г. создались условия для расширения взаимодействия между прибрежными каспийскими и черноморскими государствами и усиления экономических взаимосвязей в Черноморско-Каспийском регионе. Анализируется внешнеполитическое положение и приоритеты сотрудничества региональных государств, на основе которых развиваются ключевые сферы и форматы их взаимодействия. Изучаются достигнутые результаты сотрудничества: создание межправительственных организаций и новых транзитных путей поставок товаров. Отдельно рассматривается проблема правового статуса Каспийского моря и ее влияние на сотрудничество в Черноморско-Каспийском регионе. В условиях конфликта внешнеполитических интересов не была сформирована концепция регионального сотрудничества как на государственном, так и на и межгосударственном уровнях. Однако ввиду высокого транзитного потенциала в регионе продолжают формироваться международные экономические связи, в которых заинтересованы все региональные страны. При этом сотрудничество носит прагматичный и ограниченный характер, его расширение возможно между сторонами, не имеющих противоборствующих позиций по разрешению этнополитических конфликтов.

Раздел "Международные отношения" ; За последние 25 лет общественными объединениями Республики Беларусь был накоплен значительный опыт международного сотрудничества. Целью данной статьи является определение и анализ основных этапов международного сотрудничества общественных объединений Беларуси в 1991—2010 гг. Можно выделить следующие этапы: 1-й этап: 1991—1994 гг. — период расширения активности общественных объединений Беларуси на мировой арене, связанный с изменениями в общественно-политической жизни страны. Приоритетными направлениями деятельности в данный период стали установление дружеских отношений с общественностью различных стран, привлечение внимания к проблеме минимизации последствий аварии на Чернобыльской АЭС; 2-й этап: 1994—1999 гг. — период становления правовой базы деятельности общественных объединений Республики Беларусь, в том числе и международного сотрудничества. Отличительной чертой данного этапа стала активизация сотрудничества общественных объединений Беларуси и России; 3-й этап: 2000—2010 гг. — укрепление статуса общественного объединения как активного участника социально-экономической и культурной жизни общества, вносящего весомый вклад в реализацию внешнеполитических интересов страны. = Over the last 25 years public associations of the Republic of Belarus have accumulated a signifi cant experience of international cooperation. This article is aiming to defi ne and analyze the main stages of international cooperation of Belarusian public associations in 1991—2010. The following stages may be distinguished: the 1st stage — 1991—1994 — the period of extended intensifi cation of Belarusian public associations' activities on the international arena which is connected with changes in the social and political life of the country. The priority directions of activities within this period were maintenance of amicable relations with the public of different countries, drawing attention towards the problem of minimizing the consequences of the Chernobyl accident; the 2nd stage — 1994—1999 — the period of legislative base development for activities of Belarusian public associations including international cooperation. The distinctive feature of this stage was intensifi cation of cooperation between public associations of Belarus and Russia; the 3rd stage — 2000—2010 — consolidation of the status of public association as an active participant in the social, economic and cultural life of society making a signifi cant contribution to the implementation of foreign political interests of the country.

Статья посвящена изучению международного сотрудничества по проблеме изменения климата. В ней анализируются результаты конференций по изменению климата, рассматриваются Рамочная конвенция ООН об изменении климата и Киотский протокол и оцениваются намерения государств заключить новое глобальное климатическое соглашение в 2015 г. в Париже. В работе особое внимание уделяется участию Беларуси в международных усилиях по сокращению выбросов парниковых газов и исследуется позиция страны в принятии решений в рамках климатического переговорного процесса. Делается вывод, что политическая напряженность и экономические противоречия между странами затрудняют достижение приемлемого для всех государств компромисса. Несмотря на этот факт, стороны РКИК ООН, включая Беларусь, на настоящем этапе ведут активную работу по определению национальных вкладов для заключения нового универсального климатического соглашения, которое, как планируется, должно вступить в силу с 2020 г. = This article deals with international cooperation on climate change. The article analyzes the outcomes of the climate change summits, examines the Framework Convention on Climate Change and the Kyoto protocol and estimates countries' intention to reach a new climate agreement in Paris, in 2015. The paper pays particular attention to the participation of the Republic of Belarus in international efforts in reducing greenhouse gas emissions and examines country's position in decisions-making at the climate negotiations. Consequently, it is concluded that political tensions and economic differences between countries make it difficult to reach an acceptable compromise for all states. Despite this fact, the Parties to the UNFCCC, including Belarus, intensify currently preparation for their intended national contributions towards a universal climate agreement, which is expected to come into force from 2020.

Раздел "Международное право" - рубрика "Вопросы миграции и беженцев" ; Failing to find legal channels mass migration in a number of cases has started to use illegal ones. The current increase in these activities is closely connected with the formation and functioning of organized criminal groups for the transportation of migrants from the third countries. Illegal migration should be considered as a global issue concerning all states and constitutes a threat to the global community. Experience worldwide has shown that in the majority of countries suffering from migration pressure migration rates exceed the states' potential to regulate the migration processes and to cope with their consequences. The author notes that what is most urgent today is to address the issue of the development of international norms to expand the legal basis for international organizations to control the observance by the states of the universal norms and standards in the sphere of migration as well as the adoption of sanctions to be imposed on those states which ignore international legal norms and conduct a policy that is likely aggravate the migration situation in their region. The author considers the issues of combatting illegal migration and discusses ways of raising efficiency of the measures undertaken to combat migration within the European community. Similarly, the author throws light on the cooperation of the Republic of Belarus with many European countries and international organisations operating in Europe. Western European countries strive to involve Belarus in a wider context in the control of migration processes since the country plays one of the key roles in the solution of the migration problems in the European region due to its geopolitical location (especially with regard to the recent expansion of the EU). The article explores the system of international legislation defining principles and basic mechanisms of combatting illegal migration, the cross-border cooperation in this field; it reveals new trends in migration policy, describes the drawbacks of the practice of tightening migration control and the side effects of such measures in an form in the increase of the number of asylum-seekers and of other migrants to some countries along with their decrease in others, a development that leads to an extreme aggravation of the migration situation in the region on the whole. These processes are tied with the dynamics of illegal migration. The article discusses the issue of further improvement and development of the international legal base of international cooperation to regulate and combat migration in its legal forms, to work out of a single strategy that combines approaches for the control of migration processes, to counteract negative phenomena, to adopt legislation and create to ensure that the rights of migrants' are observed and protected.

The Role of the Council of Europe in the International Cooperation between Russian and European Forensic Organizations ; Роль Совета Европы в международном сотрудничестве российских и европейских судебно-экспертных организаций
The globalization processes in Europe have allowed international crime to become more global and diversified. The appliance of various forms of forensic knowledge and expertise plays an essential role in current judicial proceedings. Among multiple European cooperation formats, the Council of Europe holds a special place as an international organization that promotes cooperation among its members in standards of the rule of law, human rights, democratic development, and cultural interaction. The year 2021 marks a quarter of a century since the Russian Federation's participation in the Council of Europe. The authors perceive this date's significance through the interaction of Russian and European forensic organizations within the framework of the European Network of Forensic Science Institutes (ENFSI). It was Russia's membership in the Council of Europe that allowed the lead forensic institutions of the Russian Ministry of Internal Affairs and Ministry of Justice to join ENFSI and actively participate in its work for many years. The article observes the chronology of the key ENFSI events highlighting its evolvement as the lead pan-European forensic expert organization, the basic principles of which were predetermined by the Council of Europe. As an illustrative example of previous cooperation in solving challenging expert problems is proposed the international program initiated by the Russian party and implemented by ENFSI in 2005–2008 to validate complex methods to identify the products containing platinum group metals produced by mining and metallurgical companies. Subsequently, the consolidated position of European and Russian forensic experts at the St. Petersburg International Legal Forum venue in 2013–2015 served as a powerful impetus for practical development of standardization and accreditation issues in forensic science in Russia. Current problematics of cooperation is mainly devoted to the issues of ensuring the quality of forensic examination, reliability of its conclusions, consolidation of expert databases. The authors also note some interaction problems between forensic organizations resulting from different legal systems, cultural traditions, and scientific schools. ; Процессы глобализации Европы позволили международной преступности стать более масштабной и диверсифицированной. Важную роль в современном судопроизводстве занимают различные формы использования судебно-экспертных знаний. Среди многочисленных форматов европейского сотрудничества особое место занимает Совет Европы – международная организация, обеспечивающая содействие взаимодействию между ее членами в области стандартов верховенства права, демократического развития, законности и культуры, прав человека. В 2021 г. отмечается четверть века со дня начала участия Российской Федерации в Совете Европы. Авторы рассматривают значимость этой даты на примере партнерства российских и европейских судебно-экспертных организаций в рамках Европейской сети судебно-экспертных учреждений (ENFSI). Именно членство России в Совете Европы позволило в свое время вступить в ENFSI головным судебно-экспертным учреждениям (СЭУ) МВД России и Минюста России и на протяжении многих лет активно участвовать в ее деятельности. Показана хронология ключевых событий становления ENFSI как ведущей панъевропейской судебно-экспертной организации, основные принципы построения которой были предопределены Советом Европы. В качестве примера кооперации при решении сложных экспертных задач рассматривается инициированная российской стороной и осуществленная ENFSI в 2005–2008 годах программа международной валидации комплексной методики идентификации продуктов производства горно-металлургических компаний, содержащих металлы платиновой группы. В дальнейшем консолидированная позиция европейских и российских судебных экспертов на площадке Петербургского международного юридического форума в 2013–2015 годах послужила мощным импульсом практического развития вопросов стандартизации и аккредитации в области судебно-экспертной деятельности в России. Современная тематика сотрудничества посвящена в большей степени вопросам обеспечения качества судебной экспертизы, достоверности ее выводов, консолидации экспертных баз данных и др. Обозначены некоторые проблемы взаимодействия СЭУ, обусловленные различными правовыми системами, культурными традициями и научными школами.

Introduction. The research work defines the current significance of international sanctions, examines the types of sanctions, the goals of their imposition and the consequences for the international system. As an example, anti-Russian sanctions and retaliatory measures are being analyzed, as well as their influence on relations between the states. In the study an assessment of the development of Russian-German cooperation in various fields before and after the imposition of sanctions is given.Methodology and sources. Such research methods as analysis, synthesis, comparison, statistical methods are used in the research work. Import-export relations between Russia and Germany are analyzed in the paper.Results and discussion. Russia incurs heavy losses from sanctions compared to the European Union. Anti-Russian sanctions do not contribute to the development of free international trade. The European Union is having difficulty maintaining transatlantic economic relations. The imposition of US extraterritorial sanctions is detrimental to German and other European companies. Both European countries and Russia have internal problems, which are aggravated by the sanctions confrontation.Conclusion. Despite all the existing problems and obstacles that stand in the way of bilateral relations, there are positive trends in them. Russia and Germany, in general, have adapted to the sanctions regime. Anti-Russian sanctions will probably not be lifted in the short term. ; Введение. В работе определяется современное значение международных санкций, исследуются виды санкций, цели их введения и последствия для международной системы. В качестве примера анализируются антироссийские санкции и ответные меры, а также их влияние на отношения между государствами. Дается оценка развития российско-германского сотрудничества в различных сферах до и после введения санкций.Методология и источники. Используются такие методы исследования, как анализ, синтез, сравнение, статистические методы. В статье анализируются импортноэкспортные отношения между Россией и Германией.Результаты и обсуждение. Россия несет большие потери от санкций по сравнению с Европейским союзом. Антироссийские санкции не способствуют развитию свободной международной торговли. Европейский союз испытывает трудности в поддержании трансатлантических отношений в сфере экономики. Введение американских экстерриториальных санкций наносит ущерб немецким и другим европейским компаниям. И у стран Европы, и у России есть внутренние проблемы, которые санкционное противостояние обостряет.Заключение. Несмотря на все существующие проблемы и препятствия, возникающие в двусторонних отношениях, в них наблюдаются положительные тенденции. Россия и Германия в целом приспособились к санкционному режиму. Антироссийские санкции, вероятно, не будут отменены в ближайшей перспективе.
