In haar oratie stelt Barbara Oomen dat het de wereldgemeenschap steeds meer menens is met de mensenrechten. Paradoxaal genoeg vraagt dit proces van universalisering van de mensenrechten lokale verankering. This paper - written for a conference held in Leuven (KUL) in 2001- offers a global analysis of the European Insolvency Regulation. At the time the paper was written, the Regulation was a very recent instrument. The paper reviews the Regulation based on previous experiences at harmonising the law of cross-border insolvencies (such as the European Insolvency Convention and the Istanbul Convention). Particular attention is paid to the issues of jurisdiction (which court has jurisdiction to open insolvency proceedings), jurisdiction conflicts (what happens if two courts decide to exercise jurisdiction simultaneously) and recognition and enforcement of foreign insolvency judgments.

In spite of an approval of the financial perspectives 2007-2013 and the economic boom of the euro zone, "crisis" has not left the EU. It is installed in the institutions, but also and especially it has infected the spirits of European citizens. An article that treats the pros, cons and influences of the EU enlargement from 15 to 25 states, discussing the attitudes of single member states regarding for example immigration, the treatment of files and common questions, pluralistic votes that render difficult processes now that the Rhine-model (a BENELUX and Franco-German alliance) no longer has the upper hand. Furthermore is discussed European Parliament and Justice Court, both influenced in their functioning by the enlargement of the EU. Belgium's future role lies in seeking alliances with same-spirited member states, and to fill in the EU's delivery-gap regarding citizen demands for more justice, freedom and security, and a more uniform Europe as regards energy and foreign policy. The state of Dutch political thought in the seventeenth century is reviewed. Three main approaches are discussed: (1) The critical approach is represented by P. de la Court, who, influenced by Hobbes, defended a more democratic type of government. (2) The historical-philological movement, represented by J. Lipsius, Boxhornius, & Burgersdijk, was based on Aristotelian metaphysical concepts to develop a more systematic base for historical research. This movement influenced the development of the typical research style of the political sciences in Germany. (3) B. de Spinoza's passion-reason theory led to an analytical political science, exemplifying the typical method of integrating theory & empirical (historical) information. Modified HA.

THIS DECISION WAS THE IMMEDIATE CAUSE FOR THE PROFESSOR OF POLITICAL SCIENCE, H. DAUDT, & 5 STAFF MEMBERS TO SUSPEND THEIR TEACHING ACTIVITIES. THE BOARD OF GOVERNORS OF THE U & THE U COUNCIL BECAME INVOLVED IN THIS ISSUE. ORDERED TO RESUME THEIR TEACHING ACTIVITIES, THESE CIVIL SERVANTS APPEALED TO THE ADMINISTRATIVE COURT. THE DOCUMENTS PRESENTED CONSIST OF OFFICIAL LETTERS, STATEMENTS, RULINGS, & EXTRACTS FROM THE PROCEEDINGS OF THE PUBLIC BODIES THAT DEALT WITH THE MATTER. THE CONFLICT, WHICH STANDS UNRESOLVED AT THE TIME OF PUBLICATION, CAN BE SEEN AGAINST THE BACKGROUND OF MORE OVERALL DEBATE ABOUT THE POSITION OF POLITICAL SCIENCE AT THE DUTCH U'S & STUDENT ACTIVISM.
