Part 7: e-Government and Civic Engagement ; International audience ; The governance for smart cities must improve democratic processes, transparency in governance, citizen-centric development and political strategies for the cities. To achieve this, the government needs to gather information about citizens' perceptions, demands, development priorities, grievances, and feedbacks about policies that are being developed or implemented. To involve the citizens in governance, governments should facilitate multiple ways to citizens to communicate. Social media platform empowers the citizens to use technology oriented common platform to communicate among themselves as well as with government. This study proposes a conceptual framework for smart governance illustrating how the governance could be transformed towards smart governance through social media platform.

International audience ; Ce chapitre est consacré à l'état de la recherche en science politique sur la participation des organisations dites non-partisanes aux campagnes électorales. Alors que les recherches menées sur les élections états-uniennes abondent en données et en hypothèses sur les pratiques et les rôles des groupes d'intérêt pendant les élections, les élections européennes sont très rarement abordées sous cet angle. À partir d'une revue de la littérature et de l'analyse des évolutions normatives qu'ont subies les modalités d'investissement des groupes d'intérêt dans les campagnes électorales aux États-Unis, l'objectif de ce chapitre est de donner à voir la variété des pratiques des groupes en campagne outre-Atlantique et de donner à penser les cadres théoriques utilisés pour les analyser.

International audience ; First, starting from a text Deleuze and Guattari wrote in 1984 on the aftermath of May 1968 in France ("May 68 Did Not Take Place"), this article tries to analyze in what way this diagnosis-made in the middle of the 1980s, when what is now commonly called neo-liberalism was unfolding both in America and in Europe-can apply to our current political situation. Secondly, this analysis shows that maybe the very conditions of social critique and social engagement are endangered today more than yesterday, because of the new patterns of social restraint embodied by the evolution of communication (especially television). Thirdly, the author asks the question: therefore, under which conditions social critique and engagement are now possible?

International audience ; Ibn Khaldûn tracked 3 different zones of unequal demographic density: the centre (hadara), the fringes (badawa) and the no-man's land (wahshiya). According to him, the centre means the Civilisation, it is where the State obtains its power. However, this power has to match an asabiyya (group solidarity), a mulk (conquest materials) and da'wa (ideological resources). ; Ibn Khaldoun a cartographié le pouvoir en identifiant trois zones d'inégales densités démographiques : le centre (hadara), la périphérie (badawa) et le no man's land (wahshiya). International audience ; Belief in rebirth constitutes a core tenet of Tibetan Buddhism and has thus structured social and political power in Tibetan society for centuries through the tulku (reincarnate lama lineage) institution. Still, it appears to be questioned in a selection of recent short stories and films emanating from Tibet, in which the authorial voices point to a lack of certainty about reincarnation, opting for a suspension of belief. After a brief overview of the literary scene in Tibet today, and an analysis of the surveyed works, several hypothesis will be made to account for what may be seen as the beginning of a process of secularization at work among at least lay educated Tibetans, reflecting the growing intellectual prominence of a new elite.

International audience ; Entre 1919 et 1925, Carl Schmitt expose au public allemand une interprétation du romantisme politique qui détonne par la radicalité de son propos, rompt largement avec la tradition allemande et projette le jeune juriste sur le devant de la scène intellectuelle de la République de Weimar. Plus polarisante qu'éclairante, l'analyse de Schmitt – une personnalité elle-même fortement polémique jusqu'à aujourd'hui – reste objet de débats depuis sa publication et nous semble offrir un bon exemple des difficultés que pose un traitement historique des interprétations d'un texte ou, en l'occurrence d'un paradigme historique. Nous essayerons de montrer que pour l'historien des idées, la notion de « réception » permet de penser avec pertinence et efficacité la problématique ainsi soulevée.

International audience ; In 1584, Lomazzo mentioned a sketchbook Leonardo had compiled for the "condottiere" Gentile de' Borri, a fencing master in Milan at the time of his long stay at the Sforza court (1482-1499): this lost manuscript, whose unique surviving pages have been tentatively identified in a couple of sheets preserved in Venice, was focused on the theme of the most reliable military techniques, to be followed by both infantry and cavalry in battle. In Lomazzo's description (fitting also with other comparable sheets), such draft would have featured consistent references to the political context (mainly, Sforza's military alliance with the German Emperor), together with a peculiar comparison between the human and animal identities, almost as a prelude to Machiavelli's Art of War.

Despite its long academic tradition, the category of sovereignty is a concept which seems to be rediscovered nowadays. Contemporary challenges faced by states, both in their international and national dimensions, require the term sovereignty to be redefined. Representatives of various academic disciplines research this concept and reach interesting conclusions revealing new perspectives on the old concepts of sovereignty. However, within these novel approaches, the category of sovereignty invariably refers to the relations between states, to political systems, to organized societies and sometimes even to individuals. It is worth considering centuries-long heritage of thought devoted to sovereignty, as drawing from it might offer a greater insight into and solutions to certain current problems connected with the understanding of sovereignty.

Borderlands and constituent border regions are particularly vulnerable to changes in international (interstate, transnational) relations compared to areas located within the country. In 2004 Poland became a member of the European Union. Thus, its border with Ukraine became the external border of the EU, substantially sealed as a result of the introduction of the visa regime and Poland's accession to the Schengen Agreement. The aim of this article is to analyze and assess the socioeconomic changes which have taken place on the Polish-Ukrainian borderland since Polish accession to the European Union and to answer the question whether Polish integration with the EU has contributed to deepening of development disparities of areas located on both sides of the border. ; Andrzej Jakubowski

International audience ; Cette communication porte sur l'analyse de réseaux de producteurs valorisant leurs productions alimentaires localisées en circuits courts, dans le département de la Drôme (26), en France. Nous montrons que chez ces acteurs, le développement des productions s'effectue selon des systèmes d'autorité inédits, qui garantissent une stratégie de production et une forme d'inscription dans l'espace social alimentaire local spécifiques. Nous montrons ensuite que la prise en compte de leur logique d'action est essentielle à l'accompagnement institutionnel de ce type de développement agricole et agro-alimentaire, en considérant l'articulation contentieuse entre une politique institutionnelle de valorisation de l'agriculture biologique et ces réseaux d'acteurs dont la logique d'action est transversale à cette forme de labellisation.

International audience ; Over recent decades, research on the internet and political participation has substantially developed, from speculative studies on possible impacts in social and economic life to detailed analyses of organizational usage. In the field of politics focus is increasingly shifting from understanding organizational, or supply side, to the usage and dimension of citizen engagement. Citizens have various ways to engage in civic political life, with many new forms of engagement facilitated by digital technologies. The question is to what extent these forms of engagement have any impact on society and the way society is governed. More particularly, what forms of engagement have impact, what type of impact is evidenced, is that impact positive or negative, in what ways and for whom?

International audience ; One of the major demographic phenomena of the 21st century is the aging of the population, which is of an unprecedented nature for the whole of the world and for France. Its measurement implies considering two different concepts, aging stricto sensu and gerontocroissance. The analysis of the data highlights four differentiated types of territorial evolutions, consequently calling for different local policies. ; Un des phénomènes démographiques majeurs du XXIe siècle est le vieillissement de la population, de nature inédite pour l'ensemble du monde comme pour la France. Sa mesure suppose de considérer deux concepts différents, le vieillissement stricto sensu et la gérontocroissance. L'analyse des données met en évidence quatre types différenciés d'évolutions territoriales, appelant en conséquence des politiques locales différentes.

International audience ; Ami des peintres impressionnistes, Mallarmé pose sur leur art un regard d'une extrême acuité, qui tend à faire de l'impressionnisme l'indice d'une triple crise, à la fois métaphysique, esthétique, et politique : – métaphysique, parce que le traitement que l'impressionnisme fait subir à la lumière vaut comme une conversion de celle-ci à l'immanence ; – esthétique, parce que les leçons que Mallarmé retient des peintres éclairent sa propre recherche poétique, quand il travaille lui-même à changer la langue sur le motif ; – politique, enfin parce que l'impressionnisme apparaît comme l'art des temps démocratiques, en ceci que sa « valeur » réside dans le jugement purement « spéculatif » de la foule, qu'il s'agit d'éveiller à une conscience toujours plus haute de son propre génie symbolique.
