Uluslararası İlişkilerde İngiliz Okulu teorisi ve uluslararası toplum kavramsallaştırması; uluslararası sistemdeki devletlerin ortak çıkar, değer, norm, kural ve kurumlar ile bir toplum oluşturduğu varsayımlarını savunmaktadır. Uluslararası toplumda düzenin ve nihayetinde barışın sağlanmasında kurumlar önemli bir role sahiptir. Tezde; örnek olay olarak İsrail-Filistin sorunu incelenerek uluslararası toplumun kurumları çerçevesinde, bu kurumların İsrail-Filistin sorunu üzerindeki etkisi incelenmeye çalışılmıştır. Tezde; Hedley Bull 'un ortaya koymuş olduğu sistem seviyesindeki beş kurumdan faydalanılmıştır. Bu kurumlar; güç dengesi, büyük güç yönetimi, uluslararası hukuk, diplomasi ve savaş 'tır. Bu tez, mevcut literatüre hem bütüncül bir uluslararası toplum anlayışını benimseyerek devlet ilişkilerini bu bütünsellik içerisinde incelemek, hem de genellikle realist bir açıdan incelenen bir olayı farklı bir perspektiften değerlendirmeyi amaçlayarak katkı sunmaya çalışmıştır. Tez; 'İngiliz Okulu; Realizm gibi egemen devletleri sistemdeki en önemli aktör olarak kabul etmektedir. İngiliz Okuluna göre bu egemen devletlerden oluşan uluslararası sistem; ortak çıkar, kimlik, norm, kural ve kurumlar vasıtasıyla bir uluslararası topluma dönüşecektir. Bu argüman üzerinden, güç dengesi, büyük güç yönetimi, uluslararası hukuk, diplomasi ve savaşın devletlerin bir arada barış içerisinde var olmasına yardımcı kurumlar olduğunu ileri sürmektedir. Bu uluslararası toplumun beş kurumunun İsrail-Filistin sorunu üzerindeki etkisi ve sürece katkısı nedir? sorusuna yanıt aramaktadır. Bu soruya İsrail'in kurulması öncesi süresi ile başlayıp ikinci intifada hareketi aralığı incelenerek yanıt aranmaya çalışılmıştır. Tezin temel argümanı; düzen ve barışa hizmet eden uluslararası toplum kurumlarının taraflar arasında adalet noktasında net bir denge oluşturamamakla birlikte İsrail-Filistin sorununda aktif ve yapıcı bir rol oynayarak düzenin ve barışın tesisinde etkin olduğudur. ; The Theory of the English School of International Relations and the conceptualization of international society espouses the assumptions that states in the international system form a society with common interests, values, norms, rules and institutions. Institutions play an important role in maintaining order and ultimately peace in the international society. In the thesis, the Israeli-Palestinian dispute is investigated as a case study, and the impact of these institutions on the Israeli Palestinian problem are examined within the framework of the institutions of the international society. In the thesis, five institutions at the system level by Hedley Bull are put forthed. These institutions are; balance of power, great power management, international law, diplomacy and war. This thesis attempted to contribute to the existing literature, both by adopting a holistic understanding of international society, to examine state relations in this holistic way, and to evaluate an event that is generally examined from a realist perspective from a different perspective. Thesis; "The international system of sovereign states, which the English School accepts as the most important actor; It promises peaceful coexistence of states within the framework of order and justice in the international society, through the argument that it will become an international society through common interests, norms, rules and institutions. What is the impact and contribution of the five institutions of this international society on the Israeli-Palestinian dispute ?" concentrated on the question. An answer was sought for this question by starting with the period of Israel before its establishment and examining the second intifada movement range. The main argument of the thesis is that while the international society institutions serving order and peace cannot create a clear balance between the parties on the point of justice, they play an active and constructive role in the Israeli-Palestinian dispute and are active in the establishment of order and peace.

DDR processes, the design of which follows technical knowledge produced by international organizations and programs, have become a standard way for addressing the process of armed groups' transition from armed to civilian life. However, the components of DDR, namely disarmament-demobilization-reintegration, may themselves be contested at the local level. This study investigates this contestation through the case of the Colombian peace process, with a focus on ex-combatants' perspectives. Based on extensive fieldwork in Colombia, this study investigates how and why former combatants contest DDR components. Former FARC members rejected disarmament and demobilization terms since they indicate an idea of defeat. They also rejected "reintegration" since, in Colombia, reintegration indicates a different process focusing on individual reintegration. Thirdly, many FARC members refute the term "ex-combatant", arguing that the group continues its struggle in the political arena. The study contributes to recent research focusing on domestic understandings of international norms and practices in peace processes.

Sonuç olarak bir devlette insani krizin ortaya çıktığı olaylarda yetkili otorite tarafından yapılacak olası bir müdahalenin amacının "norm mu? egemenlik mi?" olduğu sorunsalı uluslararası ilişkiler teorileri ve uluslararası hukuk kuralları çerçevesinde değerlendirilmiştir. ; There is a lack of responsibility for sovereignty when states cannot protect their citizens against genocide, war crimes, crimes against humanity and ethnic cleansing, or are reluctant to protect them or use violence against their own citizens. With the emergence of this concept of open responsibility for protection, it has been tried to be closed by giving the intervention authority to the international community. The concept of sovereignty has been replaced by the concept of sovereignty as responsibility where the population has suffered serious damage as a result of civil war, rebellion, repression or failure of the state and the government has failed to control the situation. The understanding that the people who are separated from the territory of the country where the state has full and absolute sovereignty will not be a part of pure sovereignty has been developed by international treaties. This responsibility, which is based on a three-stage structure, includes coercive measures such as humanitarian intervention, and, unlike "humanitarian intervention" imposes"preventive diplomacy"and" reconstruction "responsibilities on the international community. With the recognition of the responsibility of protection, international peace and security As the norm enforcer of the United Nations Security Council, which is the primary international actor competent to provide, it is recognized that it has the authority to intervene in the sovereignty of the state without the consent of the relevant state for a reason other than the threat of international peace and security. However, failure to comply with the order envisaged in the three-pillar structure during the implementation of the norm, the fact that the intervention took place in the form of an intervention directly to the political integrity and independence of a state other than the purpose of human protection, the non-compliance with the principle of being the last resort of the intervention and the instability in practice interrupted the development of the norm. In this study, the qualitative content analysis of the decisions taken by the Security Council since 2011, which has witnessed similar internal conflicts with the Libya intervention, which is the first coercive intervention under the name of protection responsibility of the international community, has been conducted. With this analysis, the application of protection responsibility norm, compliance with international norms of law, the reasons of inconsistency of international practice and the reflection of the power relations between P5 on the implementation of the norm at global system level were examined. As a result, the question of whether a possible intervention by the competent authority in the events of humanitarian crisis in a state is 'norm or sovereignty? It has been evaluated within the framework of international relations theories and international law rules.

Bu tezin temel amacı uluslararası sistemde meydana gelen yapısal değişime eşlik eden normatif değişimi mümkün kılan koşulları ortaya çıkarmak ve bu süreçte hangi faktörlerin belirleyici olduğunu incelemektir. Çin'in uluslararası sistemde devam eden değişimi yönetebilme yeteneği, akıllı güç kombinasyonuna dayanan stratejik tercihleriyle yeni bir düzen inşa edebilmesine bağlıdır. Bu çalışmada analitik eklektisizm yöntemine başvurularak, güç geçişi ve güç yayılımı modelleri teorik bir inşa olarak birleştirilmiştir. Bu perspektiften bakıldığında uluslararası sistemdeki değişim, yükselen güçlerin ABD hegemonik düzenine karşı direniş stratejileri geliştirmelerine imkan sağlamaktadır. Gücün normatif yayılımı maliyet dayatan stratejiler izleme iradesini pekiştirirken, gücün materyal dağılımı bunun yapılabilirliğini belirlemektedir. Bununla beraber Çin'in akıllı gücü, diğer yükselen güçler arasında ayrıcalıklı bir konum edinmesine yol açmaktadır. Çin'in diplomatik etkinliğinde çok rollü bir stratejik tutum ortaya çıkmasına rağmen, sergilediği ilkesel duruş başta gelişmekte olan ülkeler olmak üzere diğer aktörler nazarında da meşruiyet kazanmasına yol açmıştır. ; The main aim of this study is to analyze how the ongoing structural change of material distrubution of power is mutually reinforced by the normative change and which factors mainly determine those processes. China's capability to manage the proceeding change in the international system basically depends on its ability to construct a new order by its own strategic preferences which are derived from the combination of Chinese smart power. By applying to the analytical eclecticism as a methodological perspective, both power transition and power diffusion models are combined as a theoretical construction. Whereas the normative diffusion of power ensures the will to follow the cost-imposing strategies, the material distribution of power confirms the practicability of them. Besides, the Chinese smart power leads to have an exceptional status among the other new rising powers. The combination of Chinese smart power, directly reflects three elements: its Foreign Coherence provided by the increasing influence in the international institutions, Comprehensive National Power projection combined as the ideational, economic, and military power dynamics, and Strategic Identity improved largely with its increasing self-confidence. Furthermore, China's search for a new order aims to create its own jeopolitical norms and practices expedient to its national interests by primarily at regional level. Peaceful development strategy, on the one hand serves to counteract the doubts and concerns of other states about the rise of China, but it provides also on the other to make installations that shape the future conditions of international system. Thus China's contemporary international posture is identified by both its diplomatic influence based on the five principles of peaceful coexistence and by the order making role expediently undertaken. Although the multiple lines of strategic action take place within its diplomatic influence, the fixed principle stance recently displayed by China provides to gain legitimacy in the eyes of developing countries as well as other actors.

Bu çalışmada; Yahudilerin Filistin topraklarına göç etmesi, Arap-Yahudi çatışması, 1948'den itibaren Mısır önderliğinde Arap-İsrail Savaşları ve Mısır-İsrail barış müzakerelerine değinilmiştir. Arap-İsrail Savaşlarında en büyük zarar gören devletlerden biri Mısır olmuştur. Mısır, ülkesindeki yıkım ve zararı gidermek, halkın güvenliği ve istikrarı için ABD'nin arabuluculuğunu (1970-1981 Enver Sedat dönemi) kabul etmiştir. Böylece Mısır, İsrail ile 1973-1979 yılları arasında "adım adım barış" görüşmelerine dâhil olmuştur. ABD'nin arabuluculuğu ile Mısır ve İsrail arasında uluslararası hukuk normlarına uygun bir şekilde Camp David Anlaşması (Mısır-İsrail Barışı) imzalanmıştır. Bu barış anlaşması ile iki ülke arasında; barış inşa edilmiş, güvenlik ve istikrarsızlık sorunu ortadan kaldırılmış ve diplomatik ilişkiler geliştirilmiştir. Bu çalışma, 1948'de başlayan Arap-İsrail savaşları ve 1973'ten itibaren ABD'nin arabuluculuğu ile Mısır-İsrail barışı incelenmasi amaçlanmıştır. Bu çalışma, Mısır ve İsrail arasında güvenliğin sağlanması, çatışma-çözümü meselelerinde iki ülkenin barış inşası ve karşılıklı olarak iki ülkenin egemenliklerinin tanınması ile uluslararası bir anlaşmasının etkililiği yönünde büyük bir önem taşımaktadır. Son olarak çalışmada çıkarılan sonuç; Uluslararası hukuk kişisi olan devletler (ABD, Mısır ve İsrail), uzun yıllar süren çatışma ve savaş durumundan sonra uluslararası uyuşmazlıkların çözüm yöntemleri olan diplomasi ve arabuluculuk ile barış, güvenlik ve istikrar inşa edebilmişlerdir. Camp David Anlaşması, özellikle Kissinger'in proaktif çabası ile şekillenmiş ve günümüze kadar (2021) Mısır ve İsrail arasında diplomatik, siyasi ve ekonomik ilişkiler geliştirilmesine katkı sağlayan uluslararası bir anlaşma olmuştur. Ayrıca Camp David Anlaşması, diğer Arap devletlerin de İsrail ile barışma ve diplomatik ilişkiler geliştirilmesine ilham kaynağı olmuştur. ; In this study; The immigration of Jews to Palestinian lands, the Arab-Jewish conflict, the Arab-Israel Wars under the leadership of Egypt as of 1948 and the Egypt-Israel peace negotiations have been mentioned. One of the states that suffered the greatest damage in the Arab-Israel Wars has been Egypt. Egypt has accepted the mediation of the USA (1970-1981 period of Enver Sadat) to eliminate the destruction and damage in its country and for the security and stability of the people. Thus, Egypt has been involved in "step by step peace" negotiations with Israel between 1973 and 1979. With the mediation of the USA, the Camp David Agreement (Egypt-Israel Peace) has been signed between Egypt and Israel properly international law norms. With this peace agreement among the two countries; peace has been built, security and stability problems have been eliminated and diplomatic relations have been developed. This study has been aimed to examine the Arab-Israeli wars that started in 1948 and the Egyptian-Israel peace with the mediation of the USA as of 1973. This study is of great importance in terms of ensuring security between Egypt and Israel, peace building of two states in conflict-resolution issues and mutual recognition of the sovereignty of the two countries with a international agreement. Finally, the conclusion drawn in the study; After many years of conflict and war, states that are international law persons (USA, Egypt and Israel) have built peace, security and stability with diplomacy and mediation which are methods of resolving international disputes. The Camp David Agreement has been shaped especially by the proactive effort of Kissinger and has been an international agreement that has contributed to the development of diplomatic, political and economic relations between Egypt and Israel until today (2021). In addition, the Camp David Agreement has inspired other Arab states to develop peace and diplomatic relations with Israel.

Özet: İkinci Dünya Savaşı sonrası kurulan Birleşmiş Milletler (BM), kurulduğu andan bugüne değin hiç olmadığı kadar derin bir kriz ile yüz yüze kalmış du-rumdadır. BM'nin varlık ve etkinlik sorununu oldukça etkileyen bu kriz; meşruiyet krizidir. BM'nin bu krizden hasıl çıkacağı, hayata geçireceği reformlara ve kaybettiği siyasi kararlılığı yeniden kazanıp kazanamayacağına bağlıdır. Öncelikle üyelerin reform çalışmaları konusunda samimi olmaları ve Genel Ku- rul'daki görece demokratik ortamın başta Güvenlik Konseyi olmak üzere BM'nin diğer tüm organ ve kuruluşları için de sağlanması gerekiyor. Örgütün kurulduğu ilk yıllardan beri gelen reform ihtiyacı karşılanamadığı, Konsey'deki veto ve temsil adaletsizliği giderilemediği sürece BM'nin meşruiyeti büyük yara almaya devam edecektir. Anakronik yapı, orantısız temsil sorunu, veto yetkisinin sınırlı sayıda üyeye verilmiş olması, fin ansal sorunlar, siyasi kararlılık eksikliği, kolektif güvenlik mekanizmasının işlevsiz hale gelmesi, bölgesel entegrasyon ve yapılanmaların giderek daha etkili olması, uluslararası toplumun BM'ye olan güveninin sarsılması vb. gibi bir dizi sorun içinde BM meşruiyet krizini en azından öngörülebilir bir gelecekte aşabilecek gibi görünmüyor. Ayrıca, kriz aşılmadığı sürece BM Antlaşması ile tesis edilmiş ve büyük ölçüde kabul görmüş normlar bütünü de özünden sarsılabilir. Bu bağlamda, meşruiyet sorunu sadece bir etkinlik değil aynı zamanda bir varlık sorunu olarak da değerlendirilmelidir. ; Abstract: The United Nations (UN), having founded following the World War II, is face to face with a deep crisis that never experienced before. This is the legitimacy crisis heavily affecting the raison d'etat and the UN's question of efficiency. The way how the UN will break through this crisis is conditional upon its reforms and will to regain its political determination. Before all else, the member states have to be sincere about the reform endeavors and there is a certain need to settle the relatively democratic medium of the General Assembly in all bodies of the UN. The legitimacy crisis of the UN will continue to bleed unless the needs for the reforms since the early years is fulfilled and the injustice of veto and representation in the Security Council are removed. Yet, the UN does not seem to overcome the legitimacy crisis in the foreseeable future due to problems such as anachronic structure, disproportionate representation, very limited veto authority, financial difficulties, lack of political determination, malfunctionality of collective security, the rising effectiveness of regional integrations and such organizations and convulsion of international trust towards the UN. Moreover, as much as this crisis continues the norms founded with the UN Charter and adopted on a large scale could wither away substantially. In this context, legitimacy crisis should be evaluated not as a matter of strength but also a question of existence.

Adil ve dürüst seçimler ise ancak bağımsız ve tarafsız otoritelerin gözetimiyle mümkündür. İkinci Dünya Savaşı sonrası demokratikleşme adımlarıyla birlikte 1950 yılında Türkiye'de seçimlerin yönetim ve denetimi yargı organına verilmiştir. Türkiye'deki mevcut seçim yönetim ve denetim sistemi, uluslararası normların gerekliliklerini genel itibariyle karşılamaktadır. Seçim mevzuatındaki bazı gri alanlar, eksik düzenlemeler, anayasal düzenlemeye konu edilmesi gereken bazı hususların anayasa altı normlarda yer alması gibi sorunlar seçim yönetim ve denetim sisteminin güvenilirliği üzerinde olumsuz bir etki oluşturmaktadır. Çalışma; Türkiye'de seçimlerin yönetim ve denetiminde görev alan kurullar, bu kurulların işleyişindeki aksaklıklar ve bu aksaklıkları giderici çözümleri kapsamaktadır. Çalışmada nitel araştırma yöntemi ve içerik analizi kullanılmıştır. Veri toplama yöntemi olarak kaynak taraması yapılmıştır. Çalışmanın temel amacı seçim yönetim ve denetim sistemindeki sorunları ortaya koymaktır. Çalışma; bu sorunların çözümü için birtakım hukuki düzenlemeler yapılması gerektiği sonucuna ulaşmış olup, bir model önerisi sunmuştur. ; Elections are an indispensable element of democracy. Fair and honest elections are requirements of democratic systems. Fair and honest elections are possible only under the control of independent and impartial authorities. İn 1950, together with the democratization steps after the Second World War, the administration and control of elections in Turkey has been given to judicial bodies.The current election administration and control system in Turkey meets international norm requirements. However, some gray areas in the election legislation, missing regulations, some issues that should be subject to constitutional regulation are included in lower level norms, have a negative effect on the reliability of the election administration and control system. The study includes, bodies of administration and control of elections in Turkey, disruptions in the functioning of these bodies and solutions to these problems. Qualitative research method and content analysis were used in the study. As a data collection method, source scanning was done. The main purpose of the study is to reveal the problems in the election administration and control system. The study concluded that some legal arrangements should be made for the solution of these problems and presented a model proposal.

Bu makalede, uluslararası ilişkiler kuramlarının barış kavramına yaklaşımları incelenmekte, kalıcı barışın tesisinin küresel yönetişim sistemi ile mümkün olduğu değerlendirilmektedir. İdealizm ve Liberalizm geleneğindeki teorik yaklaşımlar kalıcı barışın tesisinin belirli norm ve kuralların devlet düzeyinde ve devletlerarası seviyede yerleşmesine bağlı olduğunu öne sürmektedir. Realizm geleneğindeki teorisyenler uluslararası barışı güç ve çıkar kavramları temelinde ele almakta, ancak sınırlı ve izafi bir barışın gerçekleşebileceğini iddia etmektedir. Marksist çizgideki yapısalcı yaklaşımlar, sürdürülebilir barışın sağlanabilmesini dünyadaki cari kapitalist sistemin yeniden yapılandırılmasına bağlamaktadır. Postyapısalcı bakış açısı ve eleştirel kuram ise pozitivist teorilerin barış anlayışını sorgulasa da uygulanabilir bir barış önerisi geliştirememiştir. Bu çalışma, uluslararası ilişkiler teorilerinin kalıcı barış için sunduğu düzenlemelerin küresel düzeyde işleyebilen bir yönetişim sistemiyle gerçekleşebileceğini ileri sürmekte, etkin bir küresel yönetişimin dünya barışı için gerekli olduğunu savunmaktadır. ; This article analyzes the peace approaches of international relations theories and argues that lasting peace is possible through a functioning global governance system. Idealist and Liberalist traditions maintain that lasting peace can be achieved if certain norms and rules are established and consolidated at state and international levels. Realist theorists associate peace concept with power and interest and claim that an international peaceful order might be a reality only in limited periods and based on power and interests of some states. The Marxist approaches stipulate that the present capitalist world economy must be restructured for sustainable peace while Poststructuralist perspective and Critical Theory do not offer an applicable roadmap for lasting peace despite their critical stance on Positivist understanding of peace concept. This study asserts that for sustainable peace at world level a working and influential global governance system should be built and maintained in effect.

Bu varsayım çerçevesinde, Kemalist ve liberal-muhafazakâr politik kimliklerin, Türk dış politikasını (TDP) kendi dünya tasavvurları çerçevesinde etkiledikleri iddia edilmektedir. Bu iddiayı desteklemek için sosyal inşacılık, çalışmanın temel kuramı olarak seçilmiştir. Bu çalışmada yorumsamacı (hermeneutik) metodoloji kullanılarak Kemalist ve liberal-muhafazakâr kimliklerin benlik tanımları, dış politikadaki öteki algıları ve uluslararası yapının hangi kültürüne yakın oldukları tespit edilmeye çalışılmıştır. Kemalist kimliği, CHP ve ordu sahiplenirken liberal-muhafazakâr eklemlenmeyi, ANAP ve AK Parti sahiplenmiştir. Kemalist kimlik, dış politikada emperyalist söyleme sahip Batılı devletleri genelde nötr öteki ve bazen de uzak öteki olarak tanımlamıştır. Komünist Rusya ve Orta Doğu ülkelerini kendine uzak öteki olarak görmüştür. Sovyetler sonrası Rusya'ya karşı nötr davranmıştır. Liberal-muhafazakâr kimlik, Batılı ve Orta Doğu devletlerini kendine yakın görürken Komünist Rusya'yı kendine uzak öteki olarak görmüştür. Sovyetler sonrası Rusya'ya karşı nötr davranmıştır. Liberal-muhafazakârların Kemalistlerden farkı, Lockecu kültüre yakın olmakla birlikte Kantçı kültüre hem askerî hem siyasi hem de iktisadi boyutta yönelişleridir. ; In this study, it is argued that political identities affect foreign policy. In the framework of this assumption, it is the argument of the study that the Kemalist and liberal-conservative syntheses political identities influenced Turkish foreign policy within the context of their own world imagination. In order to support this argument, constructivism has been chosen as the basic theory of the study because of the fact that constructivists claim that norms, ideologies, identities and ideas shape foreign policy. In this way, they count in identities and ideas into the foreign policy analysis. Interpretative (hermeneutical) methodology has been used in the study. It has been tried to determine the definition of Kemalist and liberal-conservative identities self-perception, the definition of their other-perception, and which cultures of international structure they are near via interpretivist methodology. While CHP and the Turkish military have adopted Kemalist identity, ANAP and AKP have adopted liberal-conservative articulation. Kemalist identity on foreign policy is generally in neutral, and sometimes in distant against Western states having imperialist discourse. In addition, it had been in distant against communist Russia and Middle East states, but after the falling of communist Russia it has become in neutral against Russia. Liberal-conservative's identity has been in close proximity to Western and Middle East states. Further it had been in distant communist Russia. However, it has been in neutral against Russia after the falling of Soviet. Alexander Wendt's three anarchy cultures have been used in discussing with which cultures of international structure Kemalist and liberal-conservative political identities conform. Liberal-conservative has worked in harmony with the international structure at the time when they managed Turkish foreign policy like Kemalist. Although Kemalists have a Lockean culture, they are oriented towards Kantian culture on the military basis. Liberal-conservatives have differentiated from Kemalists, because liberal-conservative identity is oriented towards Kantian culture military, cultural and economic basis.
