The goal of this paper is to suggest that municipalities can facilitate the central government's ability to carry out its desired policy goals. Using three institutional variables that provide internal evidence for each case, the author argues that within some institutional configurations the center may seek uniformity of outcome by trying to circumvent governors and/or regional intermediation and forge a direct relationship with municipalities. Based on research from the area of social protection policy in Brazil and Argentina, the author suggests that direct national-local collaboration contributed to the ability of the Brazilian central government to bypass governors and evenly spread non-contributory welfare goods across its territory and alleviate poverty. She argues that such policy collaboration is less likely to be institutionally feasible in a federal system like Argentina's, where such equivalent collaboration is impeded by the ability of its provinces to directly capture local units of government and undermine national policy outcomes and executive preferences. "In der europäischen Beschäftigungsstrategie stehen quantitative und qualitative Beschäftigungsziele gleichberechtigt nebeneinander. Andererseits gibt es die weit verbreitete These, dass beide Ziele in einem Spannungsverhältnis stehen und jedes einzelne nur zulasten des anderen verfolgt werden kann. Der vorliegende Beitrag zeigt am Beispiel der beschäftigungspolitisch erfolgreichen nordischen Länder, dass dieser trade-off nicht generell gültig ist. Gerade diese Länder schneiden im Vergleich der Arbeitsbedingungen nämlich besonders gut ab. Anhand von 15 Teilindikatoren bilden die Autoren einen Gesamtindikator zur Qualität der Arbeit, mit dem Arbeitsbedingungen in 31 europäischen Ländern verglichen werden können. Auf dieser Basis kann gezeigt werden, dass die nordischen Länder ein Cluster guter Arbeitsbedingungen bilden, dass sich signifikant und positiv vom Gesamtdurchschnitt und noch stärker von Deutschland unterscheidet. Zudem belegen die Auswertungen, dass sich die Qualität der Arbeit zwischen Frauen und Männern sowie zwischen atypischen und Normalarbeitsverhältnissen unterscheidet, allerdings mit schwächeren Unterschieden auf höherem Niveau in den nordischen Ländern. Insgesamt ergeben sich Hinweise, dass offenkundig Spielraum zur Verbesserung der Arbeitsbedingungen besteht." (Autorenreferat)

Two challenges stand out in the study of deliberation: the development of appropriate methodological tools and the development of more unified analytical frameworks. On the one hand, analysing deliberative processes is demanding and time‐consuming; hence we tend to have only few and non‐randomly selected cases at the group or context level. In addition, the real world of deliberation presents us with a complex matrix of nested, cross‐classified, and repeated speakers. This article shows that Bayesian multi‐level modelling provides an elegant way to tackle these methodological problems. On the other hand, we attempt to enrich comparative institutionalism with individual characteristics and psychologically relevant variables (such as group composition). Focusing on Swiss and German parliamentary debates we show that institutional factors ‐ in particular, consensus systems ‐, the gender composition of committees and plenary sessions, and age matter for the quality of deliberation. Furthermore, we also show that partisan affiliation ‐ government or opposition status of MPs ‐ affects deliberative quality and can refine institutional arguments. We conclude that a multi‐level approach to deliberation focusing on contextual and actor‐related characteristics and using Bayesian hierarchical modelling paves the way toward a more advanced understanding ‐ and methodological handling ‐ of deliberative processes.

European integration has led to considerable reflection about the trajectory of industrial relations in Europe. In the event, rather than the 'two extremes of social union versus a completely deregulated free-for-all', a multi-level system is emerging which is simultaneously prompting both convergent and divergent developments, reflecting the different intensity of pressures for change at sector and company levels. For the foreseeable future, complexity, uncertainty and instability look set to be the defining characteristics, with policy-makers and practitioners seeking to influence directions to their own advantage. Especially uncertain is the impact of enlargement, bearing in mind the accession states' very different industrial relations systems and levels of economic development. Im Zuge des Bundestagswahlkampfs 1998 erfuhr die Amerikanisierungsthese einen vorläufigen Höhepunkt. Die Ausgangspunkte dieser Debatte über das scheinbare Kopieren von Stil und Handwerkszeug amerikanischer Kampagnenführung werden zurückverfolgt. Es wird darauf hingewiesen, wie seit den 20er Jahren des 20. Jahrhunderts ein einseitiger Kulturtransfer unterstellt wird und im Zuge des europäischen Kulturpessimismus der Einfluss der US-amerikanischen Massen- und Popkultur auf die europäischen Werte, Verhaltensformen und Lebensstile betont wird. Vor diesem Hintergrund wird gezeigt, wie im Bundestagswahlkampf 1998 der Amerikanisierungsbegriff in der öffentlichen Debatte neue und schärfere Akzente verliehen bekommt. Am Beispiel des Wahlparteitags der SPD 1998 in Leipzig mit ihrem Kanzlerkandidaten G. Schröder werden Merkmale für die Amerikanisierung der politischen Kommunikation in der Bundesrepublik Deutschland beschrieben. Dabei handelt es sich vor allem um Professionalisierung und Personalisierung. Weiter wird gefragt, inwieweit es sich bei der Amerikanisierung um eine allgemeine Modernisierung handelt. So lässt sich die Amerikanisierungsthese als Heuristik zur Analyse von Tendenzen und Formen "moderner" politischer Kommunikation in unterschiedlichen Zusammenhängen heranziehen. (BB)
