Turkiye ve secilen ulkelerde var olan mevcutinternet yasaklari ve engelleyen sistemler arasinda karsilastirma yapilmistir. Yapilan calisma sonunda internet sansuru uygulayan ulkelerde aile ve cocugu korumaya yonelik yasalarin benzerligi gorulmustur. ulkesel bazda bir takim ozel hassasiyetler one ciksa da internet yasaklarinin yerel degil global oldugu sonucu elde edilmistir. ; This thesis, examines the similarities and differences of internet censorship in Turkey and other selected countries. United States of America, European Union, People's Republic of China and Kingdom of Saudi Arabia were selected as researched countries. The comparison was made between Turkey and the other countries for the existing internet censorship and the systems that prevent the internet censorship. This study shows, the similarities of laws to protect children and families for the researched countries with internet censorship. Despite the fact that there are some certain national sensitivities, the results of this thesis shows that prohibitions on the internet are global rather than local.

Okumus, Ibrahim Taner t/0000-0001-9495-3133 ; WOS: 000443138400014 ; At the high level, the Internet is a mesh that is composed of thousands of autonomous system (AS) connected together. This mesh is represented as a graph where each autonomous system is considered as a node and the connections with Border Gateway Protocol neighbored autonomous systems considered as an edge. Analysis of this mesh and visual representation of the graph gives us the AS level topology of the Internet. In recent years there are increasing numbers of studies that are focused on the structure of the topology of the Internet. It is important to study the Internet infrastructure in Turkey and to provide a way to monitor the changes to it over time. In this study we present the AS level Internet map of Turkey with explanation of each step. In order to get the whole AS level map, we first determined the ASs that geographically reside in Turkey and afterwards determined the interconnections among this ASs, along with international interconnections. Then we extracted the relations between connected ASs and analyzed the structural properties of AS infrastructure. We explained the methods we used in each step. Using the extracted data we analyzed the AS level properties of Turkey and we provide the AS level Internet map of Turkey along with a web-based software that can monitor and provide information of ASs in Turkey.

İnternet ve dijital cihaz kullanma (İDCK) becerisi Covid-19 salgınıyla artan uzaktan eğitim ve çalışma süreçleri nedeniyle bir zorunluluk haline gelmiştir. Artan internet ve dijital cihaz kullanımı ve dijital uçurumun etkisiyle siber suç mağduru olma riski artmıştır. Kurumlar ve kuruluşlar paydaşlarını çevrimiçi süreçler hakkında bilgilendirmek için çaba gösterseler bile uzaktan eğitim ve çalışma süreçleri hakkındaki deneyimsizlik olumsuz sonuçlar yaratmak için önemli bir etken olarak kendini göstermiştir. Bu sonucun bireylerin kendi internet ve dijital cihaz kullanım becerilerinin yeterli düzeyde olduğunu kabullenmesinden kaynaklanabileceği düşünülmektedir. Bu nedenle bireylerin kendi internet ve dijital cihaz kullanım becerisi hakkındaki düşüncelerini öğrenmek önem arz etmektedir. Bu çalışmada, bireylerin kendi İDCK beceri düzeyleri hakkındaki düşünceleri ve bu düşüncelerini etkileyen faktörler incelenmiştir. Osmaniye ilinde yaşayan 522 kişiye uygulanan anket aracılığıyla elde edilen verilere sıralı lojistik regresyon analizi ve marjinal etki analizi uygulanmıştır. Sonuçlara göre örneklemde yer alan 50 yaş üzerinde olan bireylerin, üniversite mezunu bireylerin, erkeklerin ve özel sektör çalışanı olan bireylerin İDCK becerisi açısından kendilerini diğerlerinden daha becerili görme eğiliminde olduğu belirlenmiştir. Ele alınan örneklem özelinde bireylerin kendi İDCK becerilerini değerlendirmelerinde etkili olan diğer faktörler, kullanılan işletim sistemleri, web sitesi kullanımında yasallık kontrolü yapma sıklığı, eposta ve gönderilerdeki bağlantıların kontrolü, siber mağduriyet riskindeki artış farkındalığı ve devlet gözetimi kabulü olarak belirlenmiştir.

Bu çalışmanın amacı, ortaokul öğrencilerinin problemli internet kullanımlarını okulda olumsuz öznel iyi oluş, cinsiyet ve sınıf düzeyi açısından incelemektir. Araştırma Erzurum il merkezindeki 5 ila 7. sınıflar arasında öğrenim gören 433 öğrenci ile gerçekleştirilmiştir. Araştırmada Okulda Mutluluk Envanteri ve Problemli İnternet Bağımlılığı Ölçeği kullanılmıştır. Veriler yapısal eşitlik modeli, bağımsız örneklemler için t testi ve varyans analizi kullanılarak incelenmiştir. Sonuçlar, öğrencilerin okulda olumsuz öznel iyi oluş düzeyleri ile problemli internet kullanımı arasında anlamlı bir ilişki olduğunu ortaya koymuştur. Ayrıca okulda olumsuz öznel iyi oluşun problemli internet kullanımı pozitif olarak yordadığı belirlenmiştir. Bunun yanında mevcut araştırmada, öğrencilerin problemli internet kullanımı cinsiyete göre farklılık göstermiştir. Erkek öğrencilerin problemli internet kullanım puanları kız öğrencilere göre daha yüksek bulunmuştur. Bir diğer bulgu sonucunda ise altı ve yedinci sınıfa devam eden öğrencilerin problemli internet kullanım düzeyleri beşinci sınıftaki öğrencilerden anlamlı olarak daha yüksek çıkmıştır. Sonuç olarak ortaokul öğrencilerinde okulda olumsuz öznel iyi oluş ile problemli internet kullanımı arasında bir ilişki olduğu görünmektedir.

İnsanlar yaratılışından itibaren iletişim kurabilmek amacıyla farklı teknikler geliştirmiş ve geliştirmektedir. Mağara resimleri, dumanla iletişim, güvercinlerden başlayan bu serüven, günümüzde yoğun olarak kullanılan teknolojilerin de etkisiyle farklılaşmış ve daha da önemli bir duruma gelmiştir. İletişimin önemi ilk çağlardan beri ortaya çıkmakla birlikte günümüzde, siyasette de etkin olmak üzere pek çok alanda yeni uygulamalar kullanılmaktadır. Siyasette insanlarla etkileşim kurabilme, onları etkileyebilme ve siyasal rekabette daha etkili olabilmek adına iletişim tekniklerinin birçoğunun kullanıldığı görülmektedir. İnsanların hem kendilerini ifade edebilmeleri, hem de diğer insanlar tarafından anlaşılabilmeleri için iletişim büyük öneme sahiptir. Hayatın her alanında olduğu gibi siyasette de iletişimin önemi ortaya çıkmış ve siyasa aktörler de bunun bilincine varmışlardır. Özellikle siyasal rekabetin daha da artmasıyla birlikte iletişim tekniklerinin ve iletişim stratejilerinin siyaset alanında da fazlaca kullanıldığını görebilmekteyiz. Çalışmada, Türkiye'de mecliste bulunan siyasal partilerin internet temelli halkla ilişkiler ve siyasal iletişim faaliyetleri araştırılmıştır. Bu kapsamda özellikle 1 Kasım 2015 seçim dönemi öncesi ve sonrasında siyasi partilerle iletişime geçilmeye çalışılmış, seçim öncesi ve sonrası dönemlere ilişkin bir değerlendirme yapılmaya çalışılmıştır. Political communication, political advertising, political Public Relations, political marketing concepts such as media, communication technologies, along with concepts such as public relations in politics among the new concepts that face us. The political actors who want to be more active in politics, tries to use these techniques as much as possible nowadays. Now concepts such as politics and communication in every area of our lives with each other in the works and can support you to success in politics. Public relations activities, but also is one of the methods in the realization of communication with, are among the methods used by the political parties. In the study, political parties which exist/that should be Public Relations activities and, therefore, the status of the attempted communication, and recycling phases of the process were investigated. As in all management functions of public relations it should be directed towards the communication function. Because a non-effective communication, away from the desired goal to achieve, can reveal much worse results. In our research of political parties in parliament, the Internetbased Public Relations and communication activities and whether they have conducted a study as to whether these characteristics are free of units. Thus with regard to political parties, trying to reach the address of a contact, and the findings were shared. As a result of our research on the websites of political parties in the Parliament after the elections on 7 June 2015 contact, which can be found from the columns were attempted to be contacted. In this process, in particular before 1 November 2015 elections, and then communication is established. However, the increasing importance of Public Relations activity, reveals the necessity of being more active in the activities of political parties. One of the shortest ways to get to the party the use of the Internet, by the parties in the use of Public Relations activities has to be a way more efficient and convenient.
