This study sought to identify the main drivers of and barriers to attracting capital market investments to the infrastructure sector in Brazil. The research findings indicate that the incentives vary according to the type of investor. Individual investors are strongly attracted by the tax exemption provided for in Statute 1,2431/2011 to purchase incentivized debentures, and, today, they represent one of the main investors in infrastructure in the country. On the other hand, domestic pension funds have no incentives based on this piece of legislation (their investments are exempt from income tax). For these pension funds, the spread paid by the issuers of incentivized debentures is low. Foreign investors consider the investment environment in the country to be unfavorable due to factors such as high exchange rate volatility and political instability. Therefore, broader institutional reforms are needed to fill the gap in infrastructure investments and attract long-term investors. Green certification of infrastructure projects represents another interesting strategy for attracting investments, especially foreign investors. ; Este estudio buscó identificar las principales motivaciones y barreras para atraer inversiones del mercado de capitales al sector de infraestructura en Brasil. This article traces the ways in which political, economic, domestic, and international factors converged to provoke a massive financial crisis in Mexico in 1994/5, as well as its consequences for future reform efforts. The author argues that the ruling PRI party and international investors were equally adamant in defending the anchored exchange rate. However, in attempting to appease both domestic and foreign interests, the Salinas administration lost control of the macroeconomic fundamentals. While the combination of a massive multilateral loan and the shift to a floating exchange rate paved the way for Mexico's rapid economic recovery, a main legacy of the crisis was the political demise of the PRI. In the last years several Western corporations from the financial sector, including banks, insurance companies, & rating agencies, begun to offer on the market financial products in conformity with the prescriptions of Islamic Shari'a. At the beginning, the targets were only the Arab & the Islamic markets mainly in the Middle East. More recently, this trend also extended to the Western market, targeting both the liquidity of Arab investors & the Muslim populations of Europe & North America with "ethical" products. Thus, the main objective of this paper is discussing, in a broad way, what is at stake with the expansion of the Islamic finance to the Western societies. The analysis will connect this business trend with other general developments, particularly with Islamism (political Islam), & the Western relativism & multiculturalism. This study proposes to evaluate the informational capacity of accounting and fiscal statements based on the construction of models that make it possible to identify the relationship between a group of representative variables and the pricing of Brazilian government bonds. To accomplish this, we examined the historic series of interest rates in purchases of the main government bonds and 43 other accounting and fiscal variables from 2010 to 2018. After estimating the parameters using linear regression models, the results suggest that information in the Federal Balance Sheet (BGU), Treasury Transparency reports (TT), the Federal Fiscal Management Report (RGF), and information from the Brazilian Central Bank (BCB), has the capacity to predict, reflect, and/or confirm the expectations of investors in government bonds. The practical implications of these findings will contribute as references to improve the communication of government accounting and fiscal information to the main stakeholders, especially investors in government bonds. Moreover, this presents the potential of each of these reports, making it possible to use this complementary information to plan and accompany the federal government's asset and fiscal situation. ; Este estudio propuso evaluar la capacidad de información de los estados financieros y contables, con base en la construcción de modelos que permitan identificar la relación entre un conjunto de variables representativas y la fijación de precios de los valores públicos del gobierno federal brasileño. The existence of bubbles in asset prices is a matter of great importance to governments and investors due to possible serious effects they may have on economies. In the case of shares, the presence of a price bubble can be seen by comparing prices and dividends in the long run. This study aimed to assess the occurrence of price bubbles in the Brazilian stock market, by comparing the IBOVESPA as price index and an index of dividends, built based on the methodology of IBOVESPA. The bubble was considered a unobserved state vector in a state-space model and was estimated using the Kalman filter. The results were compared with the standard present value model and intrinsic bubbles model (Froot e Obstfeld, 1991). Although the model establishes the presence of bubbles, the intrinsic bubbles model (Froot e Obstfeld, 1991) showed similar results with greater accuracy. ; A existência de bolhas nos preços dos ativos é um assunto de grande importância para governos e investidores no mercado de capitais devido aos sérios problemas que podem acarretar às economias nacionais. No caso das ações, a presença de bolha de preços pode ser constatada pela comparação dos preços e dos respectivos dividendos no longo prazo. Este trabalho buscou verificar a ocorrência de bolhas de preços no mercado acionário brasileiro, através da comparação do IBOVESPA, como índice de preço, e um índice de dividendos distribuídos, construído a partir da metodologia do IBOVESPA. A bolha foi considerada um vetor estado não observável em um modelo estado-espaço e foi estimada com o filtro de Kalman. Os resultados foram comparados com o modelo de valor presente e o modelo de intrinsic bubbles. Apesar de o modelo constatar a presença de bolhas, o modelo de intrinsic bubbles apresentou resultado semelhante e maior precisão.
Ports are among the main links of the international logistic chain and, consequently, an important element of economic development. Thus, this study aims to investigate the economic and financial results of Brazilian public ports by evaluating their ability to generate economic value. Therefore, we assessed the port authorities with traditional financial indicators as well as with Economic Value Added (EVA) indicators, aiming to assess companies' ability to create wealth for ports' capital investors. Findings indicate that, despite the satisfactory financial situation, such results are not due to the businesses' operation, but most likely due to governmental subsidies. Port authorities also showed inefficiency to remunerate the capital invested. The study contributes to the literature by shedding light on the discussion about the economic and financial management of public ports and the use of public resources in the port sector. ; Os portos são os principais elos da cadeia logística internacional e, consequentemente, elemento importante no desenvolvimento econômico. Diante disso, o presente estudo tem como objetivo investigar os resultados da gestão econômico-financeira dos portos públicos brasileiros avaliando a capacidade de geração de valor econômico nos portos. Para isso, foi realizada avaliação das Autoridades Portuárias através dos indicadores tradicionais de análise financeira, bem como por meio do Economic Value Added (EVA) no intuito de avaliar a capacidade de criação de riqueza para os fornecedores de capital nos portos. Os resultados indicam que, apesar de situação financeira satisfatória, ela não é resultado da operação da organização, mas provavelmente dos subsídios governamentais. Em relação à capacidade de remunerar o capital investido, as Autoridades Portuárias avaliadas apresentaram-se ineficientes. O estudo contribui para a literatura lançando luz à discussão sobre a atenção à gestão econômico-financeira dos portos públicos e à aplicação dos recursos públicos no setor portuário.
A pesquisa investigou se a evidenciação em relatórios contábeis de informações sobre risco e sobre sua gestão afeta, na margem, a avaliação de firmas no mercado de capitais brasileiro. Questionou-se a existência de value-relevance do disclosure de informações relativas a fatores de risco e a estruturas de gestão de riscos. A importância do tema emerge da documentação de que o disclosure sobre os fatores de risco exerce papel estatisticamente significante na avaliação de firmas em contexto marcado por incerteza econômica e política, caso do mercado brasileiro. Os achados confirmaram que informações sobre o risco mostram relevância informacional para a avaliação das firmas. As informações sobre gestão de risco na firma, por seu turno, não se mostraram significantes para afetar a avaliação das ações das empresas. A investigação sobre o reporte detalhado de distintos fatores de risco apontou que informações individualizadas mostram graus diversos de relevância para avaliação das firmas. Infere-se que a evidenciação de fatores de risco afeta a percepção dos investidores, os quais suportam suas estimativas de retorno também com base na disponibilização e no detalhamento de tais informações. Observou-se, ainda, que a informação sobre estrutura de gestão de riscos não se mostrou value-relevant; ademais, poucas firmas publicaram informações sobre a constituição desse tipo de órgão na estrutura administrativa. Recorreu-se à aplicação do modelo residual income valuation (RIV) (Ohlson, 1995) por meio de regressões com estimação por dados em painel referentes ao triênio 2012-2014. A amostra, delimitada aleatoriamente, foi constituída por 100 empresas. Os dados sobre evidenciação de risco e evidenciação da gestão de risco foram coletados nos Formulários de Referência das empresas, disponíveis no website da Bolsa de Valores, Mercadorias e Futuros de São Paulo (BM&FBOVESPA). Espera-se, como impacto à área de conhecimento, maior amplitude nas discussões sobre a utilidade da divulgação sobre o tema referente a fatores de risco e a existência de órgão específico responsável pela gestão de risco nas firmas, segundo a percepção de investidores. Contribui-se, ainda, trazendo evidências sobre a qualidade de disclosure relativo a risco (fatores e gestão) e a percepção do mercado de capitais quanto à informatividade e à relevância de tais destaques. ; This study investigated whether the disclosure in accounting reports of information on risk and its management affects, at the margin, firm valuations in the Brazilian capital market. It questioned the existence of value relevance in the disclosure of information related to risk factors and risk management structures. The importance of the topic arises from the documentation that disclosure on risk factors plays a statistically significant role in valuing firms in a context marked by economic and political uncertainty, as is the case of the Brazilian market. The findings confirmed that information about risk shows informational relevance for firm valuations. Information on risk management in a firm, in turn, was not shown to be significant in terms of affecting company share valuations. The investigation of detailed reports with different risk factors indicated that individualized information shows different degrees of relevance for company valuations. It is inferred that the disclosure of risk factors affects the perception of investors, who also base their estimates of return on the availability and detail of such information. It is also observed that information on risk management structure was not shown to be value relevant; moreover, few firms published information on the establishment of this type of entity in their management structures. The residual income valuation (RIV) model (Ohlson, 1995) was applied using regressions with panel data estimation related to the three years covering 2012 to 2014. The sample, which was randomly delimited, was formed of 100 companies. The data on disclosure of risk and disclosure of risk management were collected from the companies' Reference Forms, available from the website of the São Paulo Stock, Commodities, and Futures Exchange (BM&FBOVESPA). As an impact on the area of knowledge, broader discussions are expected regarding the utility of disclosure on the topic related to risk factors and the existence of a specific body responsible for risk management in firms, according to investors' perceptions. It also contributes by providing evidence about the quality of disclosure related to risk (factors and management) and the perception of the capital market regarding the informativeness and relevance of such elements.
This research aimed to identify the influence of accounting conservatism on the level of investments by traded companies due to the Brazilian economic crisis of 2014-2017. The research was based on an empirical analysis through the collection of information on non-financial public firms, listed in Brazil, Bolsa, Balcão (B3), during the period of 2010 to 2018. Basu model was adjusted to measure the effect of the Brazilian economic crisis on the conditional conservatism of firms. Then, using that model, the influence of the companies' accounting conservatism level on investments in Property, Plant, and Equipment (PP&E) was verified. The results indicate that in periods of local economic crisis, companies anticipate future losses by increasing the level of conservatism. This behavior, however, was not able to mitigate the effects of the crisis that negatively influenced the level of investments in PP&E made by Brazilian companies. In addition, it has been observed that more conservative companies significantly reduce their investments in crisis times. These findings become relevant to investors as they may consider more conservative behavior in firms' future investments. It is also worth mentioning that the results of the research can help government policies in the sense that public managers seek actions that enable companies to invest, minimizing the negative effects of the crisis and allowing faster economic growth. ; A pesquisa teve como objetivo identificar a influência do conservadorismo sobre o nível de investimento das companhias abertas em razão da crise econômica brasileira de 2014-2017. A pesquisa foi pautada em uma análise empírica por intermédio de coleta de informações relativas às empresas não financeiras de capital aberto, listadas no Brasil, Bolsa, Balcão (B3), durante o período que compreendeu os exercícios de 2010 a 2018. Foi utilizado o modelo de Basu, ajustado para a mensuração do efeito da crise econômica brasileira no conservadorismo condicional das empresas. Em seguida, verificou-se a influência do nível de conservadorismo contábil destas, captado pelo modelo de Basu, nos investimentos em bens de capital das empresas. Os resultados indicam que, em períodos de crise econômica local, as empresas antecipam as futuras perdas aumentando o nível de conservadorismo. Esse comportamento conservador, entretanto, não foi capaz de mitigar os efeitos da crise, que influenciou negativamente o nível de investimentos de capital realizados pelas empresas brasileiras. Adicionalmente, observou-se que as empresas mais conservadoras reduzem significativamente seus investimentos em períodos de crise. Esses achados são relevantes para os investidores, pois estes podem considerar um comportamento conservador mais acentuado nos investimentos futuros das firmas. Cabe ressaltar também que os resultados da pesquisa podem auxiliar as políticas governamentais, no âmbito de que os gestores públicos busquem ações que viabilizem investimentos das empresas, minimizando os efeitos negativos da crise e permitindo um crescimento econômico mais rápido.
A integração comercial e financeira global fortaleceu a classe capitalista em relação ao proletariado em cada país ao permitir às transnacionais deslocar suas empresas para países em que o custo da mão de obra é menor. A crise colheu a América Latina pela fuga das divisas fortes, extinção do crédito externo e queda das exportações, das inversões estrangeiras e das remessas dos emigrados. A crise se generaliza com as demissões em massa, a difusão do pânico que faz o crédito encolher, derrubando as vendas de bens de maior valor e os investimentos. Os governos do Primeiro Mundo trataram de resgatar os seus bancos falidos, comprando parte do seu capital ou sua totalidade com recursos do Tesouro. No Brasil, o governo faz que os bancos públicos estendam o crédito aos setores abandonados pelos bancos privados e baixem os juros que cobram. Os governos latino-americanos estimulam o mercado interno a absorver a produção que não enontra mais compradores no exterior mediante redistribuição da renda e aumento do investimento público. Nos últimos seis anos, os emergentes cresceram 50%, enquanto os industrializados cresceram apenas 10%, o que ampliou o número de nações cuja coordenação é indispensável para que a crise mundial possa ser domada do G-7 para o G-20. Uma das lições da crise é que, em lugar da globalização financeira, o povo de cada país deve ter o direito de decidir como seu excedente social deve ser administrado. A guarda do dinheiro do público e o seu empréstimo a investidores e consumidores devem ser reservados ao poder público e a entidades associativas sem fins de lucro. ; Global commercial and financial integration has strengthened the capitalist class in comparison with the proletariat around the globe as it permitted multinationals to relocate their companies to countries in which the cost of the labor force was lower. The crisis reached Latin America through the flight of capital, disappearance of external credit and a drop in exports, foreign investment and emigrant remittances. The crisis spread due to mass job redundancies, diffusion of panic which negatively affected credit availability and decreased sales of higher added value goods and investments. Developed-countries governments rescued their bankrupt banks acquiring part of their capital or even the entire institution with Treasury resources. In Brazil, the government forced public banks to extend credit to the sectors that had been abandoned by the private market and to decrease their interest rates. Latin-American governments stimulated the domestic market to absorb the production that could no longer find buyers abroad in return for redistribution of income and increase of public investment. In the last six years, emerging economies have grown 50% while industrialized countries have grown only 10%. Such fact has enlarged the number of nations that must be coordinated to tackle the global crisis from seven (G7) to twenty (G20). One of the lessons to be learned from the crisis is that instead of financial globalization, the people of each country must have the right to decide how their social surplus must be managed. Monitoring the use of public money as well as public loans to investors and consumers must be the role of the public authorities and not-for-profit organizations only.
Brazil grew 2.4 percent per year on average in the last 25 years-somewhat less than Latin America, a good deal less than the world, far less than the emerging countries of Asia in the same period, and indeed far less than Brazil itself in previous decades. If anything stands out favorably in recent Brazilian experience, it is not growth but stabilization and the successful opening of the economy. The purpose of this paper is more modest. It is limited to setting out the authors' particular view of recent efforts to consolidate democracy in Brazil while controlling inflation and resuming economic growth. At the same time the paper presents, as objectively as possible, some thoughts on the limits but also the relevance of action by political leaders to set a course and circumvent obstacles to that process. Here and there, the paper refers to the experiences of other Latin American countries, especially Argentina, Chile, and Mexico, not to offer a full fledged comparative analysis but merely to note contrasts and similarities that may shed light on the peculiarities of the Brazilian case and suggest themes for a more wide-ranging exchange of views.
