Europe continues to increasingly take on a 'multifaceted' aspect, in which the diversity connected with the variety of migrant subjects adds to the differences already present in the territories (internal migrations, minorities, linguistic and cultural, class and gender differences) . In this sense, the substantial migratory flows have urgently re-proposed the integration issues with the different. With this work we want to outline the debate in Italy on intercultural pedagogy, understood not as a sector distinct from pedagogical knowledge, but as a new and enriching look at the object of study proper to general pedagogy: the education of man. However, it must be added that this education takes place in an increasingly mutiethnic and multicultural society. What emerges is the need to clarify which coordinates can be used to support intercultural discourse in the pedagogical field. In this regard, it can be argued that intercultural pedagogy consists of three phases: 1) theoretical reflection; 2) 'political tension' to carry out institutional and legal proposals; 3) didactic strategies at school. In both Germany and Italy before WWI, populations labelled as Gypsies foundthemselves in a "state of exception" which aimed at their elimination from thenation-state by targeting them with policies emanating from the executive. Bothstates adhered to the liberal idea of equality before the law, but used theflexibility provided by executive authority to pressure Gypsies to leave the state. After WWI, both Germany and Italy were forced to retain "Gypsies" inside thestate as a result of changing geopolitical circumstances. However, in fascist Italybefore WWII, executive authorities continued to operate in a "state ofexception" and ceased adhering to the rule of law, interning Gypsies inconcentration camps and seeking to eliminate them through forced assimilation.In Weimar Germany, legislative policies sought to eliminate Gypsies throughbringing them inside of the law. The contradiction between increasinglyracialized notion of Gypsy inassimilability and forced assimilation's inevitablefailures certainly laid the groundwork for extreme measures in both placesduring WWII.

This document focuses on the instruments against the mafia organizational activities, especially the "informazioni antimafia interdittive", examining the characteristics of such measures, the conflicts within them, and with the legality principle. Once examined the main legal dispositions and judicial decisions about the subject, a systematization of the available for the mayor can be developed. The objective of this article is to propose an analytic framework able to combine the reasons behind preventive measures with the legality principle within the politics against the mafia organizational activities in order to evaluate the opportunity of such experiences with an integrated focus, based both in theory and empirical evidence offered by court decisions. Secondly, we describe the "chilling effect" derived from the "shady typing" of such measures, that are related with the social and economic development of Italy. We also demonstrate how the intersection of interdiction measures and extraordinary replacement in its manifestations characterize different integration regimes. The proposal of integrated focus is sustained by the doctrine opposed to the choice of leading a battle against a pathologically sick business and economic dynamic with polling acts, which possess the mere function of restricting access to market enterprises. The new administrative law of "criminal emergencies" intend to intervene with the intent to bring the market back to legality, protecting the "possibility" of a free – truly and genuinely – economical exercise of all the initiatives within a "legal economy". ; El documento se centra en los instrumentos contra las actividades de las organizaciones de la mafia, especialmente los "informazioni antimafia interdittive", examinando las principales características de dichas medidas, los conflictos entre ellas y el principio de legalidad. Examinadas las principales disposiciones legislativas y decisiones judiciales sobre el tema, si pretende sistematizar todas las herramientas disponibles para el alcalde. El objetivo de este artículo es proponer un marco analítico que combine mejor las razones de las medidas de prevención y el principio de legalidad dentro de las políticas contra las actividades de las organizaciones de la mafia para evaluar la oportunidad de las experiencias con enfoque integrado, basándose tanto en la teoría como en la evidencia empírica ofrecida por los tribunales de decisiones. Secundariamente, describimos las manifestaciones del "efecto escalofriante" con respecto al "tipeo sombrío" de estas medidas, que se relacionan con el desarrollo social y económico en Italia. También mostramos cómo la intersección de las medidas de interdicción y reemplazo extraordinario en sus manifestaciones caracterizan los diferentes regímenes de integración. La propuesta de enfoques integrados se apoya en la doctrina contraria a la escoja de liderar una batalla contra la dinámica empresarial y económica patológica con actos de apuración, que tienen la mera función de interdicción al acceso al mercado. La nueva ley administrativa de "emergencias criminales" visa formas de intervención con el objetivo de traer el mercado a la legalidad para proteger la "posibilidad" de un ejercicio libre, verdadera y genuinamente de todas las iniciativas de la "economía legal".

[EN] The tower is located on a promontory on the south-western Gulf of Cagliari, near to the Coltellazzo island and the archaeological Punic-Roman of Nora. The first military settlement was probably present since the beginning of the fourteenth century. Surely the tower was active since 1607. Jorge Aleo (1680) mentions, calling Fortalleza Coltellaz. In the eighteenth century the building was engulfed in a fort, built in a period of six years (1722-1728) by engineer the Piedmont Antonio Felix de Vincenti. Later (in the nineteenth century) further work was carried out until the tower became a lighthouse. The tower was considered a tower de armas or vigorous, or for heavy defense, with a garrison of men under a commander. Being a watch tower, is in sight of the towers of Cala d'Ostia, San Macario and the Diavolo. The tower has a structure of a truncated cone, with a height of about 11 meters high and 12 meters in diameter at the base. Inside it has a double ribbed vaulted dome, supported by a central pillar. The aim of this research is were studying mortars and geomaterials used of the ashlars, for define: i) composition of ancient mortars with ratio binder/aggregate; ii) provenance of the raw materials used in the mixture of mortars; iii) alteration processes in progress on mortars and on geomaterials used in masonry. Through the analysis of the physical-mechanical properties, important evidences of chemical and physical decay were highlighted in the mortar of the plasters coating the tower and also in bedding mortars of ashlars of masonry. Background: Ariadne's house, located at the city center of ancient Pompeii, is of great archaeological value due to the fresco paintings decorating several rooms. In order to assess the risks for long-term conservation affecting the valuable mural paintings, 26 temperature data-loggers and 26 relative humidity data-loggers were located in four rooms of the house for the monitoring of ambient conditions. Results: Data recorded during 372 days were analyzed by means of graphical descriptive methods and analysis of variance (ANOVA). Results revealed an effect of the roof type and number of walls of the room. Excessive temperatures were observed during the summer in rooms covered with transparent roofs, and corrective actions were taken. Moreover, higher humidity values were recorded by sensors on the floor level. The international debate about urban regeneration has so far privileged large-sized interventions in 'deprived' inner areas, mainly conceived as an application of conventional measures of physical rehabilitation and socio-economic development according to a blue-print global model. In this kind of experiences even the claim for an active participation of local residents tends to be reduced to ritual mechanisms that do not seem able to stimulate the rise of an enlarged decision-making and a real bottom up process. Starting from a scientific perspective oriented to the socio-spatial practices that inform the every-day life of the cities, our article aims at enlightening the (missing) relationships between the urban policies led by institutional players and the practices carried out by social actors in the inner areas dubbed as 'deprived' and 'marginal'. Furthermore, some critical insights will be devoted to discussing the so-called model of development of European southern cities. The case-study is offered by a peripheral neighborhood in Turin (Italy), Barriera di Milano, observed as an ideal stage to investigate the interconnections, contradictions and dichotomies between the institutional urban measures applied to foster the local livability and wellness in the area and the concrete, 'ordinary' ways in which the neighborhood organizes its social and economic functions. Despite the common opinion about the problematic nature of the quarter, the social relations, small businesses and cultural activities appear livable and well established, and contrast to the Municipality's urban planning proposals, oriented to develop new residential and commercial areas around large public infrastructures. While the issue of 'deprived peripheral areas' has been at the core of the local political propaganda to the point that the polls in the peripheral neighborhoods have aroused an upheaval in the municipal government, - with the defeat of the former left-wing majority in favour of the 'Five Stars' movement - our article reveals the inability of such policies to dialogue effectively with the neighborhood multiple souls and resources.

Rural tourism has been widely promoted in the European Union as an effective measure counteracting economic and social challenges facing rural areas, especially those with declining agricultural economies. Its role is particularly seen in the provision and maintenance of public goods, which are demanded more and more by the public and considered in policymaking. In Kosovo, rural tourism has been developed through the support of international development agencies and private sector initiatives, with the primary aim to generate additional income for rural households and sustainable management of natural and cultural resources. In any case, it could be stated that the use of territorial capital, stable links with agriculture, and promotion to wider circles of people for enhancing the quality of rural tourism, have not been well explored so far. In this regard the present study gives an overview on the initiatives undertaken, stakeholders involved and the way territorial capital has been used to develop tourist offerings in rural areas of Kosovo. The study also applies a comparative approach with two other areas of the European Union, Appennino Bolognese in North Italy and Alpujara in South Eastern Spain, to understand and compare the process of rural tourism, agrotourism development and demand characteristics between Kosovo and these other areas. A survey has been conducted with rural tourists in all three study areas to understand their preferences for public and private goods and services when visiting rural areas, and explore the role of agriculture in sustaining rural tourism. Results show that there is a potential demand to link rural tourism with agriculture and develop agrotourism in Kosovo, which would help to sustain agriculture and add additional value to local food products, which in turn would enhance the tourist offering and make it more attractive for visitors, but also for the farmers as an additional revenue-generating sector. ; El turismo rural ha sido ampliamente promovido en la Unión Europea como ...

Objetivo: se realizó un estudio poblacional para conocer las actitudes relacionadas con la Nueva Ley Italiana Antitabaco y el efecto sobre el consumo. Material y métodos: se analizó una muestra de 3 114 individuos mayores de 15 años representativos de la población general adulta italiana. Resultados: tras la entrada en vigor de las políticas antitabaquismo, el apoyo a ellas aumentó y además contribuyeron con 8% al descenso del consumo de cigarrillos en el corto plazo. Las prohibiciones antitabaco se aceptaron casi de modo unánime y al parecer no afectaron de manera desfavorable a restaurantes y cafeterías. Conclusiones: los resultados muestran las ventajas de esta nueva legislación, que puede tener importantes implicaciones en la salud pública. ; Objective: a population based survey was conducted to know the attitudes towards new Italian smoke-free regulations and its impact on tobacco consumption. Material and methods: we considered 3 114 subjects aged 15 or over, representative of the general adult Italian population. Results: once smoke-free policies were introduced, support for them tended to increase. Smoke-free policies accounted for 8% decrease in cigarette consumption in the short run. Tobacco bans were almost universally accepted, and do not seem to unfavourably affect the business of restaurants or cafes. Conclusions: the results of our study, show the advantages of smoke-free legislations, which may have major public health implications.

According to Italian historiography, the term modernization refers to the transformation of Italian society between 1950 and the late 1960s. This study aims to analyse those years by adopting the specific framework defined by the action of State institutions, trying to clarify which contribution was given by the «State» to the modernization processes. The analysis starts from the period of political and institutional transition between Fascism and democracy, focusing the pivotal role played by Democrazia Cristiana (DC) to drive, and even delay, institutional and socio-economic transformations. It has been devoted some space to the «conquest of the State» by DC, enlighting the increasing connection between the DC political elites and State elites. During the Sixties, DC gained almost a complete control on the State apparatus, while the modernization was happening «out of the State». 1968 could be seen as a watershed in the history of the Italian Republic also by the State institutions' point of view because of the regionalisation reform, but the regions would only be able to exercise their powers just from 1977, while the political system went on to be dominated by clientelism and restricted power-ful circles both on central and local level. Modernization would continue to be a deeply foreign enterprise for the Italian State. Only part of the private economy and some of the semi-public bodies would engage in it.

Una reciente reforma legislativa impone en Italia la mediación preventiva de los conflictos civiles con implicaciones evidentes a nivel social y cultural. El mediador civil es un nuevo profesional que se ocupa de estos conflictos relacionales, y que ayuda a ver el conflicto como un lugar de encuentro: saber escuchar e identificarse con las razones del otro. A través del diálogo se pueden superar ritualidades contrapuestas e introducir procedimientos y soluciones alternativas de los conflictos modificando la tradicional contraposición error/razón y facilitando la comunicación. Esto está basado en el enfoque anglosajón del Alternative Dispute Resolution (ADR) y tal vez mucho más en una perspectiva gandhiana. Se propone, con respecto a este tema, una experiencia de mediación social desarrollada por el Centro Interdisciplinar de "Ciencias para la paz" de la Universidad de Pisa sobre la acogida de las personas sin hogar. Las actividades implementadas identifican la necesidad de trabajar sobre el contexto social y cultural de los ciudadanos (además de las políticas sociales) en una visión sistémica y holística que mire a la reconstrucción de las relaciones sociales de las personas sin hogar (recuperando sus rostros y sus historias individuales) con las personas que habitan a través de los caminos de mediación social. La finalidad es la de asumir un enfoque de cultural empowerment de las comunidades que pueda delinear nuevos modelos de convivencia incluyentes y de integración superando los temores estereotipados y los prejuicios sociales. ; Italian law recently imposed compulsory mediation before reaching a judge. That change produces important consequences at social and cultural level. A new professional profile arises, as a civil mediator, who address conflict by developing communicative process between parties in conflict. His/her aim is to create conditions for a paradigm shift from the traditional contraposition of conflict-ing parties through communication and comprehension of opposing views and understanding. Media-tion involves the adaptation of a number of approaches to conflict including the Alternative Dispute Resolution (ADR) methodology or the Ghandian approach. The Interdisciplinary Centre "Sciences for Peace" (CISP) at Pisa University experienced in this regard through its research in the area of service provision for the homeless. The CISP research suggests that a holistic and systematic approach to conflict resolution is required. Such an approach requires that the social, cultural and political contexts of conflicting parties must be examined if social relationships are to be constructed or developed. To evolve from stereotypical fear and social prejudices, intervention through social mediation will develop cultural empowerment within communities of focus and thus reduce or resolve conflict situations.
