The Polemic Of Giving Direct Effect Of WTO Law and DSB Decision to Domestic Law for Individual's Judicial Protection
The main objective of WTO Law is to accommodate individual's right in order to obtain better benefit of international trade. However, when a government violates WTO Law, it is therefore causing deprivation of individual right itself. Direct effect seems to be a feasible doctrine to provide a judicial protection for individual, in order to rebalance the right that is violated. Nevertheless, this doctrine is intractable to imply. This article discuss the polemic of giving direct effect of WTO Law and DSB Decision to domestic law to provide judicial protection for individual who becomes victim of WTO violation conducted by government

Government bureaucratic reform is a part and effort to strengthen the state because through bureaucratic reform the role of government is redefined to answer challenges, because bureaucratic reform does not just simplify the bureaucratic structure but can change the mindset and pattern of bureaucratic culture for various roles in governance. Bureaucratic reform in Batu City has been regulated in Batu Mayor Regulation No. 58 of 2020. This regulation is a form of Batu city planning to make improvements in the bureaucratic system. The purpose of this study was to determine the performance and process of running administrative bureaucratic services in the Batu City Government. Efficiency in administrative services in the city of Batu is still far from being effective. This is especially so that all services and licensing offices that are all in one place should be able to process permits faster. This seems not to be used by the Batu city government.

The figure of Rasululloh SAW presents that Islam messenger has shown humanist characteristics for females particularly on behalf of wives and Islamic females in earlier era of Islam by respecting gender equality therefore the rights of politics, economy and social between males and females are regarded same, there are no discriminations just by the differences in sex and gender. Perspectives and morality characters shown by Rasululloh SAW to females in this writing is completed by performing explorations through historical and hadists texts concerning females around the Prophet and his best friends. Based on the analysis, it can be concluded that the Holy Prophet Muhammad SAW is a profile of Prophet having feminist, non discriminative, humanist and universal ways of thinking.

Promoting intellectual property securitization for financing creative industry in Indonesia : challenges and solutions
This paper aims at promoting prospective Intellectual Property (IP) securitization as a feasible mode of financing creative industries demanding instant capital to operate, develop products and promote market expansion. The proposed approach is dedicated to accelerate new financial sources of support to strengthen and develop creativity and productivity in the creative industries. The current paper introduces a new legal institution which is not regulated yet under Indonesia's positive laws. It shows how creative companies might use the institution to gain direct and indirect benefits. It is acknowledged that this proposal may spark challenges at the doctrinal, normative and practical levels. At the doctrinal level, the potential for challenge refers to the philosophical issue related to exclusive rights doctrine. At the normative level, the challenges are caused by the absence of regulation concerning IP securitization in Indonesia influencing the validity and viability of IP securitization transactions. At the practical level, this proposal may not guarantee the certainty of IP valuation as a unique asset involving complex procedures, interdisciplinary laws, profesionals and so forth. In order to overcome the doctrinal challenge, this paper offers relevant principles which may function to balance the acceleration of IP securitization as a new financing mechanism for creativity and prevent unrestricted exploitation of IP exclusive rights. For addressing any normative and practical challenges, this work promotes the need for government involvement in developing and promoting IP securitization by providing economic and legal frameworks, started by enactment of IP securitization regulation and the establishment of infrastructures for IP securitization

Explaining Regional Inflation Programmes in Indonesia: Does Inflation Rate Converge?
This paper investigates the inflation convergence of 82 Indonesian cities and discusses the remarkable regional inflation programmes in Indonesia. By employing a dynamic panel regression, the paper shows that Indonesia experienced an inflation convergence from 2013 to 2018. An intriguing finding is that the cities in Java-Bali, the largest density area, experienced a slower speed of convergence than that in cities outside the Java-Bali. This paper alleges that the development of logistic transportation and the formulation of an inflation control programme, such as the Tim Pengendalian Inflasi Daerah (TPID) or Regional Inflation Controlling Team (RICT) that has just been stationed and has commenced their duties in East Indonesia, might play an essential role in the convergence. Moreover, the coordination between the central and regional governments, represented by TPID/RICT, in implementing the effective policy (i.e. prioritising development outside Java-Bali and fostering inter-region cooperation in the commodity supply chain) is effective in stabilising and reducing the inflation rate.

This research was conducted to analyze the Follow-up of Supervision Results conducted by the Regional Inspectorate of Indramayu Regency. Follow-up to Supervision Results are reviewed from the APIP policy aspects of the implementation of completion of Oversight Results Follow-up, audited responses to audit findings, causes of audit findings, audited responses to delays in Follow-up Monitoring Results. More in this study wants to examine the steps of policy makers in completing the findings of the Audit Results Report.The Examination Result Report contains findings, conditions, causes, consequences and recommendations for recommendations that must be followed up by the Regional Work Unit (SKPD) which is examined to correct errors in the implementation of the administration of the general government and government implementation affairs that occur in the SKPD examined. The follow-up itself aims to improve and improve the quality of good and clean governanceFactors that cause low or not yet achieved completion of follow-up include lack of leadership commitment or change of leadership in the work unit / work unit, so that new leaders are less concerned about the follow-up of the results of supervision because they feel it is not their responsibility. The cause of the findings (disobedience to the legislation and the weakness of the internal control system) and the delay in following up on the findings of the examination include internal factors and external factors. Internal factors include leadership and subordinate human resources, lack of subordinate human resource capabilities and leadership managerial abilities. An external factor is the third party's lack of discipline regarding the findings of the examination and the existence of social problems in the community.In order to resolve the follow-up to the audit results, it is necessary to conduct direct monitoring efforts, namely by reviewing directly to the audited work unit / work unit accompanied by a value test of the findings of the audit completed with the Follow-Up Update Minutes. While the indirect update is carried out based on a value test of supporting documents / evidence submitted by the work unit / work unit as a follow-up to the auditor's recommendations.

After the Soviet break-up and the Marxist regime collapsed, many of alternative notions emerged in the academic community in Russia, including alternative ideas in the field of International Relations (IR). A number of Russian IR scholars attempted to reconstruct the theories of IR, not just the IR theories that developed in Russia during the era of Marxism, but also against Western IR theories. Although the post-Cold War aspirations to create a distinct national school of International Relations in Russia, but these efforts are not free from the ideology and political goal that directing and guiding Russian foreign policy. Even, IR scholars in Russia have come to shared with the Russian government in terms of building the IR theories with the Russian characteristics, especially in challenging Western hegemony in the social sciences and international relations. This article tries to elaborate three intellectual traditions of international relations that developed in Russia, namely Westernism, Statism, and Civilizationism. Westernizer IR heavily influenced by Western liberalism, Statism more inspired by the realism, while Civilizationism is more of a hybrid between the constructivism and Russian essentialism.

A leader's character in a community or re-gion will greatly influence in executing the process of a power and running the procedure of the go-vernance. Governance has three components, such as public governance for government institu-tions, corporate governance for private and civil society (community). To achieve good governance condition, the new developments have to build for all of the components. The good governance's goal is to achieve a balance condition among all of the components. The rural population is a basic capital for national development, owned by the people and the Indonesian nation. In the constitutional structure of the Republic of Indonesia, the Village has developed in various forms and is obliged to be protected and empowered to be strong, advanced, and democratic and democratic so as to carry out governance and development towards a just, prosperous and prosperous society. The involvement of the Village Head in resolving conflicts within rural communities has made the writer interested in studying the nature of cases out of court settlement by the Village Head against the village community and the reformulation of legal policies in implementing the nature of the settlement of a non-court problem. The approach used in this research is statute approach, historical approach, and conceptual approach, and case approach. The results of this study states that solving a problem that occurs in the village by placing the Village Head as a peace judge is a form of discretion / policy of the executive in order to realize public service for the community. In other words because it is a discretion, it certainly follows the laws and regulations that state the limits of it.

Nano Power Diplomacy Out Of the Mainstream
Nano power diplomacy is a diplomacy done by individuals and small groups, without bargaining and negotiating. Diplomacy without theoretical and scientific approaches, because it is just a small nod (actor unit) that does not carry a real-power set. Nano power diplomacy is an activity that emphasizes sharing of symbols between citizens, person to person direct contact. That is, nano power diplomacy is a diplomacy practice based on socio-cultural relations between people, between cultures, which tries to overcome differences and cultural barriers in building an equitable human community, such as race, ethnicity, customs, language, social level -economy, skin color and differences of trust and religion. A truly initiated diplomacy by the individual, which does not speak of conflict mediation and economic perspective, without bilateral, multilateral and summit meeting typologies, but diplomacy that emphasizes interpersonal communication and public communication. There is no secrecy, hidden agendas and transparencies, because every participant in nano power diplomacy is a human being who is born by a product of the same destiny, namely God the Creator. They multiply, eat and drink of the same type. They also have a lifestyle in much the same way. Finally, they also communicate in more or less the same way and pattern, verbal and non-verbal communication. Thus, human beings are universal beings who have the ability to live in kinship. Measuring the Impact of Technology, Politics, and Human Resources on Inclusive Economic Growth in Indonesia
Economic growth is no longer just to improve the economy alone, but economic growth must also pay attention to the welfare of the community and be carried out by paying attention to the quality of the economic growth. Good economic growth is not only temporary but long term. One of the government's efforts by this concept is to create inclusive and sustainable economic growth. The measure of the quality of economic growth can be seen through the Inclusive Economic Development Index (IGI). However, achieving inclusive economic growth is not easy. The novelty of the research is that inclusive economic growth is not only approached with an economic approach but non-economic variables are also included, to see further this interrelation. The method used in this research is quantitative with a descriptive approach. Panel regression analysis models and techniques using stata. The results of this study indicate that technology and human resources have a significant and positive effect on inclusive economic growth in Indonesia from 2017 to 2019. Meanwhile, politics has a positive but not significant effect on inclusive economic growth in Indonesia from 2017 to 2019. From the results of this study, it can be seen that also that technology, politics, and human resources simultaneously have a significant and positive effect on inclusive economic growth in Indonesia from 2017 to 2019. To run the bureaucratic engine, the position and role of the State Civil Apparatus as an element of the state apparatus has a considerable contribution in determining the success of National Development, both physical and non-physical. This is based on the fact that the State Civil Apparatus is the backbone of the country, so that the national goal of creating a just and prosperous society based on Pancasila and the 1945 Constitution is largely determined by the implementation of tasks imposed on the State Civil Apparatus. To realize these ideals, state apparatus are needed that are always consistent and consistent, clean, responsible, future-oriented and have a spirit of service and professionalism in the administration. This study aims to find out the influence of education and training on the performance of state civil apparatus. The method used in this study is product moment correlation analysis, simple linear regression analysis and analysis of determination. Based on the results of the analysis of determination, it can be seen that the Effect of Education and Training on State Civil Apparatus Performance is 86.86%. This means that there are 13.14% more than Education and Training affecting the Performance of the State Civil Apparatus in the Regional Financial and Asset Management Agency. Thus, the hypothesis in this study is acceptable to the truth, namely "if Education and Training is getting better, the performance of the State Civil Apparatus in the Regional Financial Management and Asset Agency will also be better".
