International Discussions of Homosexuality: Boomeranging effects in power currents ; Международные дискуссии о гомосексуальности: эффекты бумеранга в потоках власти
Homosexuality has recently become a matter of international politics. UNO General Secretary announced LGBT rights a global agenda and called for rejection of discriminatory laws in national legislatures. Former president of the USA supported widening of sexual citizenship by inclusion of samesex couples. Similar tendencies have been demonstrated by the European Union countries. Yet, simultaneously, there are attempts to criminalize homosexuality in a somewhat concurrent camp of the global debate: new round of criminalization in India, prison terms for gay men in Uganda, or capital punishment in Zimbabwe. Ban of so called 'propaganda of nontraditional sexual relations' stands in this row. It was enacted in Russia in 2013 to protect children from becoming gay by learning information on LGBT issues. This initiative has been interesting for members of parliament in other post-Soviet republics. It seems like the world is divided in two parts by the question of homosexuality. But this perception is an oversimplification. Both inclusive and exclusive approaches use the same power technics and come from the same source. I use ideas of Michel Foucault and queer theory to show the ways how a complex analysis of the situation might be brought about. In this sense, power does not come from only one source, but is always embedded in relations between forces. Hence, there are intersecting currents of power that make the international discussion of homosexuality possible.

В статье представлен анализ гендерно обусловленного "языка вражды" в Беларуси. Выявляются социальные, политико-правовые и культурно-этические факторы, детерминирующие его функционирование в данном дискурсивном сообществе. Выделяются две социальные группы, на которые направлен указанный тип "языка вражды": женщины и представители ЛГБТ-сообщества. Проведенный анализ читательского отклика на новостные публикации в рамках коммуникативного пространства белорусского интернет-дискурса выявил повышенный интерес пользователей к проблематике ЛГБТ-сообщества. ; У статті репрезентовано гендерно спричинену "мову ворожнечі" вБілорусі. Виявлено соціальні, політично-правові та культурно-етичні чинники, що детермінують її у конкретному дискурсивному співтоваристві. Диференційовано дві соціальні групи, на які спрямований відповідний тип "мови ворожнечі": жінки й представники ЛГБТ-спільноти. Здійснено аналіз читацьких відгуків на новинні публікації в комунікативному просторі білоруського інтернет-дискурсу, що засвідчив посилений інтерес користувачів до проблематики ЛГБТ-спільноти. ; The article presents an analysis of gender-bias hate speech in Belarus with the focus on its functioning in online discourse. The study is aimed at determining the most vulnerable social group suffering from gender-bias hate speech in the studied discursive community and finding key factors influencing the object of research in the Belarusian context. Hate speech is understood as a set of language means expressing negative, based on stereotypes or prejudices, attitude towards the addressee as a carrier of values different from those of the addresser, and, as a result, verbalizing one or another type of discrimination or intolerance. The article determines a number of interconnected (1) political and legal (lack of legal sanctions for the use of hate speech; loyal attitude of the authorities towards the demonstration of gender discrimination), (2) cultural and ethical (homophobic and sexist moods in the Belarusian society; formation and maintenance of gender stereotypes by the media; lack of awareness of the majority of the academic community in the field ofgender issues), and (3) social (change of the historical paradigm; intensive development of Internet communication technologies; increased social mobility; weak civil society) factors that significantly influence the functioning of gender-bias hate speech in the Belarusian discursive community. The analysis of the readers' response to news publications in the Belarusian Internet discourse revealed an increased interest of users in the problems of the LGBT community.

New Social Groups as the Factor of Political Instability in the Modern Society ; Новые социальные группы как фактор политической дестабилизации в современном социуме
Introduction. The basic reasons of increasing turbulence in the political sphere of different state entities are analyzed. It is emphasized that the main fault of this phenomenon was the active formation of the new social groups.Methodology and sources. A sociological analysis of stratification models of society, starting from the 19th century and up to our days in the context of the works of K. Marx, M. Weber, R. Florida, G. Stending, I. Vallerstein and others is used.Results and discussion. The conclusion is made that the political sphere itself is self-sufficient, political groupings play an independent and very important role, and new tendencies of the modern global market significantly change of the society.As new social groups are formed different factors of growth emerge which include functional flexibility and lack of guarantee of the working place. It can also asserted that technological progress at the present stage doesn't recognize civilizational boundaries and ignores the factor of backwardness of some countries and regions which leads to ambiguous results and can cause social cataclysms.Conclusion. A number of important conclusions follow from these circumstances. Among the active participants and actious of participants there are no clear of stratification barriers. Financial indicators still play a role. Indicators of financial position, level of education, and professional classification in combination with other factor still play a role. Blurred social boundaries inevitably imply the absence of a solid ideological base, which is replaced by protest trends often unrelated to political events and demands. The actions of the green eco-activists or LGBT community can serve as an example. The problem is that the political individuals react actively to any movement, which make the sphere of political decisions lose its authentic character. ; Введение. Проанализированы основные причины усиления турбулентности в политической сфере различных государственных образований. Подчеркнуто, что основной причиной этого явления стало активное формирование новых социальных групп.Методология и источники. В работе используется социологический анализ различных стратификационных моделей общества, начиная с XIX в. и до наших дней, в контексте работ К. Маркса, М. Вебера, Р. Флориды, Г. Стэндинга, И. Валлерстайна и др.Результаты и обсуждение. Делается вывод о том, что политическая сфера сама по себе самодостаточна, политические группировки играют в обществе самостоятельную и очень важную роль, а новые тенденции современного глобального рынка существенно изменяют прежние стратификационные модели социума.По мере формирования новых социальных групп возникают различные факторы риска, к которым можно отнести функциональную гибкость и негарантированность рабочего места. Также можно утверждать, что технический прогресс на современном этапе не признает цивилизационных границ и игнорирует фактор отсталости отдельных стран и регионов, что приводит к неоднозначным результатам и может явиться причиной социальных катаклизмов.Заключение. Из данных обстоятельств вытекает ряд существенных выводов. Среди активных участников современных протестных движений и акций нет четких классово-стратификационных барьеров. По-прежнему имеют значение показатели материального положения, уровня образования, профессиональной квалификации, но в сочетании с другими факторами. Размытые социальные границы неизбежно предполагают отсутствие прочной идеологической базы, на место которой приходят протестные тренды, зачастую прямо не связанные с политическими событиями и требованиями. В качестве примера можно привести акции «зеленых» экоактивистов или ЛГБТ-сообщества. Проблема заключается в том, что политические субъекты активно реагируют на любые движения, из-за чего сфера принятия политических решений теряет аутентичный характер.

The liberalization of sexual morality in the modern world ; Либерализация половой морали в современном мире
This article discusses the process of liberalization of sexual morality in the modern world. It is shown that normative beliefs about sexual relationships are significantly different between cultures, which enhance their social sustainability by erecting the boundaries of acceptable sexual behavior. In Western society, sexual morality originally based on Christian teachings, though regularly violated by its members, has remained stable for centuries. Individuals who violated the established norms in terms of sexuality never tried to dismantle the entire regulatory order. However, in the second half of the 20th century, dramatic changes occurred that destroyed many of the fundamental values and normative patterns that define human behavior. First the heterosexual youth revolution of the 1960s, which had a predominantly female face, tore down regulation concerning sexuality, marriage and fertility, and then, at the turn of the 21st century, the homosexual revolution permanently deformed traditional sexual morality.In the West nontraditional sexual relations at the moment are undergoing constitutionalization both in the informal and formal ways. The public opinion has begun to accept certain decisions affecting the interests of the LGBT community, who, in their turn, increasingly impose their culture on individuals, social groups and society as a whole. Those who disagree with the new rules are increasingly often subjected to various sanctions. Homosexuality moves from socio-cultural to the political field, entering the orbit of the geopolitical interests of Western countries.Unlike Europe and the USA, where sexual morality is being liberalized (although not in a uniform manner), in some countries the opposite trend is conspicuous. In this article, special attention is paid to Russia. Having analyzed the results of public opinion polls on the issue of homosexuality conducted in the last decades, we show that Russians' negative attitude to this phenomenon is on the rise. Perceiving homosexuality as a deviation contradicts the global trend of liberalizing sexual morality. ; В статье рассматривается процесс либерализации половой морали в современном мире. Показывается, что нормативные представления о сексуальных отношениях значительно отличаются в различных культурах, которые, выстраивая границы допустимого сексуального поведения, поддерживают тем самым свою социальную устойчивость. В западном обществе половая мораль, опирающаяся на христианское учение, хотя и регулярно нарушаемая его членами, сохранялась стабильной на протяжении веков. Индивиды, нарушая установленные нормы в сексуальной сфере, не пытались разрушить весь нормативный порядок. Однако во второй половине XX в. произошли радикальные изменения, разрушившие многие основополагающие ценностно-нормативные структуры, определяющие поведение человека. Сначала молодежная гетеросексуальная революция 1960-х годов, имеющая преимущественно женское лицо, порвала нормативную связь сексуальности, брака и рождаемости, а в конце XX — начале XXI в. гомосексуальная революция окончательно деформировала традиционную половую мораль.Страны Запада охватывает волна конституирования нетрадиционных сексуальных отношений в качестве не только неформальной, но и формальной нормы. Сформированное общественное мнение стало влиять на приятие определенных решений, затрагивающих интересы ЛГБТ-сообщества, которые начинает все активнее навязывать свою культуру различным индивидам, социальным группам и социуму в целом. Несогласные с новыми правилами все чаще подвергаются различным санкциям. Гомосексуализм переходит из социокультурной области в политическую, входя в орбиту геополитических интересов стран Запада.В отличие от Европы и США, в которых развертывается либерализация половой морали (хотя и в них не наблюдается однородной позиции), в ряде стран остального мира разворачивается противоположная тенденция. В данной статье особое внимание уделяется России. Автор, анализируя результаты опросов общественного мнения по проблеме гомосексуализма, проведенные в течение последних десятилетий, показывает не только сохранение, но и нарастание негативного отношения россиян к этому явлению, которое воспринимается как явная девиация, что противоречит мировой тенденции либерализации половой морали.
