Summary
This article examines the genesis of LGBTI diplomacy across ministries of foreign affairs (MFA s). Examining primarily Sweden and the United States, insights are provided into early LGBTI diplomatic adoption in the 2000 s. It analyses how foreign policy leaders have peer-pressured, inspired and influenced another, and continue to do so, to include LGBTI rights into their foreign policy agendas. As a former US diplomat and scholar, the author utilises primary source data and high-level interviews from the US, Sweden and the EU. Findings indicate that Swedish diplomats played a unique role in norm entrepreneurship in the development of global LGBTI diplomacy. Diplomats across North America and the EU replicated Sweden's policy framing and programmatic strategies for global LGBTI rights. From the State Department side, once US diplomats joined the small community of nations engaged in LGBTI diplomacy, US political influence served to legitimise and further prioritise LGBTI rights across global institutions.

Yalçın Tosun, öykülerinde, toplumsal cinsiyet kavramını birçok açıdan ele alarak verili toplumsal cinsiyet rollerini tartışmaya açmıştır. Yazar; geleneksel ataerkil kadınlık ve erkeklik rollerini, toplumsal baskı mekanizmalarını, basmakalıp düşünceleri öykülerinde işler. Bu çalışmanın amacı, Yalçın Tosun'un öykülerinde LGBTİ kimlik unsurlarının ele alınış biçimlerini ve inşa edilme yollarını analiz etmektir.. Bu hususta, yazarın kitaplarından seçilen ve LGBTİ cinsel kimliklere dair yansımalar içeren dört öyküye (Kıpırtılı Bir Yorgan, Madam Marini'nin Tamamlanmış Bir Resmi, Kucak Delisi, Siyah Külot) odaklanılmıştır. Bu çalışma sonucunda, Yalçın Tosun'un öykülerinde LGBTİ cinsel kimliklerin, ayrımcılık mekanizmalarından uzakta ele alındığı ve LGBTİ kimliklerinin etkin bir biçimde yansıtıldığı ve geleneksel ataerkil kadınlık ve erkeklik rollerinin yapı-bozuma uğratılarak yeniden inşa edilme olanaklarının ortaya koyulduğu görülmüştür.

Lesbian, gay, bisexual, transgender, and intersex (LGBTI) people throughout the world have led global efforts to raise awareness of their experience of ongoing discrimination, exclusion, and violence. Despite some gains that have made information more available, huge gaps in research and data on LGBTI experiences persist in every country, blocking progress toward inclusion and the realization of human rights for all. Clearly, significant donor investment in strategic research on LGBTI inclusion is needed, to provide a reliable evidence base that can inform policies, legislation, programs, and investments to advance the human rights and inclusion of LGBTI people in national and global efforts. This paper highlights for discussion the critical research and knowledge gaps with regard to human rights and inclusion for LGBTI people that require investments to ensure that they are part of the human rights and development agendas. In light of these significant gaps, the paper outlines a number of high-priority research needs that have been identified as a result of wide-ranging consultations with civil society organizations, governments, research institutions, human rights and development agencies, and researchers. Finally, the paper presents a set of proposed strategic investments to focus on those high-priority topics. These investments would also build an LGBTI research infrastructure to produce and share knowledge about LGBTI people and issues.

El presente artículo es el resultado de una investigación cuantitativa sobre la violencia al interior de parejas de la diversidad sexual (LGBTI). Se realizó en octubre de 2014 una encuesta a población LGBTI, en la que se consultó por indicadores de violencia al interior de la pareja considerando sus manifestaciones: físicas, psicológicas, económicas y sexuales. En ella se constata que el 47% de los encuestados declara haber sufrido alguna situación de violencia. Además se revisan críticamente las políticas relacionadas con la diversidad sexual y la violencia intrafamiliar, dejando en evidencia el vacío institucional respecto a la violencia al interior de las parejas de la población no heterosexual, ya que no cuenta con instituciones que cuenten con la especialización en brindar apoyo psicosocial y jurídico. The present article is the result of a cuantitative study about violence in couples of the LGBT community. In October of 2014 a survey was conducted with the LGBT community, in which participants were asked about indicators of in-couple violence, considering its phisical, psychological, economic and sexual manifestations. This survey confirms that 47% of the participants suffered some kind of violence. Furthermore, politics related with the LGBT community and in couple violence are thoroughly revised, making clear the existence of an institutional vacum regarding in couple violence in non-heterosexual population, given the absence of institutions specialized in providing psychosocial and law support.

Esta investigación se sirve de la entrevista a profundidad y los archivos como métodos para reconstruir la memoria de las prácticas transformistas de artistas transgénero y drag queen, siguiendo los modelos planteados por la antropóloga Esther Newton en su trabajo etnográfico con artistas drag norteamericanos, lo cual incluyó el acceso a los archivos personales de los entrevistados y el análisis de muestras de material audiovisual y visual relacionado con estas prácticas. El proyecto, además, tuvo en cuenta las metodologías utilizadas por las investigaciones sobre memoria realizadas por Elkin Naranjo Yarce y Walter Bustamante Tejada sobre travestismo en Colombia, así como las aportaciones del Museo Travesti de Giuseppe Campuzano y la curaduría de la exposición Ocaña (1973-1983): acciones, actuaciones, activismo realizada por Pedro G. Romero y Carles Guerra. Al tiempo se realizó un seguimiento a la prensa y a las revistas locales en el período comprendido en los años 2000 a 2015, sobre el tratamiento de la representación visual y la forma como se trató a los entrevistados con respecto a su participación en los carnavales a través de estas prácticas.

Lesbian, gay, bisexual, transgender and intersex (LGBTI) asylum seekers and refugees face a myriad of threats, risks and vulnerabilities throughout all stages of the displacement cycle. There needs to be greater awareness not only of the specific protection concerns relating to LGBTI individuals but also of related jurisprudence and guidance available for UN staff, partners, state authorities and decision-makers.
