A seminar comparing bachelor's & master's programs in politology (political science) offered by universities in the Netherlands & Flanders, Belgium. Peter Bursens (U of Antwerp) & Eelke Heemskerk (U of Amsterdam) introduce the topic & present participants, recognizing their qualifications to speak on the subject. Kris Deschouwer (Free U of Brussels) identifies the differences & parallels in politological education offered at Dutch & Flemish institutions; he stresses the similarities in program content, teaching materials, & focus on research, while noting differences in organization & cultural context. Peter Van Aelst (U of Leiden) discusses the quality of political science programs & rebuts views that students do not receive quality education because their professors are more preoccupied with publication of research papers than teaching. Sophie Vanhoonacker & Maarten Vink (U of Maastricht) present the English-language bachelor's & master's programs in European Studies offered since 2002 & 2006, respectively, at the U of Maastricht; quantitative data comparing enrollment by German & Dutch students are tabulated, graduates' prospects of employment are assessed, & the use of English as an instruction language is discussed. Abstract It is essential for democracy that political parties should act within their promulgated policy frameworks, which are formally represented in election programmes. If political parties deviate from this principle, the election would lose its meaning, jeopardising democracy. In this respect, planning in Groningen in the 1970s, which realised progressive plans like the traffic circulation plan, was democratic, although it was criticised for lacking public participation. However, planning in the 1980s casts serious doubt on its democratic nature. Various large-scale projects were promoted, and they caused harsh criticism even within the government party, Labour Party. This paper focuses on four projects, that is, the PTT (office development), Brink (residential towers), Casino and Museum, all of which were planned in or next to the inner city of Groningen in the 1980s. This paper will examine these projects in terms of the policy frameworks of the Labour Party, which were created in the 1970s. These projects brought about drastic change of historical landscape, and were clearly contrary to the party frameworks or those measures that were introduced to guarantee the frameworks, such as the local land use plan. As a result, they gave rise to not only strong opposition among citizens, but also criticism of party members who still cherished those party frameworks.

Separate individual dispositions to action are not a sufficient condition for demonstrations. Organizational & institutional factors have an equal importance. Ultimately, a demonstration results from a power struggle between organizations to get individuals to support or defend their objectives. In the mobilization process, these organizations use control mechanisms & techniques to influence their members: exploitation of affective & instrumental ties binding individuals to the organization, access to & use of mass media, selective communication by the organizational leaders, & the induction of frustration. Special attention is given to the role of militants & their language's characteristics, in the mobilization process. HA.

Focus is given to studies on Belgian politics which have been published in the US & Britain between 1965 & 1975. Special emphasis is on works by V. R. Lorwin, D. Urwin, A. Zolberg, & M. O. Heisler. These studies have added considerable insights, findings, & hypotheses to knowledge of political processes in Belgium. This is probably due to 3 characteristics which mark most of these studies: (1) a strong tendency toward comparative analysis, (2) the use of fruitful theoretical concepts, & (3) the use of sophisticated techniques for handling empirical data.
