The ethical distress of the (post)modern world stimulates and directs us to reflect our ethical and cultural grounds. Man is a transcendent being. He cannot reach or put in order immediate goods he needs if he is not prepared to acknowledge the grounds of his person and develop the virtues of prudence, love, hope, faith, wisdom, justice, courage, temperance etc. These are ethical questions concerning different worldviews and cannot be solved only by scientific methods. Many people who in the past did not care for religion as such, now take seriously religious personal and societal aspects of humane life. The fundamental crucial questions of man are ethical questions. They are in various ways related or perplexed with the question of faith and of science.

A descriptive analysis of the concept of interest, which is considered of fundamental importance in societal life. Action arises in a situation where problems constantly exist. These problems are connected with the presence of needs that stimulate the search for solutions. One speaks of interests when the satisfaction of needs is characterized by a certain permanence & constraint so that purposeful action is necessary. AA.

Sociological research concerning three Catholic "pillar" organizations (the Catholic school system, the Christian hospitals, & the Catholic U) indicates that secularization is not followed by "depillarization" or weakening of the Catholic pillars. It is suggested that there is a process of secularization within the Catholic organizations, with as main components the development of a sociocultural Christianity (a secular surrogate for church religion) & professionalization by which Christian organizations ensure job security & social advancement for its loyal members. Thanks to its informal ties with the Christian pillar organizations, the Parti Social Chretien (Christian Democrat Party) acts on both components by stressing the specific identity & defining the interests of the pillar organizations. This explanation reveals some major aspects of the ties between Catholics (in the sociological sense) & their party, a bond that is certainly not affected by the secularization process. Modified HA.

As a starting point comparative pol'al sci is circumscribed as the field within the discipline of pol'al sci which, in the methodological sphere, focuses on problems of comparison &, as to the substantial side, concentrates on problems of pol'al change, pol'al development, & pol'al modernization. The elaboration is accomplished by posing 3 questions: (1) Does comparative pol'al sci have a method of its own (the comparative method)? (2) Does comparative pol'al sci have a subject matter of its own? (3) If the previous questions are answered in the negative, does comparative pol'al sci refer to a particular perspective as regards pol'al life? It is concluded that comparative pol'al sci, although lacking a method & a subject matter of its own, may be considered a subdiscipline of pol'al sci: standing for a relativistic outlook on pol'al life, it seems to have an important task in the context of pol'al sci. Its main characteristic will remain the search for universal generalizations. B. J. S. Hoetjes (U of Amsterdam, the Netherlands) in a COMMENT, states that a definition of a field of (pol'al) sci should give the characteristics of the substantial problems & concerns within such a field. For a definition of comparative pol as a subfield of pol'al sci this implies the rejection of a purely methodological definition, the more because the comparative method does not seem to offer any distinct approach to the study of pol; one should look for a category of empirical pol'al phenomena to characterize the subfield. On this point Rosenthal is not seen to be very clear: he mentions the pol'al problems of developing areas as 'the' typical object of comparative pol, but the basic concern, according to him, is the widening of the empirical base to the theories, hyp's & generalizations. Since the study of any topic could very well contribute to this purpose, there remains no typical topic to characterize the subfield of comparative pol. At the same time, the widening of the empirical range of pol'al theories by itself can be considered the typical & legitimate concern of the 'empirical pol'al theorist' as a specialist within the field of pol'al sci. It seems useless as well as confusing to double-label this specialist as 'comparative pol'al sci'st.' Modified HA.

The welfare state is analyzed through positive economic science & positive political theory. The axiomatic theory of consistent choice, leading to the idea of Pareto optimality, provides more rigorous analysis than the theory of the firm & of industrial organization; however, the latter theory more fully merges theory with the empirical testing of hypotheses. Theories of political phenomena can profit more from theories of the latter kind than from theories of the former kind. The central point is production of falsifiable theories of hypotheses & predictions, & the avoidance of confusions of description with prescription in dealing with political life. The debate over whether a socialist economy can coordinate decisions on the use of scarce resources, & the resulting questions over the social & economic role of the state, remain unresolved on theoretical grounds. Thus, economics cannot prescribe the proper role of the state. Attention must be given to the process & meaning of law making, the intended effects of laws & their compatibility with one another. There is thus a need for scientific & parliamentary scrutiny of their implementation in a democratic state under pressure from interest groups. There is a great need for analysis of the processes going on in the crumbling welfare state, rather than propaganda; providing this analysis is part of the vocation of academic leaders. Modified HA.

Results of a survey of political candidates in the Nov 1991 elections in Flanders, Belgium, are used to investigate the role of gender differences in degree of political representation. It is noted that male (M) candidates have advantages in educational attainment, professional status, & domestic life. Ms are more likely to hold university degrees & positions of authority in the political party or corporate business. Females (Fs) are more often than Ms responsible for child care & domestic work. F political underrepresentation is a structural problem, despite gains in equality of the sexes over the last fifty years. The results of a res project on small local-pressure groups in Amsterdam, treated within D. Easton's (A SYSTEMS ANALYSIS OF POLITICAL LIFE, New York, NY: 1967) theoretical framework for the analysis of pol'al systems. The municipality of Amsterdam was considered as the pol'al system & the rest of the Netherlands constituted the parameters of the system. The main analytical category used was 'demands,' because the concept 'support' caused considerable problems of operationalization. The activities of the groups are analyzed in 4 phases: feedback-stimuli, feedback-response, feedback-information, & output reaction. In the 1st phase a main distinction was introduced between groups which emerged as a result of an output of the authorities (the intra-genetic), & groups which emerged as a result of a situation in the parameters of the system (the extra-genetic). The 2nd phase includes the interpretation of the stimuli & the resulting formulation of demands. In the 3rd phase a distinction was made between indirect information feedback by means of activities such as demonstrations & appearance in the media of COMM; & direct information feedback by means of a direct contact with the authorities. The 4th phase was mainly dedicated to the behavior of the authorities. The main result of the res was the distinction between intra- & extra-genetic groups. This distinction was important for the following characteristics of the groups: intra-genetic groups more often appoint one man as the spokesman of the group; they consider more the people of certain parts of Amsterdam as concerned by their demands; they are more active in approaching the media of COMM; & are more often approached by authorities. Extra-genetic groups consider more the whole pop of Amsterdam or even the Netherlands as concerned by their demands; are more often related to pol'al parties; have less formal responsibility to the concerned people or members; & feel themselves less tied to the wishes of the people concerned. 5 Figures, 18 Tables.
