Through analysis of the books on stylistics written in the English, German, Czech, Slovak and Croatian languages, we describe the development of stylistics, its predecessors, independence from literary science, and the contemporary situation. We focus on Slovenian linguistic stylistics based on an analysis and review of entries including keyword stylistics in the Slovenian bibliographic catalogue Cobiss+. By reviewing and analysing the stylistic publications of Tomo Korošec, who devoted the largest part of his research to media stylistics, we substantiate his contribution to Slovenian theoretical stylistics. The main finding of our comprehensive analysis is that stylistic research in Slovenia has been intense since the 1960s, that an important part of this research relates to the work of Tomo Korošec and that, alongside theoretical stylistics, it is important to include school stylistics as part of general education on all levels. The article presents the starting points for forming the language of diplomacy as expert language. It focuses on the question of the development of diplomatic language in Slovenia, its characteristics as well as the challenges that emerge in its formation. The author presents the meaning of the formation of terms in diplomacy in the Slovenian language, which not only enrich and create the expert diplomatic language, but also determine the degree of linguistic authenticity and statesmanship in Slovenia. The key finding of the article is that two steps are required for the development of expert diplomatic language. First, the state (i.e., the competent ministries, the Assembly, the president of the Republic etc.) should become aware that the diplomatic language in Slovenia has been relatively overlooked and is due special attention. Second, establishment of a working group is required which would connect different state actors with the aim of forming a modern linguistic corpus of terms of expert diplomatic language that would not only enrich the expert language of diplomacy and its everyday use among its practitioners, but also position the language of diplomacy among the state-building components. Given the rise in far-right and populist rhetoric in Europe, particularly in light of the 2015 refugee crisis and the racist and xenophobic responses to it, this paper provides a multimodal analysis of the campaign slogans and posters of Slovenian political parties that gained parliamentary seats during the 2018 parliamentary elections that were, alongside focusing on issues pertaining to the Slovenian political landscape, heavily infused with concerns and potential solutions on how to tackle the challenges currently faced by Europe. The aim is to examine the linguistic and visual tools used by parties across the political spectrum, and to find out if the use of certain elements is characteristic of a determined political orientation. Kratkemu pregledu slovenskih strankarskih dinamik in pogojev, ki so pripomogli k njihovemu razvoju, sledi analiza političnih kampanj strank. Zavzemši držo politične analize diskurza se prvi del osredotoča na leksikalne in skladenjske odločitve strank v političnih sloganih in na podporno slikovno gradivo, medtem ko je drugi del namenjen jezikoslovni analizi načina, kako politične stranke v svojih predvolilnih programih naslavljajo pet glavnih tem: pokojnine, korupcijo, finance, zdravstvo in varnost. The article presents the functioning of the Jezikovna Slovenija web portal and the motivation for its creation. It evaluates the content of the portal in terms of designing and promoting the language policy of the Republic of Slovenia and informing professionals and the general public about the linguistic situation. The article presents in more detail the Language Policy Advisory Corner established on the portal and evaluates its role in understanding language rights and obligations, as well as efforts to promote a tolerant multilingual society. Discussions of political metaphors provide fertile grounds for understanding issues in political theory and political practice. The article departs from the established theoretical and methodological approaches to political metaphor (e.g., classical, conceptual, hermeneutical, cognitive) to introduce (post)structuralist and (post)Marxist methodological and theoretical bases. It maintains that the established approaches to the study of functionalities and ontologies of political metaphors are possible, primarily by researching their functioning in political discourses and as events in the power/truth dispositive. Metaphors can be researched as specific political technologies (strategies of power) that influence/create regimes of truth. ParlaMint is a multilingual set of comparable corpora containing parliamentary debates mostly starting in 2015 and extending to mid-2020, with each corpus being about 20 million words in size. The sessions in the corpora are marked as belonging to the COVID-19 period (after October 2019), or being "reference" (before that date). The corpora have extensive metadata, including aspects of the parliament; the speakers (name, gender, MP status, party affiliation, party coalition/opposition); are structured into time-stamped terms, sessions and meetings; with speeches being marked by the speaker and their role (e.g. chair, regular speaker). The speeches also contain marked-up transcriber comments, such as gaps in the transcription, interruptions, applause, etc. Note that some corpora have further information, e.g. the year of birth of the speakers, links to their Wikipedia articles, their membership in various committees, etc. The corpora are encoded according to the Parla-CLARIN TEI recommendation (https://clarin-eric.github.io/parla-clarin/), but have been validated against the compatible, but much stricter ParlaMint schemas. This entry contains the linguistically marked-up version of the corpus, while the text version is available at http://hdl.handle.net/11356/1388. The ParlaMint.ana linguistic annotation includes tokenization, sentence segmentation, lemmatisation, Universal Dependencies part-of-speech, morphological features, and syntactic dependencies, and the 4-class CoNLL-2003 named entities. Some corpora also have further linguistic annotations, such as PoS tagging or named entities according to language-specific schemes, with their corpus TEI headers giving further details on the annotation vocabularies and tools. The compressed files include the ParlaMint.ana XML TEI-encoded linguistically annotated corpus; the derived corpus in CoNLL-U with TSV speech metadata; and the vertical files (with registry file), suitable for use with CQP-based concordancers, such as CWB, noSketch Engine or KonText. Magistrsko delo proučuje diskurzivni vidik varnosti izražen skozi parlamentarni diskurz poslancev, ki so delovali v slovenskem parlamentu v obdobju t. i. begunske krize, od septembra 2015 do marca 2016. Skozi mikrodiskurzivno in jezikovnostilno analizo poskuša prikazati, ali so poslanci begunce obravnavali skozi prizmo varnosti, torej vprašanje beguncev sekuritizirali. Z analizo parlamentarnih sej je prikazan proces sekuritizacije kopenhagenske šole, ki sekuritizacijo opisuje kot govorno dejanje, ki referenčnemu objektu predstavi vprašanje kot eksistenčno grožnjo in s tem zahteva izredne ukrepe, ki odstopajo od 'običajne' politike. Če občinstvo to sprejme je sekuritizacija uspešna. V parlamentarnem diskurzu so analizirana jezikovna sredstva, kot so vršilci dejanj, metafore in druge stilno zaznamovane besede, pomembna pa je tudi ustrezna raba terminov beguncev in migrant. V ozadju je predstavljena t. i. begunska kriza na ravni EU, zahodnobalkanski poti in v Sloveniji. Opisan je tudi slovenski parlament ter politični oziroma parlamentarni diskurz, ključne pa so varnostne študije, znotraj katerih je kopenhagenska šola predstavila teorijo sekuritizacije, ki jo proučuje magistrsko delo ; The master's thesis examines the discursive aspect of security, expressed through the parliamentary debates, which took place in the Slovenian parliament during the 'refugee crisis' in Slovenia, September 2015 – March 2016. Through micro-discursive and linguistic analysis, this work seeks to show whether refugees were securitized, treated by the members of Parliament as a security issue. The analysis of parliamentary debates tries to show the process of securitization initially outlined by the Copenhagen School, which focuses on the speech act, that presents an issue to the referent object as an existential threat and demands extraordinary measures outside of normal politics. If the audience accepts this, securitization is successful. The use of linguistic means is analysed in the parliamentary discourse, such as agents, metaphors and other expressive words, and the correct usage of terms refugee or migrant. The master's thesis background is presented by the 'refugee crisis' in the European Union, on the Western Balkan Route and in Slovenia. The emphasis is also on the Slovenian parliament and parliamentary discourse, but the most important are security studies, within which the securitization theory is presented by the Copenhagen School, which is analysed in the master's thesis.

Agamben's paradoxical treatments of potentiality seem to leave little room for any robust theory of the subject, political or otherwise. His Aristotelian conception of potentiality entails, in the highest instance, "that potentiality constitutively is the potentiality not to (do or be)," which suggests that even if potential is realized, it is realized only by its lack of activity. Agamben's Aristotelianism is a thread that runs throughout his work, and by looking back to The Man Without Content, particularly his discussion of Marx, it is clear that the framework of potentiality means that it is impossible for him to see in Marx anything other than an odd combination of a "metaphysics of will", and man simply as a kind of natural, living being. This in turn shapes his later discussion in Homo Sacer of the entry of zoe into the polis, which founds Agamben's entire claim vis-a-vis bare life. His wager, namely that the question "In what way does the living being have language?" corresponds exactly to the question "In what way does bare life dwell in the polis?", equates the living being with its political, linguistic, and natural potentialities so completely that there seems to be no room for any kind of historically anomalous or collectively unprecedented subject, one that would break with history or disrupt everyday order. Agamben's work could easily be criticized from the standpoint of a Marxism that would stress the constructed nature of human potential and the necessity to think through forms of organization from within shifts in the nature of work. However, in order to stay closer to Agamben's Aristotelianism, it is far more productive to compare him to a thinker for whom questions of linguistic capacity and politics are also central, and also stem from a certain complex relation to naturalism, namely Paolo Virno. This paper will thus, via a careful reading of Agamben's Aristotelian conception of praxis and potentiality alongside Virno's work on the relation between language and labor, demonstrate the constitutive reasons why Agamben cannot consider any kind of substantial notion of the subject, and why Virno's more nuanced conception of capacity, which draws upon both rationalist and naturalist theories of the subject might constitute a more relevant alternative. V članku je prikazan poskus ureditve mednacionalnih odnosov na istrskem polotoku v letih pred prvo svetovno vojno v širšem kontekstu reševanja nacionalnih konfliktov v avstrijski polovici Habsburške monarhije. Poseben poudarek je na predstavitvi in analizi moravskega kompromisa leta 1905, ki je temeljil na osebnem načelu in je postal nekakšen model za urejanje mednacionalnih odnosov v Cislajtaniji ter na analizi istrskega kompromisa leta 1908, ki je temeljil na teritorialnem načelu. ; The Habsburg monarchy was an absolutist monarchy before 1848, and from the Theresian-Josephine period there was a tendency to introduce a centralised unitary state. However, this was resisted by Hungary, which was able to maintain its special position under constitutional law. In 1867, the Habsurg Monarchy accepted the Austro-Hungarian compromise to be organized as a dual monarchy, as a personal and real union of two equal and more or less centralized states. The Monarchy was renamed to Austro-Hungary, however, in both parts of the states, this caused various national groups to experience a sense of discomfort and threat and consequently revoked their historical rights and national law. After the establishment of the Dual monarchy, the Wienna governments first favoured the correctional measures plans leading to federalism, after the affirmation of the dualism and the centralization, however, the idea of compromises became the central focus of solving the national disputes in Cisleithania. In 1905, German and Czech politicians in Moravia managed to reach an agreement on how to regulate the national situation in the country. The Moravian Agreement, which was conceived by the Regional Committee, was not based on territorial but on personal principles and became a model for the regulation of international relations in Cislaitania. The Istrian peninsula was also a focal point of national conflict, where Slavic deputies, especially after 1883, strongly advocated the realisation of linguistic equality in the country. The Italian majority in the Istrian Regional Assembly consistently rejected linguistic equality in the Regional Assembly. The Italian side became more receptive to Slavic demands only after the introduction of universal male suffrage for the National Assembly (1907), when it became clear that the process of political democratisation was working in favour of the emancipation of the majority Slavic population. In 1908, the Istrian Agreement, or the Regional Electoral Reform, was signed. The Slavs on the Istrian peninsula have thus won a victory. The Istria Agreement was based on the territorial division of electoral districts according to the principle of nationality and ensured that neither side majorised the other.

Three of the analysed speeches contain Obama's rhetorical reaction to the judicial decisions not to indict the police officers responsible for the killings, while one speech gives his immediate reaction to the mass murder of black parishioners by a white supremacist. The study is based on the discourse-linguistic analysis of attitudinal meanings and their functions, which are conceptualized as evaluative frames. Evaluative frames are used to highlight different kinds of discourse participants through judgments of behaviour, attributions of emotions and evaluations of semiotic phenomena and objects. The theoretical framework for the different categories of evaluative frames is based on the theory of news framing and theory of evaluative language within systemic-functional linguistics. The findings of the analysis show that Obama uses an interplay of positive and negative evaluations of different kinds to transcend racial categorizations and avoid a direct attribution of blame. When he acknowledges the continuing relevance of the racial divide in US society, he often applies evaluative frames in such a way that they unify rather than divide the discourse participants on both sides of the divide. ; The paper discusses the characteristics of modern American presidential political rhetoric with special reference to Barack Obama's speeches in which he addressed the highly publicized killings of black Americans. Three of the analysed speeches contain Obama's rhetorical reaction to the judicial decisions not to indict the police officers responsible for the killings, while one speech gives his immediate reaction to the mass murder of black parishioners by a white supremacist. The study is based on the discourse-linguistic analysis of attitudinal meanings and their functions, which are conceptualized as evaluative frames. Evaluative frames are used to highlight different kinds of discourse participants through judgments of behaviour, attributions of emotions and evaluations of semiotic phenomena and objects. The theoretical framework for the different categories of evaluative frames is based on the theory of news framing and theory of evaluative language within systemic-functional linguistics. The findings of the analysis show that Obama uses an interplay of positive and negative evaluations of different kinds to transcend racial categorizations and avoid a direct attribution of blame. Trije od analiziranih govorov vsebujejo Obamov odziv na sodne odločitve, ki so zavrnile obtožbo policistov, odgovornih za uboj, v enem od govorov pa se je odzval na množični umor temnopoltih faranov s strani belega skrajneža. Študija temelji na analizi jezikovnih kategorij vrednotenja, ki so pojmovane kot okviri vrednotenja. Okviri vrednotenja udeležence v diskurzu osvetlijo s presojami vedenja in pripisovanja čustev ter z vrednotenjem predmetov in pojavov. Koncept okvirov vrednotenja temelji na spoznanjih teorije medijske komunikacije in teorije jezika vrednotenja v sistemsko-funkcijskem jezikoslovju. Ugotovitve analize kažejo, da Obama uporablja preplet pozitivnih in negativnih vrednotenj različnih vrst, da bi presegel rasno kategorizacijo in se izognil neposrednemu pripisovanju krivde. Raziskava pokaže tudi, da Obama rasne razdelitve pogosto uokvirja tako, da udeležence na nasprotnih straneh poenoti z istim okvirom.
Politična korektnost predstavlja velik problem v današnji družbi, ki skuša biti inkluzivna. V inkluzivni družbi je namreč pomemben jezik, ki ga uporabljamo, saj ne želimo nikogar diskriminirati ali izključiti iz družbe. Magistrsko delo se osredotoča na politično korektne in nekorektne izraze, ki se pojavijo na socialnem omrežju Twitter v času predvolilne kampanje v ZDA in v Avstriji. Zanimal me je predvsem jezik štirih predsedniških kandidatov: Donalda Trumpa in Hillary Clinton iz ZDA ter Norberta Hoferja in Alexandra van der Bellena iz Avstrije. S pomočjo izbranih objav na socialnem omrežju Twitter sem skušala poiskati povezave med Avstrijo in ZDA. V teoretičnem delu sem navedla vse potrebne definicije in prikazala politično korektnost v povezavi z drugimi jezikovnimi fenomeni, kot so tabuji, stereotipi in predsodki. Ločeno sem obravnavala politično korektnost v Avstriji in politično korektnost v ZDA. Zanimala me je tudi povezava politične korektnosti s svobodo govora. Raziskala sem, s katerimi zakoni je urejena pravica do svobode govora v Avstriji oz. Evropi ter v ZDA. V empiričnem delu sledi analiza izbranih objav. Vse politično nekorektne in politično korektne izraze, ki so se pojavili v času predvolilne kampanje, sem razdelila v kategorije in jih analizirala tako statistično kot tudi jezikovno. Rezultati so pokazali razliko med ZDA in Avstrijo glede rabe politično korektnega jezika in zmage na volitvah. V ZDA je namreč zmagal kandidat, ki je med kampanjo uporabil največ politično nekorektnih izrazov. V Avstriji pa je zmagal politično najbolj korekten kandidat. Največ različnih politično nekorektnih izrazov se je pojavilo na področju rasnega/etničnega razlikovanja, kar sem tudi pričakovala. ; Political correctness matters for inclusive society. Language that we use is very important in an inclusive society because we do not want to discriminate or exclude anyone from society. This master's thesis focuses on politically correct and politically incorrect terms that appeared in the social network Twitter during the election campaign in the USA and Austria. I was interested in the language of the four presidential candidates, Donald Trump and Hillary Clinton from the USA, and Norbert Hofer and Alexander Van der Bellen from Austria. I tried to find similarities and differences between Austria and the USA with the help of selected posts on Twitter. The theoretical part, contains the definition of political correctness and show political correctness in relation to other linguistic phenomena, such as taboos, stereotypes and prejudices. Political correctness in Austria and political correctness in the USA are compared and political correctness is associated to the freedom of speech. The legislation regulating right to the freedom of speech in Austria and in the USA is discussed. The empirical part presents an analysis of selected Twitter posts. All politically incorrect and politically correct terms that were found during the election campaign were divided into categories and analyzed both statistically as well as linguistically. I have found out that politically correct language is not necessary for an election victory. In the USA a candidate who used the most politically incorrect expressions during the campaign won. In Austria, on the other hand, the most politically correct candidate won. Most politically incorrect expressions appeared in the category racial/ethnical discrimination, which was expected.
Po načelu samoodločbe imajo ljudstva pravico do suverenosti, ki je razdeljena na notranjo in zunanjo samoodločbo. Notranja samoodločba se kaže v pravici do kulturnega, socialnega in ekonomskega razvoja, medtem ko se zunanja najbolj kaže v pravici do oblikovanja svoje države in do nastopanja v mednarodnopravnem prostoru kot suveren subjekt. Teorijo je v mednarodnih dokumentih po koncu druge svetovne vojne začela razvijati OZN, ki je notranjo samoodločbo priznala vsem ljudstvom, medtem ko je zunanjo omejila na kolonialna ljudstva in pri njihovi definiciji ubrala zelo ozko razlago. Druga polovica 20. stoletja je posledično prinesla nastanek ogromnega števila novih držav, zlasti na afriškem in azijskem kontinentu. Več ali manj se vse centralne vlade soočajo z obstojem skupine ali skupin ljudi, ki imajo drugačne kulturne, jezikovne in socialne značilnosti. Pristop vsake centralne vlade do teh skupin ljudi je različen, vendar je v zadnjih stotih letih možno opaziti, da imajo več posluha za njihove potrebe in priznavanja različnih oblik samoupravljanja. Centralne vlade z njimi sprejemajo mednarodne sporazume, ki se zapišejo v ustavo. Teorija pozna dva različna modela, ki skušata pojasniti sanacijsko pravico do samoodločbe, to je zunajpravne pravice do odcepitve, ki naj bi popravila nepravično stanje. Naloga vzame pod drobnogled sanacijsko pravico do odcepitve avtorja Allena Buchanana. Buchanan namreč priznava pravico ljudstvom, ki so grobo zatirani s strani države, odcepitev pa bi predstavljala sanacijo. Katalonija je že več stoletij del Kraljevine Španije. Po španski ustavi ima status avtonomne regije, na podlagi katere ima določene specifične pravice. Kataloncem je po mednarodnem pravu skoraj nemogoče priznati pravico do zunanje samoodločbe, čemur tudi ni naklonjena španska ustava. Nemiri v zadnjem desetletju nakazujejo, da v Španiji nekaj ni v redu, zato je treba morebitno rešitev poiskati v teorijah, kot je sanacijska pravica do samoodločbe. ; According to the principle of self-determination, peoples have the right to sovereignty, which is divided into internal and external self-determination. Internal self-determination is manifested in the right to cultural, social and economic development, while external self- determination is most evident in the right to form one's country and to act as a sovereign entity in the international legal space. The theory was developed in international documents after the end of World War II by the UN, which recognized internal self-determination for all peoples while restricting external ones to colonial peoples and defining a very narrow interpretation in their definition. The second half of the 20th century, in turn, brought about the emergence of a huge number of new countries, especially in the African and Asian continents. More or less all central governments are confronted with the existence of a group or groups of people with different cultural, linguistic and social characteristics. The approach of each central government to these groups of people is different, but over the last hundred years, it can be observed that they have more of an ear for their needs and for recognizing different forms of self-government. Central governments sign international agreements with them and adopt them into constitution. Theory knows two different constructs that seek to explain the remedial right to self-determination, that is, the unlawful right to secession, which is to remedy an unjust state. The task under scrutiny takes the remedial right to secede Allen Buchanan. Buchanan recognizes the right of people who are severely oppressed by the state, and secession would mean a remedial action. Catalonia has been part of the Kingdom of Spain for centuries. Under the Spanish Constitution, it has the status of an autonomous region, on the basis of which it has specific rights. It is almost impossible for Catalans to recognize the right to external self-determination under international law, which is not favored by the Spanish Constitution. The unrest of the last decade suggests that something is not right in Spain, so any solution must be sought in theories such as the remedial right to self-determination.
