ÖZETTÜRKİYE'NİN AVRUPA BİRLİĞİ'NE KATILIM SÜRECİ BAĞLAMINDA TÜRKİYE'DE KÜRTÇE DİL HAKLARI: AVRUPA ULUS-DEVLET MODELİ VE AZINLIK HAKLARINA ELEŞTİREL BİR YAKLAŞIMDil haklarının kaydadeğer bir şekilde uluslararası gündemi meşgul etmeye başladığı Soğuk Savaş sonrası dönemden itibaren, uluslararası kuruluşlar ve Avrupa kuruluşları azınlıkların dil haklarının korunması üzerine önemli metinler yayınlamaktadır. Bu gelişme, 2000 yılından itibaren ivme kazanan Türkiye'nin Avrupa Birliği'ne katılım süreci sebebiyle Kürtçe dil haklarının güncel bir soruna dönüştüğü Türkiye'deki mevcut eğilime de denk düşmektedir. Bu çalışma, Avrupa diasporasındaki ve Türkiye'deki Kürt entelektüellerinin görüşlerini dahil ederek, bu sürecin Türkiye'deki Kürtçe dil hakları sorunu üzerindeki etkilerini incelemiştir. Avrupa diasporasında ve Türkiye'de ileri gelen Kürt entelektüelleriyle yapılan görüşmeler, bu sürece yönelik olarak Kürt dilsel topluluğunun takındığı farklı tutumları ortaya çıkarmıştır. Bu sürecin incelenmesi, azınlıkların dil haklarının korunması üzerine uluslararası ve Avrupalı mekanizmaları da sınırlayan liberal ulus-devlet söylemine içkin çelişkiler üzerine bir analizi de ihtiva etmektedir. Bu inceleme, aynı zamanda, azınlıkların dil hakları üzerine uluslararası ve Avrupalı metinlerin, dilsel azınlık toplulukların beklentilerini neden karşılayamadığını da açıklamaktadır. Bu bağlamda, bu çalışmanın kuramsal iskeleti, dile özel bir atıfla, çoğunluk ve azınlık, birey ve topluluk, kamusal ve özel alanlar arasındaki ikili karşıtlıklar üzerine yapısökümcü bir analiz yardımıyla, dil haklarının sorunsallaştırılmasına hasredilmiştir. Böylece bu çalışma, Avrupa diasporasındaki ve Türkiye'deki Kürt entelektüellerinin Türkiye'deki Kürtçe dil hakları sorununa yönelik görüşlerini liberal ulus-devlet felsefesi ve azınlık hakları üzerine eleştirel bir analizle bağlantılandırarak, milliyetçi söyleme yönelik yakın dönem eleştirel yaklaşımlarla ilişki kurmaya çalışmıştır. ABSTRACTKURDISH LINGUISTIC RIGHTS IN TURKEY WITH REFERENCE TO TURKEY'S ACCESSION PROCESS TO THE EUROPEAN UNION: A CRITICAL APPROACH TO THE EUROPEAN MODEL OF NATION-STATE AND MINORITY RIGHTSInternational and European organisations have issued significant documents on the protection of the linguistic rights of minorities since the beginning of post-Cold War era, when the question of linguistic rights has started to remarkably occupy the international agenda. This development has been matched by a parallel trend in Turkey, where the Kurdish linguistic rights have become a topical issue since 2000 due to the acceleration of Turkey's accession process to the European Union. This study examines the implications of this process on the question of Kurdish linguistic rights in Turkey through the inclusion of the views of Kurdish intellectuals in European diaspora and Turkey. The interviews conducted with the prominent Kurdish intellectuals reveal the diversity of standpoints that the Kurdish linguistic community takes with regard to this process. The examination of this process also includes an analysis on the contradictions within the liberal nation-state discourse, which delimits the international and European mechanisms for the protection of the linguistic rights of minorities. This examination explains why the international and European documents on the linguistic rights of minorities cannot meet the expectations of the linguistic minority communities. In this sense, the theoretical backbone of this study is devoted to the problematisation of linguistic rights with the help of a deconstructivist analysis on the binary oppositions between the majority and the minority, between the individual and community, and between the public and private spheres with a special reference to language, which has been a significant constituent of the liberal nationalist discourse. Therefore, this study tries to become involved in contemporary critical approaches to the nationalist discourse through connecting the views of the Kurdish intellectuals in European diaspora and Turkey on the question of Kurdish linguistic rights in Turkey with a critical analysis on the liberal nation-state philosophy and minority rights.

Bu çalışmada siyasal mesajların tasarımında dilsel öğelerin kullanımının önemli bir etkiye sahip olduğu varsayımından hareketle 16 Nisan 2018 Referandumunda üretilen siyasal iletiler üzerine karşılaştırmalı bir analiz gerçekleştirilmiştir. Bu bağlamda ilk bölümde siyasal iletişim olgu ve süreci üzerinde durulmuş; ikinci bölümde ikna ve ikna edici iletişim süreci detaylıca ele alınarak iknaya giden yolda dilsel öğelerin ve retorik unsurların nasıl bir rol oynadığı açıklanmaya çalışılmıştır. Çalışma sonucunda analize konu olan Binali Yıldırım ve Kemal Kılıçdaroğlu'nun konuşmalarında dilin ve dilsel öğelerin kullanımı açısından anlamlı farklılıklar tespit edilmiştir. --- Based on the assumption that the use of linguistic elements has an important influence on the design of political messages in this study, a comparative analysis of the political messages produced in the Referendum of April 16, 2018 was carried out. In this context, the first part focuses on the phenomenon and process of political communication; In the second part, the persuasion and persuasive communication process has been studied in detail and tried to be explained how the linguistic and rhetoric elements play a role on the way to persuaion. In the third part of the study, a comparative analysis was made on the political messages produced during the April 16 Referendum campaign process in the light of the concepts and theories covered in the first two chapters. In the end of the study, significant differences were found in the use of language and linguistic items in the stump speeches of Binali Yıldırım and Kemal Kılıçdaroğlu

Belçika, Lijphart'ın teorisyenliğini yaptığı oydaşmacı demokrasinin en güzel örneği olarak gösterilen ülkesi iken, ülkede baş gösteren siyasi sıkıntılar bunun böyle olmadığını ortaya çıkarmıştır. Gerçekte Belçika'da olan yüzyıllardır süren bir mücadelenin ve dilsel özgürlük çabalarının günümüze kadar ulaşan yansımalarından başka bir şey değildir. Belçika, Flamanlar ve Volanlar adı verilen, Flamanca ve Fransızca konuşan iki büyük toplumun federal bir devlette yaşadığı bir ülkedir. Ülke tarihi bu iki dil grubunun birbirleriyle olan demokratik hak talebi mücadeleleri ile şekillenmiştir. Bu mücadeleler dilsel özgürlükler üzerinedir. Mücadeleler o kadar güçlü olmaktadır ki, siyasi hayatına üniter bir devlet olarak başlayan Belçika, 1970 yılında federal devlete dönüşmüştür. Ayrıca dil ile ilgili haklar bağlamında da defalarca anayasal değişiklik yapılmıştır. Bu değişimlerden dolayı bazıları, sistemin konfedere bir yapıya dönüşeceğini hatta bunun iki tarafın bağımsızlığına kadar varabileceğini iddia etmektedirler. Başlangıçta toplumun gerilimli alanlarını aşmak ve topluluklara dilsel özgürlüklerini kazandırmak için uygulanan oydaşmacı model, Belçika'nın üniter devletten federal yapıya dönüşmesine neden olmuştur. Oydaşmacı demokrasinin ülkeyi birlikte tutmaya ne zamana kadar gücü yetecektir bilinmez ama yakın zamanda bir ayrılık beklemek de yanlış olacaktır. Bu bağlamdan çalışmanın konusu oydaşmacı modelin özellikleri ve Belçika'daki uygulamalarının araştırılması, amacı ise Belçika'daki sorunların oydaşmacı demokrasi ile ilintisinin incelenmesidir. ; While Belgium was shown as the best example of Lijphart's model of the consociational democracy, political troubles in the country have revealed that this is not the case. In fact, what is happening in Belgium is nothing more than the reflections of centuries of struggle and linguistic freedom efforts that have reached today. Belgium is a country where Flemings and Walloons -Flemish and French-speaking communities- live in the form of a federal government. The history of the country has been shaped by the struggles of these two language groups against each other for democratic rights. The main focus of these struggles is on linguistic freedoms. The struggles are so strong that Belgium, which began its political life as a unitary state, with the constitutional changes that were made in 1970, was separated into linguistic areas and started to apply the power sharing feature of the consociational democracy model properly. The country became a federal state as a result of the constitutional reform in 1993. Besides, constitutional amendments have been made several times in the context of language rights. Because of these changes, some argue that the system could turn into a confederation, and even reach the independence of the two sides. It is not known how long the consociational democracy, which was initially applied in order to transcend the tensioned areas of society and in order to give linguistic freedom to communities, will manage to hold the country together, however, it would be wrong to expect a separation in the near future. In this context, the subject of the study is to investigate the characteristics of the consociational model and its applications in Belgium. Its aim is to examine the relevance of the problems in Belgium to consociational democracy.

This study examines the complex dynamics of communication in the changing field of journalism influenced by the use of media. It specifically focuses on how thoughts and perceptions are expressed in this evolving landscape. Information and communication technologies significantly influence journalism by rapidly disseminating news, updates, and societal impacts. Utilizing critical discourse analysis, the study aims to reveal systematic language usages and uncover latent meanings beyond news texts. Focused on the 2023 Turkish Presidential Election, news texts from four prominent international newslets Al Jazeera, BBC, CNN, and Euronews are analyzed. The comprehensive analysis of international media coverage investigates the interplay of linguistic and thematic choices in shaping narratives. With a dual focus on macro and micro levels of discourse, the study uncovers diverse approaches among foreign media outlets. Each outlet adopts a distinctive thematic approach at the macro level, emphasizing key figures and sociopolitical contexts. Al Jazeera spotlights competition, BBC underscores post-election polarization, CNN focuses on Erdogan's victory, and Euronews provides insights into national challenges. Visual elements, like photographs, contribute significantly to framing events, offering nuanced political messaging. Micro-level analysis explores linguistic choices, syntax, and rhetoric, emphasizing the active voice to underscore leaders' agency. Deliberate use of the passive voice in presenting election results maintains a neutral tone. The way sentences are structured and the cause-and-effect connections help readers understand political developments by providing context. The study underscores the importance of media literacy in decoding political event representations, emphasizing the multifaceted complexities of media discourse.
In this article, I will address the topic of the Turkish minority in Bulgaria in the interwar period through the interpretive lens of the "linguistic" or better " alphabetic" fights,(1) placed in the context of the "Latinization" processes taking place in the wide Eurasian space, as well of the post-imperial sociopolitical dynamics.(2)To this aim, I describe the interesting and little known case of the writing practices of the Turkish community in Bulgaria in the period between the two world wars. In particular, I take into account the repercussions of Atatiirk's alphabetical reform in Bulgaria, demonstrating how the adoption of the Latin alphabet in Turkey represented a significant challenge for the country, triggering the fears of both the Bulgarian authorities and of the more conservative factions of the local Turkish community. In this context, I analyze the attitudes towards the Arabic and the Latin alphabet employed to write the Turkish language in the Balkan country, illustrating the reasons for the prohibition of the Turkish Latin alphabet, in an unprecedented combination of interests between Bulgarian authorities and Islamic religious leaders. I will try to show how in that specific historical moment, writing systems, far from being "neutral" communication elements, lent themselves to various manipulations of an ideological and political nature.My paper does not intend to represent a comprehensive contribution to the analysis of the complex subject of this community's religious or political identity, but it rather aims to shed light on the limitations faced by the Turks of Bulgaria in terms of their linguistic rights in a period when other communities in Southeast Europe were encountering similar difficulties.(3)

The corpora have extensive metadata, including aspects of the parliament; the speakers (name, gender, MP status, party affiliation, party coalition/opposition); are structured into time-stamped terms, sessions and meetings; with speeches being marked by the speaker and their role (e.g. chair, regular speaker). The speeches also contain marked-up transcriber comments, such as gaps in the transcription, interruptions, applause, etc. Note that some corpora have further information, e.g. the year of birth of the speakers, links to their Wikipedia articles, their membership in various committees, etc. The corpora are encoded according to the Parla-CLARIN TEI recommendation (https://clarin-eric.github.io/parla-clarin/), but have been validated against the compatible, but much stricter ParlaMint schemas. This entry contains the linguistically marked-up version of the corpus, while the text version is available at http://hdl.handle.net/11356/1388. The ParlaMint.ana linguistic annotation includes tokenization, sentence segmentation, lemmatisation, Universal Dependencies part-of-speech, morphological features, and syntactic dependencies, and the 4-class CoNLL-2003 named entities. Some corpora also have further linguistic annotations, such as PoS tagging or named entities according to language-specific schemes, with their corpus TEI headers giving further details on the annotation vocabularies and tools. The compressed files include the ParlaMint.ana XML TEI-encoded linguistically annotated corpus; the derived corpus in CoNLL-U with TSV speech metadata; and the vertical files (with registry file), suitable for use with CQP-based concordancers, such as CWB, noSketch Engine or KonText. Also included is the 2.0 release of the data and scripts available at the GitHub repository of the ParlaMint project.

Youtube, artan içerik üretimi ile farklı alanlara ilgisi olan birçok genç için önemli bir kaynak durumundadır. Youtube'un kısa ve kolay bir şekilde içerikleri çok sayıda kişiye ulaştırması ve platformun içerik üreticilerini maddi olarak desteklemeye başlaması ise birçok genci Youtube içerik üreticisi olmaya teşvik etmektedir. Youtuberlığın bir meslek haline gelmesi ile birçok Youtuber gündelik hayatın bir parçası olarak gençlerin yaşamlarına dahil olmaya başlamıştır. Artan internet ve sosyal medya kullanımı ile de paralel şekilde gençlerin Youtuberlarla kurduğu bağlar ve onlardan etkilenme düzeyleri giderek artmaktadır. İçeriklerle birlikte içerik üreticileri olan Youtberların da gençlerin hayatına dahil olması birçok sosyolojik ve psikolojik soruna neden olabilme riski taşımaktadır. Makalede, gençlik sorunları üzerine yapılan araştırmaların işaret ettiği yozlaşmış kimlik, topluma uyum sorunları, gelecek korkusu gibi meseleler üzerine fazla Youtube kullanımının ve Youtuberların sunduğu içeriklerin paralel bir ilişkisi olduğu tespit edilmiştir. Çalışma literatür taraması, anket çalışması ve Linguistic Inquiry and World Count (LIWC) programı ile içerik analizi olmak üzere metodolojik veri üçlemesi modeli ile hazırlanmıştır.
1980'li yılların sonuna doğru yaşanan gelişmeler, Sovyet Sosyalist Cumhuriyetler Birliği'nin dağılmasına ve birçok yeni devletin bağımsızlıklarını kazanmasını yol açmıştır. Bu devletlerden Azerbaycan, Kazakistan, Özbekistan, Türkmenistan ve Kırgızistan, Türkiye ile tarih, köken, dil ve din bakımından ortak noktalara sahiptir. Bağımsızlık sonrasında bölgede bir entegrasyona dair fikirler telaffuz edilmeye başlanmıştır. Birçok teorisyen, bölgede oluşan boşluk sonrasında dünya siyasetinde Avrasya'nın gelecekte üstleneceği role dair çıkarımlarda bulunmuşlardır. Tüm bu gelişmeler, Avrasya ve Orta Asya'da birçok uluslararası oluşumu da beraberinde getirmiştir. Bu, Avrupa Birliği'ne entegrasyon sürecinden geçen Türkiye için de bir fırsat olarak algılanarak, bağımsızlığını yeni kazanmış Türk Cumhuriyetleri ile ekonomik, siyasi ve kültürel ilişkilerini geliştirmesi beklenmiştir. Türkiye, rasyonel ilişkiler kurabilecek ve gerekli girişimleri yaparak bütünleşme senaryolarını lehine kullanabilecek midir? Diğer taraftan Rusya Federasyonu için, Avrasya bölgesinin ve Orta Asya devletlerinin doğal zenginliklerinden faydalanmak ve bu avantajı diğer küresel güçlere kaptırmamak önemli hedeflerden biridir. Bütün bu olgular çerçevesinde bölgenin gelecekte nasıl şekilleneceği ile ilgili analizler önem arz etmektedir. ; The developments in international politics towards the end of 1980's, finally lead to the dissolution of the Union of Soviet Socialist Republics (USSR) in 1991 and as a consequence, new independent states have emerged in Eurasia. Among these states, Azerbaijan, Kazakhstan, Uzbekistan, Turkmenistan and Kyrgyzstan had common historical, ethnic, religious and linguistic ties with Turkey. After gaining independence, ideas on regional integration has been started to be discussed. Many doctrinaires developed arguments on the more effective role of Eurasia countries on regional and world politics and concluded that the authority gap would be filled by these states. These new political movements and existence of new states also lead to the foundation of new International Organizations in Eurasia and Central Asia. On the other hand, for Turkey who is on the way through the integration process to European Union, these developments have been considered as new opportunities. Based on the historical and geographical ties of Turkey with the region, the country was expected to develop economical, political and cultural relations with new independent Turkic republics. Could Turkey benefit from this new status, set up rational relations and take political actions for the realization of integration scenarios with these new states? On the other hand, it is crucial for Russian Federation to take advantage of the entire natural resources of Eurasian and Central Asian countries, and not to lose this favourable position against the other global powers. USA, who is considered as the only super power according to some perspectives, also adopts a policy for controlling all natural gas reserves, petroleum and energy sources in the region, and this policy is implicitly weakening the possible Eurasia Union scenarios. In the course of time, the region has become like a "chess board", on which the global powers play strategy games. Considering the security problems and the ethnic conflicts between the Eurasia states and especially the Central Asian states, it can be said that any possible integration in the region is becoming more difficult day by day. Therefore, the analyses regarding how the region will be reshaped have a great importance.

ÖZET1950'li yıllar, Türk toplum yapısında önemli değişiklikleri meydana getiren hareketli yıllardı. Yüzyıllar boyunca tarıma, toprağa, bağlı bir hayat sürdüren Anadolu köylüsü bu yıllarda kırdan kente yoğun bir şekilde göç etmeye başladı. Türk toplumu aradan yaklaşık on yıl geçtikten sonra sınır ötesi göçle tanıştı. 12 kişilik teknisyen grubuyla F. Almanya'ya başlayan göç B. Avrupa ülkelerinin işgücü çağrısı sonucu farklı bir boyut kazanmaya başladı.30 Ekim 1961 tarihinde F. Almanya ile yapılan "İşçi Mübadelesi Anlaşması"nı, 1964 Avusturya, Hollanda ve Belçika ile 1965'te Fransa ve 1967'de İsveç ile yapılan sözleşmeler izledi. Böylece İkinci Dünya Savaşı'ndan büyük zararla çıkan Avrupa Devletleri'nin bozulan sosyal ve iktisadi düzenlerini yeniden düzeltmek için ihtiyaç duyulan işgücü açığına karşı bulunan çözüm, hukuki bir dayanağa kavuşturulmuş oldu. Ancak ikili anlaşmaların temelinde bu sınır ötesi göçün geçici olduğu kanaati hakimdi. Türkiye'den Batı Avrupa'nın gelişmiş ülkelerine yönelen işgücü göçü, bu sınır ötesi göçün resmen durdurulduğu dünya petrol krizinin yaşandığı 1973 yılına kadar sürdü. Bu süre zarfında bir milyona yakın Türk işçisi Batı Avrupa Ülkeleri'ne yerleşmiş oldu. Avrupa göçünün ardından 30 yıldan fazla bir süre geçtikten sonra bu rakam üç milyonun üzerine çıkmış oldu. Farklı toplumların bir arada yaşaması sonucu gerek göçmenlerin bulundukları ülkelerden gerekse kendi ülkelerinin düzenlemelerinden kaynaklanan bazı problemler ortaya çıkmaktadır. Bu problemler; çifte vatandaşlıktan bedelli askerliğe, oy kullanmadan çocukların eğitimine, yabancı düşmanlığından ailevi sorunlara, dil sorunundan kültürel kimlik sorununa kadar büyük bir yelpazeyi kapsamaktadır. Ortaya çıkan bu problemlerin çözümü kuşkusuz işgücüne ihtiyacı olan ve işgücü veren ülkelerin ortak bir takım düzenlemeleri sonucu çözülecektir. ABSTARCTThe 1950's were dynamic years that brought significant changes in the structure of Turkish society due to internal and external migration. Turkish villagers whose lives for centuries depended on farming and agriculture began to migrate from rural to urban areas in massive numbers. Then, after nearly a decade or so, the Turkish society met with a new migration phenomenon, that was migration outside of national boundaries.This new migration pattern, starting first with moves to the Federal Republic of Germany, acquired a new dimension after calls for labor force coming from the Western European countries.The Labor Exchange Treaty signed between Turkey and the Federal Republic ofGermany, dating back to 31 October 1963, was followed by other agreements made with Austria (1964), Holland and Belgium (1965), and France and Sweden (1967). In this way, the solution developed for the problems regarding labor deficit that was challenging most European states' damaged social and economic order after the 2nd World War, attained a legal foundation. And after thirty years or so, of the labor moves to Europe, this number exceeded 3 millions.The coexistence of different communities and togetherness of emigrant populations brings about certain problems stemming from both the regulations of mother countries and of emigrated ones. These problems range from double citizenship to voting rights of minorities, growing enmity against foreigners, social accommodation problems in emigrant peoples, linguistic issues, and to cultural identity concerns. Resolution of all these problems becomes possible only through developing common regulations mutually agreed and shared by both those countries in need of foreign labor force and those providing this need.

Böyle bir ortamda İsmail Gaspıralı gazetesi Tercüman vasıtasıyla dil birliği ve temel eğitimde ilk adımları atarak koyu bir taassup, asimilasyon gibi engellere rağmen Rusya Müslümanlarının uyanmasında büyük rol oynadı. Rus-Japon savaşının sonuçları Rusya içindeki huzursuzluğu ziyadesiyle arttırmıştı. İmparator II. Nikola 1905 ihtilâlinin şiddetini azaltmak maksadıyla ödün vermeye başladı. Çeşitli hak ve hürriyetler tanınmasının yanı sıra rejim değişikliğine de gidildi. At the end of the nineteenth century, the Muslims of Russia lived in various parts of Russia under different administrative status. Although they belonged to the same ethnic background and belief, they were aware of each other to a limited degree due to lack of effective means of communication and transportation. Their dialects differed from each other while in general they had a low degree of education. In such an environment, Ismail Gaspirali's newspaper Tercüman played a very important role in the awakening of the Muslims of Russia by taking primary steps in linguistic union and fundamental education although he confronted with the obstacles such as fanaticism and assimilation policies of the Czarist government. The results of Russo-Japanese War increased the existing dissatisfaction within the Russian Empire. Emperor Nicolas II felt to compromise with the requests in order to relieve the pressure of circumstances of the 1905 Revolution. He accepted to give some rights and freedoms while Constitution was introduced. In this process of change, the Muslims of Russia had a chance to know each other through three Congresses they organized. They also and began to express themselves in political platform by organizing the party called the Union of the Muslims of All-Russia. In the beginning, most of their requests for freedom of expression and equality found positive responses. The legal discrimination against the Muslims were removed to a certain degree and the Muslims of Russia continued to seek their rights further as equal citizens of Russia. In their meetings they organized the party of Muslim Fraction and collectively they pursued religious, economic, cultural and political rights. However, their requests were not accepted by the Czarist government, except the problems related with the equality, religion and education. Especially, the problems of territory remained unsolved, and therefore, the Czarist government closed the First National Assembly with the excuse of going to referendum and then cancelled the Second National Assembly because of the Leftist revolutionary activities. A reactionary movement was set in and pro-government Rightists dominated over politics in the Third National Assembly. Although Muslims of Russia did not gain much to solve the territorial and migration issues, they succeeded to form a national identity and equal status with Russians and, to a limited degree, gained socio-political advantages through their activities took place between 1905 and 1907.

ÖZETBu tez, Adalet ve Kalkınma Partisi dönemi dış politikasının söylemler üzerinden nasıl inşa edildiğini temel alan kavramsal çerçeveden hareketle, AKP yönetici elitinin Türk dış politikasında ortak tarihi ve kültürel referanslar üzerinden ürettikleri "düzen kurucu" ve "sorun çözücü" söylemin bölgesel çatışmalarda nasıl yorumlanarak inşa edildiğini araştırmaktadır. Bu çerçevede, 2008 yılındaki "Gürcistan-Rusya Savaşı" ile 2008 "İsrail ile Filistin arasında yaşanan Gazze Savaşı" örnek olayları çerçevesinde bir araştırma yapılmıştır. Araştırma konusu olarak bu iki ayrı bölgesel çatışmanın seçilmesinin nedeni, aynı dönemlerde birkaç ay arayla ancak birbirlerinden farklı bölgesel coğrafyalarda yaşanan krizlere karşı Türkiye'nin "sorun-çözücü" ve "düzen kurucu" söylemlerinin işlerliğinin nasıl yansıtıldığını anlamaya çalışmak olmuştur. Bu amaçla ilk olarak, Dış Politika kavramı incelenmiş ve Dış Politika Analizinin tarihsel gelişimi ortaya konulmuştur. Temel olarak birey, devlet, sistem olmak üzere üç analiz düzeyine değinildikten sonra, yöntem olarak söylem analizi yapılacağı için temel analiz düzeyi birey olarak ele alınmıştır. Ancak, söz konusu bireylerin rasyonel varsayılması, sosyal bağlamdan kopuk, inanç, algılama, istek gibi nitelikleri görmezden gelinerek mekanik bir sürecine oturtulması sonucunu da beraberinde getirebilir. Bu sebepten, birey odaklı analiz temele alınmakla beraber, sosyal yapıları da bir ölçüde analize dahil eden bir yaklaşım ortaya konulmuş, birey düzeyinin başat olduğu çok düzeyli yaklaşım izlenmiştir. Kuramsal zeminde Dış Politika çalışmalarını anlamak adına ise Realizm, Liberalizm, İnşacılıktan bahsedilmiş, teorik çerçeveyi ise sosyal olgu olarak tanımladıkları dış politikayı dilsel analizler üzerinden inceleyip anlayan Post-Yapısalcılık oluşturmuştur.Daha sonra bu kavramsal çerçeveden hareketle, AKP'nin bir parti olarak dış politika konusunda hangi söylemler üzerinde durduğu ve söylemler altında nasıl bir tutum izlediği araştırılmıştır. İlk olarak Türkiye'nin AKP döneminde "değiştiği" varsayılan dış politikasında kendine hangi rolleri biçtiği, bu rollerin toplumun değişik kesimlerinden kabul görmesi için hangi söylemsel pratiklerin kullandığı ortaya çıkartılmıştır. Ardından, post-yapısal söylem analizi yöntemiyle, Gürcistan ve Gazze krizleri bağlamında, dış politika yapıcı elitlerinin ürettikleri söylemle kavramlaştırma, benzetme, ötekileştirme veya metaforları kullanarak çatışmaların nasıl algılanacağını belirlediği ve iletişimi kendi belirledikleri söylem üzerinden yürüttükleri tespit edilmiştir. Sonuç olarak, araştırılan örnekler, uluslararası aktörler arasındaki ilişkilerin ve uluslararası konjonktürün Türkiye'nin dış politika tepkilerini şekillendirmede oldukça etkili olduğunu ve söylemsel düzenlemelerin kurucu söylemden nispeten bağımsız olduğunu göstermiştir.ABSTRACTWith the conceptual framework based on how foreign policy was constructed by discourses during JDP term, this thesis analyses how "problem-solver" and "order-builder" discourses, which were designed on common historical and cultural references by JDP ruling elite, were constructed in regional conflicts by interpretation. In this context, Georgia-Russia War (2008) and Gaza War between Israel and Palestine (2008) were researched as a case study. The reason and the aim of choosing of these two different regional conflicts as a research topic is to understand how "problem-solver" and "order-builder" rhetorics were formed and reflected in those two regional conflicts which emerged out in different regional geographies almost in the same period. For this purpose, firstly, the concept of Foreign Policy was defined and the historical development of Foreign Policy Analysis was analysed. After mentioning three levels of analysis as individual, state, and system, the basic level of analysis was taken as an individual since discourse analysis would be applied as a method. However, the assumption of the individual as a rational actor could bring about a result of fitting into a mechanical process through ignoring such qualities as social context, belief, perception and desire. Therefore, although individual level of analysis will be centered on, it was put forward an approach involving analytical analysis of social structures in a certain extent; and a multi-level approach was conducted in which the individual level was the principal one. In order to understand foreign policy studies, Realism, Liberalism, Constructivism were mentioned, and as a theoretical framework Post-Structuralism was used which examines and understands the foreign policy as social phenomena through linguistic analysis.Then within this framework, JDP's foreign policy discourses and its attitude under those discourses were examined. Firstly, it was found out that which roles were designed for foreign policy that was considered as "changed" under JDP rule , and which discursive practices were used for acceptance from different segments of society. Then, in the context of Georgia and Gaza crises, by using post-structural discourse analysis method, it was understood the fact that the foreign policy-making elites have determined the perception of the conflicts by using conceptions, analogies, otherings, or metaphors in their discourses, and they have conducted communication according to their own discourses. In conclusion, these examples showed that the relations among international actors and the international conjuncture were effective factors in shaping Turkey's foreign policy responses and discursive arrangements were relatively independent from constitutive discourse.

Çünkü meşruiyet simgesel olarak zihinlerde oluşturulmaktadır. Bu bağlamda linguistik ve semiotik önem kazanmakta, hedef kitlede iktidarın, kurumun vb. meşru olduğuna dair bir tür algı yönetimi yapılarak, zihinsel mekanizmalar işletilmekte ve meşruiyet tesis edilerek devamlılık ve toplumsal onay sağlanmaktadır. Bu model çerçevesinde yönetim sistemlerinin meşruiyeti incelenerek, hangisinin Türkiye için daha uygun olduğunun analiz edilmesi amaçlanmıştır. Multiculturalism means that all ethnic, cultural, linguistic, racial, religious, and / or individual differences in a society are freely expressed and recognized in the political and public arena. The main distinction that distinguishes multiculturalism from pluralism is that it wants to apply the principles such as democracy, individualism and universal equality of people idealized by the twentieth century, not because of individual differences, but because of these differences. The concept of multiculturalism, which is a political stance in the political sense and multiculturalism, which describes more than one cultural situation in society, is part of a liberal culture that considers the least to be a state influence, but it also transfers responsibility for minority rights to the state. The greatest problem of multicultural understanding reflected in Europe is observed in non-resident communities. The stagnant structure of the European Union, which is based on welfare sharing and unemployment today, causes the multicultural system of the Union to go bankrupt. There is a strong link between globalization and the development of the propaganda opportunities of terrorist organizations, which in turn triggers racism and xenophobia, and therefore the multiculturalism connected with identity politics. The work of multiculturalism is not only spoken by right-wing or conservative politicians, but by all mainstream parties. When these considerations are combined, especially in Europe, It has fueled xenophobia at an unprecedented level after World War II. At least at the level of Europe's developed countries, the relationship between European states and guest workers working in these states has become a phenomenon neglected by multiculturalism, based on a mutual volatility (supply-demand) balance.
