A comparative analysis of two leading European higher education modernization strategies: the Bologna Process and the Lisbon Strategy of the European Union. In the context of finding out trends in European higher education, the main directions of reforming pedagogical education in the region are described.
The article entitled "The implementation of economic innovation processes in the Polish economy within the European Union" focuses on the determinants of the socio-economic development of the country, which is economic innovation. It resulted in numerous civilizational changes in the Polish national economy, especially after Poland's accession to the European Union. It turned out that it belongs to those factors which in recent years have marked the development path of our country. Hence, after identifying its concept, an attempt was made to recognize the impact of the processes which constitute it on economic competitiveness and to assess the effects of economic innovation on socio-economic changes in the country. As a result of this decision, numerous civilizational changes took place in the Polish national economy. The issue of innovation has been part of the group which in recent years has marked the development path of our country. Poland has joined the process of implementing a common strategy for supporting innovation and competitiveness. Its principles were laid down in the "Lisbon Strategy" for the first decade of the 21st century and for the Europe 2020 strategy for 2010-2020. Taking into account the problem of economic innovativeness in the context of the title of the target article, it becomes closer to its essence by identifying its concept, recognizing the impact of its processes on economic competitiveness, and assessing the effects of economic innovations on socio-economic changes in the country during the period of Poland's integration with the Union European.
У статті проаналізовано різні підходи до визначення поняття модернізація вищої освіти, окреслено ключові характеристики та складові досліджуваного явища, з'ясовано основні чинники, що зумовлюють розвиток модернізаційного процесу в галузі вищої освіти, розглянуто головні стратегії модернізаційних змін у європейській вищій освіті, а також встановлено суб'єкти даного процесу. Особливу увагу приділено дослідженню відмінностей між такими основоположними поняттями, як модернізація, трансформація, інновація, нововведення та реформування в галузі вищої освіти з метою уникнення некоректного використання основних термінів у подальшій науковій роботі. ; Implementation of common European educational standards and principles in the context of current requirements of the knowledge-based society and economy, on the one hand, and establishment of the European Higher Education Area as a result of the Bologna process, on the other, cause further modernization of the European higher education national systems. According to the main Bologna documents all actors in the sphere of higher education, including students, should be involved into this process. However, in our opinion, the research in this area is rather complicated by the fact that the concept of higher education modernization is put into scientific and practical usage without sufficient theoretical studying, since neither criteria nor clear characteristics of this phenomenon, which determine its meaning, are specified in normative documents or scientific resources. In the article various approaches to defining higher education modernization as a concept are analyzed, key features and components of this phenomenon are defined, main factors contributing to the development of the higher education modernization process are studied, as well as the major actors of the European higher education modernization. Special attention is paid to the study of differences between such basic notions as modernization, transformation, innovation and reformation in the higher education area in order to avoid misuse of the main terms in further scientific research. As a result of the conducted research study, it should be emphasized that the multiplicity of approaches that exist in modern science not only provide the studied phenomenon with different meanings but also create a major obstacle in determining the effective actions for its realization. Having analyzed various interpretations of modernization in general and modernization of higher education in particular, in this article we make an attempt to give our integrative definition of this basic concept. Thus, modernization of higher education is a complex multidimensional holistic process of converting the whole system characterized by functional differentiation of the education content and the transition from vertical to horizontal connections between system components, which is caused by a set of factors and above all – emerging needs of the modern society.
The article shows the importance of innovative factors for obtaining economic benefits, substantiates the need to develop conceptual foundations for efficient use of the innovation system in the economy of the European Union. This condition is determined by many indicators and indicators and requires economic justification and scientific analysis. In addition, it should be borne in mind that this is one of the important components of the concept of the national economy, among others - political, social, informational, environmental and others. The global economic crisis has confirmed that competitive enterprises in crisis are those industrial enterprises that actively use innovation in their activities. Because in countries with high economic and innovative development, it is the introduction of innovation that is an important factor in ensuring stable long-term economic growth. Back in the late 1990s, EU experts identified eight areas of scientific and technological development that were identified as paramount to ensuring socio-economic progress in the countries of the community. The Lisbon Strategy for EU Development, adopted in 2000, aims to build by 2010 the most competitive dynamic knowledge-based economy. The end result of this strategy was to achieve record-high economic growth, the fullest possible approximation to full employment and social justice. However, as early as 2005, the Council of Europe considered the results of the Lisbon Strategy for 5 years and found that it had not been implemented. The European Community concludes that the importance of social problems is extremely important and their resolution makes it possible to achieve economic goals. The renewed Lisbon Strategy focuses on knowledge, innovation and the optimization of human capital. Є The goals are to create jobs in the EU and to boost economic growth through investment in human capital. In 2007, the paper "Scientific Europe in the Global World" identified the main areas of social life that are expected to be the most in demand for R&D and, accordingly, the contribution of science and new technologies to 2020: employment in a globalized world; health, nutrition, climate change, sustainable growth and the environment. Therefore, European experts have proposed a new concept of "key technologies" - as technologies that are able to answer above all the major social challenges, the solutions to which are the basis of economic transformation. In return for these goals, the new 10-year Strategy 2020, which emerged in the post-crisis era, aims to achieve employment, productivity and social cohesion. In order to specify the objectives of the 2020 Strategy, the EU identifies 7 priority areas of activity, which aim at combining the solution of economic and social problems. Economic growth remains the key task, and in the social plane, the objectives of the 2020 Strategy cover a wide range of problems. ; У статті показано значення інноваційних чинників для отримання економічних переваг, обґрунтовується необхідність розробки концептуальних засад ефективного використання інноваційної системи в економіці Європейського Союзу. Цей стан визначається багатьма індикаторами та показниками й потребує економічного обґрунтування та наукового аналізу. Крім того, варто врахувати, що це одна з вагомих складових поняття національна економіка, поруч з іншими – політичними, соціальними, інформаційними, екологічними та іншими. Світова економічна криза підтвердила те, що конкурентоспроможними в кризових умовах є ті промислові підприємства, які активно застосовують у своєї діяльності інновації. Оскільки в країнах з високим економічного та інноваційного розвитку саме впровадження інновацій є важливим фактором забезпечення стабільного довготермінового економічного зростання. Ще в кінці 1990-х років спеціалісти ЄС виділили вісім напрямків науково-технічного розвитку, які визначались першочерговими для забезпечення соціально-економічного прогресу в країнах спільноти. Прийнята в 2000 р. Лісабонська стратегія розвитку ЄС поставила ціль – побудувати до 2010 р. найбільш конкурентоспроможну динамічну економіку, засновану на знаннях. Кінцевим результатом цієї стратегії вбачалось досягнення рекордних темпів економічного зростання, максимального наближення до повної зайнятості та соціальної справедливості. Однак вже в 2005 р. Рада Європи розглянула результати Лісабонської стратегії за 5 років і констатувала невиконання наміченого. Євроспільнота приходить до висновку, що значущість соціальних проблем є надзвичайно вагомою і їх вирішення уможливлює досягнення економічних цілей. В оновленій Лісабонській стратегії основний наголос зроблено на знання, інновації та оптимізацію людського капіталу . ЇЇ цілями стає створення робочих місць в ЄС і нарощування потенціалу економічного зростання за допомогою інвестицій в людський капітал. В 2007 р. в документі «Наукова Європа в глобальному світі» визначені основні області суспільного життя, в яких очікується найбільший попит на НДДКР і відповідно внесок науки та нових технологій до 2020 р.: зайнятість у глобалізованому світі; охорона здоров'я, харчування, зміни клімату, стійке зростання та довкілля. Тому європейські експерти запропонували нову концепцію «ключових технологій» – як технологій, здатних відповісти перед усім на основні соціальні виклики, вирішення яких є основою економічних перетворень. На зміну цим задачам нова десятилітня «Стратегія 2020», що формувалась в умовах посткризового періоду, ставить своїм завданням досягнення цілей зайнятості, продуктивності та соціальної злагоди. Для конкретизації поставлених цілей Стратегії 2020, ЄС визначає 7 пріоритетних напрямів діяльності, що передбачають поєднання вирішення економічних та соціальних завдань. Основною задачею залишається економічне зростання, в соціальній площині задачі Стратегії 2020 охоплюють значне коло проблем.
The article is dedicated to the analysis of the evolution of the educational strategy of EU in the process of its development aimed at the economic stability and security in the region. The author distinguishes key stages of the EU strategy development in the educational area and its present-day concept underlying the importance of correspondence to the requirements of economy and society. ; Цель статьи – анализ эволюции образовательной стратеги ЕС в процессе становления этого межгосударственного объединения, идея возникновения которого связана с экономической стабильностью и безопасностью в регионе. Автор выделяет ключевые этапы развития стратегии ЕС в сфере образования и ее сущность на современном этапе, подчеркивая важность соответствия потребностям экономики и общества. ; Метою даної статті є аналіз еволюції освітньої стратегії ЄС в процесі становлення цього міждержавного об'єднання, ідея виникнення якого пов'язана з економічною стабільністю та безпекою в регіоні. In the article the tools of state regulation of innovative development are widespread in economically developed countries. It is found that there are no universal development tools, each country uses its own. The peculiarities of the state policy of the EU countries in providing of innovation stability are grounded. The traditional tools of regulation of innovation resilience in EU countries and alternative ways of their use in Ukraine are analyzed. It has been determined that in order to create the most attractive place in the EU to focus on innovation sustainability processes, the Lisbon Strategy aims to create open and competitive exogenous and endogenous markets, and to improve European innovation infrastructure. The necessity of reforming the policy of state support to the processes of formation of innovative resource, R & D, and venture capital, especially for small and medium enterprises, is substantiated. There are a number of dominant ones that are inherent in the orientation of the national economy to innovative development. ; У статті розглянуто поширені в економічно розвинутих країнах світу інструменти державного регулювання інноваційного розвитку. З'ясовано, що не існує універсальних інструментів розвитку, кожна країна використовує свої власні. Обґрунтовані особливості державної політики країн ЄС щодо забезпечення інноваційної стійкості. Проаналізовані традиційні інструменти регулювання інноваційною стійкістю в країнах ЄС та альтернативні напрями їх використання в Україні. Визначено, що з метою створення в ЄС найбільш привабливого місця зосередження процесів забезпечення інноваційної стійкості Лісабонською стратегією передбачено створити відкриті та конкурентні екзогенні та ендогенні ринки, удосконалити європейську інноваційну інфраструктуру. Обґрунтовано необхідність здійснення реформи політики державної підтримки процесів формування інноваційного ресурсу, НДДКР, венчурного капіталу, особливо щодо малих і середніх підприємств. Виділено низку домінант, що є властивими при орієнтації національної економіки на інноваційний розвиток.
The article is devoted to the detailed analysis of the reasons for rejection from the EU Constitutional draft and the necessity to adopt the half-way Lisbon Treaty, explores the role of each ''Weimar Triangle'' country in the process of approval and realization of its fundamental provisions. Under the review are problems of the effective performance of the alliance ''Weimar Triangle'' in the frame of the EU and the perception of Germany as a single political leader in the region, and if this fact contributes to the further development of the European integration.The author points out that despite the numerous stages of preparation to the EU enlargement in 2004, the European community didn't succeed to avoid the institutional and governance crisis. A response to the new current challenges became the project of the EU Constitution. According to the document, the considerable part of the competences was passed to the supranational authorities, and it limited the sphere of activities of the national governments. During the referendums in France on the 29th of May and in the Netherlands on the 1st of June 2005, the Constitution project was voted down. The "old EU member-states" still had doubts in the ability to adjust the reshaped EU to the new institutional structure, because the life standards and the living conditions in the states-newcomers, were significantly below. Also the failure of the Constitution in France was caused by the uncertainty in the financial future of the EU, and entailed the incapability to make a compromise regarding to the budget 2007-2013. It meant for the EU a protracted crisis and the increasing contradictions between its participants in relation to the creation of the political alliance.In December 2006, it was taken the decision to prepare a new EU frame agreement. In this process must be stressed the undoubted significance of Germany, holding the presidency in the EU from the 1st of January till the 30th of June 2007. The new "Reform Treaty" (Lisbon Treaty) didn't have the status of constitutional document any more, but the German government included in a project the most important institutional aspects, which were essential for the effective operation of the EU structures. In such way, the context of the document was simplified and approved during the ministerial conference in 2007.After all trade-offs which were made, in the referendum in Ireland on the 12th of July 2008, more than 53% of population raised the voices against. It had a great impact on the position of the Weimar triangle state – Poland. The president, Lech Kaczyński said that he refused to ratify the Lisbon treaty, because it must be approved unanimously, and after the negative result of referendum in Ireland, the approval of Poland doesn't have any sense. Such negative attitude to the Lisbon treaty of the eurosceptic Lech Kaczyński, complicated the regulations of the states in the line of Berlin-Paris-Warsaw and posed the risks to the position of Nicolas Sarkozy, who earlier stated that the way out from the EU institutional crisis, would the main task during his presidency in EU. Only after the long negotiation process and the successful referendum in Ireland in October 2009, Lech Kaczyński signed the Lisbon Treaty, which came into effect on the 1st December.The author focuses the attention on the new stage of development in the process of the Lisbon Treaty implementation. This defining moment must have become the presidency of Poland in the EU from the 1st of July 2011. Despite the expectations, it wasn't marked by the significant achievements in the field of the extension of the integration processes. Mostly, the efforts were aimed at the development of the "Eastern Partnership" and improvement of the interrelations with Russia, what could be possible after the rise to power of Bronisław Komorowski and Donald Tusk in Poland.From the date of signature of the Lisbon Treaty has already passed more than four years, and it's fair to say that the process of realization of its provisions is not less problematic than the approval of document. The introduction of the amendments to the treaty was disrupted by the world economic crisis. Upon an initiative of France and Germany, the article 136 of the Lisbon Treaty was changed, in accordance with which was established the constant mechanism of assurance of the financial stability throughout the zone of euro.There were no important changes in the sphere of the all-European security. The small attainment is the project "Weimar Initiative", suggested by Germany, France and Poland, and aimed at the development of the EU military potential in the field of the crisis management. One of the central problems, is that the Weimar Triangle countries, and of course, the rest states-members of the EU, don't have the single development strategy of the common security policy and a lack of the coordination of actions. It highly retards the integration processes.The author comes to a conclusion that, for Poland, the rapprochement with Germany and France in a format of the Weimar Triangle is a good opportunity to realize its' political ambitions within the EU. And for the French-German tandem it is a method to demonstrate to the new members of the "European family" that their opinion is important and they have the same rights as the EU founders-states. ; Статья посвящена детальному анализу причин отказа от проекта Конституции ЕС и необходимости принятия компромиссного Лиссабонского соглашения, исследуется роль каждой из стран «Веймарского треугольника» в процессе его одобрения и воплощения в жизнь основных положений. Рассматривается вопрос эффективного функционирования объединения «Веймарский треугольник» в рамках ЕС и выделение Германии в качестве единственного политического лидера в регионе, а также способствует ли это дальнейшему развитию европейской интеграции. ; Стаття присвячена детальному аналізу причин відмови від проекту Конституції ЄС та необхідності прийняття компромісної Лісабонської угоди. Досліджується роль кожної з країн «Веймарського трикутника» у процесі її ухвалення та втілення у життя її основних положень. Розглядається питання ефективності функціонування об'єднання «Веймарський трикутник» у межах ЄС та виділення Німеччини як єдиного політичного лідера в регіоні, і чи сприяє це подальшому розвитку європейської інтеграції.
У статті схарактеризовано ключові елементи та суб'єкти використання відкритого методу координації як інноваційного механізму управління євроінтеграційними процесами у сфері вищої освіти. Окреслено спільні цілі європейської освітньої політики, що визначені Лісабонською угодою, та індикатори досягнень у рамках програм «Освіта і професійна підготовка 2010», «Освіта і професійна підготовка 2020». Виявлено інноваційні підходи до організації співпраці та взаємного навчання як елемента відкритого методу координації. З'ясовано особливості впливу доповідей Європейської Комісії та Ради Європи як інформаційно-аналітичного забезпечення відкритого методу координації на формування політичної волі до змін у європейській вищій освіті. ; The article is devoted to the analysis of the key elements and subjects of the Open Method of Coordination (OMC) as an innovative governance mechanism in the process of European higher education integration. The Lisbon Strategy objectives of the European education policy, indicators and benchmarks of the programs "Education & Training 2010", "Education & Training 2020" are characterized. Innovative approaches to pear learning as an element of the OMC are identified. The impact of information and analytical support for the OMC on the formation of the political will for change in European higher education is clarified. It is proved that an important trend in the definition of common objectives of European education policy is the consideration of interests of the region as a whole and each country individually. The use of the OMC enabled oncoming traffic of reform initiatives: a combination of «top-down» (the Council of Europe and European Commission as subjects of initiatives) and «bottom-up» (initiated by individual countries). The indicators and benchmarks of the programme «Education and Training 2020» are proved to be flexible and differentiated according to the characteristics of each EU member state. The peculiarities of the cooperation and pear learning, in particular the use of the cluster approach, which allows to attract to the interaction a wide range of stakeholders, especially representatives of political, educational and scientific communities of the EU Member States, the EC experts and non-governmental organizations are characterized. It is determined that the information and analytical support of European education policy development through the system of CE and EC reports provides considerable incentive for voluntary implementation by the EU member states of education transformations recommended by the Council of Europe and European Commission. The CE and EC reports are international comparative studies that include serious arguments, form the political will of national governments to implement reforms on the basis of agreed solutions.
The article reveals the essence of the process of Europeanization of education in Ukraine. It examines the concept of «Europeanization», analyzes the mechanisms of Europeanization («vertical» and «horizontal» Europeanization), the main political actors of Europeanization (the Council of Europe and the EU). The typology of 'Europeanization' is applied within four broad categories: as an historical process; as a matter of cultural diffusion, as a process of institutional adaptation; and as the adaptation of policy and policy processes. The article studies the mechanisms of Europeanization which are basically differentiated between 'vertical' and 'horizontal' Europeanization. Vertical mechanisms demarcate the European level where policy is defined (mainly European Union and the Council of Europe) and the domestic level, where policy is implemented. Horizontal mechanisms involve a different form of adjustment to Europe based on the market or on patterns of socialization.Europeanization is connected with the European dimension in national arenas of politics and policies: common policies (tariff union, competition regulations of the common market, monetary policy, trade) and of shared competence (social policy, agriculture etc.).In the article the main political actors in education policy - Council of Europe and EU - are analysed. The Council is determined by three fundamental democratic values: human rights, pluralist democracy and the rule of law. Themes of the Council's activities in education have focused on five areas: education policies and reforms, education for democratic citizenship, modern languages, history teaching. The European dimension includes the following issues: European identity and European citizenship; student mobility, school links and exchanges; non-formal education; intercultural education; interfaith dialogue, in-service teacher training.An overview about four broad phases in an economic and social context is presented: 1957–1971 – 'Pre-History' of Education and Training; 1971–1992 – the Foundation Years for Cooperation in Education; 1992-2000 - the Emergence of the Concepts of Lifelong Learning and KnowledgeBased Society; 2000-2006 - the Lisbon Strategy for 2010 and Lifelong Learning.The eight competences are identified which include: communication in the mother tongue; communication in foreign languages; basic competences in maths, science and technology; digital competence; learning to learn; interpersonal, intercultural and social competences, and civic competence; entrepreneurship; and cultural expression. The last part of the article is about education for sustainable development. It looks at the perspective of the EU through meeting the needs of the present generation without compromising the ability of future generations to meet their needs. ; У статті розкривається сутність процесу європеїзації освіти в Україні та наслідки її впливу на політику та державне-управління цією сферою. Досліджується поняття «європеїзація», аналізуються механізми європеїзації («вертикальна» і «горизонтальна» європеїзація), основні політичні актори європеїзації (Рада Європи та ЄС). Розглядаються чотири фази розвитку європейської освітньої політики в економічному та соціальному контексті. The reality of recent decades proves that in a constantly changing world only those societies will enjoy political, economic and social benefits that were able to accumulate and make effective use of intellectual resources as well as innovation potential of the younger generation.Analysis of the available scientific material on the issue suggests that research of youth policy models and engagement of young people to participate in political processes in Ukraine and in the countries of the European Union is an important and multifaceted problem that attracts many foreign and local government officials as well as researchers.The documents of the United Nations play an important role in the proper functioning of youth organizations in the European Union. There the concept of international policy in the youth field is clearly demonstrated with the regular recurrent appearance of the analysis of state youth policy at the international and national levels.The key events that gave rise to the development of youth policy in the European Union began in 2001 when the European Commission adopted the White Paper «A new impetus for European Youth». In March 2005 European Pact was adopted. It addresses the concerns of young people and is part of the Lisbon strategy for growth and employment. The purpose of this document is to develop youth participation in education and training, social inclusion of young people in society. Later in 2007 in its Communication «Promoting full participation of young people in education, employment and society», the Commission focused on close communication in all areas in order to create conditions for the development of the youth sector. «Youth in Action» program is a well-known program adopted in 2006 for the period 2007-2013, the purpose of which is to promote active European cooperation in the field of youth policy and strengthen youth engagement.Currently, the EU 's new strategy on the prospects of development of youth field for the period 2010-2018 «Strategy for Youth: Investing and Empowering» was adopted on November 27, 2009. It is based on the results of a constructive dialogue in which approximately 40,000 young people have participated. The Strategy identifies two main objectives of European cooperation in youth policy until 2018: a) create more equal opportunities for youth in education and employment and b) encourage active citizenship and social integration.Several models of youth policy can be singled out in the EU. They are based on certain criteria, such as: democracy, national cultural traditions and regulatory support, etc.– Universalistic model (Western Europe and Scandinavia) – is the most democratic model, which is characterized by parity level of state control of youth organizations, while providing them a wide discretion. This model emerged as a result of reorientation of youth policy in the last 10-15 years. It is still accompanied by events and activities of the youth movement. What is specific to this model is that there is no Ministry of Youth Affairs in the government.– Community model (UK) – characterized by minimal state intervention in the activities of youth organizations, based on old traditions. Only a small number of youth organizations take active part in the state building process, among them are sports, cultural and charitable organizations. Implementation of youth policy is delegated from the state to civil society.– Protectionist model (Central Europe) – the state is trying to control and set the priority objectives for youth organizations. In such states youth is a social group that needs protection, support and promotion. The main purpose of youth organizations is to lay the foundations of civil society.– Centralized model (the Mediterranean) – the involvement of the third sector and youth agencies of the local government is weak in this model, that is why youth policy is centralized, concentrated at the national level. As one can see the European experience has shown that governments are seeking their own approach to youth policy.In general, many countries have accumulated considerable experience connected with the formation and implementation of youth policy. According to how this policy is planned and implemented one can distinguish neo-conservative and social democratic model of youth policy. The essence of the first is that the government provides social assistance to those categories and groups of young people who desperately need it. The second model – the social democratic – is used in most European countries. Under this model the state takes responsibility for solving the most complicated youth problems. Both the neo-conservative and social democratic models successfully solve youth problems as is proved by the situation in developed countries.So, one can say that the models of youth policy in the European Union countries are based on their experience of developing and realizing youth policy. As for Ukraine, a relatively young state, it should be noted that the models of state youth policy are still in the initial stages of development. The task of building an effective security architecture facing the European Union is extremely important in that the approach to its solution will determine the nature of the relations between the countries in the region in the future. An analysis of the processes of building a common security and defense policy (EUSR) of the EU is impossible without addressing the interrelated problems: security in the EU with the European Union's place in the Euro-Atlantic processes and in the world at large. The development of the SPBO has a significant impact on all countries of Central and Eastern Europe, including Ukraine, which explains the relevance of its further study by national science. Until the scientific and legal literature has addressed the issue of forming and developing a common security and defense policy in the EU. In many ways, this is explained by the relatively short period of existence of the ESDC as a phenomenon, with the result that, in most cases, the study focused on considering the formation, rather than the functioning, of the ESDC mechanisms designed to prepare the EU component for further work. First of all, we are referring to studies on various aspects of the history and current activities of the European Union. In addition, the authors analyze the common issues of European security: from the problems of building security models for Europe to issues related to the activities of European regional military-political organizations on the security and interaction of European and US countries in the field of the common security and defense policy of the EU. Other authors have considered some aspects in the process of becoming an EU Security Council. However, the existing work does not allow for a holistic picture of the process of forming and developing a common foreign and security policy of the EU, in turn, the continued development of a common foreign and security policy of the EU necessitates the development of new aspects of identified issues and generalizations. In this article, the author focuses on highlighting the main stages of the EUSF formation and its importance for the effective functioning of the EU as a whole. There are four main stages in the development of the common security and defense policy: the first stage (1992-1997) is the signing of the Maastricht and Amsterdam Treaties; the second stage (1998-2002), when the EU declared its intention to form an ESDP in Saint-Malo (1998), as well as the decisions taken at the Cologne, Helsinki, Nice, Lachen summits; the third stage (since 2003), the Berlin Plus agreement was reached (March 2003). The Council of Europe adopted the first European Security Strategy (December 2003); and the final stage began with the entry into force of the Lisbon Treaty on 1 December 2009. Within this framework, the European Union is trying to adequately respond to some of the new challenges that emerge in the process of globalization, shaping European identity. Пока в научной юридической и политической литературе вопросы формирования и развития общей политики безопасности и обороны ЕС не получили достаточного освещения. В данной статье автор концентрирует внимание на выделении основных этапов формирования ОПБО и ее значении для эффективного функционирования ЕС в целом. Розвиток СПБО здійснює значний вплив на всі країни Центральної та Східної Європи, в тому числі і на Україну, що пояснює актуальність її подальшого вивчення вітчизняною наукою. Поки в науковій юридичній та політичній літературі питання формування і розвитку спільної політики безпеки і оборони ЄС не отримали достатнього висвітлення. Багато в чому це пояснюється відносно коротким періодом існування СПБО як явища, в результаті чого вивчення в більшості випадків фокусувалася на розгляді становлення, а не функціонування механізмів СПБО, покликаних підготувати дану складову ЄС до подальшої роботи. Тут, перш за все, маються на увазі дослідження з різних аспектів історії та сучасної діяльності Європейського союзу. Поруч автори аналізують загальні питання європейської безпеки: від проблем побудови моделей безпеки для Європи до питань, пов'язаних з діяльністю європейських регіональних військово-політичних організацій з безпеки і взаємодії країн Європи і США в галузі спільної політики безпеки і оборони ЄС. Іншими авторами розглянуті окремі аспекти в процесі становлення СПБО ЄС. Однак наявні роботи не дозволяють створити цілісну картину процесу формування і розвитку спільної зовнішньої політики і політики безпеки та оборони ЄС, в свою чергу, постійний розвиток спільної зовнішньої політики і політики безпеки та оборони ЄС зумовлює необхідність розробки нових аспектів визначеної проблематики та узагальнюючих публікацій. У даній статті автор концентрує увагу на виділенні основних етапів формування СПБО та її значенні для ефективного функціонування ЄС в цілому. У розвитку спільної політики безпеки і оборони можна виділити чотири основні етапи: перший етап (1992-1997 роки), це підписання Маастрихтського і Амстердамського договорів; другий етап (1998-2002 роки), коли була зроблена заява про намір ЄС сформувати ЄПБО в Сен-Мало (1998 рік), а також рішення, прийняті на самітах в Кельні, Гельсінкі, Ніцці, Лакені; третій етап (з 2003 року), були досягнуті домовленості «Берлін плюс» (березень 2003 року). Рада Європи прийняла першу Європейську стратегію безпеки (грудень 2003 року); і останній етап розпочався із з набранням чинності 1 грудня 2009 р. Лісабонського договору. В його рамках Європейський Союз намагається адекватно реагувати на деякі нові виклики, що виникають в процесі глобалізації, формуючи європейську ідентичність. The article examines the features of the institutional and legal mechanism of the Union in the field of security and defence from its founding under the Maastricht Treaty in 1992 to the current stage under the Lisbon Treaty in 2007. The legal characteristics of the EU institutions, that deals with the defence and security of Member States is provided. In particular, the activities of the European Council, the Council of the EU, the European Parliament, as well as the EU High Representative for Foreign Affairs and Security Policy were analyzed. It is established that the institutional component of the EU's Common Security and Defence Policy is characterized by the preservation of the sovereign powers of the Member States, as the development and decision-making at the highest level takes place through intergovernmental bodies of the Union. The powers of subsidiary bodies established by decisions of the EU Council are studied. The activities of the Political and Security Committee, the EU Military Committee, the EU Military Staff, the European Defence Agency, and the Committee on Civilian Aspects of Crisis Management are analyzed. In particular, the Political and Security Committee is the central executive body of the Union and a kind of "engine" of the Common Foreign and Security Policy. Especially important is his work on crisis management and finding the most optimal solutions in this direction. The EU Military Committee is the highest military body of the European Union, which manages all military activities within the EU. The EU Staff is the Union's main military expert body, tasked with early warning, situation assessment and strategic planning in line with the European Security Strategy. The European Defence Agency is a center of cooperation in the field of defence policy between Member States, EU institutions and third countries. It is noted that the EU institutional mechanism in the field of security and defence is represented not only by purely military but also by civilian structures, among which the Committee on Civilian Aspects of Crisis Management is the key. It has been found that the above institutions have sole executive powers and are not empowered to make legally binding decisions for Member States. It is concluded that one of the trends in the development of the EU institutional mechanism in the XXI century is so-called military-civil synergy, which occurs through cooperation between military and civilian structures of the Union, whose activities are aimed at achieving systematic goals in security and defence issues. ; В статье исследованы особенности институционно-правового механизма Союза в сфере безопасности и обороны от его основания по Маастрихтскому договору 1992 г. до функционирования на современном этапе на основе Лиссабонского договора 2007 г. Проведена правовая характеристика статуса учреждений ЕС, деятельность которых связана с обеспечением безопасности и обороны государств-членов. В частности, проанализирована деятельность Европейского Совета, Совета ЕС, Европейского Парламента, а также Верховного представителя ЕС по иностранным делам и политике безопасности. Установлено, что институциональная составляющая Общей политики по вопросам безопасности и обороны характеризуется сохранением суверенных полномочий государств-членов, поскольку разработка и принятие решений на самом высоком уровне происходит через межправительственные органы Союза, действующие на основе общего согласия всех стран ЕС. Исследованы полномочия вспомогательных органов, основанных решениями Совета ЕС. В частности, проанализирована деятельность Комитета по вопросам политики и безопасности, Военного комитета ЕС, Военного штаба ЕС, Европейского оборонного агентства, Комитета по гражданским аспектам кризисного управления. Обращается внимание, что институциональный механизм ЕС в сфере безопасности и обороны представлен не только чисто военными, но и гражданскими структурами, среди которых ключевой является Комитет по гражданским аспектам кризисного управления. Выяснено, что вышеуказанные учреждения имеют исключительно исполнительные полномочия и не уполномочены принимать юридически обязывающих решений для государств-членов. Установлено, что одной из тенденций развития институционального механизма ЕС в XXI веке является так называемая военно-гражданская синергия, которая происходит путем кооперации военных и гражданских структур Союза, деятельность которых направлена на обеспечение системного достижения целей в области безопасности и обороны. ; У статті досліджено особливості інституційно-правового механізму Союзу у сфері безпеки і оборони від його заснування за Маастрихтським договором 1992 р. до функціонування на сучасному етапі на основі Лісабонського договору 2007 р. Надано правову характеристику статусу установ ЄС, діяльність яких пов'язана із забезпеченням безпеки і оборони держав-членів. Зокрема, проаналізовано діяльність Європейської Ради, Ради ЄС, Європейського Парламенту, а також Верховного представника ЄС із закордонних справ і політики безпеки. Встановлено, що інституційна складова Спільної безпекової і оборонної політики ЄС характеризується збереженням суверенних повноважень держав-членів, оскільки розробка і прийняття рішень на найвищому рівні відбувається через міжурядові органи Союзу, що діють на основі спільної згоди усіх країн ЄС. Досліджено повноваження допоміжних органів, заснованих рішеннями Ради ЄС. Проаналізовано діяльність Комітету із питань політики та безпеки, Військового комітету ЄС, Військового штабу ЄС, Європейської оборонної агенції, Комітету із цивільних аспектів кризового управління. Зокрема, Комітет із питань політики та безпеки є центральним виконавчим органом Союзу та своєрідним «двигуном» спільної закордонної та безпекової політики. Особливо важливою є його діяльність щодо керівництва кризовими ситуаціями та пошуку найбільш оптимальних рішень у цьому напрямку. Військовий комітет ЄС є вищим військовим органом Європейського Союзу, що здійснює керівництво усіма військовими заходами в рамках ЄС. Військовий штаб ЄС - це головна військова експертна структура Союзу, завданням якої є здійснення раннього попередження, оцінки ситуації та стратегічного планування відповідно до Європейської безпекової стратегії. Європейська оборонна агенція виступає центром співробітництва в сфері оборонної політики між державами-членами, інститутами ЄС та третіми країнами. Звертається увага, що інституційний механізм ЄС у сфері безпеки і оборони представлений не лише суто військовими, але й цивільними структурами, серед яких ключовою є Комітет із цивільних аспектів кризового управління. З'ясовано, що вищезазначені установи мають виключно виконавчі повноваження та не уповноважені ухвалювати юридично зобов'язуючих рішень для держав-членів. Встановлено, що однією із тенденцій розвитку інституційного механізму ЄС у ХХІ столітті є так звана військово-цивільна синергія, що відбувається шляхом кооперації військових та цивільних структур Союзу, діяльність яких спрямована на забезпечення системного досягнення цілей у сфері безпеки і оборони.
