There are several complex issues to be considered in the formulation of language policy and literacy policy: first, the question of what language planning is and who does it; second, the question embedded in the history of human language and in the evolution of written language as well as in the functions that written language has over time taken over; and third, in the L2 situation, the question ofthe fit between the sub-varieties of each language and the functions allocated to the various sub-varieties. The problem is particularly complex in the domain of literacy, since a generalized literacy in an L2 introduced to a minority population does not in any way suarantee that the minority population will acquire access to the power language -that sub-variety which empowers native speakers of the L2 to manipulate the power structure to accomplish social and political ends, the absence of which in the minority population insures their disempowerment.
Die vorliegende Arbeit diskutiert "Literacy" im Kontext des Deutschlernens in Taiwan, um zu erklären, wie die Kompetenz einer kriti- schen interkulturellen Kommunikation erzielt werden kann. Aus dem Anglo- Amerikanischen stammend und im Deutschen als pädagogischer Fach- und Sammelbegriff für Lese-, Erzähl- und Schrift- kultur geltend, werden dabei im Vergleich zum herkömmlichen Deutschlernen (Lese-, Hör-, Schreib- und Sprech-Verständnis) vor allem die aktive Politik, aktuelle Wirtschaft, pulsie- rende Gesellschaft und der neueste Stand der Wissenschaft, oder gar die hohe Kunst der sprachlichen Abstraktionsfähigkeit vermittelt. Literacy ist in diesem Sinne nach Gee (1991) mit den Sekundärdiskursen identisch, die im Deutschcurriculum durch inhaltlich- orientierte und Genre-basierende Hand- lungen mit einer soziokulturellen Perspektive vermittelt werden. Eine gerade- zu perfekte Möglichkeit, die Sprache als Kultur (Kramsch 1995)im dritten Bereich (Kramsch 2009) zwischen dem Eigenen und dem Fremden kritisch interkulturell zu betrachten, und eine Verpflichtung, die Identität des Deutschlernens in Taiwan anhand von Literacy neu zu durchdenken.
The article is part of the philosophical discussion about the mechanisms of understanding and solving social problems, framed in the processes of teaching and learning written language. It is interesting to review, in the first instance, the concept of literacy, as a starting point that transcends phonographic correspondence; later it reflects on the idea of democracy, as one of the points in the educational agen- da, whose meaning goes beyond the general idea of popular election; finally, the article determines the leap that literacy must undertake in order to really reach the goal of transcending school practices, towards the possibility of forming a critical and participatory consciousness that achieves accurate actions for social transformation. ; El artículo reflexiona en torno a los mecanismos de comprensión y solución de los problemas sociales, enmarcados en los procesos de enseñanza y aprendizaje del lenguaje escrito. Nowadays Information Literacy is studied in different contexts in society. So an article which demonstrates the main influences of this literacy contributes to the construction of researcher and general pubic complex thought. This paper has the following research problem: how does information literacy influences in the different social contexts? There were chosen the main influence to provide an amplified vision about the subject however; a research that show not all perspectives of a knowledge is possible. As methodological procedures, this article introduces an investigative research based on a literature review. As a final consideration, information literacy is present in policy, since it is a factor that allows exercise of citizenship; it is also present at schools developing students' learning. In addition, it is necessary to use technology and it is a strategy for competitiveness in organizations.

The digital divide, against which different governments have been struggling since the beginning of the century, covered in the development goals of different international organizations such as UNESCO, still causes enormous differences between the people who have access to information and communications technologies (ICTs) and those who do not; between those who have the devices, but do not have access to fast connections; or between those people who, in spite of having both, do not possess enough training to know how to use or exploit them properly. This phenomenon has become even more pressing due to the global health crisis provoked by the spread of the COVID-19 and its social, political, economic, and educational ramifications. Despite the enormous governmental efforts, the consequences of this severe crisis must be faced from multiple fronts, since there are multiple and varied ramifications of its effects upon everyday life: it is with good reason that after the lockdowns people started speaking of "the new normal". And this necessarily depends on the democratization of technology and literacy in its use. This work's principal objective is to show the results of the execution of a digital literacy project through volunteers with people affected by the digital divide, which has been implemented in the subject "TIC aplicadas a la Educación I" [EN: ICTs implemented in Education I] of the Teacher in Early Childhood Education Degree of the International University of La Rioja (UNIR), during the 2019-2020 course. Through a humanizing and affective model, these female and male volunteers have taught people who were chosen for this project. A través de un modelo humanizador y afectivo, estos voluntarios y voluntarias han alfabetizado a personas seleccionadas para este proyecto. Este artículo presenta una visión general del Currículum UNESCO de Alfabetización Mediática e Informacional (MIL) para profesores, mostrando las áreas clave y temas relevantes del programa, así como las competencias necesarias para desarrollar estrategias didácticas de alfabetización mediática. Las áreas incluyen: un marco conceptual y organizativo; producción y uso de la información; textos mediáticos y fuentes de información; su evaluación y análisis; audiencias mediáticas; debate y participación social; los modelos de adaptación del currículum, y los modelos pedagógicos a utilizar en el aula (análisis de texto, análisis del contexto, estudios de caso, traducción, simulación y producción). Una vez presentadas las áreas clave del programa, se presenta una serie de recomendaciones para el desarrollo, adaptación e implementación del Currículum UNESCO con éxito. Así se destaca que la importancia de la formación de los líderes; la importancia de los soportes y el asesoramiento; la promoción de redes de profesores implicados; inclusión de la alfabetización en los documentos oficiales educativos; el análisis de las necesidades de los estudiantes antes de la implementación de los módulos en el currículum; la urgencia de facilitar recursos on-line al profesorado; de profesionalizar el profesorado; de promover la colaboración entre los miembros de la comunidad (familias, profesorado, estudiantes, y otros agentes), y finalmente promover la investigación en alfabetización mediática para identificar las mejores prácticas y las nuevas tendencias en el campo de estudio. ; This paper will present an overview of UNESCO's Media and Information Literacy (MIL) Curriculum for Teachers. This overview includes an exploration of key program areas for trainers in order to teach key issues related to MIL and the competences needed for developing programs. These program areas include: a conceptual and organizational framework; production and use of information; media texts and information sources; evaluation and analysis; media audiences; democratic discourse and social participation; approaches for curriculum adaptation, and pedagogical approaches for the classroom (textual analysis, contextual analysis, case study, translation, simulation and production). After introducing these key areas of the program, the paper will conclude by offering recommendations for the successful development, adaptation and implementation of MIL Programs. Main recommendations are: curriculums leaders have to be available for training, support and consultation, promotion of teachers network who are implementing MIL initiatives, inclusion in official papers of educational curriculums, analyzing needs of the students before implementing modules of the curriculum, facilitating online resources for teachers, professionalizing MIL teachers, promoting collaboration between community members (family, teachers, students, other stakeholders), and finally research to identify best practices and new trends to be developed.
Estamos viviendo un momento de cambio de paradigmas comunicacional a través de la tecnología, el cual hace emerger una sociedad en la que se nos bombardea continuamente con mensajes audiovisuales. En consecuencia, existe un consenso entre asociaciones de familias e instituciones educativas, artísticas y políticas en relación a la necesidad de una alfabetización audiovisual. Se anuncian programas de implementación del audiovisual en la escuela y aparecen estudios en relación a este medio, pero no cristalizan en proyectos concretos, sino que se queda en la voluntariedad de los docentes, los cuales no se siente preparados ni acaban de encontrar el espacio del audiovisual en el currículo. Desde este punto de partida, nos hemos centrado en el estudio de caso de un centro en el que sí se da la materialización de un proyecto concreto. Dicho proyecto, cuyo nombre es "Educar la mirada", se realiza en Trabenco, un colegio público de Leganés, con un carácter general de centro, en horario lectivo y con un contenido curricular. Nuestra investigación pretende descifrar cuales son las claves para que tenga lugar esta iniciativa, siendo la alfabetización audiovisual una actividad que brilla por su ausencia en la escuela pública. ; Abstract: We are living a moment of change in communicational paradigms through technology, which makes a society emerge in which we are continuously bombarded with audiovisual messages. Consequently, there is a consensus between family associations and educational, artistic and political institutions regarding the need for audiovisual literacy. Programs for the implementation of audiovisuals in schools are announced and studies appear in relation to this medium, but they do not crystallize into concrete projects, but rather the voluntary nature of the teachers, who do not feel prepared or have just found the space of the audiovisual in the curriculum. From this starting point, we have focused on the case study of a center in which the materialization of a specific project does occur. This project, whose name is "Educar la gaze", is carried out in Trabenco, a public school in Leganés, with a general character of a center, during school hours and with a curricular content. Our research aims to decipher which are the keys for this initiative to take place, audiovisual literacy being an activity that is conspicuous by its absence in public schools.
