This paper considers the issues involved in the Lomé Convention's trade preference system and what possible avenues are available to the European Union (EU) and the seventy-one African, Caribbean and Pacific (ACP) states in assuring the World Trade Organisation (WTO) compatibility of the post-Lomé trade arrangement. The implicit assumption behind the analysis is that the EU still wishes to maintain the trade preference arrangements or the political and economic relations that currently exist between the ACP and the EU. There is ample evidence that the EU has greatly diminished political and economic interests in the continuation of this trade regime which maintains the ACP states at the peak of its 'pyramid of EC trade privilege'.

Nevertheless, the scarcity of transport has prompted African city-dwellers to create "de facto" integration, which has, until now, received little scholarly attention. This paper describes the intermodal and multimodal practices of the inhabitants of Lomé, the capital of Togo, where the motorbike taxi plays a dominant role. Intermodality, i.e. the use of at least two transport modes in the course of a single trip, allows individuals to travel throughout the city but requires trade-offs between transport cost, duration and physically exhausting conditions. Multimodality, which is defined as the use of a different mode or combination of modes for outbound and return trips, is observed to some extent among the working population but even more amongst schoolchildren, usually in order to reduce the cost of transport. The consequences of individuals' "de facto" intermodal and multimodal practices in terms of mobility and money and time budgets highlight the strategic importance of formal transport integration for African city-dwellers. ; Si, dans les villes des pays du Nord, la construction d'offres de transport intégrées devient un objectif de plus en plus important des politiques publiques de transport, au Sud, en Afrique subsaharienne, les décideurs se sont pour l'instant peu penchés sur cette question. The immediate post-colonial period offered opportunities as well as formidable challenges for former colonies of European powers. While colonial mentalities still pervaded in many European capitals and paternalism remained pervasive throughout the political diplomacy of the period, other perspectives were emerging. Through innovative policy engagements that occurred in the late 1950s and into the 1960s, a new sense of transnational purpose could be seen which presented former colonies with partnership options that were seemingly and practically outside the context of the historic geo-economic imposition. Whereas some European powers continued to exert overly dismissive attitudes to African engagement and society, other approaches experimented with developmental policies that were lauded by both sides at the time. This article will look at the practice and policies of associationism - the outworking of the Yaounde and Lome agreements - and will look at the formative international cooperation policies of the European Community (EC), as it evolved through the period when former European colonies were attaining independence. Finally, it will survey the reasons for the demise of associationism and speculate on the onset of what some have described as "neo-colonalism" (Langan, 2018: 1-32; Nkrumah, 1965). ; Bezpośredni okres pokolonialny przyniósł szanse, a także ogromne wyzwania, dla byłych kolonii mocarstw europejskich. Trade is a key element of the development policy of the European Union (EU). As the most important trading partner of developing countries, the EU attempts to facilitate the participation of developing countries in global trade and contribute to economic growth through providing market access and financial assistance. For twenty-five years, the commitment of the EU was largely focused on its former colonies, more specifically in Africa, the Caribbean and the Pacific (ACP). The developing world, in terms of the EU's trade policy, was therefore divided between ACP states with special provisions under the Lomé Conventions and all other developing countries. With the new millennium, this special relationship came to an end. Pressure from several member states1 and the World Trade Organization (WTO) led to an overhaul of the EU's trade regime vis-à-vis developing countries and to the loss of the privileged position of ACP countries. The result of this overhaul is still pending. Economic Partnership Agreements (EPAs) – to be negotiated between the EU and several ACP regions – have only been realized in the Caribbean. This article will to examine the negotiations between the EU and West Africa and discuss the interests involved on the African side. Following the introduction, the second part of this article is dedicated to the Lomé Conventions with a focus on the change occurring from the third to the fourth revision in order to understand the current situation. The third part is going to take a look at the Cotonou agreement and the trade regime of the EU in general before turning to the negotiations for an Economic Partnership Agreement between the EU and West Africa. The conclusion summarizes the main findings.
La récurrence de l'expression « culture de Lomé » dans les institutions européennes et dans la plupart des espaces et des formes de dialogue que les Européens ont établis avec leurs partenaires des pays d'Afrique, des Caraïbes et du Pacifique (cadre dit de la Convention de Lomé) nourrit une réflexion sur les constructions sémantiques institutionnelles dans le contexte des politiques de coopération au développement. A partir d'une analyse de l'émergence historique de cette « culture », de sa définition contextuelle et rhétorique, et présentant les acteurs et les modalités de son développement, l'article explore les relations entre les représentations de la construction européenne, ses enjeux institutionnels, culturels, identitaires et linguistiques, et la validation économique et politique d'un modèle d'organisation régionale fondé sur des valeurs spécifiques, dans un espace géopolitique mouvant. La fabrication dans un cadre institutionnel d'un ensemble de relations résumées sous le nom de « culture » met à l'épreuve les théories anthropologiques de la culture.
Despite Togo government's efforts to maintain and expand its storm drainage networks, urban flood disasters remain recurrent. Beyond Shallow zones occupation for construction and climatic causes, it is essential to circumscribe the determinants linked to infrastructure. Based on the inventory and characterization of rainwater drainage infrastructure, this study is a contribution to the reduction of flood risk in the city of Lome in Togo. Surveys were conducted on rainwater drainage works of the 172 paved roads in Lome. A sample of each network group is selected by considering the areas of recurring hazards and broadest catchment areas in the city for the evaluation of their structural and functional states according to the readapted VIZIR method. The relationship between these two states was computed using multiple correspondence analysis (MCA). This study reveals notable insufficiencies in rainwater drainage management in the city, expressed by the existence of roads built without drains, gutters without outlets, and open gutters and makeshift trenches built by the population. Functionally and structurally, almost all the structures are constructed of reinforced concrete. The most cracked are the mainly open pit (92.02%) works of the lagoon complex. The retention basin network includes 36 retention ponds 18 of which are interconnected, 11 drained by gravity and 4 by pumping. The latter are inherently hazardous insofar as pumping energy is not guaranteed. The MCA has shown that the network of piping related to the retention ponds are in similar conditions, and that generally, the closed gutters are not cracked while the open gutters are cracked.
Cette étude, menée à l'est de la ville de Lomé (capitale et plus grande ville du Togo), met en évidence la dynamique spatiale des cultures maraîchères en réponse à la pression foncière. Des images satellitaires TerraMetrics des archives Google Earth des années 2002, 2008 et 2014 ont été retenues pour l'analyse de l'évolution des périmètres maraîchers. Une enquête de terrain fondée sur des questionnaires semi-structurés a été menée pour identifier les stratégies des maraîchers. Les coordonnées géographiques des points d'observation ont été relevées à l'aide d'un capteur GPS. Les superficies des périmètres maraîchers ont été évaluées grâce au logiciel QGIS couplé avec le tableur Excel. L'évolution spatiale et descriptive des superficies maraîchères depuis 2002 a été ainsi connue. Il a été également possible de comprendre la dynamique spatiotemporelle des superficies ainsi que d'évaluer les stratégies développées par les maraîchers pour faire face à la pénurie foncière. Ces périmètres jouissent d'un statut foncier précaire ; leur superficie, grignotée par l'urbanisation, a diminué en moyenne de 31 hectares par an entre 2002 et 2014, chutant de 530 à 160 ha.
