This paper aims to describe the current state of uncertainty regarding the process of integration ofthe MERCOSUR. From the earliest historical background, this journey goes through time to reach the Asunción Treaty and the creation of UNASUR. Different conceptions about what the MERCOSUR should be, taking into account similar debate in the European Union. Are analysed institutional blockages under the South American scheme, as well as the present challenges are tried to identify so as to unlock them. En la actualidad los Estados se encuentran presionados y debilitados tanto por fuerzas que empujan hacia una mayor integración regional como otras que conducen a la desintegración territorial. Los procesos de integración no son un fenómeno novedoso en la historia, la tematización de la vida política en la antiguedad griega nos permite enriquecer nuestro análisis con la experiencia del mundo clásico. Esta experiencia de integración política externa (sinoecismo) estuvo acompañada en muchas Polis por una importante transformación cultural y política que permitió el desarrollo del derecho y de la democracia. La Polis griega fue posteriormente debilitada por nuevas corrientes de pensamiento que favorecieron su anexión al proceso de expansión del imperio de Macedonia, lo que implicó el fin de la Polis como entidad política autónoma y democrática. El proceso de integración del MERCOSUR debería inspirarse en la profunda aspiración de igualdad (isonomía) y respeto por la ley que caracterizó a la Polis griega para contribuir a mejorar la inmensa brecha de inequidad social y la calidad institucional del funcionamiento de las democracias en nuestra región. ; At present the US are under pressure and weakened by forces that push them towards wider regional integration and others that lead to territorial disintegration. Integration processes are not a new phenomenon in history; thematisation of political life in Greece allows us to enrich our analysis with the experience of the classical world. This experience of political integration (sinoecism) was accompanied in many Polis by an important political and cultural transformation which enabled the development of right and democracy. The Greek polis was subsequently weakened by new currents of thought which favoured its adherence to the imperial process of expansion of Macedonia, which meant the end of the polis as a democratic and autonomous political entity. The increase in migratory flows at an international level has been constant. In the subregional area of Mercosur, the population dynamics have presented variations and the block – throughout its 30 years of existence – has implemented policies that ranged from a more securitist conception to the creation of a space for the free intraregional movement of people, with a high standard of migrants' human right protection. The objective of this thesis summary is to analyze the main strategies of Mercosur's migration policy since its origins until the development of the migratory human development model of regional integration, as a proposal aiming at achieving sustainable development, with justice and social inclusion of the peoples. ; El incremento de los flujos migratorios a nivel internacional ha sido una constante. En el ámbito subregional del Mercosur la dinámica poblacional ha presentado variaciones y el bloque –a lo largo de sus 30 años de existencia– ha implementado políticas que variaron desde una concepción de corte más securitista hasta la conformación de un espacio de libre circulación de personas intrarregional con un alto estándar de protección de los derechos humanos de los migrantes. El presente resumen de tesis tiene por objetivo analizar las principales estrategias de la política migratoria del Mercosur, desde sus orígenes hasta la conformación del modelo de desarrollo humano migratorio de integración regional, como una propuesta con miras a alcanzar un desarrollo sustentable, con justicia e inclusión social de los pueblos.

Der Mercosur als wirtschaftlicher Zusammenschluss der Vertragsstaaten Argentinien Brasilien, Paraguay, Uruguay und Venezuela in Form einer Zollunion gewinnt weltweit immer mehr an Bedeutung. Um im Zeitalter der stetig zunehmenden Globalisierung wettbewerbsfähig zu sein, benötigt eine Zollunion neben den wirtschaftlichen und politischen Rahmenbedingungen auch juristische Grundlagen. Ein wichtiger Pfeiler einer Zollunion ist ein einheitliches und weltweit konkurrenzfähiges Zollrecht, das den Anforderungen des heutigen Wirtschaftslebens gerecht wird. Es muss einerseits eine schnelle und effiziente Zollabfertigung gewährleisten, um den Handel nicht mit zeitraubenden Förmlichkeiten zu belasten und andererseits auch die Sicherheitsaspekte, die im internationalen Welthandel immer mehr an Bedeutung gewinnen, berücksichtigen. Ferner sollte es hinsichtlich der internationalen Bedeutung auch den Vorgaben der Weltzollorganisation zur Vereinfachung und Harmonisierung des Welthandels entsprechen.

"Seit Beginn des neuen Jahrzehnts hat sich die politische Landschaft in Lateinamerika deutlich verändert. Wirtschaftspolitisch hat sich dies vor allem in einer veränderten Gewichtung der Ziele 'Wirtschaftswachstum' und 'Sozialer Ausgleich' niedergeschlagen. Die Verfasser untersuchen, was diese Neuausrichtung für die Weiterentwicklung des MERCOSUR bedeuten könnte. Als Referenzrahmen wählen sie den so genannten 'Neuen Regionalismus', auf dem der Vertrag von Asuncion basiert. Ausgehend von der Feststellung, dass der Neue Regionalismus tiefe und offene regionale Integration anstrebt wird analysiert, ob die neuen Regierungen diese Ziele noch verfolgen. Die Verfasser kommen zu dem Schluss, dass der MERCOSUR derzeit weit davon entfernt ist, die grundlegenden Bedingungen des Neuen Regionalismus zu erfüllen. This article explores the genesis of the Common Market of the South (Mercosur), the regional integration scheme grouping Argentina, Brazil, Paraguay and Uruguay since 1991, and which Venezuela joined in 2006. The aim is to portray an accurate account of the diplomatic history of the foundation of Mercosur during the years 1989-1991. Methodologically, a case is made in favour of the use of oral history in the study of high politics. Argentina and Brazil's reading of the new international circumstances of the early 1990s are explored, and so are their respective international insertion strategies. The diplomatic negotiations leading to the 1991 Treaty of Asuncion constitutive of Mercosur are dissected. The relationship between Mercosur and the so-called ACE-14 agreement concluded by Argentina and Brazil in the framework of the Latin American Integration Association is also illustrated, as are the negotiations to incorporate new members to the incipient common market. The final section suggests that, while there was an overall continuity in the integration project in the Southern Cone between 1985 and 1991, nonetheless Mercosur was a departure from previous objectives, timing and methodology. For good or ill, Mercosur was the creation of the neo-liberal governments of Presidents Menem of Argentina and Collor of Brazil and the result of broader changes at the international level. Good afternoon, first of all, I want to thank the president of the ASI for having the initiative to host this forum, the rector of the Technological University for having been the father of the idea together with Lic. Gallardo de Hernández and all of you, good afternoon.It's my third segment. Mercosur is a grouping of States, four States, that is inserted in the world, an obvious fact that explains that Mercosur has had to develop an agenda for its external relationship, to put things in context.I start with some figures, inter-Mercosur trade until 1998, represented 22% of global trade, trade with the European Union is 28% somewhat higher than inter-Mercosur trade. With the United States there was a figure very similar to inter-Mercosur trade, which is 21%.With the rest of Latin America, trade is 5%, with East Asian countries 9% and the rest of the world 15%. This makes us define ourselves as a group of countries with certain characteristics listed by the ambassador of Brazil, but inserted in a world with which we are closely linked, planning of activities cannot be carried out regardless of the world. ; Buenas tardes, en primer lugar, quiero agradecer al presidente de la ASI por haber tenido la iniciativa de albergar este foro, al señor rector de la Universidad Tecnológica por haber sido el padre de la idea junto con la Lic. Gallardo de Hernández y a todos ustedes, muy buenas tardes.Me toca a mí el tercer segmento. El Mercosur es una agrupación de Estados, cuatro Estados, que está inserta en el mundo, hecho tan obvio que explica que el Mercosur haya tenido que desarrollar una agenda para su relación externa, para poner las cosas en su contexto.Empiezo por algunas cifras, el comercio ínter Mercosur hasta 1998, representó el 22% del comercio global, el comercio con la Unión Europea es del 28% algo mayor que el comercio ínter Mercosur. Con Estados Unidos existía una cifra muy parecida al comercio ínter Mercosur que es el 21%.Con los países del resto de América Latina el comercio es del 5%, con los países del este del Asia es de 9% y con el resto del mundo del 15%. Esto hace que nos autodefinamos como un grupo de países con determinadas características que enumeró el embajador de Brasil, pero inserto en un mundo con el cual estamos muy vinculados, no puede efectuarse una planificación de actividades prescindiendo del mundo.
