Ewaluacja jako narzędzie zarządzania w sektorze publicznym

Evaluation has accompanied public interventions for almost 100 years. At least since the prevalence of the NPM model evaluation should be regarded as a management tool and its role and effectiveness ought to be analyzed in this context. Meanwhile, the relationship of evaluation and management processes does not seem to be widely discussed in the literature. This article is an attempt to fill this gap. It presents a selection of the literature on management (mainly strategic) and evaluation relating to the place of evaluation in the management cycle of public intervention. Then it proposes a model of evaluation as the process accompanying the management of public intervention, which may be the basis for future analyzes of the use of evaluation.

The aim of this paper is to indicate a diverse nature of the issues investigated in public policy sciences, particularly emphasizing the importance of the health policy in explaining social reality. By resolving public problems, numerous needs of society, inter alia, health needs can be met. One of the sciences which explains social problems and public policy has an interest in is the health policy. Both the health policy and public policy have two dimensions, i.e. applicable and theoretical. In terms of 'applicable' one, active participation of all social life entities affecting awareness of developing health resources is vital. And in the theoretical one, as a science, health policy addresses theoretical problems related to satisfying health needs of individual and collective populations. However, in the existing definitions of the health policy, there is no reference to "health needs". One can only assume that this category is used intuitively as it is hard to imagine numerous activities and decisions taken without identifying the needs, so that the health system could meet them. Reverting to health policy in its practical sense it is crucial to teach the public responsibility for their own behavior towards health. Health education deals with the skills needed to care about health in an accountable and independent way. This kind of education plays an important part in the implementation of public policy since its task is not only to transfer knowledge, but also to develop skills to make informed choices and decisions and thus to shape a democratic society with an independent way of thinking. The applicable role of the health policy is to improve the management of the health sector. In this respect, the organization of the treatment process, which is to provide comprehensive medical care for patients and therefore to improve the existing relations of a public nature, is essential.
ESP, czyli pracownik na zakręcie: outplacement dla pracowników
Publikacja prezentuje innowacyjny model wsparcia pracownika zagrożonego bezrobociem lub zwalnianego w wyniku restrukturyzacji firmy w czasach dekoniunktury gospodarczej wypracowany i testowany w ramach projektu badawczo-wdrożeniowego "PI-PWP: INNOWACJE NA ZAKRĘCIE - testowanie i wdrażanie nowych metod outplacementu", realizowanego na zlecenie Wojewódzkiego Urzędu Pracy w Białymstoku. Celem projektu było adaptowanie, utworzenie, testowanie, a następnie upowszechnienie i wdrożenie na terenie województwa podlaskiego do VI 2015 r. dwóch modeli outplacementu dla pracodawców oraz pracowników przedsiębiorstw przechodzących procesy modernizacyjne i adaptacyjne. W publikacji zaprezentowano jeden z dwóch modeli, jakim jest model wsparcia zwalnianych pracowników, w kontekście wyników badań regionalnych, portugalskich inspiracji będących efektem trzyletniej współpracy ponadnarodowej z Instituto de Soldadura e Qualidade (ISQ) z Lizbony oraz wyników rocznego testu w podlaskich instytucjach rynku pracy z udziałem zwalnianych pracowników opisanych w drodze ewaluacji narzędzi składających się na model ESP_Pracownik.
ESP, czyli firma na zakręcie: outplacement dla pracodawców
Niniejsza publikacja prezentuje innowacyjny model wsparcia firm w czasach dekoniunktury gospodarczej wypracowany i testowany w ramach projektu badawczo-wdrożeniowego "PI-PWP: INNOWACJE NA ZAKRĘCIE - testowanie i wdrażanie nowych metod outplacementu", realizowanego na zlecenie Wojewódzkiego Urzędu Pracy w Białymstoku. Celem projektu było adaptowanie, utworzenie, testowanie, a następnie upowszechnienie i wdrożenie na terenie województwa podlaskiego do VI 2015 r. dwóch modeli outplacementu dla pracodawców oraz pracowników przedsiębiorstw przechodzących procesy modernizacyjne i adaptacyjne. W publikacji zaprezentowano jeden z dwóch wypracowanych w projekcie modeli, jakim jest model wsparcia firm w kontekście wyników badań regionalnych, angielskich inspiracji będących efektem trzyletniej współpracy ponadnarodowej z Accelerated Learning Systems Ltd. (ALS) z Wielkiej Brytanii oraz wyników rocznego testu w podlaskich firmach sformułowanych w drodze ewaluacji narzędzi składających się na model ESP_Firma.
"Nauka o organizacji" a socjologia ; "Sciences on organization" and sociology
The article is an attempt at presentation how basic notions and ferms used by sociology of organization function in other sciences dealing with problems of organization as eg. praxiology, theory of organization and «management or psychology of organization. General reflections are concentrated around various ways of understanding of the notion of "organization" and around the so-called concept of system analysis of organization. The author advocates understand of organization as a set of rules of action or rules of functioning of groups or other human communities. He represents an opinion that organization cannot be identified in sociology with institution assi there are essential differences between them. The author attempts to present a relationship between organization and institution in sociolo¬ gical aspect on the grounds of (the proposed way of interpreting the notion of organization. The article includes critical remarks on the so-called system approach in sciences on organization. It is found that in most of the oases the system approach functions only as a language formation unable to contribuite any methodological qualities but a new slang. Treating the system approach as a new methodological directive assumes a p r i o r i , that any organization is a system which does not always correspond to social reality. For there are organizations not fulfilling their statute goals because they do not function as a system. Two Years After: Remarks on Reforms in Higher Education and Science ; Dwa lata później: uwagi o reformach w szkolnictwie wyższym i w nauce
The Author discusses dilemmas, difficulties and effects of the higher education and scientific institutions reform, that was launched two years ago. First, he points out the differences of solutions accepted by higher education and scientific institutions in Poland after the Second World War, as compared to the Soviet model. Having outlined the basic assumptions of the reform, the Author discusses the controversial issue of the scope of the state interventionism in both areas. He pays attention to the external obstacles, i.e., obstacles localized outside the system of scientific and higher education institutions, which influence formulation of policy toward such institutions. Also, he examines internal constrains of structural, organizational, societal and financial character. Next, the Author presents the genuine function of various financial mechanisms, their methods of application and coherence ratios. Also, dilemmas concerning applicability of competition rules in case of scientific activities and the question of research evaluation are discussed. He discusses the issue of transformation of scientific and educational institutions, examines factors hampering or keeping back the transformation process. The last paragraph of the paper presents issues concerning research and teaching staff - limits to the personnel management, selection procedures, barriers to young employees flow and aging of academicians. ; Autor omawia dylematy, trudności i konsekwencje reform zapoczątkowanych przed dwoma laty w Polsce w sferze nauki i szkolnictwa wyższego. Na wstępie pokazuje, w jakim stopniu kształtowane przez 40 lat po wojnie polskie rozwiązania w dziedzinie szkolnictwa i nauki różniły się od radzieckiego pierwowzoru. Po zarysowaniu podstawowych założeń reform autor przechodzi do omówienia kontrowersyjnego problemu - zakresu interwencji państwa w obu sferach. Zwraca uwagę na trudności zewnętrzne - tkwiące poza samą nauką - tworzenia polityki naukowej, a także na ograniczenia strukturalno-organizacyjne, społeczne i finansowe zawarte w systemie nauki. W dalszej części artykułu autor ukazuje rzeczywistą rolę mechanizmów finansowania nauki i szkolnictwa wyższego, sposób ich stosowania, stopień spójności, a także kłopoty związane z realizacją zasad konkurencji i oceny badań naukowych. Omawia problemy przebudowy instytucji badawczych i edukacyjnych oraz czynniki utrudniające lub opóźniające proces restrukturyzacji. W końcowej części artykułu przedstawia zagadnienia dotyczące personelu badawczego i nauczającego - ograniczenia polityki kadrowej, mechanizmów selekcji, bariery dopływu młodej kadry i starzenie się personelu.

The Prospect of Business Undergraduates' Intention to Engage in Digital Entrepreneurship: Do the Government Initiative Matters?

The synergies between rapid information technology (IT) development and the shifting paradigms of economic transactions have led to the emergence of digital entrepreneurship. This study aims to investigate potential precursors affecting the intention of final-year business students to engage in digital entrepreneurship. This research was examining the IT acceptance among the business students by employing two tailored technology acceptance models based on the theory of planned behavior and theory of reasoned action models. A sample of 302 respondents were analyzed using SPSS and Smart-PLS. The results revealed that fresh graduates' intentions to engage in digital entrepreneurship were significantly influenced by their own attitudes towards IT. The study also reaffirmed that the dimensions of I. Ajzen's theory of planned behavior model, including attitude towards IT, perceived usefulness, perceived ease of use, subjective norms except perceived risk have a "direct effect" on undergraduates' interest in an Internet-based business model. Although the results have contributed to filling the paucity of the empirical research in digital entrepreneurship, particularly in the Asian region, the availability of information technology, government resources and support to affect digital usage and behavior are not to be underestimated.

Mobilność urzędnicza w ujęciu teoretycznym

The author argues that the clerical mobility - related to the career paths of civil servants - is closely connected not only to politics understood as the struggle for power (leading political science point of view) but also to public policy. Against this background, he analyzes the occupational mobility of public officials, taking into account the processes of public administration politicization and professionalization. I search for the interrelations between this phenomena, civil service systems (career and position based) and governance models (Weberian bureaucracy, new public management, governance / good governance). He defines the type of the influence of mobility on the civil servants' professionalism and state agility. For this purpose, the author also examines the typical advantages and disadvantages of clerical mobility as well as the influence the politicians exert on it.

The main problem of this article is constructed in the form of the question "How has the political emancipation of citizens affected the mechanisms of power in Spain after 2011?" and focuses on the analysis of the changes taking place in the local political order as a consequence of individuals' aspirations to secure their own political subjectivity. The transfer of votes to the Podemos party is treated as a result of seeking a new framework for political action by the left-wing voters under the conditions defined by terror management theory as a existential terrorism of globalization.
