Describes the conditions in Mexico's 1996 constitutional election reform that guarantee all national political parties equal access to mass media. Provisions ensuring equal time slots in regular & special programming for radio & TV are outlined, along with articles that guarantee equal dissemination throughout all parts of the country. Comparisons are made among radio & TV electoral time allotments for nine national parties, showing how postreform transmissions were spread out evenly among the three major parties while prereform numbers illustrate how the ruling party had taken the lion's share of the time, 1994-1997. It is predicted that the 2000 election will exhibit even more political diversity & legitimacy as new communication spaces allow the public more complete access to candidate information. 1 Table, 4 Figures. This article analyses the concept of symbolic power made by authors such as Pierre Bourdieu and John B. Thompson, among others, to propose a possible joint articulation in tribute to a complex understanding of the political role that the mass media play in the public sphere.

In the current political culture of democratic countries there exists coexistence between the majority support for democratic institutions & values & a widespread feeling of distrust towards politics, parties & professional politicians. Among the factors that might explain this paradox are the social changes that have eroded the identification of citizens with parties, & especially those changes brought about by the mass media. In addition, we can point to a certain frustration generated by the results of politics, particularly where the main political parties appear unable to ensure a model of steady economic growth. But there exists a further factor: social changes have also made the process of the aggregation of preferences more complex & political parties now face the difficult task of trying to find solutions to general problems while at the same time accommodating individual claims around which consensus is hard to build.
