MERCOSUR is the largest economic entity in Latin America. Last years, the new states have incorporated this institution. These new members bring the arrival of new forms of constitutionalism, entitled plural. How will he do MERCOSUR face these new changes? How will it be to enjoy this new life and how he will show the world the ideas brought by the changes? MERCOSUR was created in the context of globalization, with the aim to economically strengthen the Latin American States. This regional integration shows highly structured with a legal and institutional system, derived from treaties and protocols that define the forms of cooperation among States Parties. It's important to note that the model of the European Union inspired the creation of this block. Recent changes occurred in Latin America, have altered the MERCOSUR guidelines. The plural constitutionalism, brought by the new members of the South integration is re-born the ideologies of indigenous peoples. Latin plurial-nationalism, showcases the Pachamama and the Buen Vivir. MERCOSUR, mainly economic, is a structure resulting from Eurocentrism, introduced in South America since the 1500s. It's changing because the new form of constitutionalism revives the old ideologies of indigenous peoples, with the unique standards of Latin America. ; Le MERCOSUR est la plus grande entité économique de l'Amérique latine. Como antropólogas, nos proponemos un debate en torno de la participación ciudadana en el espacio público dentro de los contextos urbanos iberoamericanos. Nuestra reflexión se apoyará en la noción de ciudadanía insurgente (Holston 1996) y en la expresión de prácticas definidas y presentadas como prácticas de lucha contra las condiciones de desigualdad social existentes, y en favor de alternativas y de políticas más inclusivas y ciudadanas. Nuestra contribución será alimentada por un conjunto de trabajos presentados por los participantes de diversas disciplinas (arquitectos y urbanistas, sociólogos, antropólogos, politólogos) en el marco de un grupo de trabajo del cual fuimos las coordinadoras en setiembre de 2009 en Buenos Aires (Encuentro de Antropología del Mercosur-RAM). Revisitaremos los 5 temas propuestos – etnografía de los espacios públicos urbanos, los espacios públicos urbanos y el derecho a la ciudad, el lugar de los espacios públicos urbanos en los procesos de revitalización urbana, Estados, actores e intercambios en la producción de espacios públicos, la cultura como recurso para recualificar los espacios públicos urbanos –, para analizar de que manera diferentes prácticas y competencias se manifiestan e intervienen en las ciudades iberoamericanas, cómo se expresan formas de mediación y como se reconfiguran los procesos de territorialización del derecho a la ciudad deben ser comprendidos como una posibilidad de acceso a la información, a la vivienda, a los consumos/placeres, a la salud, a la educación, a la cultura. ; En tant qu'anthropologues, nous proposons un débat autour de la participation citoyenne à l´espace public dans des contextes urbains ibéro-américains. Notre réflexion s´appuiera sur la notion de citoyenneté insurgée (Holston ,1996) et sur l´expression de pratiques définies et présentées comme des pratiques de lutte contre les conditions d'inégalité sociale existantes et en faveur d'alternatives et de politiques plus inclusives et citoyennes. Notre contribution sera nourrie par un ensemble de travaux présentés par des intervenants de disciplines diverses (architectes et urbanistes, sociologues, anthropologues, politistes) dans le cadre d´un groupe de travail dont nous étions les coordonnatrices en septembre 2009, à Buenos Aires (Rencontres d´anthropologues du Mercosul-RAM). Nous revisiterons les 5 thèmes proposés- ethnographie d´espaces publics urbains, les espaces publics urbains et le droit à la ville, la place des espaces publics urbains dans les processus de revitalisation urbaine, Etats, acteurs et enjeux dans la production d´espaces publics, la culture comme ressource pour requalifier les espaces publics urbains – pour analyser de quelle manière différentes pratiques et compétences se manifestent et interviennent dans des villes ibéro-américaines, comment s´expriment des formes de médiation et comment se reconfigure un processus de territorialisation du droit à la ville devant être compris comme une possibilité d´accès à: l´information, au logement, aux loisirs, à la santé, à l´éducation, à la culture.
