The presented article is aimed at reflecting usage of mediation as a form of international conflicts settlement and at revealing its factors, at the example of the case of conflict in Abkhazia, Georgia. The article is a hypothesis on to what extend international or regional organizations act as effective mediators during mediation process. Attempt of conflict regulation and work of the mediation platform created after Russian-Georgian war are discussed.The theory discussing main variables for evaluating international mediation represented in mediation literature have been used for evaluating mediation factors. The article shows the level of mediation effectiveness in international conflicts, when it is not clear which are the conflicting sides; it shows that when there is an influential country, considering its capabilities, it has enough power to act as effective mediator, only in case if it does not have direct interest in the conflict.We have concluded that mediation can be effective only when it is clear which the conflicting sides are. The model of cooperative leadership is an alternative solution to leadership understood in terms of domination, hegemony or imposing its own political will on other entities participating in the system of mutual connections. The specificity of the political system of the European Union gives great importance to both intergovernmental and supranational mechanisms, while the key role in shaping this system is still played by the Member States. Although the treaty provisions ensured formal equality of states, the importance of Germany as an informal leader of the Community is increasingly becoming the subject of political debate about the EU. Taking into account the assumptions of neoliberal institutionalism related to both the key position of states and the great importance of institutions guaranteeing the transparency of their activities, as well as taking into account the long-term benefits of cooperation, the article defines the concept of leadership in the context of state cooperative behavior. The adopted methodological and theoretical framework allowed for a detailed analysis of Germany's influence in the EU, especially in the field of diplomatic activities. The aim of the article was to define the main determinants of the role of Germany as the EU leader, which bases its leadership on cooperation with other Member States, recognizing and respecting institutional solutions that limit the possibility of implementing individual priorities and guarantee transparency of actions for common interests, and in the long run legitimize the role of the state as an informal leader who represents a common position negotiated in the forum of the institutions. Using the institutional and legal method, the method of existing research and a case study (peace negotiations under the Normandy format), the main assumptions were verified and it was confirmed that the determinant of Germany's leadership is not only its political and economic potential, but also the ability to cooperate and provide information to EU institutions on activities in the implementation of the priorities of the Common Foreign and Security Policy. The approach based on respect for common interests and transparency of actions strengthened Germany's image as a leader. ; Model przywództwa kooperatywnego jest rozwiązaniem alternatywnym wobec przywództwa rozumianego w kategoriach dominacji, hegemonii czy narzucania własnej woli politycznej pozostałym podmiotom uczestniczącym w układzie wzajemnych powiązań. Specyfika systemu politycznego Unii Europejskiej nadaje duże znaczenie zarówno mechanizmom międzyrządowym, jak i ponadnarodowym, natomiast kluczową rolę w kształtowaniu tego systemu nadal odgrywają państwa członkowskie. Mimo że postanowienia traktatowe zagwarantowały formalną równość państw, znaczenie Niemiec jako nieformalnego lidera Wspólnoty staje się coraz częściej przedmiotem politycznej debaty o UE. Uwzględniając założenia neoliberalnego instytucjonalizmu związane zarówno z kluczową pozycją państw, jak i dużym znaczeniem instytucji gwarantujących przejrzystość ich działań, a także biorąc pod uwagę długotrwałe korzyści ze współpracy, w artykule zdefiniowano pojęcie przywództwa w kontekście zachowań kooperacyjnych państwa. Przyjęte ramy metodologiczno-teoretyczne pozwoliły na szczegółową analizę wpływu Niemiec w UE, zwłaszcza na polu działań dyplomatycznych. Celem artykułu było określenie głównych wyznaczników roli Niemiec jako lidera UE, który swoje przewodnictwo opiera na współpracy z innymi państwami członkowskimi, uznając i respektując rozwiązania instytucjonalne, które ograniczają możliwość realizacji indywidualnych priorytetów i gwarantują przejrzystość działań na rzecz wspólnych interesów, a w dłuższej perspektywie legitymizują rolę państwa jako nieformalnego lidera, który reprezentuje wynegocjowane na forum instytucji wspólne stanowisko. Wykorzystując metodę instytucjonalno-prawną, metodę badań zastanych oraz studium przypadku (negocjacje pokojowe w ramach formatu normandzkiego), zweryfikowano główne założenia i potwierdzono, że wyznacznikiem przywództwa Niemiec jest nie tylko potencjał polityczny i gospodarczy, ale także zdolność do współpracy i dostarczanie informacji instytucjom UE na temat działań w zakresie realizacji priorytetów Wspólnej Polityki Zagranicznej i Bezpieczeństwa. Podejście oparte na respektowaniu wspólnych interesów i przejrzystości działań wzmocniło wizerunek Niemiec jako lidera UE.

Badanie ujawniło ponadto preferencje Komisji,tzn. większe zainteresowanie dwoma dyrektywami (2000/43/WE i 2000/78/WE) oraz mniejszą skłonność do patrzenia na naruszenia zasady równości i niedyskryminacji z perspektywy ekonomicznej, a bardziej ujmowanie ich w kategorii pogwałcenia praw jednostki. Przeprowadzone badanie pokazało ponadto, że w nadzorowaniu implementacji równościowego i antydyskryminacyjnego ustawodawstwa UE można odnaleźć elementy governance, do których zaliczyć należy współpracę z partnerami zewnętrznymi (sieci ekspertów) posiadającymi zasoby (informację), których brakuje Komisji, a które są niezbędne do prowadzenia kontroli. ; The main research problem of the article consists in a question on the method of supervising implementation of equality and anti-discrimination law by the European Commission in the years 2002–2015. The study showed that the Commission, overseeing implementation of the equality and anti-discrimination law of the EU, used to come out of the role of "the guardian of the treaties" and was discussing problems of infringements in dialogue with Member States. The survey also revealed preferences of the Commission, i.e. greater interest in the two directives (2000/43/EC and 2000/78/EC), and less likely to look at the infringement of the principle of equality and non-discrimination from an economic perspective but more in terms of violation of individual rights. Moreover the study revealed that elements of governance could be found in Commission's activity, namely cooperation with external partners (network of experts) who had resources (information) that the Commission needed for the inspection. Analysis was based onthe quantitative data. The theory of Europeanization has been applied to the analysis.

Research objective: The aim of the paper is the analysis of the impact of political participation on democratic system. The reference plane of the analysis is direct democracy (including its forms comprised in Polish constitution), in that its limits and drawbacks.The research problem and methods: The research problem is considering the issue: Is any type of participation strengthening democratic system? The overall impact of participation on democracy according to contemporary theories of democracy is also taken into account in the analysis.The process of argumentation: Majority of theories of democracy assume that intensive participation results in better performance of political system. The practice of direct democracy proves however that citizens' decisions are very often based on erroneous premises. The competence of citizens who participate in democratic procedures is thus not less important than the level of participation. According to research results, both characteristics (quantity and quality of participation) are however divergent.Research results: Contemporary democracy faces the difficult choice. We can opt for lower level of participation, thus securing more competent political decisions but at the same time accepting the absence of many social groups in the process of interests' articulation. The other choice is the stimulation of high participation level, which implies the acceptance for the growing susceptibility for populism as well as the danger that irrational political options gain legitimacy. This dilemma seems to a great extent unresolvable.Conclusions, Innovations and Recommendations: The Stimulation of participation should be preceded by previous activity aimed at the increase of political knowledge of citizens as well as the forming of civic attitudes. ; CEL NAUKOWY: Celem tekstu jest analiza wpływu partycypacji politycznej na funkcjonowanie systemu demokratycznego. Istotnym punktem odniesienia są instrumenty demokracji bezpośredniej wykorzystywane we współczesnej demokracji (w tym te zawarte w Konstytucji RP z roku 1997), a zwłaszcza ich słabości i ograniczenia.PROBLEM I METODY BADAWCZE: Problemem badawczym jest odpowiedź na pytanie, czy każdy rodzaj partycypacji wzmacnia system demokratyczny. Zasadniczą kwestią jest też wskazanie, jak do kwestii wpływu partycypacji politycznej na demokrację odnosi się współczesna teoria demokracji, a zwłaszcza podejście pluralistyczne i elitystyczne.PROCES WYWODU: Większość koncepcji demokracji uznaje wysoki poziom partycypacji za element podnoszący jakość funkcjonowania systemu politycznego. Tymczasem doświadczenia związane ze stosowaniem demokracji bezpośredniej wskazują, że decyzje są często podejmowane przez obywateli na podstawie fałszywych przesłanek. Nie mniej istotna od poziomu partycypacji jest więc jej jakość (stopień kompetencji obywateli uczestniczących w procedurach demokratycznych). Badania dowodzą, że obydwie charakterystyki mają charakter rozbieżny – wyższe uczestnictwo polityczne wiąże się z niższym poziomem kompetencji osób uczestniczących w polityce.WYNIKI ANALIZY NAUKOWEJ: Alternatywa, która stoi przed współczesną demokracją, to z jednej strony akceptacja niskiego poziomu – bardziej kompetentnej – partycypacji, przy jednoczesnym osłabieniu skuteczności artykulacji interesów dużych grup politycznych; z drugiej zaś stymulowanie wysokiego poziomu partycypacji politycznej, przy świadomości, że zwiększa to podatność na populizm i niebezpieczeństwo silnej społecznej legitymizacji dla nieracjonalnych rozwiązań politycznych. Dylemat ten jest w istocie nierozwiązywalny.WNIOSKI, INNOWACJE, REKOMENDACJE: Stymulowanie partycypacji politycznej powinno być poprzedzone działaniami zwiększającymi poziom wiedzy politycznej i kształtującymi postawy obywatelskie.

There are also theoretical issues such as: adequacy of this discipline of knowledge to the analysis of the realities of public action in Poland. This issue arises due to the fact that public policy emerged as a discipline of knowledge in the Anglo-Saxon tradition, on the basis of its specificity. Moreover, the theories evident in public policy science have been developed in the West, mainly in America. The local realities were the basis. Therefore, the question arises whether we should build our theories or adapt those that have been developed elsewhere. Meanwhile, we do not have many or even most elements of the Anglo-Saxon tradition, even in terms of the size of our analytical achievements. We are not even inclined to conduct such an advanced analysis of social and economic phenomena. Hence, it seems important to me to ask about the theoretical potential of this discipline in relation to the analysis of public activities in Poland.
The study was prepared on the basis of the Principal-Agent Theory (PAT) and a method that is associated with it. This choice resulted from the major trajectories in the delegation processes, established on the one hand by states playing the role of principals, and on the other – by supranational institutions in their role as agents.The delegation theory explains the relationship between an entity that delegates power and that which is delegated (the receiving power) and helps analyze the phenomenon of the transfer of power between those entities, its reasons, circumstances, stages of the process, the outcomes and proper terminology and typology. This approach is, therefore, based and focused on the theoretical achievements in the area of research into the process of delegating. The delegation theory is actually the focal plane of theoretical approaches concerning delegating with the elements of the selection of the methods and logic of explanation, and so on. In addition to the clarification of the term of delegation of power and its stages, two basic types of delegation are examined, namely: primary and secondary delegation, and their derivatives, including the relationships between them in the multi-level governance of the European Union. ; The study was prepared on the basis of the Principal-Agent Theory (PAT) and a method that is associated with it. The monograph presents the analysis of the process of constructing national identity in the educational discourse on the example of textbooks. Using the theory and postcolonial discourse theory of Ernesto Laclau, the author reconstructs the discourses involved in the rhetorical construction of national identity and poses the question of inclusion in civic education. The basis for discussion is the analysis of the content of textbooks carried out in the perspective of research on media education (educational media studies), and critical pedagogy. The work combines research on the pedagogical discourse of the linguistic approach. Analysis of rhetorical processes of constructing identity is enriched therefore the analysis of the conceptual metaphors concerning the categories of the nation in terms of George Lakoff and Mark Johnson. Discourse Analysis is conducted on the basis of the method James Paul Gee. An important element of the book are theoretical considerations on the possibility to agree on processes of constructing identity postkolonializmie and discourse theory of Ernesto Laclau.

The article presents methodological theories, application of which, when adopting the political and legal research perspective, makes it possible to analyse the impact of comitology on the shape of law adopted in the European Union. The author assumes that in consideration of equally complex decision-making centers as comitology committees, whose structural element is their location between two levels – the Community and the national level, it is impossible to limit to only one research method. The purpose of the article is an attempt to demonstrate that the most reasonable approach to comitology research is to use institutional and legal analysis, which is based on theoretical assumptions combining political and legal sciences and to supplement it to explain phenomena occurring within the comitology committees by applying the assumptions of the theory PAT (Principal–Agent Theory), the Scharpf's theory of legitimacy of power, Wessels's fusion theory and analysis of empirical data. This approach is designed to enable the examination of normative acts, in which legal basis of functioning of the comitology institutions (i.e. the EU founding treaties, comitology regulations and judgments of the Court of Justice of the European Union), as well as to highlight a number of issues relevant to the practical aspect of the functioning of comitology committees.

This article presents conclusions from observation of the first Citizens' Assembly organized in Wrocław (Poland) in 2020. The analysis starts with placing the panel within the most recent developments in a democratic theory followed by an empirical case study based on covert non-participant observation, document analysis and personal interviews. In conclusion, the paper shows that while citizens' assembly is a promising method for engaging citizens in decision-making process, it poses numerous challenges, especially in terms of framing, organizing and moderating the educational and deliberative stages of the process.

The article aims to discuss the relationship between social policy and public policy and to identify its most important elements. Social policy is linked historically on the one hand with the economy and on the other - with sociology and political sciences. Theory of public policy exposes the role of public administration in achieving its objectives and allows for wider recognition of the tasks by linking them with other specialties. This makes it possible to achieve in practice synergistic effects of actions taken, and at the theoretical level - a more comprehensive assessment of the analyzed problems. The history of social policy in Poland, especially of the Institute of Social Economy shows that such a broad approach to social policy has been characteristic also in the past.

The ethical analysis of The Theory of Moral Sentiments as well as 'n Inquiry into the Nature and Causes of the Wealth of Nations presents A. Smith's (1723-1790) works in a completely new light than it is conventionally presented in the neoliberal interpretation. One of the most important issues appears to be the classification of moral sentiments. He divides them into social, neutral, and antisocial. The neutral sentiment - the so-called 'self love' forms the basis of acting in the best interests of oneself and as such it constitutes the foundations of the development of entrepreneurship. This can be transferred into an antisocial sentiment, i.e. selfishness. In such a case it has a devastating influence on economic activity, social life as well as public life. For this reason A. Smith shows the importance of the social emotion of sympathy understood as empathy and the acceptance of the behaviours that are acknowledged as proper. As the findings of his analysis clearly show, selfishness was the characteristic trait of the businessmen at that time, i.e. merchants and the owners of manufacturing plants. With reference to the works of A. Smith we should therefore identify and then describe all the psychological as well as economic mechanisms that in effect postpone or minimise the chances of the transformation of self love into selfishness, i.e. the activities based on rational economic grounds into the ones that are driven by mere greed. The interpretation of the issue presented in the article questions the conventional neoliberal interpretation. The latter reiterates that in the works of A. Smith the most important ones are the sentences taken out of the context that define the state as a night watchman and the market that is controlled by the invisible hand. The ethical analysis holds that in the opinion of A. Smith alone, one of the most fundamental problems of capitalism lies in the fact that self love should be realised within the boundaries set by the community. The Theory of Moral Sentiments is so vital then, in which he analysed sympathy, social sentiment, and selfishness, i.e. an antisocial emotion, along with 'n Inquiry into the Nature and Causes of the Wealth of Nations, in which he addressed the issue of collective selfishness.
