Dinamica voturilor invalide în Europa centrală şi de est

This article tests if the democratization process in Central and Eastern Europe
coincides with a decrease in number of invalid votes. Using descriptive
statistics, we seek for evidence from 67 elections in ten countries from the
regions during the period 1990-2012. By the beginning of the 2000s, ten years
after the breakdown of communist regime, the percentages of invalid votes
in the countries of Central and Eastern Europe reached levels comparable to
those of the Western European democracies. However, significant differences
between regions and countries endure. This article adds to the literature by
being the first to inquire into the subject of invalid votes in the Central and
Eastern Europe.

Actuellement nombreuses compagnies provenants des pays développés réexaminent la géographie de l'«outsourcing» (externalisation). La focalisation durable sur la productivité, l'efficience opérationnelle et la posibilité d'une future extension de l'emplacement, l'emportent sur la diminution de coûts à court terme. L'arrivée des grandes STN (sociétés transnationales) dans les pays de l'Europe Centrale et de l'Est marque le début d'une tendance ample, qui tient non seulement des opportunités de faire économie à long terme, mais aussi d'une possible perspective pour ces pays de devenir leaders dans l'attirance des investissements.
Nimic nou pe frontul de est: eterna şi fascinanta stângă românească, 1990-2014

I present an analysis of the electorate of the left in Romania in the last 25 years (1990-2014), both longitudinal and comparative. The analysis reveals an electorate that has hardly changed since the early 1990's - it continues to be predominantly poor, old, and rural, with little education, much like the electorate of parties such as the Russian Communist Party or the Hungarian Fidesz. I argue that this profile, and its lack of evolution, is largely a product of the left's (FSN, FSDN, PDSR and PSD) lack of genuine commitment to the institutions and principles of liberal democracy.

The article explores the way political participation, representation and governance
are conceptualized and rationalized by the Romanian legislation on parties. The
plurality of parties was initially set up as a way to discipline and organize the
political pluralism manifest in society in order to contain it within the boundaries
imposed by the Constitution. This disciplinary vocation of parties was confirmed
and reinforced by the laws enacted in 1996 and 2003 that embedded parties into
a functional vision of democracy where they were explicitly endowed with
the public mission of ensuring the political integration of Romanian citizens.
The detailed rationalization of parties' mission to organize citizens' political
participation and to contain the expression of their political will contrasted
sharply with both the ambiguity of their governmental role within the "eclectic"
institutional design of the Constitution, and with their organizational friability.

Although many institutions were involved in the cultural diplomacy of the Romanian communist regime, a very consistent part of the artistic exchanges with the East and the West were mediated by the Union of Artists. This paper would like to highlight the important role the Union played in framing the artistic exchanges with several "capitalist countries" and "popular democracies", by looking at several agreements of collaboration between Unions or similar institutions. More precisely, we will look at the variations regarding the form and the quantity of exchanges that were established through such official documents and which referred mainly to exchanges of persons, informations or exhibitions. We will also look at the way these were organized in practice: the study of the travel reports, informative notes or daily programs that were produced on such occasions shows that these exchanges were systematically surveilled and politically motivated. A preliminary analysis of these allows us to observe the Union's interests regarding the East and the West and suggests that the Romanian Union of Artists contributed to the expansion, the regulation and at the same time the control of the cultural contacts with foreign countries.

Volume contains the proceedings of the VII International Conference Jean Monnet (13 to 14 May 2011, Iasi), co-funded by the European Commission Jean Monnet Centre of Excellence Program in European Studies. Events held under the auspices and promoted by the Center for European Studies, every year, Europe Day, the present edition of the conference Romania and the European Union. Dynamics of the integration process and not only expose the general public, a number of issues facing European economies against the backdrop of the crisis. The volume was prepared with the assistance of several researchers, teachers, specialists in European studies from major universities of the country and the Republic of Moldova. Communications were made around three themes: Where does Europe stand?, Economic Challenges in Romania and EU During the crisis and The dynamics of structural changes and perspectives of integration process.

They are sociologists, psychologists, economists, management experts, engineers, philosophers, political scientists, historians, journalists, lawyers, but all have enjoyed a professional fame that has crossed the borders of their country. Their multiple specializations have enriched the field of organizations, and the dynamic, high, engaging style has made them enter global university circuits. Managers understood thanks to them that for the development of their institutions they have to work closely with specialists to increase their visibility, to impose a good strategy and for the well-being of themselves, employees and society.
