การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาระดับการบริหารกิจการบ้านเมืองที่ดีขององค์กร ปกครองส่วนท้องถิ่น ภาคตะวันออก 2) ศึกษาระดับคุณภาพการให้บริการขององค์กรปกครองส่วนท้องถิ่น ภาคตะวันออก 3) ตรวจสอบความสอดคล้องของรูปแบบความสัมพันธ์เชิงสาเหตุของปัจจัยที่มีอิทธิพลต่อคุณภาพการให้บริการขององค์กรปกครองส่วนท้องถิ่น ภาคตะวันออก ที่พัฒนาขึ้นกับข้อมูลเชิงประจักษ์ และ 4) ศึกษาน้ำหนักอิทธิพลทางตรง อิทธิพลทางอ้อมและอิทธิพลรวมของปัจจัยเชิงสาเหตุที่มีอิทธิพลต่อคุณภาพการให้บริการขององค์กรปกครองส่วนท้องถิ่น ภาคตะวันออก กลุ่มตัวอย่างในการวิจัย จำนวนทั้งสิ้น 400 คน ใช้สถิติการวิเคราะห์เส้นทาง (Path Analysis) ในการตรวจสอบความสอดคล้องของรูปแบบความสัมพันธ์กับข้อมูลเชิงประจักษ์และน้ำหนักของอิทธิพล ผลการวิจัยพบว่า ระดับการบริหารกิจการบ้านเมืองที่ดีขององค์กรปกครองส่วนท้องถิ่น ภาคตะวันออกอยู่ในระดับดีมาก ระดับคุณภาพการให้บริการขององค์กรปกครองส่วนท้องถิ่น ภาคตะวันออก อยู่ในระดับดีมาก ผลการตรวจสอบความสอดคล้องของรูปแบบกับข้อมูลเชิงประจักษ์ตามเกณฑ์ดัชนีที่ใช้ทดสอบความสอดคล้องกลมกลืนของรูปแบบที่พัฒนาขึ้น มีระดับความสอดคล้องกลมกลืน ผ่านเกณฑ์มาตรฐานที่กำหนดไว้ครบทุกดัชนี จึงสรุปได้ว่า รูปแบบความสัมพันธ์เชิงสาเหตุของปัจจัยที่มีอิทธิพลต่อคุณภาพการให้บริการขององค์กรปกครองส่วนท้องถิ่น ภาคตะวันออกที่พัฒนาขึ้นมีความสอดคล้องกับข้อมูลเชิงประจักษ์ ผลการวิเคราะห์น้ำหนักอิทธิพลทางตรงอิทธิพลทางอ้อมและอิทธิพลรวมของปัจจัยเชิงสาเหตุที่มีอิทธิพลต่อคุณภาพการให้บริการขององค์กรปกครองส่วนท้องถิ่น ภาคตะวันออก พบว่า ด้านอิทธิพลทางตรง ได้แก่ การบริหารกิจการบ้านเมืองที่ดีมีอิทธิพลทางตรงต่อคุณภาพ การให้บริการ ที่ระดับนัยสำคัญทางสถิติ 0.01 โดยค่าสัมประสิทธิ์ขนาดอิทธิพลของการบริหารกิจการบ้านเมืองที่ดี เท่ากับ 0.904 (p <0.01) ด้านอิทธิพลทางอ้อม ได้แก่ แรงจูงใจกระบวนการบริหาร วัฒนธรรมองค์กร ภาวะผู้นำและค่านิยมสร้างสรรค์ มีอิทธิพลทางอ้อมต่อคุณภาพการให้บริการโดยส่งผ่านการบริหารกิจการบ้านเมืองที่ดี ที่ระดับนัยสำคัญทางสถิติ 0.01 โดยค่าสัมประสิทธิ์ขนาดอิทธิพลของแรงจูงใจ เท่ากับ 0.315 (p <0.01) กระบวนการบริหาร 0.286 (p <0.01) วัฒนธรรมองค์กร 0.171 (p <0.01) ภาวะผู้นำ 0.091 (p <0.01) และค่านิยมสร้างสรรค์ 0.027 (p <0.01) ด้านอิทธิพลรวม ได้แก่ การบริหารกิจการบ้านเมืองที่ดี แรงจูงใจ กระบวนการบริหารวัฒนธรรมองค์กร ภาวะผู้นำ และค่านิยมสร้างสรรค์ มีอิทธิพลรวมต่อคุณภาพการให้บริการ ที่ระดับนัยสำคัญทางสถิติ 0.01 โดยค่าสัมประสิทธิ์ขนาดอิทธิพลของการบริหารกิจการบ้านเมืองที่ดี เท่ากับ 0.904 (p <0.01) แรงจูงใจ 0.315 (p <0.01) กระบวนการบริหาร 0.286 (p <0.01) วัฒนธรรมองค์กร 0.171 (p <0.01) ภาวะผู้นำ 0.091 (p <0.01) และค่านิยมสร้างสรรค์ 0.027 (p <0.01) ; The purpose of this study was fourfold. First, it aimed at examining a level of administration based on good governance principles of local administrative organizations located in the eastern part of Thailand. Also, this study intended to investigate a level of quality of service provided by these local governments. Third, it attempted to determine the consistency of causal relationship of factors affecting quality of service offered by these local administrative organizations. The last purpose of this study was to examine the weight of direct, indirect, and combined influences of factors affecting quality of service provided by these local governments. The subjects participating in this study comprised 400 people. The test of path analysis was used to determine the consistency of the relationship model and the empirical data as well as weights of influences. The results of the study were as follows: It was shown that the level of administration based on good governance Principles of local administrative organizations located in the eastern part of Thailand was at a very good level. The level of quality of service provided by the local governments, located in the eastern part of Thailand was at a very good level. Regarding the test of consistency of relationship model and the empirical data based on the criteria to test the consistency of the developed model, it was shown that they were in line with each other and met a set of standard criteria. This was suggested that the model of causal relationship of factors affecting quality of service provided by local governments, located in the eastern region of Thailand had an influence on their quality of service. The developed relationship model was in line with the empirical data. Based on the analyses of weighted direct, indirect, and combined influences of causal factors affecting the quality of service offered by local governments, the results were as follows: Regarding the direct influences, it was shown that good governance had a direct influence on quality of service at a significant level of .01. Specifically, the effect size for correlation of good governance was 0.904 (p<0.01). For the indirect influences, it was shown that the variables of motivation, administrative process, corporate culture, leadership, and core value influenced indirectly the quality of service via good governance at a significant level of .01. Specifically, the effect sizes for correlation of motivation, administrative process, corporate culture, leadership, and core value were 0.315 (p<0.01), 0.286 (p<0.01), 0.171 (p<0.01), 0.091(p<0.01), and 0.027 (p<0.01), respectively. With reference to the combined influences, it was found that the variables of good governance, motivation, administrative process, corporate culture, leadership significantly influenced quality of service at a significant level of .01. In particular, the effect sizes for correlation of good governance, motivation, administrative process, corporate culture, leadership, and core value were 0.904 (p<0.01), 0.315 (p<0.01), 0.286 (p<0.01), 0.171 (p<0.01), and 0.091 (p<0.01), respectively.

"Ottoman-Southeast Asian Relations: Sources from the Ottoman Archives, is a product of meticulous study of İsmail Hakkı Kadı, A.C.S. Peacock and other contributors on historical documents from the Ottoman archives. The work contains documents in Ottoman-Turkish, Malay, Arabic, French, English, Tausung, Burmese and Thai languages, each introduced by an expert in the language and history of the related country. The work contains documents hitherto unknown to historians as well as others that have been unearthed before but remained confined to the use of limited scholars who had access to the Ottoman archives. The resources published in this study show that the Ottoman Empire was an active actor within the context of Southeast Asian experience with Western colonialism. The fact that the extensive literature on this experience made limited use of Ottoman source materials indicates the crucial importance of this publication for future innovative research in the field. บทความนี้มีวัตถุประสงค์ 3 ประการคือ 1) เพื่อศึกษาหลักการ แนวคิด ทฤษฎีและแนวปฏิบัติเกี่ยวกับรูปแบบการไกล่เกลี่ยข้อพิพาทสากลและรูปแบบการไกล่เกลี่ยข้อพิพาทของศูนย์ไกล่เกลี่ยข้อพิพาทสภาทนายความ 2) เพื่อศึกษารูปแบบในการไกล่เกลี่ยข้อพิพาททางพุทธศาสนาเถรวาท 3) เพื่อเสนอรูปแบบการไกล่เกลี่ยข้อพิพาทของศูนย์ไกล่เกลี่ยข้อพิพาทสภาทนายความโดยแนวทางพุทธสันติวิธี การวิจัยครั้งนี้เป็นการวิจัยเชิงคุณภาพ โดยเน้นการวิจัยเชิงเอกสารและการสัมภาษณ์ผู้ทรงคุณวุฒิด้านการไกล่เกลี่ยข้อพิพาทจากสภาทนายความจำนวน 9 ท่าน ด้านการไกล่เกลี่ยข้อพิพาทสากลจำนวน 6 ท่านและด้านพระพุทธศาสนาเถรวาทจำนวน 5 ท่าน ผลการศึกษาวิจัยพบว่า รูปแบบการไกล่เกลี่ยข้อพิพาทของศูนย์ไกล่เกลี่ยข้อพิพาทสภาทนายความมีความสอดคล้องกับหลักการ วิธีการ และกระบวนการไกล่เกลี่ยข้อพิพาทสากล ในด้านกระบวนการไกล่เกลี่ยข้อพิพาททางพุทธศาสนาเถรวาทเป็นแนวปฏิบัติตามหลักพุทธสันติวิธีโดยยึดหลักอริยสัจ4 ส่วนรูปแบบการไกล่เกลี่ยข้อพิพาทของศูนย์ไกล่เกลี่ยข้อพิพาทสภาทนายความโดยแนวทางพุทธสันติวิธี ประกอบด้วยรูปแบบด้านคุณสมบัติของผู้ไกล่เกลี่ยข้อพิพาท มีคุณสมบัติภายในคือ เป็นผู้มีสติ มีขันติ ไร้อคติ และมีเมตตา คุณสมบัติภายนอกคือ มีกัลยาณมิตรธรรม มีศีลธรรม และมี คารวธรรม ด้านวิธีการไกล่เกลี่ยข้อพิพาทคือมีบทบาทด้านเมตตาตามหลักสาราณียธรรมและใช้เทคนิคที่เป็นทางสายกลางหรือมัชฌิมาปฏิปทา และด้านกระบวนการไกล่เกลี่ยข้อพิพาท มีขั้นตอนของการไกล่เกลี่ยข้อพิพาท 5 ขั้นตอน คือ 1) ตั้งต้นวิเคราะห์ทุกข์ 2) เปิดมุขด้วยปิยวาจา 3) ใช้เมตตาค้นหาประเด็น 4) ร่วมคิดเห็นอย่างไร้อคติ และ 5) มุ่งมิติอภัยทาน ; This research is of 3 objectives, i.e., (1) to study principal, ideas, theories and practices related to the model of the international dispute mediation, and the model of dispute mediation of the Lawyers Council, (2) to study model of dispute resolution in Theravada Buddhism, and (3) to present a model of dispute settlement of Mediation Center of Lawyers Council by Buddhist Peaceful Means. This research is qualitative, emphasizing documents and interviews with experts and scholars in dispute resolution from the Lawyers Council of Thailand 9 persons, from the Other Organization 6 persons and persons who experts and scholars in Theravada Buddhism 5 persons, respectively. The outcome of the research found the followings: The principles and process related to the model of the international dispute mediation and the current state of dispute mediation of the Lawyers Council are consistent. For the process of dispute resolution in Theravada Buddhism, its way of practice is by Buddhist peaceful means with the holding on to the principle of the Four Noble Truths in analyzing problems. In this research, it presents a model of dispute settlement of Mediation Center of Lawyers Council by Buddhist Peaceful Means comprising mediators' inner and outer qualities; the inner defined as being conscious, patient, unbiased and benevolent while the outer are having good friends, morality, honoring others. For the method model of dispute resolution, it consists of the role and mediating technique of dispute mediators, i.e. the role of loving kindness in accordance with the virtues for fraternal living or Sārāniyadhamma and the use of the Middle Way or technique Majjhimā patipadā. The process model of dispute mediation is the use of the Four Noble Truths in proceeding the process of dispute mediation of which having 5 steps of 1) start to analyze sorrows or Dukkha, 2) start talking with nice words or Piyavaca, 3) search for issues with loving kindness, 4) sharing opinions without bias, and 5) aiming for the aspect of forgiveness with the dispute mediating purpose of 'Peace' or disputants' settlement of disputes by forgoing matters towards each other.

The objectives of this research were: 1) to study the state of the human resource management according to the principles of Raja-Sangahavatthu (virtues making for national integration) of the administrators of local administrative organizations in Thapkhlo District, Phichit Province, 2) to study the relationship to the human resource management according to the principles of Raja-Sangahavatthu of the administrators of the local administrative organizations in Thapkhlo District, Phichit Province, and 3) to study the problems, obstacles and suggestions for the human resource management according to the principles of Raja-Sangahavatthu of the administrators of the local administrative organizations in Thapkhlo District, Phichit Province. This research applied the Mixed Methods Research consisting of the qualitative and quantitative research. The sample was 141 staffs at the municipality and local administrative organizations in Thapkhlo District, Phichit Province from 216 staffs with the table of Taro Yamane. The tools of the research were questionnaire with the 0.968 of reliability and in-depth interview from the 11 key informants. The analysis of data used Statistical Package for Social Science. The statistics for analysis data used Frequencies, Percentage, Mean, Standard Deviation, and Pearson's Product Moment Correlation Coefficient. Results of the Research Overall, the state of the human resource management of the administrators of the local administrative organizations in Thapkhlo District, Phichit Province was at the high level ( =3.65). When considering each aspect, it was found that the human resource management in the planning was at the highest level ( =3.78). Then, it was the human resource management in the maintaining ( =3.65). However, the human resource management in the developing was at the lowest level ( =3.57). Moreover, the staffs had the opinion to the human resource management according to the principles of Raja-Sangahavatthu of the administrators of the local administrative organizations in Thapkhlo District, Phichit Province in the research was at the high level ( =3.54). When considering each aspect, it was found that the human resource management in the Purisamedha (shrewdness in the promotion and encouragement of government officials) was at the highest level ( =3.66). Then, it was the human resource management in the Sassamedha (shrewdness in agricultural promotion) ( =3.60). However, the human resource management in the Vachapeyya (kindly and convincing speech) was at the lowest level ( =3.32). The relationship to the human resource management according to the principles of Raja-Sangahavatthu of the administrators of the local administrative organizations in Thapkhlo District, Phichit Province found that overall, the human resource management according to the principles of Raja-Sangahavatthu of the administrators of the local administrative organizations in Thapkhlo District, Phichit Province had the positive relationship at the low level (r = 0.249**). When considering each aspect, it was found that the human resource management according to Sassamedha of the administrators of the local administrative organizations in Thapkhlo District, Phichit Province had the positive relationship at the middle level. The human resource management according to Vachapeyya of the administrators of the local administrative organizations in Thapkhlo District, Phichit Province had the negative relationship at the low level. Therefore, the research hypothesis was accepted. The problems, obstacles and suggestions for the human resource management according to the principles of Raja-Sangahavatthu of the administrators of the local administrative organizations in Thapkhlo District, Phichit Province found that the administrators did not plan the man power for the future. The staffs were recruited from the intimates. The administrators did not give the opportunities to the people having the knowledge and capability in the recruitment of the staffs. Some local administrators did not promote the staffs for the training. The suggestions for the human resource management according to the principles of Raja-Sangahavatthu of the administrators of the local administrative organizations in Thapkhlo District, Phichit Province were that the administrators should set the frame of the staffs suitable to the work by planning the man power continuously every year. The recruitment of the staffs should be announced, have the public relations thoroughly and specify the criterion by considering the knowledge and capability and recruiting the people within the organization and the other people. Moreover, the administrators should promote the staffs for the training and development. ; การวิจัยในครั้งนี้ มีวัตถุประสงค์ คือ 1) เพื่อศึกษาสภาพการบริหารทรัพยากรมนุษย์ตามหลักราชสังคหวัตถุของผู้บริหารองค์กรปกครองส่วนท้องถิ่นในอำเภอทับคล้อ จังหวัดพิจิตร 2) เพื่อศึกษาความสัมพันธ์ในการบริหารทรัพยากรมนุษย์ตามหลักราชสังคหวัตถุของผู้บริหารองค์กรปกครองส่วนท้องถิ่นในอำเภอทับคล้อ จังหวัดพิจิตร และ 3) เพื่อศึกษาปัญหา อุปสรรค และข้อเสนอแนะในการบริหารทรัพยากรมนุษย์ตามหลักราชสังคหวัตถุของผู้บริหารองค์กรปกครองส่วนท้องถิ่นในอำเภอทับคล้อ จังหวัดพิจิตร การวิจัยครั้งนี้ เป็นการวิจัยแบบผสานวิธีโดยการวิจัยเชิงปริมาณ สำรวจกลุ่มตัวอย่างที่เป็นพนักงานเทศบาลและพนักงานองค์การบริหารส่วนตำบลในอำเภอทับคล้อ จังหวัดพิจิตร จำนวน 141 คน จากประชากรทั้งหมดจำนวน 216 คน สุ่มกลุ่มตัวอย่างโดยวิธีการสุ่มอย่างง่าย คำนวณขนาดกลุ่มตัวอย่างโดยใช้สูตรของทาโร่ ยามาเน่ เก็บรวบรวมข้อมูลโดยใช้แบบสอบถาม ซึ่งมีค่าความเชื่อมั่นทั้งฉบับเท่ากับ 0.968 วิเคราะห์ข้อมูลโดยใช้โปรแกรมสำเร็จรูปเพื่อการวิจัยทางสังคมศาสตร์สถิติพรรณนาที่ใช้ ได้แก่ ค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย และค่าเบี่ยงเบนมาตรฐาน และทดสอบสมมติฐานโดยการทดสอบค่าสัมประสิทธิ์สหสัมพันธ์แบบเพียร์สัน (Pearson's Product Moment Correlation Coefficient) และการวิจัยเชิงคุณภาพ โดยการสัมภาษณ์เชิงลึก (In-depth Interview) กับผู้ให้ข้อมูลสำคัญ (Key Informants) จำนวน 11 คน โดยใช้แบบสัมภาษณ์ที่มีโครงสร้าง (Structured Interview Form) และใช้เทคนิคการวิเคราะห์เนื้อหาเชิงพรรณนา ผลการวิจัยพบว่า สภาพการบริหารทรัพยากรมนุษย์ตามหลักราชสังคหวัตถุของผู้บริหารองค์กรปกครองส่วนท้องถิ่นในอำเภอทับคล้อ จังหวัดพิจิตร พบว่า ความคิดเห็นของพนักงานที่มีต่อการบริหารทรัพยากรมนุษย์ของผู้บริหารองค์กรปกครองส่วนท้องถิ่นในอำเภอทับคล้อ จังหวัดพิจิตร ในภาพรวมอยู่ในลำดับมาก ( = 3.65) และเมื่อพิจารณาเป็นรายด้าน พบว่า การบริหารทรัพยากรมนุษย์ในด้านการวางแผน มีความคิดเห็นในลำดับมากที่สุด ( = 3.78) รองลงมาคือ ด้านการธำรงรักษา ( =3.65) และน้อยที่สุดคือ ด้านการพัฒนา ( =3.57) ตามลำดับ สำหรับความคิดเห็นของพนักงานที่มีต่อการบริหารทรัพยากรมนุษย์ตามหลักราชสังคหวัตถุของผู้บริหารองค์กรปกครองส่วนท้องถิ่นในอำเภอทับคล้อ จังหวัดพิจิตร ในภาพรวม อยู่ในลำดับมาก ( = 3.54) และเมื่อพิจารณาเป็นรายด้าน พบว่า ด้านปุริสเมธะ มีความคิดเห็นในลำดับมากที่สุด ( = 3.66) รองลงมาคือ ด้านสัสสเมธะ ( =3.60) และน้อยที่สุดคือ ด้านวาชเปยยะ ( =3.32) ความสัมพันธ์ระหว่างการบริหารทรัพยากรมนุษย์ตามหลักราชสังคหวัตถุของผู้บริหารองค์กรปกครองส่วนท้องถิ่นในอำเภอทับคล้อ จังหวัดพิจิตร พบว่า การบริหารทรัพยากรมนุษย์ตามหลักราชสังคหวัตถุของผู้บริหารองค์กรปกครองส่วนท้องถิ่นในอำเภอทับคล้อ จังหวัดพิจิตร โดยภาพรวม มีความสัมพันธ์เชิงบวกในลำดับต่ำ (r = 0.249**) เมื่อแยกเป็นรายด้าน พบว่า ด้านสัสสเมธะ มีความสัมพันธ์เชิงบวกในลำดับปานกลาง ด้านปุริสเมธะและด้านสัมมาปาสะ มีความสัมพันธ์เชิงบวกในลำดับต่ำ ส่วนด้านวาชเปยยะ มีความสัมพันธ์เชิงลบในลำดับต่ำ จึงยอมรับสมมติฐานการวิจัย ปัญหา อุปสรรค และข้อเสนอแนะในการบริหารทรัพยากรมนุษย์ตามหลักราชสังคหวัตถุของผู้บริหารองค์กรปกครองส่วนท้องถิ่นในอำเภอทับคล้อ จังหวัดพิจิตร พบว่า ไม่ได้มีการวางแผนอัตรากำลังคนไว้เผื่ออนาคต พนักงานจ้างตามภารกิจและพนักงานจ้างทั่วไปบรรจุจากบุคคลใกล้ชิด ไม่เปิดโอกาสให้คนที่มีความรู้ความสามารถเข้ามาเป็นพนักงาน ผู้บริหารท้องถิ่นบางคนไม่ส่งเสริมพนักงานให้ไปเข้ารับการฝึกอบรมพัฒนาหลักสูตรต่าง ๆ ฉะนั้น ควรกำหนดกรอบพนักงานให้สอดคล้องกับงาน โดยวางแผนอัตรากำลังคนอย่างต่อเนื่องทุกปี สำหรับการรับสมัครพนักงานก็ควรติดประกาศและ/หรือประชาสัมพันธ์ให้ทราบโดยทั่วไป จะต้องมีเกณฑ์ในการรับบุคคลเข้าทำงานโดยพิจารณาจากความรู้ความสามารถ โดยรับทั้งจากบุคลากรภายในหรือภายนอกหน่วยงาน ส่งเสริมพนักงานให้เข้ารับการฝึกอบรมและพัฒนา
