This article discusses the conceptual foundations of the development of military culture in the Armed Forces of the Republic of Uzbekistan. The influence of the national traditions of the Uzbek people on the development of the military culture of young military personnel of the Republic of Uzbekistan is studied.

The author analyses the European Union's foreign policy in Central Asia. He indicates the basic tendencies of development of the EU cooperation with the countries of Central Asian region. Further, the author analyzes the implementation of joint projects within the framework adopted by the Partnership Agreements. Based on a critical analysis, the researcher highlights a number of constraints to effective development of relations between the EU and Central Asian states. He carries out a structural analysis of conceptual documents of the European Union for the development of bilateral and multilateral relations with Central Asian countries in the region.
Scientific novelty of this work lies in the systematization of stages in the evolution of relations between the European Union and the countries of Central Asia. The author divides the formation of cooperation into four main stages.
The first stage of the relations between the EU and the countries of Central Asia includes conceptual framework of the legal regulatory structure of bilateral and multilateral cooperation.
The second stage is characterized by the realization of a number of joint projects in the field of transport communications, democratic transformations, regional security and stability.
The third stage of the relations is determined by acquiring of special geographical significance of the region of Central Asia resulting from the engagement of the International Security Assistance Force in Afghanistan in 2001.
The fourth stage has begun in 2015 with the adoption of the EU Strategy for a New Partnership with Central Asia for 2017-2021.
These studies serve as a basis for developing some important proposals and recommendations for the improvement of the effectiveness of cooperation between the parties.
The starting point of the conclusions of politicians and experts was the recognition of the changed nature of threats to the New World Order. In post-Westfalia system of international relations the main actors are not sovereigns, but transnational actors of world politics, including transnational terrorist and criminal networks. In this situation, the support of global security threat serves the underground world – terrorists, shady business structures, failed states. The unconventional nature of the threat to peace and stability of the New World Order requires an equally innovative response which transcends the formal constraints of international law and the traditional doctrine of deterrence. An analysis of the U.S. foreign policy concepts suggests that today's academic and political community has promoted consensus of neoliberals and neoconservatives, supporters of the institutional functionalism and representatives of the school of Realpolitik. This consensus was based on the recognition of the admissibility of pre-emptive strikes on the territory of failed states, sponsoring international terrorism, or the implementation of open interference in the internal affairs of "rogue states" for human rights and democratic freedoms guarantee. ; В современных условиях становления новой конфигурации международных отношений вооруженная агрессия по-прежнему остается не только популярной альтернативой дипломатическому урегулированию конфликтов, но и одной из постоянно совершенствуемых насильственных практик. Место войн на международной арене все активнее занимают терроризм, геноцид, интервенция и т.д. Иностранное военное вмешательство в дела суверенных государств в настоящее время получает все более широкое распространение, поэтому противодействие попыткам интервенции на данный момент входит в число приоритетных задач государства, так как от эффективности этой деятельности нередко зависит существование страны.

The study of the constitutional and legal basis of the status of migrants will allow to determine and summarize the rights and obligations of these persons, which significantly affect the formation of legal social order. This article discusses the constitutional, legal and administrative basis of the status of migrants, regulated by the legislation of the Russian Federation. Considering the issue of the current state of the migration legislation of the Russian Federation, the theoretical aspect of migration as the mobilization of people to change their permanent residence is highlighted. The causes of this phenomenon and the classification of categories of migrants are determined. The definitions of external and internal migrants are differentiated, on the basis of which the constitutional norms of foreign persons who entered the territory of the Russian Federation are further studied. According to Federal laws, the basic rights and obligations of immigrants who entered the Russian Federation for different definitions of reasons and circumstances are distinguished. The article considers the administrative and legal basis of the status of migrants in the context of a violation of the rule of law according to the norms of the Code of administrative violations. The Institute of citizenship is singled out as a status that directly affects the scope of individual rights and freedoms, which allows it to be singled out as a special status of a migrant. The article explains the scientific basis and reveals the nature of time prospective thinking of military specialists in the aspect of foreign language training. The authors regard the time prospective thinking as thinking that assumes integration of various conceptions and methods in complicated strategic activity, synthesizes all the elements of the problem, forecasts the consequences of problem solving and provides innovation and breakthrough to new possibilities. The paper reveals the main features of time prospective thinking and concludes that problem dealing with professional military service develops time prospective thinking of Master-students trained at Military Institution in effective way. It develops exactly ability to regard any object as a complicated system, which contains many related elements, to observe the development process and a place of any object in time (the past-the present - the future) and space (when system contains subsystems and supersystems). The authors declare that ability of time prospective thinking is developed by means of analyzing the system features and system relations. They pay special attention to formation and fixing the skills of creative thinking. Regarding the theory of inventive tasks solving, the authors developed technology of solving the problem while teaching foreign languages and represented effective methods of time prospective thinking development of a military specialist in frames of further training. ; В статье дается научное обоснование и раскрытие процессуальной сущности развития системно-прогностического мышления военных специалистов в процессе иноязычного образования. Под системно-прогностическим мышлением авторы понимают такой тип мышления, который интегрирует разнообразные концепции и методы в сложном процессе стратегической деятельности и основывается на синтезе всех элементов системы взаимосвязей решаемой проблемы и прогнозировании последствий ее решения в будущем, обеспечивая инновационность и прорыв к новым возможностям. Раскрывая основные черты системно-прогностического мышления, авторы приходят к выводу о том, что работа над проблемой, связанной с военно-профессиональной деятельностью, наиболее эффективно развивает системно-прогностическое мышление слушателей магистратуры военного вуза, а именно умение подходить к любому объекту как к сложной системе, содержащей множество взаимосвязанных между собой и другими системами элементов, видеть процесс развития и местонахождение каждого объекта во времени (прошлое - настоящее - будущее) и в пространстве (наличие в системе подсистем и надсистем). Умение мыслить системно-прогностически развивается путем анализа свойств систем и системных связей. При этом особое внимание уделяется не только формированию, но и закреплению навыков творческого мышления. На основе концептуальных идей теории решения изобретательских задач разработана технология работы над проблемой в процессе иноязычного образования и представлен комплекс эффективных методов развития системно-прогностического мышления военного специалиста в рамках дополнительного профессионального образования.

The article is devoted to the comparative historical analysis of the military component in China's foreign policy in Africa. A brief historical sketch of China's African policy after the end of the World War II helps to understand the roots of the impressive strengthening of its political and economic influence on the African continent between 2000 and 2020. Special attention in paid to the causes of political instability in many African countries, the military and political role of the United States on the Black Continent, UN peacekeeping activities and the participation of the Chinese military troops in special operations of this international organization. The authors conclude that there is a gradual evolution of the interpretation of the concept of responsible power, which holds a prominent place in the official foreign policy doctrine of the PRC. The article explores the genesis of this concept during the reign of the three Chairmen of the PRC Jiang Zemin (1993-2003), Hu Jintao (2003-2013) and Xi Jinping (after 2013), and discusses the stages of the formation of Chinese political-military doctrine, which is detailed in White papers of the Chinese State Council (2015, 2019, 2020). The article analyses the implementation of the military-political doctrine of the PRC in Africa, the creation of the first foreign multifunctional military base of the PRC in the Republic of Djibouti, and the transition of China from a bilateral model of relations with African countries to block diplomacy in the context of ensuring the collective security of participants in political associations. ; Статья посвящена сравнительно-историческому анализу военного компонента во внешней политики КНР в Африке. Краткий исторический очерк дает представление о китайской политике в Африке после окончания Второй мировой войны и о впечатляющем укреплении китайского политического и экономического влияния на африканском континенте в период с 2000 по 2020 г. Особое внимание уделено причинам политической нестабильности во многих африканских странах, военно-политической роли США на Черном континенте, миротворческой деятельности ООН и участию военного контингента КНР в специальных операциях этой международной организации. Авторы делают вывод о постепенной эволюции содержания концепции «ответственной державы», занимающей заметное место в официальной внешнеполитической доктрине КНР, исследуется генезис этого понятия в периоды правления трех председателей Госсовета КНР – Цзян Цзэминя (1993-2003 гг.), Ху Цзиньтао (2003-2013 гг.) и Си Цзиньпина (после 2013 г.), а также рассматриваются этапы формирования китайской военно-политической доктрины, ряд положений которой изложены в «Белых Книгах» Госсовета КНР (2015, 2019, 2020 гг.). В статье анализируется претворение в жизнь военно-политической доктрины КНР в Африке, создание в Республике Джибути первой зарубежной многофункциональной военной базы КНР, констатируется переход Китая от двусторонней модели отношений с африканскими странами к блоковой дипломатии в контексте обеспечения коллективной безопасности участников политических объединений.
