The book approaches the history of Finnish development cooperation through the experiences of development aid workers. At its core is a small group of Finns (experts and officials from different fields) who have worked with international development aid in Asia, Africa and Latin America. Their memories and experiences, together with diverse archival material offer an interesting window into the world of development (cooperation), or "Aidland", from the 1960s to the turn of the millennium. The research focuses on the personal motives and experiences of Finnish aid workers from the 1960s to the 2000s. The book offers perspectives on the historical construction of Aidland since the 1940s and on the gradual integration of Finland and the Finns into its structures. It describes the mindset of the first two generations of aid workers and the factors that made them interested in developing countries. The book follows their education, their first contacts with Aidland, adaptation to work and conditions, returning home and the challenges that come with it. The study gives the reader a view of the power positions, hierarchies and contradictions in Aidland and development cooperation, which at times led Finns to reassess their motives and justify to themselves the meaningfulness of the entire undertaking. Through their experiences, the book also deals with the less-known side of development cooperation, such as corruption, prejudices, and opposition to development projects, as well as their occasionally unwanted consequences in partner/recipient countries. It also sheds light on the effects of the Aidland experience on an individual's worldview and identity. The book is an academic study suitable for a wide audience, from university students to ordinary readers interested in development cooperation. The book helps to understand both the history of development and the construction of multi-level connections of Finnish society with the countries of the Global South. It is therefore also ideally suited for readers interested in the development of Finland's internationalization in the late twentieth century. For its part, the book contributes to wider public debates on development cooperation.
This work, prepared and published during the author's stay at the RSCAS, EUI, is a "compilation thesis" (in Finnish "artikkeliväitöskirja"), Department of Political Sciences, University of Helsinki, and contains the major part of the author's PhD thesis (forthcoming print monograph, 2012). ; The future is uncertain, and the financial system of the European Union has to take into account this uncertainty. This book looks at the different means it has at its disposal to do so, and analyses how these means have evolved since the creation of the general budget of the European Communities in 1968. The analysis is extended to a broader study of the development of the European Union through several case studies: negotiations on the Financial Regulation of 25 June 2002,on its first modifi cation, adopted on 13 December 2006, and on the Interinstitutional Agreement (IIA) of 17 May 2006 between the European Parliament, the Council and the Commission on budgetary discipline and sound fi nancial management and on the Multiannual Financial Framework for 2007-2013. The question of the uncertainty of the future is addressed using the so-called "Theory of Budgetary Flexibility". This theory, developed originally to analyse national budgetary systems, establishes an essential distinction between External Flexibility and Internal Flexibility, on the one hand, and Annual Flexibility and Multiannual Flexibility on the other hand. It is particularly useful here as it enables us to examine under a common framework processes that are often considered separate (and treated in the literature as such), and to draw conclusions at systems' level. The book is divided into three Parts: - Part One (Chapters 1 to 3), which forms the theoretical part of this book, includes an analysis of the specificities and of the functioning of the budgetary and financial systems of the European Union, while presenting an "état des lieux" of studies carried out in these fields; - Part Two (Chapters 4 to 13) deals with changes that have been made to various forms of flexibility since 1968. Special attention is paid not only to the consequences these changes have had for the various actors involved – namely the European Parliament, the Council, the Commission and Member States – but also for the financial system of the European Union as a whole; - Part Three (Chapters 14 to 18) addresses the question of how the changes examined in Part Two affect the general development of the European Union.
The topic of the book is the incremental growth of linguistic knowledge from lexical to structural-cum-textual during the so-called later language development. Language mastery does not presuppose any acquaintance with prescriptive grammar but, instead, concerns the core of language which the so-called consensus principle applies to: the most frequent words and structures are mastered with certainty by everybody, but uncertainty increases as less frequent and more variable phenomena are taken into consideration. It is the goal of the study to make explicit the knowledge that is common to school children of different age groups, and to show how it develops both in its core and in its fringe areas. The mastery of less common aspects exhibits considerable statistical variation. The research embodies methodological pluralism insofar as it has been carried out by means both of the corpus method and the experimental method. Here experimental subsumes writing tasks, paper-and-pencil tests, and behavior under experimental conditions. The amount of participants native in Finnish varies from 300–2000. The book has a bipartite structure: mastery of meanings (Part I), and mastery of forms (Part II).
Väitöskirjan tavoitteena on selvittää valtiontukisääntelyn ja sen tulkinnan yhteyttä EU:n politiikkaan sekä käytettyihin taloudellisiin ajattelutapoihin. Politiikan lisäksi väitöskirjassa tarkastellaan erityisesti tukikilpailuun liittyvän taloustieteellisen keskustelun vaikutusta valtiontukisääntelyyn. Lisäksi tavoitteena on selvittää, miten tavoitteet tosiasiassa ohjaavat valtiontukisääntelyn kehitystä ja miten nämä tavoitteet mahdollisesti kehittävät valtiontukisääntelyä tulevaisuudessa. Valtiontukipolitiikkaa harjoitetaan pääasiassa SEUT 170(3)(c) -artiklan nojalla. Artikla on poikkeus SEUT 107(1) -artiklan sisältämään laajaan valtiontukikieltoon. SEUT 107(3)(c) -artikla mahdollistaa sellaisten tukien myöntämisen, jotka tuottavat enemmän yhteistä etua kuin haittaavat kilpailua sisämarkkinoilla. EU:n tuomioistuin on vahvistanut, että Euroopan komissiolla on laaja harkintavalta arvioidessa, mitkä tuet täyttävät tämän artiklan edellytykset. Komissio onkin toteuttanut valtiontukipolitiikkaa pitkälti tämän artiklan soveltamisella. Väitöskirjassa on kolme tutkimuskysymystä. Ensimmäinen tutkimuskysymys on "Mitkä ovat olleet merkittävimmät valtiontukisääntelyyn vaikuttavat taustaolettamat ja tavoitteet?" Tutkimuskysymykseen vastataan tutkimuksen luvuissa 2, 3 ja 4, joissa käsitellään valtiontukisääntelyn taustalla vaikuttanutta politiikkaa, sääntelyn historiallista kehitystä sekä tukikilpailuun liittyvää tutkimusta. Merkittävin valtiontukisääntelyn tavoite on ollut estää jäsenvaltioiden välistä tukikilpailua, jonka on katsottu haittaavan kaikkia jäsenvaltioita. Taustaolettamana on ollut, että tukikilpailussa kaikki sisämarkkinoilla toimivat jäsenvaltiot häviävät, ja jos valtiontukipolitiikkaa ei säännellä, jäsenvaltiot tukevat yrityksiään, mikä johtaa tukikilpailuun. Toiseksi tavoitteeksi tukikilpailun estämisen rinnalle on 2000-luvun taitteessa noussut tavoite poistaa markkinahäiriöitä valtiontuilla. Näitä markkinahäiriötä ovat olleet mm. kasvihuonekaasupäästöihin liittyvät ulkoisvaikutukset ja finanssikriisi. 2010-luvulla valtiontukisääntelyn tavoitteena on ollut myös lisätä talouskasvua ja parantaa ympäristön tilaa. Näiden lisäksi valtiontukisääntelyä ja komission julkaisuja tarkastelemalla voidaan havaita yksi EU:n toimivaltaan kuulumaton valtiontukisääntelyn tavoite: jäsenvaltioiden varojen säästäminen. Toinen tutkimuskysymys on "Miten nämä [tavoitteet ja taustaolettamat] ovat historian saatossa näkyneet valtiontukisääntelyssä ja komission toiminnassa?". Tutkimuskysymykseen vastataan luvuissa 1.5, 3 ja 4, joissa käsitellään valtiontukisääntelyn historiaa osana EU:n historiaa sekä nykyisen sääntelyn tavoitteita ja muutoksia. Historiallisesti tukikilpailun estäminen on ollut voimakkaimmin näkyvä tavoite, sillä valtiontukipolitiikka ja sääntelyn tulkinta ovat kiristyneet koko EU:n historian ajan, ja Unionin tuomioistuin on katsonut yhä useampia tukia kielletyksi valtiontueksi. Myös komissio on jatkuvasti kiristänyt linjaansa katsoen yhä useampia tukia sisämarkkinoille soveltumattomaksi valtiontueksi. Viimeisin merkittävä kehitys on ollut erilaisiin verotukiin puuttuminen 2010-luvulla. Tämän lisäksi myös tavoitteet markkinahäiriön poistamisesta ja talouskasvun lisäämisestä ovat näkyneet sääntelyssä. Markkinahäiriön poistamisen nojalla komissio on sallinut valtavasti ympäristö- ja erityisesti energiatukia. Nämä tuet ovat nykyään suurin tukiryhmä EU:ssa. Talouskasvua taas on pyritty lisäämään sallimalla yhä useampien erilaisten talouskasvulle hyväksi katsottujen tukien myöntäminen, osittain jopa luopuen tavoitteesta estää tukikilpailua. Kolmas tutkimuskysymys on "Miten nykyiset ympäristö- ja energiatuet sopivat tähän kehitykseen ja voidaanko tukipolitiikan katsoa muuttuneen näiden vuoksi?". Tutkimustulosten perusteella ympäristö- ja energiatukiin liittyvä komission sääntely on pyrkinyt lisäämään näitä tukia. Tuet sopivat teoriassa hyvin valtiontukien systematiikkaan, koska sallitut tuet eivät vääristä kilpailua voimakkaasti, mutta ne lisäävät yhteistä etua ja samalla säästävät jäsenvaltioiden varoja turhalta tukemiselta. Tämä perustuu tosin pitkälti komission asettamaan teoreettiseen viitekehykseen ja ennalta määrättyihin päätöksentekosääntöihin ilman empiiristä tarkastelua. Loppulauseena voidaankin todeta, että valtiontukipolitiikka perustuu pitkälti ajatukseen, että jäsenvaltiot tukevat yrityksiään, jos se vain sallitaan. EU-tasolla tapahtuvien päätösten rahankäytöstä katsotaan olevan järkevämpiä kuin jäsenvaltioiden tasolla tapahtuvien päätösten. Tämän vuoksi valtiontukipolitiikka on perustunut siihen, että yhteisen hyvän mukaiset tuet sallitaan, ja jäsenvaltiot tukevat halutessaan. Tähän mennessä politiikka on ollut tehokasta, koska jäsenvaltiot käyttävät merkittävästi varoja sellaisten kohteiden tukemiseen, jotka on erikseen sallittu SEUT 107(3)(c) -artiklan nojalla. ; The goal of this thesis was to find out how state aid regulation and interpretation of the regulation are connected to EU policies and economic theories used to form said policies. In addition to studying the policies, the effects of economic theory related to subsidy competition is studied. The goal of this thesis is to find out how these policy goals affect state aid regulation and how these goals will affect state aid regulation in the future. The state aid policy is mostly based on TFEU article 107(3)(c). The article contains an exception to the broad state aid prohibition in TFEU article 107(1). TFEU article 107(3)(c) enables granting aids that facilitate economic development and common good more than it adversely affects trading conditions within the internal market. CJEU has stated that the European Commission has broad discretion when evaluating which aids meet the criteria set in TFEY article 107(3)(c). The commission has used this article to execute state aid policy in the EU. The thesis contains three research questions. The first research question is "What are the most significant presumptions and goals affecting state aid regulation?". This research question is answered in chapters 2, 3 and 4, which study the policies behind state aid regulation, the historical development of state aid regulation and the research related to the subsidy competition. The most significant goal for state aid regulation has been to prevent subsidy competition between member states, which has been seen to harm all member states. The presumption behind state aid regulation has been that in subsidy competition everybody loses, and that if national state aid policies are left unregulated, all member states will subsidy their companies, which will lead to subsidy competition. In the 2000s, another goal of the state aid regulation has been to use the state aids to prevent market failures. Market failures referred to in this goal are e.g. externalities related to greenhouse gases and financial crisis. In addition to these goals, one other goal of state aid regulation in the 2010s has been promoting economic growth and improving the environment. Additionally, one other state aid policy goal that is not within the EU jurisdiction can be derived from state aid regulation and the commission's publications: saving member states' public funds. The second research question is "How these [goals and presumptions] have affected state aid regulation and the commission's actions in history". This research question is answered in chapters 1.5, 3, and 4, which study state aid history within the EU history and the current regulation's goals, as well as changes in current legislation. Historically, the most significant goal has been preventing subsidy competition; the state aid policy and the interpretation of the regulation have become more and more strict during the whole history of the EU. In addition to this, CJEU has deemed more and more aids incompatible with the internal market. The commission has continuously tightened its decisions and deemed more and more aids incompatible with the internal market, the last significant change being the state aid decisions regarding different tax measures in the 2010s. In addition to this, goals to remove market failure and to promote growth have influenced the regulation and its interpretation. In order to remove market failures, the commission has allowed significant subsidy programs for environment and renewable energy. These subsidies are currently the largest subsidy group in the EU. Economic growth has been promoted by allowing more and more different aids that are seen beneficial to growth, even partially abandoning the goal to prevent subsidy competition. The third research question is "How are the current environmental and energy aids suited for this development and is the subsidy policy changed due to this development". Results show that the commission regulation related to environmental and energy aids is designed to increase the amount of these aids. These aids are theoretically aligned with the state aid system, because the allowed aids do not significantly disturb competition, but they promote common good and simultaneously save public funds from useless subsiding. This conclusion is mostly based on theoretical framework and predetermined decision-making rules without any empirical evaluation. As a conclusion, it can be stated that the state aid policy is mostly based on the idea that member states will grant aids if it is allowed. Additionally, it is also based on the idea that the financial decision-making is better on the EU level than on the national level. In result, the basis of the state aid policy has been that aids beneficial to common good are allowed, and it is up to the member states to grant the aids if they want to. This policy has been effective because member states have been using significant amounts of funding to the goals allowed in TFEU article 107(3)(c).
Tutkimuksessa tarkastellaan palvelun laadun arviointia moniportaisessa julkisessa organisaatiossa. Laatutyöhön kuuluu keskeisenä osana laadun arviointi. Ongelmallista julkisten organisaatioiden tuottamien palvelujen arvioinnissa on se, että lainsäädäntö jättää usein viranomaisten harkinnan varaan sen, millaisina palvelut tosiasiallisesti tuotetaan eivätkä kunnalliset päätöksentekijätkään välttämättä aseta palvelujen laadulle kovin tarkkoja tavoitteita. Jos em. tahot asettavat palvelun laatua koskevia tavoitteita, ne asetetaan yleensä palvelun lopputulokselle eikä palvelun tuotantoprosessin välivaiheille. Moniportaisissa organisaatioissa ja organisaatiohierarkian eri tasoilla ylempien organisaatiotasojen osuus palvelujen tuottamisessa jää usein arvioinnissa mm. tavoitteiden puutteellisuuden vuoksi vähemmälle huomiolle kuin asiakasrajapinnassa toimivien organisaatiotasojen. Asiaan vaikuttaa myös tulosjohtamiseen liittyvä käytäntö, jossa ylempi organisaatiotaso arvioi alempaansa eikä päinvastoin. Tulosjohtaminen on ankkuroitunut Suomen julkiseen hallintoon aiemmin ja vahvemmalla otteella kuin laatujohtaminen. Selkeiden laatua koskevien tavoitteiden puute hankaloittaa arvioimista, erityisesti tavoiteperusteista arviointia, jossa toimintaa verrataan asetettuihin tavoitteisiin. Tavoitteiden puutteellisuus asettaa paineita arvioida toimintaa eri intressitahojen näkemykset huomioon ottavan monitahoarvioinnin avulla. Palvelun laadun intressitahoja julkisessa hallinnossa ovat palvelujen käyttäjien lisäksi mm. poliittiset päätöksentekijät ja kansalaiset, palvelua tuottavan organisaation johto sekä palvelua tuottava henkilöstö ja moniportaisissa organisaatioissa vielä organisaation eri tasot. Eri intressitahojen näkökulmat ja vaateet palvelun laadulle määräytyvät niiden suhteesta palveluun samoin kuin niiden asema ja tehtävät arvioinnissa ja arviointitiedon hyväksikäytössä. Moniportaisissa organisaatioissa keskeisin intressitaho ylemmän organisaatiotason tuottamalle palvelulle on alempi organisaatiotaso. Alemman organisaatiotason näkökulmasta katsottuna ei ole riittävää arvioida moniportaisissa organisaatioissa ylemmän organisaatiotason toimintaa esim. laatupalkintokriteereiden avulla, vaan ylemmän organisaatiotason toimintaa on tarpeen arvioida palvelukohtaisesti. Tämä puolestaan edellyttää sitä, että palvelukohtaisesti määritellään ylemmän ja alemman organisaatiotason työosuus (osapalvelu) moniportaisen organisaation palveluketjussa. Tutkimuksessa päädyttiin myös näkemykseen, jonka mukaan palvelut on varsinkin ylemmän organisaatiotason toiminnan suhteen syytä suunnitella moniportaisissa organisaatioissa etukäteen eri intressitahojen vaateita yhteen sovittaen. Tutkimuksen tuloksena syntyi arviointikehikko moniportaisten julkisten organisaatioiden tuottamien palvelujen laadun arviointiin. Arviointikehikossa otetaan kantaa siihen, miten arvioinnin eri vaiheissa olisi tarkoituksenmukaista edetä ja millaisia näkökohtia eri vaiheissa on tarpeen ottaa huomioon. ; EVALUATION OF THE QUALITY OF SERVICES IN A PUBLIC MULTI-LEVEL ORGANIZATION The task of the study was crystallized in the following questions: 1. In what way is it justifiable in public organizations to evaluate the activi-ties of upper organizational levels in producing high quality services? 2. Accordingly, in what way is it justifiable to evaluate the guidance and support directed to the school assistants work and carried out by the ad-ministrative level in the Education Department of the City of Helsinki.? The study showed that the way in which it is justifiable to evaluate the qual-ity of services in public organizations is determined by the special features of public administration. These features have an effect on the definitions of the ser-vice and quality in public administration. The definition is especially influenced by the community orientation of public organizations, the lack and the vagueness of the goals which guide the quality of services, and many interest groups of services. In this study the quality of the service produced by a public organization has the following definition: the quality of the service and the process with help of which the users of the service receive the service must satisfy the integrated de-mands of the users of the service and its various interest groups in all the features of quality. In public administration, interest groups for the quality of services include not only the users of the services but also political decision makers, the leaders and the personnel of the organization producing the services and in a multilevel organization, the different levels of the organization. The quality demands made by these groups, their opportunities to evaluate the service and their interests in utilizing the evaluation data at least partly differ from each other. In a multi-level organization the lower level, often the so called performing level of the organization, is one of the interest groups in relation to how the up-per level takes care of its own tasks in the service chain. The culture of manage-ment by results has rooted in the public organizations earlier than quality culture. Management by results assumes that the upper organizational levels evaluate the lower levels and not the other way around. Quality culture, however, places the direction of the evaluation upside down, bottom-up and not top-down. In service chain thinking there is a need for the lower level to give feedback to the upper organizational level about how it has for its own part supported the work of the lower level in producing value added to the ultimate users of the services. From the point of view of the lower organizational level the emphasis in evaluation should be on the quality of those parts of the services that are pro-duced by the upper organizational level. Evaluation should take place by evaluat-ing one service at a time. The main interest of the lower level is in evaluating whether or not the upper level supports the lower level well enough in producing individual services. In order to be able to define what is good enough in each case it is necessary to specify the responsibilities of both the upper and lower organizational levels service by service in the service chain. Multiple constituency evaluation or stakeholder-based evaluation is an approach to evaluation in which activities are evaluated from the points of views of many different interest groups. The choice of the approach is determined by the purpose of the evaluation. Purposes of evaluation can be for instance evaluation for development work or evaluation for accountability. Multiple constituency evaluation is suitable for situations where there is a lack of goals for the quality of public services or the goals are vague. The case example of the study showed the lack and vagueness of goals in the guidance and support directed to the school assistants work and carried out by the administrative level of the Hel-sinki City Education Department. Multiple constituency evaluation is suitable for evaluations for both accountability and for development. However, if there were clear goals defined for the quality of the services the natural choice of the ap-proach in the purpose of evaluation for accountability would be the goal-attainment evaluation.
"Gendered and sexualized abuse and other forms of violence are visibly present in the culture of the third millennium. Especially bodies that are gendered as female are – both dead and alive – objects of multiple forms of abuse and violence in the texts and imageries of contemporary culture. Men, on the other hand, are often represented as abusive towards women and as the violent gender or, as targets of other men's violence. Structural violence has also an impact on many areas of everyday life, and it is materialized in, for example discrimination and inequality. Gender and Violence: The Ethics and Politics of Reading scrutinizes gendered violence as a complex phenomenon of contemporary culture. The authors study the ways in which ways representations of violence can be read, viewed and received. They also discuss what kind of politics the violent representations implement and actualize, and how they affect their audience. Gender and Violence takes a critical stance on the intersections of gender, power, and violence in literature, film, television and the internet. The analysis focuses on, for example, sci-fi, Nordic Noir and North American comedy series, poems, young adult literature (YA) and nationalist blog texts. The book presents both Finnish and international academic discussions, in which researchers in the fields of gender studies, arts and literature, and cultural studies challenge contemporary English abstract 279 understanding of gender, sexuality, power, and violence. Moreover, Gender and Violence provides tools for critical discussions on violence and in-depth scrutiny about its cost on all of us. Gender and Violence is an anthology of academic research articles. It works well as an academic textbook, but it also provides timely and new knowledge for everyone interested in questions of gender and violence – phenomena that touch upon all of us."
Tutkimuksen tehtävänä oli selvittää, voivatko valtionhallinnon alueille tuomat uudet instituutiot tukea omaehtoista alueellista kehittämistä ja, jos voivat, niin miten. Instituutioilla tutkimuksessa tarkoitettiin alueellista kehittämistoimintaa ohjaavia, tietoisesti luotuja sääntöjä ja menettelyjä tai käytännön toiminnan myötä kehittyneitä toimintamalleja. Omaehtoisella kehittämisellä taas tarkoitetaan sellaista alueellista kehittämistä, joka lähtee liikkeelle tietyllä alueella asuvista ihmisistä ja siellä toimivista organisaatioista sekä perustuu ennen kaikkea alueen omiin tarpeisiin ja voimavaroihin. Esimerkkeinä valtionhallinnon luomista uusista alueellisen kehittämisen instituutioista oli toimintaryhmätyö Suomesta sekä alueellinen kehittämissuunnittelu ja aluemanagement Saksan Baijerista. Toimintaryhmätyö on paikallisten kehittäjäryhmien ja näiden yhteistyökumppaneiden tekemää alueellista kehittämistyötä. Baijerin aluemanagement tarkoittaa puolestaan erilaisten toimijoiden yhteistyöhön perustuvan alueellisen kehittämisprosessin johtamista. Tutkimuksessa analysoitiin kahden suomalaisen ja kahden baijerilaisen esimerkkialueen kehittämisprosesseja noin neljän vuoden ajanjaksolla. Tärkeimmät metodit tutkimusaineiston keruussa olivat osallistuva havainnointi ja kehittämisprosessien toimijoille tehdyt puolistrukturoidut haastattelut. Tutkimus osoitti, että valtionhallinto voi uusien instituutioiden avulla tukea omaehtoista alueellista kehittämistä. Uusiin instituutioihin tulee tällöin sisältyä osallistavia suunnittelumetodeja ja hanketoiminnan koulutusta, malleja, kannustimia ja ongelmanratkaisuvälineitä paikallisille kumppanuuksille, joustavia rahoitusvälineitä, tukijaviranomaisten kumppanuutta sekä tukea verkostoitumiselle. Uusilla instituutioilla on kuitenkin myös piirteitä, jotka haittaavat omaehtosta kehittämistä. Tällaisia ovat normatiivinen säätely, tiettyjen toimijoiden aseman korostuminen, asiantuntijavetoinen tai liian kiireinen suunnittelu sekä kiinnittyminen sektorihallintoon. Uusien instituutioiden mahdollisuudet vakiintua alueille riippuvat puolestaan siitä, miten ne tehdään tunnetuksi, olemassa olevista instituutioista, uudelta instituutiolta odotettujen julkisten hyötyjen ja paikallisten intressien yhteensopivuudesta sekä toiminnan laajenemisesta ja kehittymisestä alueella. Tutkimusasetelma on ajankohtainen eurooppalaisessa alueellisessa kehittämisessä ja maaseutupolitiikassa, joissa uusia instituutioita parhaillaan luodaan ja kokeillaan. Aiempiin tutkimuksiin verrattuna tutkimus tuo uutta erityisesti analysoimalla rinnakkain kahden, lähtökohdiltaan suuresti toisistaan poikkeavan maan hyvin erilaisia instituutioita. Tutkimuksen tuloksia voidaan hyödyntää alueellisen kehittämispolitiikan suunnista ja toimenpiteistä päätettäessä. Aiheellisia jatkotutkimuksen kohteita ovat uusien instituutioiden sekä omaehtoista kehittämistä tukevat että haittaavat elmentit. ; New Institutions Supporting Endogenous Development The recent changes in regional development in Europe were the starting point of the study. The European Union and the national governments of many European countries have reacted to new challenges of regional development by creating and launching special institutions to support endogenous regional and local development. Both Finland and the German state of Bavaria have responded in this way. An example in Finland is the activity of the local action groups consistent with the model of the EU LEADER programme, which has been extended through the national rural development programme for local endogenous development (POMO programme). In Bavaria, the Ministry of State Development and Environmental Affairs has created and launched institutions of regional development planning and regional management. The objective of the study was to determine whether these new institutions launched from outside are able to support endogenous development processes in the regions, and if they are, how do they do it. Answers were sought by analysing how the various elements of the new institutions influence the process of endogenous development in its different stages. Also, the influence of the launching practice was analysed. Four qualitative case studies were carried out: two in Finland and two in Bavaria. In Finland the case studies were carried out in two regions where the POMO programme was being implemented. In Bavaria two relatively rural regions were chosen where a sub-regional plan was made and was being implemented through regional management. The conditions for establishment of the new institutions in the regions are discussed in the study. The theoretical framework of the study is built around the terms regional development, endogenous development and institutions. Institutions are here understood as formal and informal systems of rules that guide the assignment of meanings and so the action. The institutions of regional development supply the framework for the regional and local development. The conclusion that can be drawn from the recent discussion of regional development thinking and practices in Europe is that new models of thinking and acting supporting endogenous development have emerged. Such models include strategic thinking and programming, networking and partnership, and communicative planning. These models have been incorporated in the new institutions of regional development created and launched by central authorities. Finland and Bavaria have different institutional backgrounds for the new institutions and these backgrounds have influenced the aims and forms of the new institutions. The institution of the activity of the local action group in Finland supports endogenous development on the basis of local partnerships. The institutions of regional development planning and regional management in Bavaria are intended to support endogenous development based above all on a partnership of municipalities. The influence of the new institutions on regional development processes depends on the characteristics of the elements of the new institution, how the institution was launched and on pre-existing institutions in the region. The rational incentives offered by the new institutions, together with the values and the beliefs taken for granted of the pre-existing institutions, are playing a central role. There are also other factors peculiar to the region and the actors that influence the development process. The main question of the study - whether the new institutions can support endogenous development processes - can be answered in the affirmative. The supporting characteristics of the new institutions are participatory planning methods and training for project management, models, incentives and ways of problem solving for local partnerships, flexible funding instruments, partnership with supporting authorities and support to networking. However, the new institutions also have characteristics unfavourable to endogenous development. These include normative rules, emphasis on the position of certain actors, expert planning or too hasty planning and attachment to sectorial government structures. The possibilities of the new institutions to root themselves in the region depend on the mode of launching, on the pre-existing institutions, on the compatibility of expected public benefits with the interests of local actors and on the expansion of the activity and development of the practices in the region.
Laadunarviointi on keskeinen osa koulutuspolitiikkaa, jonka kansallisena tavoitteena on nostaa suomalaiset Euroopan osaavimmaksi kansaksi koulutuksen mittareilla mitattuna. Sillä on paitsi tekninen, myös hallinnollinen funktionsa. Arviointikäytänteet osana koulutuksen hajautettua hallintaa ja arviointikulttuurin lanseerausta ovat leviämässä kansalliselta tasolta kuntien ja koulujen toimintakäytänteisiin. Tässä tarkoituksessa hallinto tukee yhtenäisten itsearviointimenetelmien ja laadunhallintamallien käyttöönottoa paikallisen tason laaduntarkkailussa. Tämän tutkimuksen keskiössä on kysymys koulutuksen 'laadun' konstruktiivisesta muotoutumisesta perusopetusta koskevassa koulutuspoliittisessa diskurssissa ja arviontikäytänteissä. Foucault'n hallinnan analyyttisen näkökulman kautta tutkimus jäsentää laadun muotoutumisen diskursiivisia reunaehtoja suhteessa laadunarvioinnin totuuksiin ja oikeuttamiseen (rationaliteetti), laadun tuottamisen tapoihin ja käytäntöihin (teknologia) sekä subjektin rooliin laatudiskurssissa. Tutkimuksen aineistona on Opetus- ja kulttuuriministeriön julkaisema koulutuspoliittinen teksti "Perusopetuksen laatutyö. Erilaisia tapoja ottaa laatukriteerit hallintaan", joka on kunnille ja kouluille suunnattu laadunarviointia koskeva ohjeistus ja arvioinnin käytännön apuväline. Tutkimuksen tulosten perusteella koulutuksen 'laatu' näyttäytyy ristiriitaisena koulutuspoliittisena empty signifier-terminä, jolla laadun rationaliteetti ja teknologia on sidottu yhteen, palvelemaan samoja yhteiskunnallisia päämääriä. Lähtökohtaiset oletukset 'laadun' yhteiskunnallisen oikeuttamisen ja varsinaisten arviointikäytäntöjen taustalla eroavat kuitenkin toisistaan merkittävästi. 'Laatu' on toisaalta yhteiskunnalliseen muutokseen reagoivaa loputonta liikettä ja kehittymistä laadun idean tasolla ja toisaalta arviointijärjestelmän sisällä tuotettua kuntien ja koulujen systemaattista seurantaa sekä tosiasiana todettua kyvykkyyden mittaamista suhteessa tavoitteisiin. Laadunarvioinnin diskurssi tarjoaa analyysin perusteella laadun muotoutumiselle jatkuvan kehittymisen ideologian ja metodologiset kehykset, muttei välineitä laadun parantamiseen subjektin näkökulmasta esimerkiksi pyrkimällä tukemaan oppilaan oppimisen edellytyksiä. 'Laatu' irrotetaan koulutuksen arjesta, arvoista ja pedagogisista periaatteista neutraalisti tuotetuksi arviointitiedoksi. Laadun subjektit (opettajat ja opiskelijat) esitetään laatutyöhön osallistettavina laadun tuottamisen välineinä. Governed quality? About the nature and definitioning terms of quality in the education policy discourse Abstract Quality assurance is understood as an important part of education policy in which the main goal is to raise Finnish to the most capable people in Europe measured by the indicators of education quality. It has both technical and governmental functions. Quality assurance methods as a part of diffused regime of governing are expanding from the national level into the practices of the municipal corporations and the schools. In this meaning the current regime of governance supports the commissioning of the uniform assurance technigues and models as the forms of local quality control. In the center of this research is the question of 'quality' and the way it is formed in the discourse of education policy and through the modes of quality assurance. The research analyzes the preconditions of this discoursive consept through Foucaults analytic perspective. It pays attension to the truths and legitimation of quality (rationality of government), the quality practices (technique of government) and the role of the subject in the discourse of quality. The data of the research consist of the education policy text "Perusopetuksen laatutyö. Erilaisia tapoja ottaa laatukriteerit hallintaan" (Quality work in Basic education. Ways to take over the quality criteria), published by Ministry of Education and Culture. The text is an instructioning publication for the municipal corporations and schools, amed to support their self evaluation. As a results of the research 'quality' appears as a contradictional 'empty signifier'-concept used as a tool of education policy. By using the consep it is possible to combine the rationalities and the techniques of quality, both serving the societal ambitions. Even so, the main principals behind the legislations of society level and the ideas connected to assurance practices differ from each other significally. On one hand 'quality' is seen as an idea and reaction to the endless movement of the development of society, but on another it is about verifying the 'true' capability of the local actors reaching goals and results; systematic measurement inside the regime of assurance. Thus the education discourse gives for the forming quality two attributes: the ideology of continuing development and the frames of measument, but says nothing about how the subjects/actors could reach those goals in practice by improving the conditions of learning. Governed 'quality' is separated from the ordinary reality of schooling, from the values of teaching and the principals of pedagogy and translated into neutrally produced assurance knowledge. The real subjects of quality (teachers and pupils) are performed as committed instruments of the production of it.
The ten articles in this edited volume examine the city of Varkaus as a small city struggling with structural change using historical documents as well as survey and interview data. The city of Varkaus, which has a long industrial history, has lost a large part of its industrial jobs in the first decades of this millennium and its population has fallen sharply in recent years. However, a survey of the adult population shows that the inhabitants of Varkaus are typically satisfied with their work, with their social relationships and their lives in general. Varkaus is seen as a safe and good living environment. A central element of well-being is couple relationship, as well as other social relationships. The lack of well-being often stems from unemployment, low income and feelings of not belonging to the place of residence. Young adults value their place of residence as well as their family relationships, but there are tensions in their life regarding work and income. The tranquility and proximity to nature of Varkaus are appreciated, but there are also many who long for more urban heartbeat in their hometown. - Tässä kymmenestä artikkelista koostuvassa kokoomateoksessa tarkastellaan Varkautta rakennemuutoksen kanssa kamppailevana pienenä kaupunkina historiallisia dokumentteja sekä vuosina 2016–2017 kerättyjä kysely- ja haastatteluaineistoa hyödyntäen. Pitkän teollisuushistorian omaava Varkauden kaupunki on tämän vuosituhannen ensimmäisinä vuosikymmeninä menettänyt suuren osan teollisista työpaikoistaan ja sen väestö on supistunut voimakkaasti. Kuitenkin koko aikuisväestöä edustava kysely kertoo, että varkautelaiset ovat tyypillisesti tyytyväisiä työhönsä, sosiaalisiin suhteisiinsa ja elämäänsä muutenkin. Varkaus nähdään turvallisena ja hyvän elämän puitteet tarjoavana asuinpaikkana. Hyvinvoinnin tärkeitä osatekijöitä ovat parisuhde ja muut sosiaaliset suhteet. Hyvinvoinnin puutteet liittyvät työttömyyteen, pienituloisuuteen sekä ulkopuolisuuden tunteisiin suhteessa asuinpaikkaan. Nuoret aikuiset arvostavat omaa asuinpaikkakuntaansa sekä perhe- ja sukulaisuussuhteitaan, mutta arkielämään liittyy jännitteitä työn ja toimeentulon osalta. Varkauden rauhallisuutta ja luonnonläheisyyttä arvostetaan, mutta monet toivoivat siltä myös enemmän kaupunkimaista sykettä.
