The assumption is that expansionary monetary policy is good for reducing unemployment, and vice versa. In this context, the status of monetary policy is defined, which is called monetary conditions. For this, the IFIS Financial Conditions Index published by the Institute of Economics, Zagreb, was used as a synthetic indicator of the state of numerous monetary variables (27 variables). By analysing the movements of restrictive and expansionary monetary conditions presented by the IFIS index and the unemployment rate conducted in this paper, it can be concluded that there is a strong link between the index of macroeconomic monetary conditions and unemployment in Croatia. This relationship operates with a time lag of one year, i.e., a change in monetary conditions leads to a change in the overall unemployment rate after one year. Although there is a link between monetary conditions and youth unemployment, it is weaker because youth unemployment is significantly influenced by other factors. These are primarily emigration after Croatia's accession to the European Union and liberalization of the labour market. ; Pretpostavka je da ekspanzivna monetarna politika pogoduje smanjenju nezaposlenosti, a vrijedi i obrnuto. U tom kontekstu definiran je status monetarne politike koji se naziva monetarnim uvjetima. Za to je korišten indeks financijskih uvjeta IFIS koji objavljuje Ekonomski institut, Zagreb, kao sintetički pokazatelj stanja brojnih monetarnih varijabli (27 varijabli). Analizom kretanja restriktivnih i ekspanzivnih monetarnih uvjeta prikazanih IFIS indeksom i stope nezaposlenosti koja je provedena u ovom radu, može se zaključiti da postoji jaka veza između indeksa makroekonomskih monetarnih uvjeta i nezaposlenosti u Hrvatskoj. This paper considers the role of money, particularly the role of monetary analysis in monetary policy-making. During the last three decades, many central banks changed their monetary policy considerably. In the late 1970s, money & the long-run effects of its movements on inflation were in the center-stage of economic policy. Given the breakdown of the relationship between monetary aggregates & goal variables such as inflation, many countries in the world have recently adopted inflation targeting as their monetary policy regime. The direct control of money supply lost importance. Central bankers operate in an environment of high uncertainty regarding the functioning of the economy. In such a complex environment, a single model or a limited set of indicators is not a sufficient guide for monetary policy. The article looks into the process of "building" the monetary union of the EU member countries & creating the European currency, the euro. Following lengthy negotiations, the euro-system era commenced on 1 Jan 1999, when the euro was launched, marking the beginning of the third phase of the monetary union. At first, the euro will be virtual money & function as a dual currency, but in 2002, it will be printed/coined for everyday usage. In the first half of that year, local currencies will be replaced by the euro in eleven EU countries that have satisfied the stringent criteria of "suitability" for joining the monetary union. 1 Appendix. U okviru borbe protiv negativnih posljedica globalne financijske krize iz 2008. godine Europska središnja banka (ECB) je pored tradicionalnih instrumenta monetarne politike u svrhu oporavka gospodarstva relativno rano počela provoditi i nestandardne mjere. Istodobno nakon krize dolazi do intenzivnog proučavanja makroprudencijalne politike i implementiranje njenih instrumenata. S druge strane, HNB je koristio makroprudencijalne instrumente i prije krize, međutim prvu nestandardnu mjeru monetarne politike implementirao je u ožujku 2020. Provedenim istraživanjem potvrdilo se kako je provedba monetarne politike i implementacija nestandardnih mjera pozitivno utjecala na oporavak gospodarstva. Analiza s primjenom deskriptivne statistike na razini EU pokazala je kako postoji značajna negativna korelacija između monetarnih agregata i stope nezaposlenosti. Provedena analiza u Hrvatskoj također pokazuje statistički značajnu negativnu korelaciju između ponude novca i stope nezaposlenosti. Međutim, analizirajući na razini EU i RH M2 monetarni agregat umanjen za novčanu masu M1 i stopu nezaposlenosti, vidljiva je jaka pozitivna korelacija, što znači da povećavanje štednje dovodi do porasta stope nezaposlenosti. Odnosi između inflacije i duga u BDP-u s ostalim varijablama su statistički nesignifikantni, kako na razini EU tako i u RH. ; As part of the fight against the negative consequences of the 2008 global financial crisis, the European Central Bank (ECB), in addition to traditional monetary policy instruments for the purpose of economic recovery, began to implement non-standard measures relatively early. At the same time, after the crisis, there is an intensive study of macroprudential policy and the implementation of its instruments. On the other hand, the Croatian National Bank (CNB) used macroprudential instruments even before the crisis, but the first non-standard monetary policy measure was implemented in March 2020. Proven research confirmed that the implementation of monetary policy and the implementation of non-standard measures had a positive impact on economic recovery. An analysis using descriptive statistics at EU level showed that there is a significant negative correlation between monetary aggregates and the unemployment rate. The conducted analysis in Croatia also shows a statistically significant negative correlation between the money supply and the unemployment rate. However, analyzing at the EU and Croatian level M2 the monetary aggregate reduced by the money supply M1 and the unemployment rate, a strong positive correlation is visible, which means that the increase in savings leads to an increase in the unemployment rate. The relations between inflation and debt in GDP with other variables are statistically insignificant both at the EU level and in the Republic of Croatia.
U radu se obrađuje monetarna politika Europske ekonomske i monetarne unije u segmentu optjecajnog kovinskog novca koji glasi na euro i euro cente kojeg izdaju države članice Europske unije (europodručje) te države koje službeno koriste ovu valutu. Budući da je Hrvatska u fazi uvođenja eura, jedna od aktivnosti je, i uređenje nacionalne strane hrvatskih eurokovanica kako bi se zaključio ovaj proces. Gotovinski novac europodručja i država koje službeno koriste euro je kovinski novac i novčanice. Kovinski novac nije jedinstvena kategorija. Čine ga optjecajni kovinski novac, prigodni optjecajni kovinski novac te prigodni kovinski novac. Pritom se, prigodni optjecajni kovinski novac u europodručju emitira kao zajednički i nacionalni. Optjecajni kovinski novac koji glasi na eure i euro cente te zajednički prigodni optjecajni kovinski novac koji isključivo glasi na 2 eura (uz novčanice) zakonsko je sredstvo plaćanja u svim državama koje koriste zajedničku valutu. Trenutno europodručje čini devetnaest država Europske unije. Euro kao zajedničku valutu koriste službeno i četiri države koje nisu članice Unije temeljem zaključenih monetarnih sporazuma s Unijom s pravom izdavanja eurokovanica sa nacionalnom stranom. Optjecajni kovinski novac i zajednički prigodni optjecajni kovinski novac su jedine vrste gotovinskog novca europodručja i četiri države koje službeno koriste euro koje imaju jednu stranu – revers identičnu bez obzira na državu izdavatelja (zajednička strana), a drugu stranu (nacionalna strana) - avers s nacionalnim obilježjima. ; The article addresses the monetary policy of the European Economic and Monetary Union (EMU) in the section of euro and eurocent coins issued by member states of the European Union (Eurozone) and by states which officially use this currency. Since Croatia is in the stage of introducing the euro, one of the activities is the design of the national side of Croatian euro coins as a way of concluding this process.
U ovome radu istražujemo utjecaj makroekonomskih politika na prerađivačku industriju u Hrvatskoj. Koristeći model višestruke regresije, ispitujemo kako osobna potrošnja, investicije, kamatne stope, realni efektivni tečaj, državna potrošnja, fiskalni deficit te inozemna potražnja utječu na proizvodnju 22 prerađivačka sektora. Analiza je provedena na tromjesečnim podacima za razdoblje od prvoga tromjesečja 1998. do trećega tromjesečja 2008. godine. Rezultati pokazuju da su prerađivački sektori s niskim razinama tehnologije pod snažnijim utjecajem promjena fiskalne politike, realnog efektivnog tečaja i osobne potrošnje. Proizvodnja prerađivačkih sektora s visokom razinom tehnologije u pravilu je elastična na promjene investicija, inozemne potražnje i fiskalne politike. Čini se da je fiskalna politika posebno važna za prerađivačku industriju, kako zbog veličine fiskalnih elastičnosti, tako i zbog kratkih vremenskih pomaka djelovanja. U slučaju deprecijacije kune u prosjeku raste proizvodnja sektora s niskom razinom tehnologije, dok se kod sektora s visokom i srednje visokom razinom tehnologije ona smanjuje. ; In this paper, we analyse the impact of macroeconomic policies on manufacturing production in Croatia. We use multiple regressions in order to assess how personal consumption, investments, interest rates, the real effective exchange rate, government consumption, fiscal deficit and foreign demand affect the output of 22 manufacturing sectors. The analysis is conducted on quarterly data from 1998:1q to 2008:3q. The results suggest that changes in fiscal conditions, the real effective exchange rate and personal consumption mostly affect low technological intensity industries. Production in high technological intensity industries is, in general, elastic to changes in investments, foreign demand and fiscal policy. Fiscal policy seems particularly important for manufacturing output, both in terms of the magnitude of fiscal elasticities and shorter time lags. Production in low technological intensity industries on average increases with the exchange rate depreciation, while in high and medium-high technological intensity industries it contracts as a result of depreciation.
U ovom istraživanju ispitana je realna ekonomska aktivnost i monetarna politika SAD-a u usporedbi s vanjskotrgovinskom bilancom i valutnim tečajevima, primjenjujući modele Qual VAR i nelinearni VAR model. Ustanovili smo da međunarodno poslovanje s Brazilom, Kanadom i Meksikom ne dovodi do moguće recesije u SAD-u. Vrijednost domaće valute Brazila, Kanade i Meksika u odnosu na američki dolar ne pridonosi mogućoj recesiji na deviznom tržištu. Također smo pokazali da će kontrakcija američke ekonomije i kontrakcijska monetarna politika dovesti do aprecijacije američkog dolara vodeći do priljeva kapitala. Iako negativna stopa federalnih fondova (shadow interest rate) može imati asimetrične učinke na vanjskotrgovinsku bilancu s Kanadom i USD / CAD-om, smatramo da će vanjskotrgovinska bilanca s Meksikom i USD / MXN biti pozitivno ili negativno uvjetovana povećanjem odnosno smanjenjem stope federalnih fondova. ; In this study, the real economic activity and monetary policy in the US are examined in comparison with the foreign trade balance and exchange rates, using Qual VAR and nonlinear VAR models. We found that the foreign trade with Brazil, Canada and Mexico do not lead to a possible recession in the US. The value of the domestic currency of Brazil, Canada and Mexico against the US dollar does not contribute to a possible recession over the foreign exchange market. We also show that a contraction in the US economy and contractionary monetary policy will lead to the appreciation of the US dollar by leading to capital inflows. Although the shadow interest rate may have asymmetric effects on the foreign trade balance with Canada and USD/CAD, we find that the foreign trade balance with Mexico and USD/MXN will be affected positively/negatively by an increase/decrease in the shadow interest rate.
Emisija suvremenoga kovinskog novca, uz ispunjenje određenih uvjeta, može, osim monetarnih učinaka, imati i niz drugih, ponajprije gospodarskih i numizmatičkih učinaka. U radu autor analizira recentnu hrvatsku emisijsku djelatnost i politiku u segmenu kovinskoga novca, uočavajući pojedine faze u emisiji toga novca. Unatoč kratkoj suvremenoj emisijskoj djelatnosti, Hrvatska različitim emisijskim politikama toga novčanog oblika daje znatan doprinos razvoju te djelatnosti. Neka nova umjetnička rješenja pokazuju tu aktivnost. ; Under certain conditions, issuing contemporary coins may have other effects besides monetary, in the first place economic and numismatic. In this article the author analyses the newest Croatian coin emission and policy and notes some stages they went through. Despite the short time, Croatia is giving a significant contribution to the development of these activities through its various emission policies. Some new artistic solutions also show activities in this sphere.
U radu se istražuju odrednice kretanja tekućeg računa platne bilance Republike Hrvatske primjenom monetarnog apsorpcijskog pristupa platnoj bilanci. Glavna hipoteza rada pretpostavlja da se tekući račun platne bilance u Republici Hrvatskoj može objasniti unutar analitičkog okvira koji se temelji na monetarnom i apsorpcijskom pristupu analizi platne bilance. U radu se primjenjuje suvremeni ekonometrijski pristup nelinearne auto-regresije s distribuiranim pomacima (NARDL) koji uzima u obzir nelinearnu i asimetričnu prirodu odnosa između tekućeg računa platne bilance u Republici Hrvatskoj i njegovih determinanti. Procijenjeni rezultati na tromjesečnom uzorku podataka od prvog tromjesečja 2000. do drugog tromjesečja 2017. godine podupiru glavnu istraživačku hipotezu i potvrđuju da se tekući račun platne bilance Republike Hrvatske može objasniti korištenjem analitičkog okvira utemeljenog na monetarnom i apsorpcijskom pristupu. Domaća potražnja, realni tečajni indeks, te krediti privatnom sektoru i monetarni agregati M4 testirani su kao odrednice tekućeg računa platne bilance Republike Hrvatske. Utvrđeno je da monetarni agregati M4 imaju najveću objašnjavajuću snagu među istraženim monetarnim varijablama. Glavni nalazi ovog rada upućuju na potrebu za mjerama fiskalne politike i uklanjanje ograničenja hrvatskim izvoznicima u pristupu likvidnim sredstvima kako bi se uspostavila vanjska ravnoteža. ; The paper brings the determinants of Croatian current account dynamics under monetary and absorption approach. The main hypothesis of the paper assumes that Croatian current account can be explained within the framework based on the monetary and absorption approach to balance of payments. The research employed newly developed Non-linear Auto-Regression Distributed Lag (NARDL) approach that takes into account nonlinear and asymmetric nature of the relationship between Croatian current account and its determinants. Estimated results on a quarterly data sample from the first quarter of 2000 to the second quarter of 2017 supports the main research hypothesis and reveals that that Croatian current account can be explained using the analytical framework based on the monetary and absorption approach. Domestic demand, real exchange rate index, loans to private sector and monetary aggregates M4 are tested as the determinants of Croatian current account. Monetary aggregates M4 are found to hold the highest explanatory power among tested monetary variables. The main findings of the paper suggest the need for fiscal policy measures and relaxing the liquidity constraints for the Croatian exporters as necessary to obtain external equilibrium.
Budući da postoje različiti načini otkrivanja namjera središnjih banaka, pojavljuje se jednostavno istraživačko pitanje, koje se razmatra u ovoj studiji. Je li komponenta očekivanja potrošača usmjerena na budućnost povezana s načinom na koji središnje banke otkrivaju i koriste prognoze? Istraživanje obuhvaća šest zemalja: Češku, Mađarsku, Rumunjsku, Poljsku, Švedsku i Veliku Britaniju, u razdoblju od 2001. do 2016. godine. Naša metodologija sastoji se od kvantifikacije očekivanja, testova racionalnosti očekivanja, procjene stupnja njihove usmjerenosti na budućnost, indeksne procjene prognoziranja centralnih banaka o transparentnosti i važnosti prognoze u monetarnoj politici, kao i korelacijskog ispitivanja dalekovidnosti monetarne politike i pogreške očekivanja. Na temelju dovršenog istraživanja povezujemo rezultate analize usmjerenosti na budućnost s indeksnom procjenom ciljanog prognoziranja inflacije. Rezultati su različiti. Najviši stupanj usmjerenosti očekivanja na budućnost nalazi se u Velikoj Britaniji i Švedskoj. Očekivanja čeških potrošača su manje usmjerena na budućnost, dok je uključenost centralnih banaka u ciljano prognoziranje inflacije usporediva sa švedskim slučajem. Dvije zemlje nemaju komponentu usmjerenu na buduća očekivanja potrošača. Studija daje vrijedan doprinos postojećoj literaturi jer predstavlja novi pristup analizi odnosa između prognoze i ciljanog prognoziranja inflacije i očekivanja usmjerenih na budućnost. ; Since there are different ways of revealing central banks' intentions, a simple research question, which we address in this study, arises. Is the forward-looking (FL) component of consumers' expectations related to the way in which the forecast is revealed and used by central banks? The research covers six countries: The Czech Republic, Hungary, Romania, Poland, Sweden, and the UK, over the period of 2001-2016. Our methodology consists of the quantification of expectations, tests for rationality of expectations, estimation of the degree of their FL, the index-based assessment of central banks' forecasting transparency and importance of forecasts in monetary policy, as well as correlation examination of forward-lookingness of monetary policy and expectation errors. Based on the completed research, we link the results of the FL analysis to the index-based assessment of inflation forecasts targeting. The results are varied. The highest degree of expectations' FL is found for the UK and Sweden. Czech consumers' expectations are less FL, whereas central banks' involvement in inflation forecast targeting is comparable to the Swedish case. For two countries we found no forward-looking component in consumers' expectations. The study makes a valid contribution to the existing literature as it presents a novel approach to analysing the relation between forecasts and inflation forecast targeting and expectations.
Poslovni ciklusi su prikaz ekonomske aktivnosti u gospodarstvu. Usklađenost poslovnih ciklusa država članica Europske unije je ključna upravo zbog toga kako bi odricanje od monetarnog suvereniteta donijelo minimalne troškove za domaće gospodarstvo. Ovim je radom analizirana usklađenost poslovnih ciklusa unutar Europske unije koja se prema teoriji optimalnog valutnog područja smatra jednim od najvažnijih kriterija za uspješno provođenje zajedničke monetarne politike. Za procjenu razine usklađenosti poslovnih ciklusa korištene su tri metode: indeks podudarnosti, unakrsna korelacija te pomična unakrsna korelacija. Analiza usklađenosti provedena je na kvartalnim podacima o realnom BDP-u svih država članica Europske unije te EU27 kao agregiranog područja. Analiza obuhvaća razdoblje od prvog kvartala 1995. godine (1995Q1) do prvog kvartala 2021. godine (2021Q1), dok su radi uočavanja promjena u usklađenosti indeks podudarnosti i unakrsna korelacija izračunati i za dva podrazdoblja, 1995Q1 – 2008Q1 i 2008Q1 – 2021Q1. Na temelju rezultata dobivenih indeksom podudarnosti i unakrsnom korelacijom može se zaključiti kako su ciklusi svih država članica usklađeni s ciklusom Europske unije, pri čemu su nove države članice uglavnom slabije usklađene dok su stare države članice visoko usklađene. Isto tako, rezultati pokazuju da je viša razina usklađenosti postignuta u drugom podrazdoblju. Rezultati pomične unakrsne korelacije upućuju na zaključak da je zajednička monetarna politika najprikladnija za stare države članice te za Češku, Cipar, Poljsku i Sloveniju iz skupine novih država članica jer je njihova usklađenost s ciklusom Europske unije visoka i stabilna kroz cijelo promatrano razdoblje. ; Business cycles demonstrate economic activity in economy. Synchronization of business cycles of EU member states is crucial, precisely because the separation of monetary sovereignty would bring minimal costs to the domestic economy. This paper analyzes the synchronization of business cycles within the European Union, which, according to the theory of the optimal currency area is considered one of the most important criteria for the successful implementation of the common monetary policy. Three methods were used to determine the level of business cycle compliance: concordance index, cross-correlation, and rolling cross-correlation. The synchronization analysis was conducted based on quarterly data on real GDP of all EU Member States and the EU27 as an aggregate area. The analysis covers the period from the first quarter of 1995 (1995Q1) to the first quarter of 2021 (2021Q1), while the concordance index and cross-correlation were calculated for two subperiods, 1995Q1 – 2008Q1 and 2008Q1 – 2021Q1, in order to observe changes in compliance. Based on the results obtained from the concordance index and cross-correlation, it can be concluded that the cycles of all Member States are synchronized with the European Union cycle. New Member States in general are less synchronized while the old Member States are highly synchronized. Additionally, the results show that a higher level of compliance was achieved in the second subperiod. The results of the rolling cross-correlation imply that the common monetary policy is most appropriate for the old Member States and for the Czech Republic, Cyprus, Poland and Slovenia from the group of new Member States since their compliance with the EU cycle is high and stable throughout the period.
Hrvatska narodna banka ne temelji monetarnu politiku na ciljanju inflacije te devizni tečaj služi kao intermedijarni cilj i temelj vođenja monetarne politike u Republici Hrvatskoj. Inflacija u Republici Hrvatskoj dominantno je određena stopama inflacije u inozemstvu. Na uzorku mjesečnih podataka o indeksu potrošačkih cijena u Republici Hrvatskoj od siječnja 1997. do studenog 2015., prilagođen je ARIMA (0,1,1) x (0,1,1)12 model koji opisuje dinamiku kretanja indeksa potrošačkih cijena u Republici Hrvatskoj. Procijenjeni model se može koristiti za pouzdano prognoziranje kretanja potrošačkih cijena u Republici Hrvatskoj. Nadalje, kako bi se istražile karakteristike promjenjivosti indeksa potrošačkih cijena testirano je nekoliko ARCH modela. Provedeni testovi su pokazali da ARCH (1) model najbolje objašnjava promjenjivost indeksa potrošačkih cijena u Republici Hrvatskoj. ; Croatian National Bank is not targeting inflation but exchange rate as the nominal anchor or intermediary goal of monetary policy and inflation in Croatia is a dominantly foreign driven phenomenon. Using monthly data on CPI in Croatia from January 1997 up to November 2015, ARIMA (0,1,1) x (0,1,1)12 model is fitted as the one describing CPI behavior pattern and therefore reliable for CPI forecasting. Furthermore, to establish its volatility pattern several ARCH family models are tested and ARCH (1) model is found to be the best fitted one in explaining CPI volatility development in Croatia.
Investicijska politika i ulaganje predstavljaju bitne zadatke, ali istovremeno i probleme gotovo svih društveno – ekonomskih sustava. Ulaganje predstavlja platformu razvoja i nužnost opstanka tržišno – ekonomskih sustava, a podrazumijeva poduzimanje odgovarajućih mjera i aktivnosti kako bi se uloženi kapital, putem odabrane djelatnosti, trajno uvećavao. Ekonomski pokazatelji, posebno u razdoblju ekonomske krize, oslikavaju nepovoljne i općeprisutne tendencije neželjenog poslovnog rezultata, proizlaze iz neodgovarajuće politike poslovanja, pri čemu investiranje i investicijsku politiku možemo označiti liderima u području poslovnih neuspjeha. Nemogućnost preciznog predviđanja poslovnih ishoda vezanih za investicijska ulaganja, vremenska disproporcija između ulaganja i njihovih početnih, a posebno optimalnih posljedica, kao i ireverzibilnost uloženih sredstava, dodatno otežavaju formulaciju odgovarajuće strategijske platforme investicijske politike. Modeliranje poslovnih strategija u uvjetima turbulentnih društveno – ekonomskih, tehnoloških, kao i tržišnih čimbenika predstavlja inspiraciju i izazov istraživaču da izborom odgovarajućeg teorijskog modela reprezentativno približi realnost. Vjerno preslikavanje realnosti podrazumijeva suptilan pristup klasifikaciji navedenih čimbenika prema važnosti, razini utjecaja, kao i odgovarajuću kvantifikaciju, prepoznavanje i uobličavanje oblika i mjere njihove međuzavisnosti. Model matematičke simulacije predstavlja teorijski model koji omogućava predviđanje poslovnih ishoda u uvjetima rizika uz njihovo iskazivanje korespondentno sa slučajnom komponentom koja na njih utječe. Ključno pitanje navedenog pristupa odnosi se na odgovarajući izbor distribucije vjerojatnosti slučajne varijable, prilagođene uvjetima ulaganja, pri čemu je potrebno uvažiti i empirijsku komponentu teritorijalno – zemljopisnog prostora na kojem se investicija realizira, a pri tome imati uvid i u druge aspekte izbora distribucije, kao što su iskustva u području odabranog područja ulaganja (granske specifičnosti) i prilagođenost određenom teorijskom modelu. Simuliranje efekata investicijskih ulaganja osigurava objektivan pristup strategijskom izboru i prikladan proračun monetarnih posljedica prije operacionalizacije projekta. ; Investment policy and investing represent essential tasks, and also major issues of almost all socio-economic systems. Investment represents a development platform and is necessary for survival of market and economic systems; it comprises undertaking appropriate measures and activities to have the invested capital continuously increasing through exercising selected operations. Economic indicators, especially in the period of economic crisis, reflect unfavourable and widespread tendencies of unwanted business result that arise from inadequate business policy, where investing and investment policy may be marked as leaders in the area of business failure. Impossibility to accurately assume business results related to the investment, time disproportion between the investment and its initial, and particularly, optimal effects, and also irreversibility of the investment, further complicate the formulation of adequate investment policy strategy platform. Modelling of business strategies in the exposure to turbulent socio-economic, technological and market factors is an inspiration and a challenge to the researcher to representatively mirror the reality by selecting an adequate theoretical model. Faithful mirroring of the reality involves a subtle approach to classification of these factors by importance, level of influence, and also adequate quantifying, identifying and shaping the form, as well as the extent of their interdependence. Mathematical simulation model is a theoretical model that allows prediction of business results in the risk exposure expressed correspondently with the random component that is influencing it. The major concern of the mentioned approach is an adequate selection of the probability distribution of a random variable, customized to the investment conditions. It is necessary here to take into account empiric component of a territorial-geographic area of the investment implementation, whereby it is necessary to have insight into other aspects of distribution selection, such as experiences in the selected investment area (sectoral specificity) and adjustment to particular theoretical model. Simulation of investment effects provides an objective approach to strategic choice and adequate calculation of monetary results before operationalization of the project.
At the time of its inception, the EEC's founders already expressed their desire to institute on the territory of the future integration an economic & monetary union with the aim of creating "the United States of Europe." The 1962 program of the European Commission for the Community's Development was designed along these lines. Following a number of years of successful economic cooperation of member states, the creation of the monetary union was negotiated at the 1998 Maastricht meeting, while the beginning of the implementation was envisaged for early 1999. The 1997 Luxembourg meeting was a turning point in the EU's development. The extension of the EU was agreed upon, & the third stage of the EMU worked out. The EU's future development "in five gears" was devised, & the countries were categorized into groups according to the level in which they satisfy the conditions necessary for acceptance. Further, the EU offers to those transitional countries that satisfy the necessary conditions for further cooperation the "partnership prior to membership" a new way of cooperation that provides financial support to transitional countries to pave the way for them to join the EU. Croatia has shown interest for all kinds of links with the EU, particularly via the associate membership as a step to full membership. There is no doubt that the introduction of the new pan-European currency as well as all the changes occurring within the EU are going to affect the Croatian economy. Croatia has stepped up its preparations for getting in line with the new economic & financial developments emerging in Europe, which will be triggered by the establishment of the European Monetary Union (EMU). 13 References.
