With the beginning of the year 1999, a further important step towards deeper integration of Europe took place: The European Monetary Union (EMU) was put into force. Undoubtedly, this has, beside other effects, also considerable effects on the economic geography of the integrating area. Possible and probable spatial effects of EMU was the motive to establish an international working group within the ARL-DATAR (Délégati-on à l'Aménagement du Territoire et à l'Action Régionale) cooperation agreement in order to shed some light on these effects. The present volume consists of papers having been elaborated by members of the working group. Considerations are made with regard to - consequences for the regions of a changed relationship in which countries being members of the euro-zone stand to each other, - macroeconomic consequences for regions of their being a member of EMU, - effects of the possible concentration of industrial activities in regions and of trends towards specialisation of regions in certain industries, - effects of EMU using a multiregional general equilibrium model, - distinguishing between static and dynamic effects of the Euro. Based on these deliberations recommendations are formulated and spatial orientated policy conclusions are given even though one fear seems to be unfounded: the aim of territorial cohesion in the EU seems not to be touched systematically by the common currency in a negative way.

Tbe paper commences with an examination ofthe nature of European Intégration during the 1990s and locates Economie and Monetary Union (EMU) within the dynamics of this intégration. Thèse dynamics are both exogenous and endogenous and contain within tbem the potential for intégration and désintégration, a paradox clearly évident in the notion and application ofEMU, that me may observe as a metaphorfor Europe 's unique brand of régional co-operation. Cumnt institutional déficits are explored with référence to the accountability and legitimacy ofthe EMU project and the Euro 's impact on European intégration in the médium term.

The main objective of this thesis is to investigate the problematic of the viability of the European monetary union. This work is divided in three parts. In the first one, we analyse our object of research in order to precise several research axes to study in priority. We show that the European monetary union in mainly focused on the monetary stability without any formal adjustments mechanisms. The second part is focused on the question of the European members' economies synchronisation. We show that large heterogeneities remain. Two essays on the monetary policy pass-through compose the third part. We demonstrate that the interest rate pass-through was affected by the subprimes crisis and that the ECB's influence over the European stock markets is weak. This thesis insists on the fact that the European monetary and economic process of integration is incomplete and should be reinforced. ; Afin de répondre au questionnement général de cette thèse qui traite de la viabilité de l'union monétaire européenne, ce travail est divisé en trois parties. Dans la première, nous analysons notre objet d'étude à un niveau méta. Nous montrons ainsi que l'architecture institutionnelle de la zone euro est axée sur la stabilité monétaire sans proposer formellement des mécanismes d'ajustement aux chocs. La deuxième partie s'intéresse à la question de la synchronisation des économies européennes par l'intermédiaire de deux essais. Nous montrons que d'importantes hétérogénéités demeurent. La troisième partie analyse des questions relatives à la transmission de la politique monétaire. Cela se réalise avec deux essais qui montrent d'une part que la transmission de la politique monétaire dans la zone euro a été fortement perturbée par la crise des subprimes et, d'autre part, que l'influence de la BCE sur les actions des marchés européens est faible. Cette thèse insiste par conséquent sur le caractère incomplet du processus d'intégration économique et monétaire européen et sur sa nécessaire réforme.

Pendant la crise de la dette souveraine de la zone euro, les prêteurs sur les marchés financiers ont exigé des primes de risque de défaut souverain plus élevées sur les titres émis par les pays, qui étaient désormais considérés comme trop risqués. Dans certains de ces pays (au premier chef, la Grèce), la politique budgétaire n'avait pas été conduite en respectant les règles européennes. En particulier, le manque de discipline budgétaire provenait de dépenses publiques procycliques. La (sur) réaction des marchés financiers s'est traduite par une forte augmentation du niveau des taux d'intérêt à long terme dans les pays les plus touchés par la crise. Ces pays se sont retrouvés face à de plus grandes difficultés pour essayer de réduire l'endettement public. De plus, le coût d'emprunt pour le secteur privé a augmenté. Dans cet article, nous étudions les effets de chocs asymétriques provoquant une hausse de la prime de risque de défaut souverain dans un pays appartenant à une union monétaire. Nous analysons leurs effets sur l'économie du pays domestique (celui touché par le choc) et les effets de débordement sur le reste de l'union. Pour cela, nous construisons un modèle dynamique stochastique d'équilibre général (DSGE) d'une union monétaire à deux pays, qui est ouverte sur le reste du monde, et dans laquelle les pays membres sont différents au regard de la discipline budgétaire (comportement budgétaire procyclique/contra-cyclique). Nous montrons qu'un tel modèle est adéquat pour expliquer les mécanismes sous-jacents aux performances macroéconomiques divergentes des pays de la zone euro à la suite de la crise de la dette grecque.

Wie kann man die neue Dynamik in der europäischen Einigungspolitik während der zweiten Hälfte der 1980er Jahre erklären? The objective of this work is to analyze the transmission channels of monetary policy in the context of a monetary union. We first analyzed governance, independence and transparency of the institutional framework for implementation of monetary policy. Using the model of Grilli et al. (1991), it appears that the BCEAO has a high degree of independence to modern central banks. Then, the estimated structural VAR models on quarterly data, in which interest rates are considered exogenous and other weakly exogenous variables, shows the heterogeneity of the effects of monetary policy in the member countries of the Union and existence of two main transmission channels namely the interbank rate channel and the credit channel. Our results confirm the effects of interest rate small-scale but significant on inflation and investment. The direct effect of interest rates on GDP is small and not significant. Finally, the study of the BCEAO reaction function to address issues related to arbitration between inflation and output in the conduct of monetary policy. The estimate of a modified Taylor rule, incorporating an explicit intermediate target of foreign assets, resulting in a trade for activity since the implementation of the reform of monetary policy in 1989. ; L'objectif de ces travaux est d'analyser les canaux de transmission de la politique monétaire dans le contexte d'une union monétaire.
