Мain objective of the study is to analyze endogenous destabilizing and disintegration tendencies within the framework of the European Monetary Union crisis, which grew into a crisis of a real economy, which simultaneously involved several EU member-states. Achieving this goal requires addressing a number of theoretical and historical lessons that highlight an important dilemma for the survival of the European project in the future. Research methods are systematic, procedural and situational approaches to the study of the Euro-zone countries, participants in the integration project and disintegration influences; institutional approach to the detection and analysis of dysfunctional institutional configuration within the framework of the European Monetary Union. Of great importance for the study of the economic integration and disintegration's problems is the use of the universal scientific methodology principles, including an integrated approach to problem solving, envisaging a general vision of the movement of capital in the context of the European integration project, as well as the application of methods of logical models, induction and deduction, the unity of logical and historical in the development of a research object confirming the synergistic effect of historical and theoretical lessons. The main results and conclusions of the study are to formulate a clear and important dilemma for the survival of the European economic project: the creation of a political union with a functioning institutional configuration of the federal states, or the re-nationalization of many political spheres (financial control and restrictions, monetary sovereignty, trade policy, etc.). Taking into account the history of the Euro-zone, it is important to understand that there is a situation that more closely resembles a non-conflict but latent disintegration, which, instead of a single outbreak of conflicts, has been observed and lasted for a long period. ; Цель исследования – анализ эндогенных дестабилизирующих и дезинтеграционных тенденций в рамках кризиса Европейского валютного союза, который перерос в кризис реальной экономики, охвативший одновременно несколько стран-членов ЕС. Реализация данной цели требует обращения к ряду теоретических и исторических уроков, которые указывают на важную дилемму для выживания европейского проекта в будущем. Методы исследования: системный к исследованию стран-субъектов Еврозоны, участников интеграционного проекта и дезинтеграционных воздействий; институциональный подход к выявлению и анализу дисфункциональной институциональной конфигурации в рамках Европейского валютного союза. Важное значение для исследования проблем экономической интеграции и дезинтеграции имело использование принципов общенаучной методологии, включающее комплексный подход к решению проблем, который предусматривает общее видение движения капитала в контексте европейского интеграционного проекта, а еще применение методов логических моделей, индукции и дедукции, единства логического и исторического в развитии объекта исследования, чтобы подтвердить синергический эффект исторических и теоретических уроков. Главные результаты и выводы исследования заключаются в том, что сформулировано четкую и важную дилемму для выживания европейского экономического проекта: создание политического союза с функционирующей институциональной конфигурации федеральных государств, или повторная национализация множества политических сфер (финансовый контроль и ограничения, денежный суверенитет, торговая политика и т. д.). The painful process of convergence of national macroeconomic performances in order to comply with the Maastricht treaty criteria is coming to an end and the creation in time of the European single currency, probably with eleven members in the initial stage, is now taken for granted by most analysts and financial market participants. It is thus high time to think about how best to organise economic policy-making within the new euro zone. Although monetary unification will bring benefits for European consumers, there will also be costs, in particular due to increased competition within the single European monetary area. The combination of a single central bank and tax and fiscal competences retained, for the most part, by national governments necessitates an explicit coordination of fiscal policies for at least three reasons: macroeconomic stabilisation in Europe, especially in cases of asymmetric shocks; the "policy mix", i.e. the combination of monetary and fiscal policies at the European, aggregate level, and its influence on the external exchange rate of the euro; and the potential dangers of tax competition and "social dumping" , as national governments, deprived of their power over the exchange rate, may be tempted to gain a competitive advantage by other means. In the wake of monetary unification, the European Union will thus have to invent its own brand of "economic and fiscal federalism" , the recent creation of a "Council of the euro" being but one step in this direction.

Argues that the Nordic elite decision to link their respective currencies to an European Currency Unit (ECU) basket is consistent with a Trojan horse strategy for membership in the European Union (EU). Alternative explanations for ECU linkage are tested, & it is shown that elites used their control over exchange rate regime choices to facilitate greater EU participation, in spite of the hesitancy voiced by domestic constituents. Robert D. Putnam's (1988) two-level metaphor is amended to accommodate a bargaining situation where negotiators have independent policy preferences, providing seven lessons for negotiators willing to manipulate win-set contours & affect public support. These lessons are juxtaposed with Nordic decisions to link their currencies to an ECU basket, & it is concluded that the linkage can be explained in terms of, & is consistent with, a strategy based on EU ambitions. 3 Tables, 1 Figure, 37 References. Početni oblik integracije bilo je formiranje Zone slobodne trgovine, zatim Carinske unije, Zajedničkog tržišta, Monetarne unije, pa sve do najsloženijeg oblika Ekonomske unije. Danas sve zemlje svijeta sudjeluju u nekim oblicima integracija, dok su neke članice i više regionalnih organizacija. Proces integracije nije lak i jednostavan put, već dugotrajan i složen. Neki od razloga zašto se zemlje odlučuju ući u razne regionalne ekonomske organizacije su proširenje svog tržišta, povećanje konkurentnosti, bolje korištenje resursa, efikasnija proizvodnja i sl. Integracija podrazumijeva da se zemlje članice prilagode određenim pravilima, te da se povežu u smislu razvijanje međusobne suradnje i da tako ostvare cilj radi kojeg se organizacija i formirala. Kao primjer najuspješnije regionalne ekonomske organizacije zasigurno je Europska unija koja se formirala još davne 1951. godine te djeluje i danas s time da povećava broj svojih članica te širi svoj teritorij na Europskom kontinentu. ; In addition to global organizations, a lot of regional organizations have been formed across all continents. The initial form of integration was the establishment of a Free-trade zone, then a Customs Union, a Common Market, a Monetary Union, and finally the most complex form of organization an Economic Union. Today all countries in the world participate in some form of integration, and some even participate in multiple regional organizations. The integration process is not an easy and simple process, but a long and complex one. Some of the reasons why countries decide to participate in various regional economic organizations are the expansion of their markets, increase of competitiveness, better use of resources, more efficient production etc. The integration means that Member States have to conform to certain rules, and to connect in terms of development cooperation, in order to achieve the goal for which the organization was formed. An example of one the most successful regional economic organizations is certainly the European Union, which was formed back in 1951. It is still active today, increasing the number of its members and expanding its territory on the European continent.

The main objective of this research is to empirically analyze how the business cycle of ASEAN-4 (namely Indonesia, Malaysia, Thailand, and Philippines) economies are influenced by increased trade with European Union especially Netherland and Germany. Increased trade can lead business cycles across trading partners to be patterned in either direction, towards convergence or divergence. We used regression and vectorautoregression (VAR) methods for this research. Regression methods is based panel data whereas VAR is based on the time series analysis. There are four variables, which are business cycle, trade intensity, fiscal policy coordination and monetary policy coordination. This research conclude that trade intensity and monetary policy coordination are the major channel though which the business cycles of ASEAN-4 economies become synchronized. This has important implications for the formation of a currency union.

Economic performance has been feeble in the Euro area since the monetary union process was put in motion in the early 1990s. While the cause for this under-performance remains subject to debate, we argue in this paper that the rules and institutions governing the Euro area are clearly not conducive to high coordinated growth policies. Because monetary authorities are too much concerned with price stability, the pro-cyclical bias of fiscal policies is reinforced and member states are even more pressured to pursue social disinflation policies by the misalignment of the exchange rate of the Euro. A more balanced interpretation of the European treaties should remedy the current predicament and foster macroeconomic policies oriented toward high sustainable growth and the preservation of social justice. ; L'économie européenne, et en particulier celle de la zone euro, affichent des performances macroéconomiques visiblement moins bonnes que celles des autres régions du monde, alimentant le sentiment du déclin de l'Europe et les discours sur la nécessité de réformes structurelles et d'allégement des coûts du travail et de la protection sociale, afin de rendre à l'Union européenne sa compétitivité. Si le bien-fondé du diagnostic n'est guère discutable, du moins dans ses grandes lignes et surtout pour la zone euro, l'identification des causes du mal et les remèdes proposés le sont, quant à eux, bien davantage. En effet, les institutions et les règles mises en place dans la zone euro pour gérer la monnaie unique et encadrer le maniement des politiques budgétaires nationales apparaissent clairement inappropriées. Les autorités monétaires sont trop exclusivement préoccupées par la stabilité monétaire, dans une acception particulièrement étroite de la notion, et la politique monétaire apparaît donc insuffisamment réactive aux ralentissements et trop rapidement restrictive en cas de reprise. Cela renforce les biais procycliques contenus dans le Pacte de stabilité, en tout cas tel qu'il était interprété avant la réforme du printemps 2005. Cette règle budgétaire comporte en outre des incitations peu favorables aux politiques de croissance durable. Et le policy mix qui émerge spontanément des stratégies adoptées par les différents acteurs en réponse à ces institutions et règles engendre des évolutions du taux de change de l'euro qui poussent les gouvernements nationaux des États membres à privilégier les stratégies non coopératives, notamment la « désinflation compétitive » et la concurrence fiscale et sociale, en outre souvent encouragées par les instances européennes, par la composition même de l'UE, de plus en plus dominée par un nombre important de « petits pays » qui trouvent leur compte dans ces stratégies, et par les procédures communes. Ces tendances à des comportements nationaux opportunistes sont dommageables à l'Union dans son ensemble, et ne pourraient être contrées que par l'institution de meilleures règles du jeu macroéconomique, ou simplement par une interprétation des traités plus favorable à l'émergence de stratégies coopératives.

Et le policy mix qui émerge spontanément des stratégies adoptées par les différents acteurs en réponse à ces institutions et règles engendre des évolutions du taux de change de l'euro qui poussent les gouvernements nationaux des États membres à privilégier les stratégies non coopératives, notamment la « désinflation compétitive » et la concurrence fiscale et sociale, en outre souvent encouragées par les instances européennes, par la composition même de l'UE, de plus en plus dominée par un nombre important de « petits pays » qui trouvent leur compte dans ces stratégies, et par les procédures communes. Ces tendances à des comportements nationaux opportunistes sont dommageables à l'Union dans son ensemble, et ne pourraient être contrées que par l'institution de meilleures règles du jeu macroéconomique, ou simplement par une interprétation des traités plus favorable à l'émergence de stratégies coopératives.

The implementation of the EMU translates a new European policy mix. Our article proposes a study on the coordination of the monetary and budgetary policies for the Baltic States for their complete integration in the European policy mix. New members must ensure a monetary policy able to answer the objective of price stability; they take part in EMS II for three years.The budgetary sovereignty of governments is relative taking into account their obligations in accordance with the Pact of Stability and Growth. After the participation in the Monetary Union. the countries cannot change their exchange rate, they will loose weapon of the exchange rate and will have henceforth only the budgetary and fiscal policies to adjust their economies. These last are in addition limited by the criteria of convergence and the Pact of Stability and Growth.Credibility can be obtained only by affecting to each authority a specific objective, namely the price stability for the monetary authority and the soutenability of the national debt for the budgetary authority.A not balanced policy mix encourages financial turbulences, which occur when the investors have doubts as to the capacity of the country to absorb a shock (for example, in Russia). Budgetary deficit can reach a significant level. The monetary supply which can finance the deficit is then higher than the demand.According to monetarists, the budgetary discipline is associated with a partial control of prices and wages. In Poland, the "popiwek", which is a tax on the increases in wages, attempts to reduce the budgetary deficit. Such a policy of freezed prices and wages is able to produce a fast deceleration of inflation. The public accounts thus tend to improve quickly.For monetarists, the monetary policy does not have any influence on the real sphere. The entry in the EMU supposes the loss of the exchange rate. The adjustment of the economic policy for the Member States in the event of asymmetrical shocks can be done only by the tax and budgetary policies. The latter are indirectly forced by the respect of the criteria of restoration of public finances; in the Central European East countries these problems are significant.In the current context of slowdown in economic activity, several governments of the Euro zone asked the European Central Bank to lower their rates to support the economic activity. Within this framework, we will study the impact on the growth of this new policy mix to which the Baltic States and Poland will be subjected. ; Straipsnyje analizuojamas Baltijos šalių monetarinės ir biudžetinės politikos koordinavimas jų visiško integravimosi į ES politikos sistemą sąlygomis. Naujosios ES narės turi vykdyti tokią monetarinę politiką, kuri garantuotų kainų stabilumą ir kitus reikalavimus. keliamus Pinigų keitimo mechanizmo II, kuriame jos turi išbūti porą metų. Šių šalių vyriausybių biudžetinis savarankiškumas tampa santykiniu, jei atsižvelgiama į įsipareigojimus pagal Stabilumo ir augimo paktą. Dalyvaudamos Europos monetarinėje sąjungoje šalys negali keisti savo valiutų kursų ir todėl negali taikyti valiutų kursų politikos priemonių. Tokiu atveju joms telieka biudžetinės ir fiskalinės politikos instrumentai, kuriais gali koreguoti savo ekonomikas. Pastarosios naudojimą dar riboja konvergencijos kriterijai bei Stabilumo ir augimo paktas.Straipsnio pirmojoje dalyje pateikiama teorinė biudžetinės ir monetarinės politikos koordinavimo analizė, o antrojoje apibūdinamas taikomojo pobūdžio tyrimas, kurio metu analizuojamas Pinigų keitimo mechanizmas II, siekiant išsiaiškinti, kokios monetarinės politikos priemonės gali būti palankios ekonomikos augimui.
