The ethical distress of the (post)modern world stimulates and directs us to reflect our ethical and cultural grounds. Man is a transcendent being. He cannot reach or put in order immediate goods he needs if he is not prepared to acknowledge the grounds of his person and develop the virtues of prudence, love, hope, faith, wisdom, justice, courage, temperance etc. These are ethical questions concerning different worldviews and cannot be solved only by scientific methods. Many people who in the past did not care for religion as such, now take seriously religious personal and societal aspects of humane life. The fundamental crucial questions of man are ethical questions. They are in various ways related or perplexed with the question of faith and of science.

Namjera je rada ukazati na problematiku izmijenjene naravi ratovanja u posljednjih nekoliko desetljeća 20. i 21. stoljeća, s osobitim naglaskom na problem korištenja sve većeg broja djece ratnika. Osnovna je teza rada ta da je praksa korištenja i regrutiranja djece u oružanim sukobima diljem svijeta najmanje prepoznata i najviše zanemarena forma zlostavljanja djece u suvremenom društvu te da je ona manje stvar kulture i nepostojanja stave društva prema vrijednostima djeteta, a više stvar pragmatizma i općenito socioekonomski fenomen. Očekivani doprinos rada ide u smjeru isticanja i prepoznavanja najtežih oblika zlostavljanja djeteta i posljedica zlostavljanja, kao što su to loši zdravstveni ishodi i razaranje njihova života, te u smjeru pronalaska mogućih rješenja spomenutog problema. ; The intention of this paper is to highlight the issues of the changed nature of warfare in the last few decades of the twentieth and twenty-first century, with particular emphasis on the use and availability of the children warriors or children soldiers. The basic hypothesis is that the practice of the use and recruitment of children in armed conflicts around the world is an unknown form of worldwide child abuse in contemporary society, and it is less the matter of culture and the lack of attitude of society towards the value of a child, and more the matter of pragmatism and a socioeconomic phenomenon. The expected contribution of this paper goes towards recognizing and highlighting the most serious forms of child abuse, consequences such as poor health outcomes, and the destruction of their lives. Finally, the aim is to find possible solutions to these problems.

U radu se razmatraju osnovni aspekti Lutherova i Calvinova shvaćanja morala, posebno u povezanosti s pojmom (moralne) individualizacije kao ključnog etičkog određenja. Također, razmatra se i pitanje uloge reformacijskog učenja u razgradnji srednjovjekovne »moralne slike svijeta«, kao i posljedice koje je ono izazvalo u političkom i ekonomskom smislu. ; This paper deals with the fundamental aspects of Luther's and Calvin's understanding of morality, particularly regarding the notion of moral individualisation as a key ethical definition. Additionally, the question of the role of Reformation teachings in the degeneration of the medieval "moral picture of the world" is also being considered, as well as the consequences it caused in the political and economic sense.

Upotreba dronova u smrtonosnim operacijama ciljanih ubojstava dovela je do povećane kontroverze i zanimanja javnosti. U ovom radu nastojat ćemo prikazati glavne etičke implikacije upotrebe dronova u ciljanim ubojstvima terorista. U promišljanju o etičnosti upotrebe dronova analizirat ćemo stavove pristaša i protivnika. Osnovna teza odnosi se na pretpostavku da upotreba dronova u ratu protiv terorizma predstavlja veliku opasnost za međunarodnu sigurnost, ljudska prava i demokraciju te ima snažne etičke implikacije. Očekivani je znanstveni doprinos rada u ukazivanju na mnogobrojne etičke probleme koji leže u upotrebi dronova u ciljanim ubojstvima terorista. ; The use of drones in the deadly operations of targeted killings has led to the increased controversies, and public interest. In this article we will try to show main ethical implications of the use of drones in the targeted killings of terrorists. Considering the ethics of the use of drones, we will analyze the views of supporters and opponents, which are diametrically opposed. The main thesis refers to the assumption that the use of drones in the war against terrorism represents a great danger to international security, human rights and democracy, and has strong ethical implications. The expected contribution of this paper is pointing out many ethical problems provoked by the use of drones in the targeted killings of terrorists.

Kao povijesno-kulturne ustanove, arhivi prikupljaju, obrađuju i daju na korištenje različite kategorije podataka sadržanih u arhivskom gradivu, vodeći se pritom domaćim i međunarodnim stručnim standardima, pravnom regulativom i dobrom praksom. Jedna od znatnije zastupljenih kategorija su osobni podatci građana, o kojima se u recentnoj stručnoj literaturi najviše pisalo s aspekta njihove dostupnosti, tj. uvjeta i načina korištenja. U ovom članku analiziraju se i naglašavaju neki praktični i etički aspekti u vezi s opisivanjem arhivskih fondova i zbirki koji sadrže takve podatke, posebno u kontekstu primjene Opće uredbe o zaštiti podataka (General Data Protection Regulation, GDPR). Daje se i pregled preporuka koje je u listopadu 2018. izradila Europska arhivska grupa (European Archives Group, EAG) kao pomoć europskoj arhivskoj službi u implementaciji te Uredbe. Time se nastoji dati poticaj za daljnju znanstvenu i stručnu obradu te teme, posebno u vidu izrade odgovarajućega nacionalnoga priručnika za opis arhivskoga gradiva koje sadrži osobne podatke i druge kategorije ograničeno dostupnih podataka u kojem bi primjena normi i važećih propisa bila ilustrirana odgovarajućim praktičnim primjerima. ; In order to present archival records they store and facilitate their usage archives produce various types of finding aids. Previously these finding aids were accessible in Croatian archives in archival reading rooms in printed form, whereas in recent times they have become more accessible in digital form on websites of archives or on network information systems. In this way the descriptions of archival records become publicly available to a large number of users, without geographical or time constraints, by which archives mostly do not possess tools or resources to monitor the manner users further dispose of that descriptive data. This further reinforces the practical and ethical issues regarding the formation of archival description in a way that it provides the whole information on records' contents and the context of their creation, without hiding (omitting) and at the same time does not reveal data responsible for the possible limited availability of records. For the last twenty years Croatia has been applying ISAD(G) and ISAAR(CPF), the international archival standards for describing archival records. Despite that, there are departures in practice and misgivings regarding the interpretation of contents and the role of individual descriptive elements, as well as the structure of finding aids. Such departures are also expected in the segment that describes personal data, bearing in mind that both ISAD(G) and ISAAR(CPF) contain general rules without particular guidelines for the description of archival records containing data with limited availability. Misgivings in practice can result in a passive approach in processing and describing personal data which can, for example, manifest by producing finding aids only for internal needs (without making them available to users), ignoring or (un)intentionally withholding information on the existence of personal data in archival records and terms of their availability. Since 2018 Croatia has been applying two new provisions that are important in the context of the processing and description of personal data in archival records. They are the General Data Protection Regulation (GDPR) and the Act on Archival Records and Archives. The paper describes in detail and compares some of the principles from these two provisions and analyses their influence on the current practice of description of personal data in archival records (defining personal data, processing the data of deceased individuals, the principle of reducing the quantity of data, encouraging the acquirement of data that is important for raising awareness of totalitarian and undemocratic regimes and their consequences). With regard to the very broad definition of personal data archivists always face the question whether the data they will supply in the title or the description of archival units can cause the direct or indirect identification of an individual i.e. the particular issue of endangering someone's privacy, dignity and other rights. Furthermore, bearing in mind that the Regulation and the Croatian archival act do not impose any limitations regarding the processing of deceased individuals' data, it can be concluded that there are no formal impediments either for archival description or publishing such data. However, the question remains, regardless of the fact it concerns the data of deceased individuals, whether the ethical principle that archivists abstain from overly exposing data should be upheld, particularly if it concerns sensitive data which can influence the violation of dignity of family members of those individuals. The basic principles of the Regulation include the principle of reducing the quantity of data. It entails that personal data must be appropriate, relevant and limited to necessities in relation to purposes for which they are processed. The application of this principle is particularly important in the context of creating and enhancing the trust between the archives and the public. In other words, this approach conveys the message to the public that they can trust the archival service not to unjustifiably or excessively reveal and publish personal data. Within the context of processing data which is important for enhancing the awareness on the totalitarian and undemocratic regimes and their consequences there is a practical and ethical question on how to maintain the neutral position of archivists and archives as institutions in terms of providing objective description, without the endeavour to interpret on the political or ideological level. Concerning the indicated practical and ethical issues, the application of the guidelines created in October 2018 by the European Archives Group as assistance in implementation of the General Data Protection Regulation is recommended. The guidelines are connected with the Principles of Access to Archives by the International Council on Archives from 2012. This demonstrates that even before the General Data Protection Regulation was adopted the archival community paid considerable attention to ethical issues and standards of good professional practice regarding protection, processing and description of personal data in archival records. However, within the context of the new legislation the paper's intention is to encourage further scientific and professional addressing of this topic within the Croatian archival community, including producing a guide regarding all aspects of managing personal data in archival records. Besides, the prevailing view is that there is a need for producing a special manual for the description of archival records which contain personal data and other categories of data with limited access, in which the application of standards and current provisions would be illustrated with appropriate practical examples.

Uz pomoć relevantne literature u radu se analiziraju društveni aspekti starenja i obolijevanja. Autor zaključuje da ni jedna znanstvena teorija izdvojeno ne sadrži ključ rješenja za istraživanja tih složenih procesa i položaja osoba starije životne dobi u suvremenom društvu te da je najprimjereniji interdisciplinarni pristup. Da bi se ostvario zadani cilj ovoga članka, u tekstu se raspravlja: a) o teorijama koje pomažu upoznavanju starosti i starenja te omogućuju definiranje socijalne i zdravstvene politike u konkretnim uvjetima, što izravno utječe na odnos pojedinca, obitelji i društva prema sve većoj grupi starijih i bolesnih osoba, te b) o spoznaji starosti i starenja kroz prošlost i sadašnjost koja pomaže afirmaciji onih obrazaca ponašanja i aktivnosti koji su alternativa jednostranom, stigmatiziranom, ponekada i segregacijskom odnosu prema osobama starijim od 65 godina. To može pomoći da institucionalno vođene reforme socijalne skrbi i zdravstvenoga sustava omoguće kvalitativno drukčiji, u nekim segmentima i posve različit odnos prema starijima kako se taj dio društva ne bi osjećao suvišnim i odbačenim od obitelji i društva u inače teškim uvjetima tranzicije te kako bi se našli odgovori na sve složenija i aktualnija socijalna, zdravstvena, pravna, ekonomska i etička pitanja koja su u nas: a) aktualna, b) nedovoljno obrađena, c) bez sustavnoga i sveobuhvatnoga prikaza. ; With the help of relevant literature the paper analyses social aspects of ageing and getting ill. The author concludes that none of the scientific theories by themselves hold the solution for studying these complex processes and the position of old people in the modern society, and that the interdisciplinary approach is the best. Društveno odgovorno poslovanje (DOP) definira se kao inteligentna i objektivna briga poduzeća za dobrobit društva što ograničava ponašanje pojedinaca i korporacija od krajnje destruktivnih aktivnosti, bez obzira na to koliko one brzo bile profitabilne te vodi u smjer pozitivnih doprinosa dobru ljudi što može biti definirano na različite načine. Nadalje, DOP podrazumijeva politike i programe privatnih poduzeća koji idu izvan zakonskih obveza kao odgovor na pritiske javnosti i očekivanja društva te podrazumijeva pažnju s kojom se na etičan i društveno odgovoran način odnosimo prema interesno-utjecajnim skupinama koje se nalaze izvan, ali i unutar organizacije. U ovom radu pokušat će se sagledati važnost i značenje termina društveno odgovorno poslovanje poduzeća onako kako ga opisuju brojne definicije koje upućuju da se uz ispunjavanje zakonskih obveza, u osnovi radi o investiranju u ljudski kapital, okoliš i odnose s okolinom ad intra i ad extra, a u fokusu rada bit će eksterni elementi i doprinosi društveno odgovornom poslovanju poput kulturoloških, religijski i ekoloških doprinosa i zahtjeva. Na temelju ukratko predstavljenih kulturoloških, religijskih i ekoloških doprinosa i zahtjeva, zaključak rada pokušat će ponuditi smjernice za što je moguće kvalitetniju implementaciju društveno odgovornog poslovanja u jedno društvo. ; Corporate social responsibility (CSR) is defined as an intelligent and objective concern of a company for the wellbeing of a society which limits the behavior of individuals as well as corporations from highly destructive activities, regardless of their profit-making potential. It should lead into the direction of positive contributions to the welfare of people, which can be specified in different ways. In addition, CSR implies private companies' policies and programmes which go beyond the legal obligations as a response to public pressure and expectations of society and entails ethical as well as socially responsible attention to interest groups which are both outside and inside an organization. In this paper we will try to consider the importance and meaning of the corporate social responsibility within one company in the way it has been described in numerous definitions in which it was pointed that along with the fulfillment of the legal obligations it is actually about the investment in human capital, environment, and relationships with environment ad intra and ad extra. Our focus will be on the external elements and the contributions to the corporate social responsibility such as cultural, religious, and ecological contributions and demands. On the basis of briefly presented cultural, religious, and ecological contributions and demands, in the conclusion of this paper, we will try to offer directions for high-quality implementation of corporate social responsibility into a society.

Članak nastoji rasvijetliti tendencije suvremene etizacije u različitim područjima života, od gospodarstva i tehnike do znanosti i politike, s posebnim naglaskom na pravnu domenu. Ključno je pitanje: kako se danas masovno nabujala etizacija svijeta života odnosi prema načelu odvajanja prava i morala te prema vladavini prava kao minimuma morala u društvu? Teoretsko je polazište za ovo razmatranje Thomasiusova podjela naravnoga prava na honestum, decorum i iustum te Kantova dihotomija metafizičkih temelja nauka o pravu i kreposti u Metafizici ćudoređa. Taj je okvir upravo vrhunac prosvjetiteljskih nastojanja za strogim odvajanjem sfere zakonitosti i moralnosti. Postavlja se u tom sklopu pitanje, potkopavaju li suvremene etičke tendencije prosvjetiteljsko naslijeđe zaštite ljudskih prava. Na temelju takva dihotomna modela dalje se raščlanjuje utjecaj nedavne ekspanzije profesionalnih, medicinskih, znanstvenih, poslovnih i drugih oblika etike, masovno uspostavljanje etičkih povjerenstava, politička korektnost i djelovanje javnoga mnijenja na okvir ljudskih temeljnih sloboda. Za ilustraciju prikazana su dva ogledna primjera iz Hrvatske – normativni nedostaci etičkoga kodeksa i zloporaba etičkoga tijela u političke svrhe. U zaključku se obrazlaže kako suvremena etizacija može donijeti dobre plodove promicanjem ćudorednih pitanja i pravne zaštite. Međutim, ona ne smije prekoračivati granice i potkopavati vladavinu prava. Razdvajanje morala i prava znatna je baština demokratske ustavne države. Neobuzdana i preobilna etizacija raznih sfera, međutim, može biti pogubna za dobro uređenje i blagostanje u suvremenom, sve više pluralističkom i multikulturnom društvu. Primjerenije je stoga da o pravu sude nepristrani sudci i neovisni sudovi, držeći se u pravorijeku stoljećima izborenih i utvrđenih mjerila pravednosti; oni to zacijelo čine znatno pravednije nego što bi to činili provizorni etički odbori i ad hoc imenovani povjerenici. Etika se može baviti unutarnjom stranom djelovanja i moralnim maksimama. No, etičke maksime nisu uvijek vezane uz izvanjsku pravnu prisilu. O toj bitnoj razlici, koju bi svako društvo trebalo pažljivo razgraničiti i propisati, ovisi u bitnome ostvarenje ljudske slobode u njezinoj punini. ; This paper seeks to shed light on the trends of contemporary ethicisation in various areas of life, from business and technology to science and politics, with special emphasis on the legal domain. The key question is: how does nowadays immensely enlarged ethicisation of the lifeworld relate to the principle of separating legality from morality and the rule of law as the minimum of moral in the society? Theoretical framework for this analysis is Thomasius' division of natural law into honestum, decorum and iustum, as well as Kant's dichotomy of the metaphysical foundations of the doctrine of law and virtue in the Metaphysics of Morals. This framework represents the pinnacle of the demand of the Enlightenment era for a separation of the spheres of legality and morality. The question is raised as to whether contemporary ethical tendencies undermine the legacy of the Enlightenment regarding the protection of the human rights. Based on this dichotomous model, the impact of the recent expansion of professional, medical, scientific, business and other forms of ethics, the massive establishment of ethics committees, political correctness, and the mediation of public opinion on the framework of human fundamental freedoms is further elaborated. By way of illustration, two exemplary case studies from Croatia are presented—the normative flaws of a code of ethics and the misuse of an ethical body for political purposes. The conclusion elaborates how contemporary ethicisation can produce good results by promoting legal issues and legal protection. However, it should not exceed the limits and undermine the rule of law. The separation of morality and law is an important legacy of the democratic constitutional state. The unbridled and extensive ethicisation of various spheres, though, can be devastating to good order and well-being in the contemporary increasingly pluralistic and multicultural society. Therefore, the impartial tribunals should judge by the centuries-old and established standards of justice; they do it more equitably than the provisional ethical committees and the ad hoc appointed commissioners would. Ethics may continue to deal with the inner side of action and maxims. Nevertheless, the ethical maxims are not always bound to external compulsion. The full realisation of human freedom depends on this essential distinction, which every society should carefully determine and regulate. ; Cet article vise à faire la lumière sur les tendances de l'éthisation contemporaine dans divers domaines de la vie : des affaires et technologie à la science et politique, en mettant un accent particulier sur le domaine juridique. La question clé est la suivante : quel est le rapport entre l'éthisation contemporaine du monde de la vie, massivement accrue, avec le principe de la séparation entre le droit et la morale et la primauté du droit en tant que minimum de morale ? La présupposition de départ pour cette réflexion est la division par Thomasius de la loi naturelle en honestum, decorum et iustum, ainsi que la dichotomie par Kant des fondements métaphysiques de la doctrine du droit et de la vertu dans la Métaphysique des Mœurs, ledit cadre représentant le comble de l'exigence des Lumières pour une séparation stricte entre les sphères de la légalité et de la moralité. La question se pose de savoir si les tendances éthiques contemporaines nuisent l'héritage des Lumières de la protection des droits de l'homme. Sur la base de ce modèle dichotomique, une analyse plus profonde est fournie ayant pour but de démontrer l'impact de l'expansion récente des formes de l'éthique professionnelle, médicale, scientifique, des affaires et autres, de la mise en place massive des comités d'éthique, de la rectitude politique et de la médiation de l'opinion publique. A titre d'illustration, deux études sur des cas exemplaires en Croatie sont ici traitées: les faiblesses normatives d'un code d'éthique et l'abus d'un organe éthique à des fins politiques. En conclusion, il est montré que l'éthisation contemporaine peut porter ses fruits en promouvant les questions morales et la protection juridique. Cependant, elle ne doit pas dépasser les limites de le régime du droit et le nuire. La séparation entre la morale et le droit est un héritage important de l'Etat constitutionnel démocratique. L'éthisation effrénée et étendue à divers domaines peut néanmoins être dévastatrice pour le bon ordre et le bien-être dans la société contemporaine de plus en plus pluraliste et multiculturelle. Par conséquent, les juges impartiaux et les tribunaux indépendants devraient juger selon les normes de la justice séculaires et bien établies ; ils le font de manière plus équitable que le feraient le comité d'éthique provisoire ou les commissaires nommés ad hoc. L'éthique peut continuer à traiter du côté intérieur des actions et des maximes. Néanmoins, les maximes éthiques ne sont pas toujours liées à la contrainte juridique extérieure. De cette distinction essentielle, que chaque société devrait déterminer et réglementer avec soin, dépend avant tout la réalisation de la liberté humaine dans sa plénitude. ; Dieser Aufsatz versucht, die Tendenzen der zeitgenössischen Ethisierung in verschiedenen Bereichen des Lebens, von der Wirtschaft und Technik bis hin zur Wissenschaft und Politik, unter besonderer Berücksichtigung der Rechtsdomäne, zu beleuchten. Die Schlüsselfrage lautet: Wie verhält sich die heutige massiv angewachsene Ethisierung der Lebenswelt zum Grundsatz der Trennung von Legalität und Moralität sowie zum rechtsstaatlichen Postulat des Rechts als des Minimums der Moral in der Gesellschaft? Als Rahmen für die Untersuchung dient die Aufteilung des Naturrechts in honestum, decorum und iustum bei Thomasius, ferner Kants Dichotomie der metaphysischen Anfangsgründe der Rechts- und Tugendlehre in der Metaphysik der Sitten, wo als Höhepunkt die aufklärerische Forderung nach einer strengen Scheidung der Sphäre der Legalität von der Moralität untermauert wurde. Es wird die Frage erörtert, ob zeitgenössische Ethisierungstendenzen das aufklärerische Erbe der Verteidigung der Menschenrechte untergraben. Ausgehend von diesem dichotomischen Modell wird erörtert, welche Auswirkungen die jüngere Ausweitung der Ethik im Berufsleben, in Medizin, Wissenschaft, Geschäftsbeziehungen sowie sonstige Formen der Ethik, ferner die massiven Gründungen von Ethikkommissionen, die politische Korrektheit und die öffentliche Meinungsbildung auf den Rahmen der menschlichen Grundfreiheiten haben. Zur Veranschaulichung werden zwei Fallbeispiele aus Kroatien angeführt: die normativen Mängel eines Ethikkodexes und der Missbrauch eines ethischen Gremiums zu politischen Zwecken. Abschließend wird festgestellt, dass die zeitgenössische Ethisierung gute Früchte tragen kann, sofern sie die Rechtsfragen und den Rechtsschutz fördert. Aber sie darf dabei nicht die Grenzen überschreiten und den Rechtsstaat untergraben. Die Trennung von Moral und Recht ist ein wichtiges Erbe des demokratischen Rechtsstaates. Die ungezügelte und extensive Ethisierung verschiedener Sphären kann indessen für die gute Ordnung und das Wohlleben in der heutzutage immer ausgeprägteren pluralistischen und multikulturellen Gesellschaft verheerend sein. Daher mögen lieber unparteiische Richter und unabhängige Gerichtshöfe nach den in vielen Jahrhunderten errungenen und bewährten Maßstäben der Gerechtigkeit urteilen; sie tun dies gerechter, als es provisorische Ethikkomitees und ad hoc ernannte Beauftrage je tun würden. Die Ethik mag sich weiter mit dem inneren Bereich des Handelns und den Maximen befassen. Die ethischen Maximen sind aber dem äußeren Zwang nicht immer verpflichtet. Von dieser wesentlichen Unterscheidung, die jede Gesellschaft sorgfältig bestimmen und reglementieren sollte, hängt die Verwirklichung der Menschenfreiheit in ihrer Fülle ab.

Rad obuhvaća pregled redatelja i filmova Novoga Hollywooda te društveno-politički kontekst i mijene u američkome načinu života, koje su prethodile nastanku tzv. blockbustera, odnosno novožanrovskih filmova. U radu će biti riječ o svježem autorskom pristupu žanrovskomu filmu generacije školovanih redatelja koji će u svojim djelima uspješno revalorizirati žanr, a od kojih će nekolicina marketinškom stručnošću osigurati nastavke svojih filmova u (i danas vrlo popularnomu) obliku franšize. Kroz analizu opusa novoholivudskih redatelja mlađe, a dijelom i starije, generacije demonstrirat će se njihov odnos prema društvenim i političkim okolnostima, revitalizacija marginaliziranih žanrova kao i stilska obilježja filmova, poput intertekstualnosti, citatnosti, pastiša, hommagea (posvete) itd. ; The paper includes an overview of New Hollywood directors and their films, as well as the sociopolitical context and changes in the American way of life that preceded the arrival of the so-called blockbusters, i.e. new genre films. The paper will discuss a new approach to the genre film by a generation of educated directors who will successfully renew genre in their works and, in some cases, make sequels in the form of (even today very popular) franchise. The analysis of some works made by a younger and partly older generation will show their relation to social and political circumstances, revitalization of marginalized genres, as well as stylistic features such as: intertextuality, citations, pastiche, homage (dedication), etc.

Čovjekove spoznaje o zdravlju i bolesti nisu jedinstvene. Načini na koje se zdravlje i bolest shvaćaju izravno su povezani sa stanjem i odnosima u društvu, odnosno ponašanjem osobe i skupine. Sociološka istraživanja zdravlja i bolesti proučavaju društvene čimbenike koji mogu izazvati razne bolesti i nepovoljno utjecati na njihov razvoj i ishod. Istražujući stanje u društvu, nastoji se pronaći takve oblike društvenoga života koji unapređuju zdravlje i sprečavaju nastanak bolesti. Tipično pitanje kojim se sociološka istraživanja zdravlja i bolesti bave jest: kako stil života, spol, dob, rasa, društveno-ekonomske, socio-kulturne i druge razlike među ljudima utječu na kvalitetu zdravlja te na pojavu bolesti i njezin ishod? Osnovni cilj ovih istraživanja jest učiniti te spoznaje pristupačnima svim slojevima stanovništa, bez obzira na društveni položaj. Na taj su se način društvene znanosti, posebice sociologija medicine, etablirale kao akademska disciplina u zapadnim razvijenim državama (SAD-u, Njemačkoj itd.), gdje su se razvile odgovarajuće metode istraživanja koje postižu nedvojbene rezultate o stanju, razvoju i projekcijama društva. U realizaciji socioloških istraživanja zdravlja i bolesti u hrvatskim društvenim znanostima potrebno je afirmirati sociološki teorijsko-metodološki pristup primjeren ekonomskim, kulturnim, pravnim, etičkim i političkim promjenama u Hrvatskoj na pragu XXI. stoljeća. Služeći se bogatim iskustvima sociologije medicine zapadnih zemalja, prije svega SAD-a, hrvatski sociolozi medicine trebaju pratiti stanje zdravlja tranzicijskoga društva u kojemu dominiraju konflikti, diferencijacija, marginalizacija dijela društva i nemezis. Od financiranja lokalne samouprave zavisi provođenje njenih nadležnosti. Bez adekvatnog financiranja ne možemo očekivati kvalitetnu lokalnu samoupravu za građane kao krajnje korisnike usluga. Financiranje lokalne samouprave predstavlja važan princip koji je zajamčen i Europskom poveljom o lokalnoj samoupravi. Bez značajnije financijske i materijalne autonomije, cjelokupan koncept i funkcioniranje lokalne samouprave gube na značaju. Cilj ovog članka jest predstavljanje osnovnih pitanja o financiranju lokalne samouprave u Bosni i Hercegovini, odnosno njenim entitetima Federaciji Bosne i Hercegovine i Republici Srpskoj. Analiza predstavlja međunarodnopravne odredbe o financiranju lokalne samouprave sadržane u Europskoj povelji o lokalnoj samoupravi i pravne odredbe iz nacionalnog zakonodavstva Bosne i Hercegovine i njezinih entiteta. ; The financing of local self-government influences the capacities of local units to perform their tasks. One cannot expect to receive high quality local services unless local units have sufficient financial means and are able to provide a wide range of services. The principle of local self-government financing is a basic principle guaranteed by the European Charter of Local Self-Government. The whole concept of local self-government and its functioning lose on their importance if there is not sufficient financial autonomy. The paper aims at presenting the basic issues of local self-government financing in the Federation of Bosnia and Herzegovina and Republic of Srpska. Some of the main international legal norms related to the financing of local self-government from the European Charter and national legal regulation of Bosnia and Herzegovina and its entities are analysed in the paper. The analysis has shown that the funds allocated to Bosnian local self-government are far from sufficient. Furthermore, there is a significant difference in local self-government funding between the Federation of Bosnia and Herzegovina, which spends 8.42 per cent of its budget on local finances, and the Republic of Srpska, which spends 24 per cent.

U prvom dijelu članka ispituju se Humeovi i Smithovi razlozi zbog kojih je uzajamna briga ograničena na osobe koje su bliske jedna drugoj, pri čemu ovi autori naglašavaju utjecaj kako emocionalne, tako i fizičke bliskosti. Nasuprot tome, Singerova koncepcija univerzalnih dužnosti podrazumijeva da je posebnost odnosa između moralnih subjekata irelevantna sa stanovišta morala i da se etičko djelovanje treba rukovoditi sadržajem, odnosno značenjem, hitnošću i relevantnošću potreba. U ovom se tekstu tvrdi da je zasnivanje dužnosti isključivo na potrebama osobe kojoj je pomoć neophodna nedovoljno i da su dužnosti kao konkretizirani etički imperativi neodvojivi od ovlasti koje subjekti kao nositelji dužnosti imaju. U članku se analizira na koji način susret ili fizička bliskost može konstituirati posebne odnose, kao i zajednička povijest, biološke veze, zajedničko građanstvo itd. Također, u tekstu se analizira može li i na koji način prebivanje na istom teritoriju, odnosno unutar granica jedne države, biti prihvaćeno kao argument u prilog posebnih dužnosti. Argumentacija koja brani posebnost dužnosti nastalu iz bliskosti podrazumijevala bi da ne-državljanima, koji se nađu u našoj zemlji uslijed ekstremno lošeg stanja u njihovoj matičnoj državi, treba pružiti pomoć kao i sugrađanima. ; The first part of the article explores David Hume's and Adam Smith's reasons due to which mutual care is limited to people close to one another, at which point the authors emphasize the influence of both emotional and physical closeness. Contrary to this, Singer's conception of universal duties implies that from the perspective of morality the particularity of relationships between moral subjects is irrelevant, and that ethical actions should be led by the content, i.e. the significance, urgency, and relevance of needs. This text argues that it is insufficient for duties to be established exclusively on the basis of the needs of person who requires assistance, and that duties as concrete ethical imperatives are inseparable from assignments that belong to subjects as duty-holders. The article analyses in what way the encounter or physical closeness may constitute special relationships. In addition, the text analyses whether, and in what way, residing on the same territory, that is, within the borders of the state, may be accepted as an argument in favour of special duties. The argumentation defending the specificity of duties formed on the basis of closeness would imply that non-citizens in our country, who came here due to extremely bad conditions in their own state, should receive assistance just as our co-citizens.

Odnos društva i prostora karakteriziran je dinamikom načina života, vrijednosti, normi i običaja koji pokreću razvojne procese. U taj odnos kulture i prirode, čovjek unosi društvene vrijednosti kojima djeluje na prirodne resurse. Stoga, socio-prostorna analiza uključuje različite aspekte: ekološki, ambijentalni, ekonomski, socijalni, kulturni, a odgovornost za različite procese kojima se prostor transformira može se pripisati različitim socijalnim akterima, među kojima lokalna zajednica ima posebnu ulogu. Suvremene planerske prakse, na temelju koncepata komunikativnog planiranja, sve više naglašavaju primjerenost pristupa "odozdo" i važnost uključivanja lokalne zajednice u sve faze planiranja i implementacije prostornih strategija. Pri tome treba naglasiti konsenzus oko dvije vrijednosti: ekološke i socijalne održivosti. Na njima se, posljedično, oblikuju i kriteriji djelovanja. Ekološka održivost odnosi se na zaštitu cjeline života i životnih uvjeta. Socijalna održivost odnosi se na uvođenje participativnog procesa, postizanje uravnotežene zajednice, socijalne kohezije i zajednice koja je pravedna, raznovrsna, povezana i demokratična. Ovim se nastoji osigurati razvoj koji bi bio ekološki održiv i socijalno nekonfliktan. Analiza socio-prostornog razvoja Sjeverozapadne Hrvatske obuhvatila je pet županija:. Na prvoj razini analizirani su prostorni planovi pet županija s ciljem da se utvrdi u kojoj mjeri uključuju dimenzije socijalne i ekološke održivosti. Na drugoj strani razmatrani su rezultati dva istraživanja stavova lokalnog stanovništva u pogledu participacije u zajednici i stavova o okolišu i rizicima. Rezultati su pokazali da je koncept ekološke održivosti prihvaćen od strane lokalnog stanovništva i uključen u plansku dokumentaciju. S druge strane, koncept socijalne održivosti nije uključen u županijske planove. Lokalna javnost kao partner, participacija, informiranje i jačanje lokalne demokracije nije implementirana u prostorne planove. Anketna istraživanja pokazala su da su ekološke vrijednosti visoko su izražene i čine dobru vrijednosnu osnovu razvoja. U pogledu praksi socijalne održivosti, oko 30% lokalnih stanovnika ovog prostora, u svakodnevnom životu sudjeluje u participativnom procesu. Rezultati upućuju na potrebu da se usklade normativna razina i svakodnevne prakse. Ideju o lokalnoj javnosti kao partneru u planiranju potrebno je afirmirati i na normativnoj razini, kroz prostorne planove, kako bi se ojačale demokratske procedure i stvorio okvir za efikasnije djelovanje civilnog sektora koji već i sada djeluje u lokalnim zajednicama. ; The relationship between society and space is characterized by lifestyle dynamics, values, norms and habits that drive development processes. In such interactions between culture and nature, people bring social values by which they affect natural resources. Therefore, socio-spatial analyses include different aspects: ecological, ambient, economic, social, cultural, while responsibility for the different processes that transform space can be associated with different social actors. Among them, the local community has a special role. Contemporary planning practices based on communicative planning concepts, more than ever, emphasize the relevance of the bottom-up approach as well as the importance of including local community in every phase of planning and implementing spatial strategies. To this end, it should be stressed that there is a consensus on two values: ecological as well as social sustainability, which in turn, also shape criteria for acting. Ecological sustainability refers to protecting conditions for life and life as a whole. Social sustainability refers to implementing participation, achieving balanced community, social cohesion and a just, diverse, connected and democratic community. In this way, we should try to ensure ecologically sustainable and socially unambiguous development. The analysis of socio-spatial development in North-west Croatia includes five counties. In the first stage, spatial planning documents are analysed in order to answer the extent to which they include dimensions of social and ecological sustainability. At the next stage, results of the two surveys are discussed regarding locals' attitudes about community participation as well as environmental attitudes. The results show that the concept of ecological sustainability is incorporated within planning documentation, and well-accepted by residents. On the other hand, the sociological sustainability concept is not included in the official planning documentation. The ideas of partnering with local community, and participating, informing and strengthening local democracy are not implemented in the spatial planning documents. Surveys have shown that high levels of ecological sustainability are a positive basis for development. Regarding social sustainability practices, approximately 30% of respondents have experience in participation processes in the local community. These results suggest a need to harmonise normative acts with life practices in the field of participation. The idea of the local public as partner in the planning procedures should be affirmed also at the normative level throughout spatial planning documents, in an attempt to improve democratic procedures and ensure the institutional framework for civil society actions that are already present in the local community.
