In the period of Austro-Hungarian occupation between 1878 and 1918, the City of Mostar had a process of intensive urbanization. In that period, newly arrived engineers (surveyors) transformed the pre-existing Eastern – Ottoman qasaba (provincial town) into a Central European city. This paper revealed four models of urbanization they used in planning. The first model was developed within the existing physical structure of the city through the first regulatory plan. The second model forms the new urban centre using the empty space within the old town. The third and the fourth models expand the city over the river. While the third model forms orthogonal urban blocks, the fourth is a construction of free-standing villas within the Neo-Baroque Square in which six radial streets inflow. The engineers who worked on the regulatory plans were also discovered and presented, as well as the legislative and legal framework within which all these processes took place. ; U razdoblju austrougarske okupacije između 1878. i 1918. godine grad Mostar je imao proces intenzivne urbanizacije. U tom razdoblju novopridošli inženjeri (mjernici) su zatečenu istočnjačko – osmansku kasabu transformirali u srednjoeuropski grad. Ovaj rad je otkrio četiri modela urbanizacije koje su oni koristili u planiranju. Također su otkriveni i prezentirani inženjeri koji su radili regulacijske planove, kao i zakonodavno pravni okvir unutar kojeg su se odvijali svi ti procesi.

Über das Dayton Abkommen, das den Krieg in Bosnien und Herzegowina beendete und mit dem die Grundsteine ihrer verfassungsrechtlichen Organisation gelegt wurden, ist bisher sehr viel geschrieben worden. Mein Vorhaben in dieser Arbeit war, die rechtliche Lage und Organisation zweier Städte, Mostar und Br?ko, die nach dem Kriegsende eine vollkommene ethnische Aufteilung aufgewiesen haben, gegenüberzustellen und dabei die Antwort auf die Frage zu bekommen, welches ?Stadtorganisationsmodell?, das das Dayton Abkommen für diese zwei Städte vorgesehen hat, sich hinsichtlich der Rekonstruktion des im Krieg entstandenen Schadens als effektiver gezeigt hat. Die zwischen Bosniaken und Kroaten aufgrund der kriegerischen Auseinandersetzungen geteilte Stadt Mostar wurde nach dem Kriegsende unter EU ? Verwaltung gestellt. Die ethnische ?Trennungslinie? verlief entlang der ehemaligen Front, der Bulevar Straße, also mitten durch das Stadtzentrum. Die nachkriegerische politische Entwicklung der Stadt wurde durch die starke Dezentralisierung nach dem ethnischen Prinzip charakterisiert. Br?ko, eine zwischen Serben und Bosniaken geteilte Gemeinde, strategisch sehr wichtig für beide Seiten, wurde nach dem im Jahre 1999 durchgeführten Schiedsverfahren als eigener Distrikt innerhalb des Staates errichtet. Hier wurde an Stelle der Dezentralisation eine internationale Leitung bis Durchführung lokaler Wahlen im 2004 eingeordnet. Entscheidungsweise in der Stadtversammlung war anders als in Mostar, nicht durch Veto ? Reche der konstitutiven Volksgruppen charakterisiert. ; About the Dayton agreement that ended the war in Bosnia and Herzegovina and with which the foundations of its constitutional organization were laid, has been previously written quite a lot. My intention in this study was to compare the legal position and organization of two cities, Mostar and Brcko, which have shown by the end of the war the compleate ethnic division, and get the answer to the question what modell of the "city organization" that the Dayton Agreement provided for these two cities has been shown effectively in regard to the reconstruction of the damage incurred during the war. Between Bosniaks and Croats as a result of hostilities divided city of Mostar was put after the end of war under the EU - Administration. The ethnic "Line" ran along the former front, the Bulevar street, right through the city center. The political development of the city was characterized by strong decentralization according to the ethnic principle. Brcko, a community divided between Serbs and Bosnians, was strategically very important for both sides. After the arbitration prcedure in 1999 it was organised as a separate district within the state.
