Canadian municipal involvement in women's issues is surveyed & then more closely investigated in a case study of the creation of Women's Action Centre against Violence (WACV) in Ottowa-Carleton, Ontario. It is noted that Canadian municipal governments have not been traditionally sensitive to women's issues. However, in response to community-group activities, several recent reports that focus on women's issues have been commissioned in Winnipeg (Manitoba), Toronto, (Ontario) & Dartmouth (Nova Scotia). It is argued that the WACV initiative demonstrates that community networks can influence municipal government, especially when they frame issues in terms of larger community problems, eg, urban violence & the municipal government's responsibility for such problems. 33 References.
