Ukrayna krizi sonrasında uluslararası ilişkiler sisteminde yoğun bir tartışma yaşanmıştır. Bu kriz dış dünya ile Rus ilişkilerinde bir sarsıntıya neden olmuş, NATO'nun stratejilerini yenilemesine neden olmuştur. Bu nedenle, makalenin amacı Ukrayna Krizi çerçevesinde ortaya çıkan NATO stratejilerindeki dönüşüm çerçevesinde Rusya ve NATO ilişkilerinin incelenmesidir. Rusya, Vladimir Putin'in Rusya Güvenlik Konseyi'nde yaptığı bir görüşmede açıkça ortaya koyduğu gibi ekonomik diplomasi ve yumuşak güç yöntemlerini kullanarak uluslararası arenada aktif bir politikayı sağlamak ve sürdürmekle ilgilenmektedir. Ancak, Ukrayna krizinden sonra 2014-2015 yılları arasında dünyada Rus pozisyonu çarpıcı şekilde değişmiştir. Kuzey Atlantik Antlaşması Örgütü (NATO) ve Moskova arasındaki ilişkinin tarihi tam olarak "sorunlar, güvensizlik ve yanlış anlamalar" şeklinde yorumlanabilir. Ukrayna çatışması, Rusya-Batı ilişkilerini Soğuk Savaşın bitiminden bu yana ilk defa çatışma sınırına getirdi. NATO Soğuk Savaşın bittiğinden bu yana yeni bir stratejik vizyon arıyor. Şu anda, yeni bir siyasi-askeri atmosfer Rusya'nın eylemleri tarafından tehdit edilmekle birlikte, bu yeni iklimin tüm tarafların menfaatine olmadığı açıktır; bir takım güvenlik tehditleri hem Avrupa Atlantik hem de Avrasya için ciddi zorlu olmuştur. Birinci bölümde Tarihsel süreç ve stratejiler, İkinci bölümde soğuk savaş'tan günümüze NATO ile Rusya arasındakı İlişkinin değerlendirilmesi, Üçüncü bölümde Ukrayna krizi ve sonuncu bölümde ise Ukrayna Krizi'nden sonra NATO-Rusya arasındaki yeni ve değişen stratejiler tanımlanacaktır. ; Through the Ukrainian crisis, we have realised a thoughtful debate in the international relations method. This crisis has shaken Moscow's relationships with the external world and has led NATO to renew its strategies. Therefore, the aim of this article is to examine the relations between Russia and NATO in the context of the transformation of NATO strategies that emerged within the framework of the Ukrainian crisis. Nowadays, Russia is interested in achieving and continuing a dynamic strategy in the international arena, by means of economic negotiation and soft power methods, as evidenced by Russian president Vladimir Putin in a board meeting with the Russian Security Council. However, the Russian situation in the outside world has radically changed after the Ukrainian crisis, during 2014-2015. The history of the relationship between the North Atlantic Treaty Organization (NATO) and Moscow can be fully interpreted as "problems, insecurity and misunderstandings". For the first time, since the end of the Cold War, the Ukrainian conflict brought the Russian-Western relations to the borderline of confrontation. Alliance has been trying to find a different strategical concept since the end of the Cold War. Nowadays, although a different political-military environment is threatened by Russia's activities, however, it's clear that this different environment is not in the interest of all parties as a number of security threats have been severely challenging for equally the Euro- Atlantic and Eurasia. Firstly, I would try to underline historical processes and strategies between NATO-Russia, then I will describe the evaluation of the relationship between NATO and Russia since the Cold War. Secondly, I will discuss the Ukraine crisis and Finally, I will try to show new and changing strategies between NATO and Russia after the Ukraine crisis.

1952 yılından beri NATO üyesi olan Türkiye geçen süre içinde savunmasını NATO ile entegre etmiş ve NATO'ya önemli katkılarda bulunmuştur. Ancak Soğuk Savaşın sona ermesi, AB bütünleşmesinin yeni inisiyatiflerle ivme kazanması ve Avrupa'nın savunma politikasını AB üyesi ülkeleri esas alarak geliştirme çabası içine girilmesi Türkiye'nin güvenlik endişelerinin artmasına yol açmıştır.Özellikle son zamanlarda Türkiye'nin dış politikasında ilk sıraya oturan Avrupa Güvenlik ve Savunma Politikası (AGSP) alanında meydana gelen gelişmeler aslında Avrupa için pek de yeni değildir. Zira Avrupa tarihine kısaca bir göz atıldığında bugün gelinen noktanın alt yapısını oluşturan birçok gelişme rahatlıkla görülebilecektir. Bu incelemenin maksadı NATO'nun ve AGSP' nın gelişimi ve bu gelişme içinde Türkiye'nin posizyonu ve endişelerini bir bütün halinde ortaya koymak ve gelecekteki çalışmalara temel teşkil etmektir. SUMMARYTurkey, which has been a member of NATO since 1952, has integrated its defense with NATO and has provided important contributions to NATO during this time period. However, the end of the Cold War, the acceleration of EU unification through new initiatives and the Europe's efforts to develop its defense policies basing on the EU member countries have increased the security concerns of Turkey.Especially, the developments in the European Security and Defence Policy (ESDP) which as become a primary aspect in Turkish foreign policy are actually not very recent for the European Union. Hence, if we make a short glance to the European history, it is very easy to notice many developments that have provided a basis for the point that is reached today. The major aim of this research is to put together the development of NATO and ESDP and the position and concerns of Turkey during this development phase as a whole.

Sovyetler Birliği, ikinci Dünya Savaşı sonrasında Boğazlarda üs ile Kars veArdahan'ı istemiştir.Bu istekler Türkiye'yi endişelendirmiştir.Türkiye,güvenliğini sağlamak için Batı ile özellikle Ara Birleşik Devletleri ile yakınlaşmaya çalışmıştır. NATO'nun ortaya çıkması Türkiye'yi memnun etmiş, Türkiye, NATO'ya üye olmak için yoğun çaba göstermiştir. Türkiye önce Truman Doktrini'nden faydalanmış daha sonra Marshall Planı'na dâhil olmuştur. Türkiye, NATO'ya katılabilmek için Kore Savaşı'na da asker yollamış ve sonunda 1952 yıllında NATO'ya üye olmuştur. NATO'ya girme çabası ve NATO üyeliği Türkiye'yi birçok alanda etkilemiştir. Bu çaba Türkiye'nin çok partili hayata geçişinde etkili olmuştur. NATO üyeliği de Türkiye'nin dış politikasına büyük ölçüde nüfuz etmiştir. Balkan İttifakı, Bağdat Paktı, CENTO, gibi oluşumlar NATO etkisi le ortaya çıkmıştır. NATO ayrıca Türkiye'nin Kıbrıs politikasını da derinden etkilemiştir. ; Abstract ; The United States of America, Great Britain and the Soviet Union fought together against Germany during the Secend World War. These states during the Second World War began to plan the post war world. However the victory against Germany began to be apparent differences of opinion among the Allies increased. With the end of the Second World War the cooperatin among the Allies ended. Europen states were greatly damaged in the Second World War and after the war the United States of America and the Soviet Union were superpower in the world. The Soviet Union taking advantage of absence of a power to stop him in Europe established communist regimes in Eastern Europe countries that were occupied by him during the war. Thus the Soviet Union seized an important part of Europe. In the face of threat posed by the Soviet Union, the United Stataes of America and Western Europe states were forced to take action. These states firstly implemented Marshall Plan for organizing economic life. Later NATO (North Atlantic Treaty Organization) was established to organize military force. The Soviet Union against the activites of the Western states, established Molotov Plan to preserve economic relationship among states that governed by him. In additon the Soviet Union established Warsaw Pact with states that governed by him. The period after the Second World War rivalty and fight between the United States of America and the Soviet Union, was called the Cold War. The Cold War was not limited to Europe. It spread all over the world. Therefore Turkey was influenced by new world order.

NATO's supremacy in the security and defence structures of the Euro-Atlantic region during the Cold War era has prevented the development of a self-sustained European security mechanism. With the end of the Cold War specifically with the St. Malo Summit in 1998 which was a breakthrough in the advancement of the Common Security and Defence Policy the NATO-EU relationship became pronounced. Since then opportunities for and difficulties of collaboration have both defined this inter-institutional relationship between NATO and the EU. Despite a series of arrangements for strengthening the institutional framework of NATO-EU relations as well as the Berlin-plus agreements the argument of an effective cooperation between two organizations would be misguided. Particularly discrimination against the non-EU NATO allies as well as the existence of challenges such as decoupling and duplication are hampering progress in NATO-EU relations. This article aims at shedding a light on the limited cooperation between these two organizations by focusing on the current challenges.

Bu tez Sovyet Bloğu'nun çöküşü sonrasında Polonya'nın Avrupa Birliği (AB) ve Kuzey Atlantik Antlaşması Örgütü (NATO) üyeliğini güç eksenli incelemektedir.Bu çalışmanın yanıt aradığı temel soru Soğuk Savaş sonrasında Polonya'nın AB ve NATO üyeliğine yönelmesinin sebeplerini araştırmaktadır.Tezin bu soruyu açıklama argümanı ise Soğuk Savaş ve sonrasında Polonya'nın uluslararası örgütlerle olan iş birliği ihtiyacının bölgede güç temelli bir güvenlik ve ekonomik kaygı taşımasıdır. ; This thesis examines Poland's membership of the European Union (EU) and the North Atlantic Treaty Organization (NATO) on a power axis after the collapse of the Soviet Bloc. The main question that this study seeks to answer is the reasons for Poland's orientation to EU and NATO membership after the Cold War. The argument for explaining this question is that Poland's need for cooperation with international organizations during the Cold War and afterwards carries a power-based security and economic concern in the region.

Doktora Tezi ; Kuzey Atlantik Antlaşması Örgütü, realist yaklaşıma uygun bir şekilde, gerektiğinde güç kullanmak suretiyle, Batı Blokunun güvenliğini sağlamak amacıyla kurulmuştur. Ancak Soğuk Savaş sonrası dönemde Doğu Bloku tehdidinin ortadan kalkmasına ve nükleer silahların sınırlandırılması konusundaki girişimlerin olumlu sonuçlanmasına rağmen NATO'nun mevcudiyetini yitirmediği gözlemlenmiş ve örgüt, neo-liberal yaklaşım doğrultusunda, üye devletlerin güvenlik işbirliğini kolaylaştırdığı ve insani müdahalede bulunma kapasitesine sahip olduğu gerekçesiyle varlığını sürdürmeye devam etmiştir. Bu durum birçok görüş çerçevesinde de eleştirilere maruz kalmıştır. Soğuk Savaş sonrası dönemde güvenlik konularının ve buna bağlı olarak ortaya atılan tehditlerin çoğalması sonucunda NATO, 1990 sonrası dönemde sorumluluk sahasını da genişleterek, neo-liberalizme uygun şekilde, güvenlik işbirliğini kolaylaştırdığı ve insani sorumluluk ilkesiyle hareket ettiği gerekçesiyle, "alan dışı" görev ve yetkilerle hegemonyasını arttırmaya çalışmıştır. Bu çaba, NATO zirvelerinden de gözlemlenmiştir. Ayrıca 11 Eylül 2001 terör saldırılarından sonra, neo-liberal düşünce yanında, sosyal inşacı yaklaşımın "şiddetin durduğu ama düşman ve tehdit algılamalarının devam ettiği bir ortamın barış olarak kabul edilemeyeceği" tezini savunarak, son on dört yıldaki NATO zirvelerinde kabul görmesi söz konusu olmuştur. Çalışma, küresel güvenlik sistemi içindeki değişimin unsurlarını tespit etmek, eski ve yeni dönem arasındaki bağlantıyı kurabilmek ve değişen/dönüşen güvenlik anlayışında, realist, neo-liberal ve sosyal inşacı kuramlar ışığında, Soğuk Savaş sonrası dönemdeki zirveleri ve müdahaleleri çerçevesinde NATO'nun dönüşümünü değerlendirmektedir. ; abstract ; In accordance with the international relations theory of realism, The North Atlantic Treaty Organization (NATO) was established in order to provide security for the Western Bloc by using force if necessary. However, despite the success in the attempts to limit nuclear weapons and the cessation of the Eastern Bloc threat, it was seen that NATO did not cease to exist and in fact, due to the neo-liberal policies, continued its existence with the justification that it was capable of making humanitarian interventions and facilitating the security cooperation of the member states. This event received criticism within the framework of various opinions. As a result of the increase in security issues and threats during the Post-Cold War Era, NATO, which expanded its area of responsibility starting from 1990's, tried to augment its hegemony by out-of-area operations and authorizations with the justification that it facilitated security cooperation and moved with the principle of humanitarian responsibility in accordance with neo-liberalism. This effort was also observed in NATO summits. After 9/11 terrorist attacks, neo-liberalism by defending the social constructionist approach which states that "an environment, where violence has stopped but the enemy and threat perceptions still continue, cannot be acknowledged as peaceful", got itself accepted in NATO's summits in the last fourteen years. This study tries to determine the elements of change in the global security system make connections between the old and new eras and evaluate the NATO's transformation within the framework of its post-cold war summits and interventions, while considering the changing understanding of security, realist, neo-liberalist and social constructionist theories.
