The study attempts an analysis of the relationship between the concepts of state and nation sovereignty. The thesis has been proposed that state sovereignty could be regarded as a derivation of nation sovereignty. While attempting to approve of the proposed thesis, the authors describe the relationship between both institutions by referring to their origins. In the light of concepts of sovereignty, the relationship between state and international law is presented from a philosophical perspective. The author - using empirical data - claims that a meritocratic approach to public governance in Poland does not seem deeply rooted. The research indicates that since mid-November 2015 until the beginning of November 2017 meritocratic rules have been totally ignored in governmental institutions including state-owned companies. Many legal regulations were enacted in order to introduce changes in managing bodies responsible for key public institutions as well as companies. The drive to improve their effectiveness were not of prime importance. The key criterion for promoting was based on the decision-maker's personal trust. There are many implications of the above-mentioned development, including a loss of trust to the state resulting in a moral degeneration from the perspective of political class as well society as a whole.

Wskazuje, że w instytucjach zależnych od rządu oraz spółkach skarbu państwa w okresie od połowy listopada 2015 r. do początku listopada 2017 r. doszło do całkowitego zarzucenia tych metod. Większość niezwykle licznie uchwalanych ustaw skupiała się na szybkości i szerokiej wymianie ciał zarządzających kluczowymi instytucjami i spółkami. Na dalszym planie pozostawała zwykle poprawa efektywności działania tych podmiotów. W wielu przypadkach głównym kryterium awansu było zaufanie decydenta. Najważniejszym skutkiem społecznym prowadzenia nieprzejrzystej, nieopartej na merytorycznych zasadach polityki personalnej jest podważanie zaufania do państwa, co jest degradujące zarówno dla klasy politycznej, jak i dla ogółu obywateli.

Autor analizuje proces europeizacji w polityce publicznej. Definiuje go jako systematyczne przenikanie, a także transfer oraz konwergencję unijnych i zachodnich wzorców działania publicznego oraz pomysłów i rozwiązań problemów. Wskazuje, że europeizacja – niejako sama z siebie – nie zapewnia bezpośrednio mechanizmu podnoszenia efektywności działań publicznych w danym państwie (w sensie podnoszenia zdolności do uzyskiwania większych korzyści z wydanych środków). Unijna polityka publiczna – rozumiana jako działania inicjowane przez instytucje unijne – ma bowiem inną konstrukcję niż polityka krajowa, a tym samym oddziałuje na nią w dość selektywny sposób. Przede wszystkim instytucje unijne nie posiadają znaczącego wpływu na ten etap kształtowania polityki, jakim jest implementacja (poza kwestiami zgodności krajowego porządku prawnego z unijnym prawodawstwem).

The author analyses the process of Europeanization in the field of public policy defining it as a systematic policy diffusion, policy transfer and policy convergence of the EU's and Western patterns of policy interventions and policy ideas as well as policy solutions. He indicates that the Europeanization – all by itself – does not guarantee the automatic improvement of policy outcome and more effective public interventions in a given country (as a way of ensuring a higher level of capacity to generate a better proportion between resources in use and benefits). The EU's public policy – as a policy activity initiated by the Union's institutions – has a different structure from that of policies on the country level, as a result, it affects them in a rather selective way. Above all, the European institutions do not have a significant influence on such a stage of policy cycle like policy implementation (except the area of legislation and its compliance with the EU law). In the study entitled "Nation as a constitutional concept" there are presented the ways of adapting the term "nation" for the legal positioning of people as a collective in the Polish constitutional acts, beginning with the first Polish Constitution of 1791, to the Republic of Poland's amended Constitution of 1997. There are analyzed the reasons of substituting the term "nation" in favour of other expressions in the constitutional act of 1935 and the reasons of the excessive use of the national rhetoric in the legal standards in the 1952 Constitution of People's Republic of Poland. Including the traditional meaning of the term "nation" for Poles and transformations of United Europe's countries character, in the article there are analyzed the relations between the term "nation", understood as citizens overall, and the definition of "society" and "civil society" including the citizens, residents of the state, independently of the citizen status. ; Artykuł nie zawiera abstraktu w języku polskim

The relations between the state and the nation/society are approached in the context of Polish history. The author examines selected examples of the interactions between those in power and the governed populace by focusing on: 1) attitudes – the character features of the Poles; 2) the Polish historical mission; 3) the influence of Medieval conciliatory attitudes. The work attempts to prove that these factors influenced the relations between the state and the people, formed the foundations of nobles' democracy and inhibited absolutism tendencies in the political system of the First Republic. The effects of those processes are also visible in today's Poland. ; Problem relacji państwo a naród/społeczeństwo został podjęty z perspektywy przeszłości rzeczywistości polskiej. Autor starał się wskazać na wybrane przykłady tych uwarunkowań między "rządzącymi" a "rządzonymi". Uwzględnia trzy wybrane zagadnienia – kryteria: 1) problem postaw – cech charakterologicznych Polaków, 2) problem mesjanizmu polskiego, 3) problem znaczenia koncyliaryzmu średniowiecznego. Stara się dowieść, że powyższe czynniki miały wpływ na ułożenie stosunków między państwem a narodem/społeczeństwem, oddziaływały na kształt podstaw ustrojowych demokracji szlacheckiej i zahamowały tendencje absolutystyczno ustrojowe w systemie politycznym I Rzeczypospolitej. The author describes and summarises the main theories relating to the specificity of the European Union structure as an internally complex organism which is being characterised by scientists as an international organisation as well as a confederation and a federation. Many researchers compare the process of the European Union formation to the nation-state formation, others compare the E.U. to the United States of America and many more indicate that the E.U. structure with its specific multi-level governance looks like a neo-medieval empire. What we can see in this empire is a network of overlapping systems of powers and areas of loyalty. The author points out that structurally the E.U. can be visualised as a model of multilevel governance and as such can be defined as a sui generis political system. So it is not analogous to the nation state but rather to a system of governance without a formal governing body. This notion is the result of a growing level of interdependence one can see in the international arena. In the second part of article, the author addresses the sovereignty issues which relate to the E.U. member states as well as the E.U. as a separate body. He reviews the theories which variously explain the process of European integration and its influence on internal policies within member states.
