Reviews the historical facts of Zimbabwean university governance since the colonial days of the 1950s. It appears that the state (or the party that controls the state) intends to deprive the University of all independent control over who it admits, what and how it teaches and examines them, and the standards of attainment to be applied. Seit der Unabhängigkeit Simbabwes wurde sukzessive die Autonomie der 1952 gegründeten Universität untergraben. Die Autorin (Professorin der Universität) beschreibt detailliert die einzelnen Schritte und Folgen zunehmender politischer Einflußnahme. Mit der Analyse der politisch-motivierten Studentenproteste des vergangenen Jahrzehnts wird deutlich, daß der restriktive "University of Zimbabwe Amendment Act" (1990) den vulgarisierten Lebenswandel (Drogenhandel, -konsum, Diebstahl, Prostitution) nur zum Vorwand einer politischen Gängelung der Universität benutzt. Die Arbeit endet mit einer Solidarisierung von 380 Universitätslehrern mit der Studentenschaft. Die Reaktion der Regierung bleibt abzuwarten. (DÜI-Sth)

Louis Jacquinot est né à Gondrecourt-le-Château, une commune du Sud de la Meuse en 1898 et mort en 1993 à Paris. Il reste une figure méconnue de l'histoire politique. Pourtant, il exerce des fonctions gouvernementales sous la IIIe République et devient ministre sous la IVe et la Ve République. Au total, Louis Jacquinot est ministre à près de vingt reprises, dont ministre de la Marine (1943-1945 et 1947), des Anciens Combattants (1949-1951), ou de l'Outre-mer (de 1951 à 1954 puis de 1961 à 1966). En parallèle, sa carrière locale est importante : député de la Meuse de 1932 à 1973, conseiller général ainsi que président du Conseil Général de la Meuse de 1945 à 1973. La carrière de ce modéré est donc placée sous le signe de la longévité. Ce travail de thèse retrace sa vie, son parcours ainsi que sa carrière locale et nationale. Mais cette biographie est également consacrée à l'étude et à l'analyse du travail de recommandation de cet élu. En effet, le fonds d'archives du député de la Meuse contient 17 000 courriers de recommandations qui viennent appuyer ce travail. Une analyse générale de cette pratique dans le département sur près d'un siècle est réalisée, grâce à d'autres sources archivistiques d'élus meusiens, notamment de ses prédécesseurs (Raymond Poincaré, Jules Develle, André Maginot) et de ses successeurs (Jean Bernard). ; Louis Jacquinot was born in Gondrecourt-le-Château, a common South Meuse in 1898 and died in 1993 in Paris. It remains an unknown figure in the political history. However, it exercises governmental functions under the Third Republic and became a minister under the Fourth and the Fifth Republic. In total, Louis Jacquinot is minister almost twenty times, including Minister of Marine (1943-1945 and 1947), Veterans Affairs (1949-1951), or Overseas (from 1951 to 1954 and 1961 1966). In parallel, the local quarry is important: MP for Meuse from 1932 to 1973, conseiller général and président du Conseil général de la Meuse from 1945 to 1973. The career of this moderate is placed under the sign of longevity. This thesis traces his life, his career and his local and national career. But this biography is devoted to the study and analysis of the recommendation of the elected job. Indeed, the Meuse MP archives contain 17 000 letters of recommendations that support this work. A general analysis of the practice in the department for nearly a century is realized through other sources of archival Meuse elected, including its predecessors (Raymond Poincaré, Jules Develle, André Maginot) and his successors (Jean Bernard).

The article is devoted to the publication of "A Mortifying Disclosure" in the British newspaper "The Times" on August 24, 1917, with criticism of British foreign policy towards the Ottoman Empire, in particular the actions of Louis Mallet, the British ambassador in Constantinople. The mentioned publication, as well as the discussion caused by it, are little covered in historiography. Much more information is provided by the primary sources, represented by the documents of the British National Archives (The National Archives, TNA), and also by the memoirs of the participants of researched events. In the mentioned article, Louis Mallet was criticized for short-sightedness and excessive credulity. According to the author of the publication, the Turkish grand vizier deceived the British ambassador, even when the choice of the Ottoman Empire in favor of entering the war on the side of the Central Powers became obvious. In turn, the fact that British diplomats failed to find out about the existence of the German-Turkish treaty became the basis for sharp criticism of the Foreign Office at all. In response to this publication, Louis Mallet spoke in defense of his actions in Constantinople. He was supported by other Foreign Office officials, including former Foreign Secretary Edward Grey. They argued that the Foreign Office was fully aware of the pro-German course of the Porte, but intended to delay the state of war with her as far as possible in order to prepare for the defense of Egypt, the Suez Canal and India. These circumstances led to the accommodating position of British diplomacy. The characteristics of both Mallet himself and the grand vizier of the Ottoman Empire, Said Helim, are separately analyzed from the point of view of historiography and their contemporaries. Also the importance of the defense of India and Egypt, its importance as a key factor in shaping the course of British diplomacy was researched. Finally, the work contains the author's interpretations and evaluations of the analyzed events
