Food Security in the National Security System of the Russian Federation

Food is a vital element of the functioning of society. Without food, humans, as a species, simply cannot exist. Ensuring food security of the country is one of the priority directions of state economic policy, the most important factor in the economic security of the nation, one of the main tasks of government bodies. The article analyzes the conceptual regulation of the term "food security". Food security is an important component of the security system of Russia. By ensuring the food security, the inviolability of the state and its sovereignty are ensured, the demographic situation, the socio-economic provisions of the population are maintained, the necessary and sufficient conditions are formed to maintain the health and quality of life of citizens of the Russian Federation. Within the framework of the article, the main directions of ensuring the food security of the Russian Federation and their implementation are considered.
The image of Poland in modern Russian mass media and among Russian students

The article discusses the image of Poland, the Poles, and Russia-Poland relations, presented by the Russian mass media in recent years. To analyze this image, the authors reviewed a number of publications that appeared in Russian publications in 2014–2018. At the same time, it was necessary to recall the historical causes of the Russian-Polish contradictions, from the early Middle Ages to the 20th century. The authors assess the relevance of the historical heritage for the modern politics of the two countries and make an attempt to determine the influence of the image of Poland created in the Russian media on the everyday consciousness of the Russian students. For this, a survey of first-year students of the St. Petersburg State Technological Institute was conducted. The survey results and comments are provided in this article.
Soft power Rosji ; Russian Soft Power
Rosja zawsze była państwem, które dążyło, aby być mocarstwem. Nawet jeżeli straciło znaczenie po rozpadzie ZSRR, to chęć powrotu jako twórcy porządku międzynarodowego, wymusza wypracowanie nowej strategii, która przewiduje użycie środków soft power. Stanowi to pewną przeszkodę dla Rosji, która tradycyjnie przygotowana jest do użycia sił zbrojnych czy presji ekonomicznej. Dużo gorzej jest z wykorzystaniem wartości, które w zamierzeniach Moskwy powinny być różne od Zachodu. Wynikało to z tego, że Rosja stara się stworzyć konkurencyjny do zachodu projekt soft power. Rosja stara się dobrze wykorzystać swoją dyplomację, w tym cyfrową, umiejętnie jej używając nawet jako narzędzi propagandy czy walki w cyberprzestrzeni. ; Russia has always been a country seeking the Great Power status. Even though it lost its importance after the collapse of the Soviet Union, the desire to return to the role of the creator of international order force it to introduce new strategy that will implement soft power resources. This represents a certain obstacle for Russia, which traditionally is accustomed to hard power resources like economic pressure or the use of armed forces. Culture is Russia's soft power resource that is significant. Values can be more problematic for Russia, because in Moscow's intentions they should be different from the Western values. Russia is trying to create an alternative soft power project, competitive to that of the West. Russia is trying to make good use of its diplomacy, including digital diplomacy, in order to show the use of its hard power to be seen as soft.

W odniesieniu do roku 2016 autor dokonał (siłą rzeczy) subiektywnego wyboru tekstów, które znalazły się na łamach czterech publikacji- ,,Bellony", ,,Rocznika Bezpieczeństwa Międzynarodowego", ,,Rocznika Strategicznego" oraz ,,Stosunków Międzynarodowych". W naturalny sposób tematyka podejmowana przez autorów rzeczonych publikacji stanowi odzwierciedlenie obecnego stanu międzynarodowego środowiska bezpieczeństwa oraz prognoz co do kierunków jego dalszej ewolucji. ; Russia has always been a country seeking the Great Power status. The book review is dedicated to a work that tackles one of the trendiest concepts of recent times. The book concentrates on the conceptualization of the notion of hybrid war and its perception on both sides of the Atlantic. The declared goal of the book was to investigate how political forces have shaped conceptual thinking between the West and Russia and explain the reasons for mutual criminations. Combining quantitative and qualitative methods the author examined large amounts of literature and took an exploratory approach to dig into categorical data from both American and Russian thinkers' works then compared the conceptual usage of them.

Podlasie has long been the place where cultures and politics met: Latin-Polish and Byzantine-Russian. The result of co-existence of Catholicism and Orthodox Church in this area was inter alia the Church Union. In the 19th century, tsarist Russia, with its political expansion, sought to arouse the Great-Russian national spirit. In contrast, the centuries-old strong traditions of the influence of Polish and Latin culture were conducive to the development of Polish national consciousness. The clash between Polish and Russian influences hindered or marginalized the initiatives for the development of Belarusian or Ukrainian national consciousness both in northern and southern Podlasie. ; Artykuł nie zawiera streszczenia w języku polskim ; Podlasie has long been the place where cultures and politics met: Latin-Polish and Byzantine-Russian. Mechanizmy i polityka wyrównywania finansowego w Federacji Rosyjskiej

The article presents the problem of fiscal imbalance in the Russian Federation and the mechanisms of its equalization. These mechanisms are one of the key elements of budgetary relations, due to significant differences in the level of economic development of federal subjects, resulting in horizontal and vertical fiscal imbalance. The paper presents the most important mechanisms from the early 90 s. Most attention was paid to the main method of guaranteeing financial security - The Fund for Financial Support of Subjects. Until 2008 an important element of the financial system had been other special funds (eg. The Federal Fund for Regional Development, The Federal Compensation Fund), replaced by intergovernmental grants. The main principles, objectives and implications of these mechanisms were described. Part of the work was dedicated to showing federal entities' dependence on financial transfers from the federal level. The outcome was that equalization results proved to be weak, mechanisms were unstable and not always formalized so as not to be subject to current policy needs.
Military presence of the Russian Federation in the Republic of Belarus

A military presence on the territory of the Republic of Belarus is highly significant for the Russian Federation geopolitically. Russia is very particular about having buffer zones, client and neighbouring states with limited sovereignty on its borders. The aim of this article is to analyse the specificity of the Russian Federation's military presence in Belarus. In the following article, two hypotheses have been verified using factor analysis. Firstly, sustaining control over the territory of Belarus is of particular importance for the military safety of Russia, while at the same time, it detrimentally affects the stability of the Central and Eastern Europe countries. Secondly, the Russian Federation does not have a permanent military base within Belarusian territory and its military presence is solely confined to the use of military and transport infrastructure, which is indispensable for rapid accommodation and deployment of the Armed Force formations as well as for the rotation of strike forces. Due to political reasons, a permanent military presence enables Russia to keep Belarus within its area of influence. Nevertheless, in military terms, the utilisation of military and transport infrastructure in order to rapidly deploy strike forces within the territory of the Republic is far more important.
The Conflict in Syria from the Perspective of the Russian Federation

Following the outbreak of the conflict in Syria, the United States and Russian Federation became involved in the peace process aimed at stabilizing the internal situation. In the initial phase of this process, Russia introduced political plans to resolve the dispute, while successively blocking UNSC projects calling for the resignation of Bashar al-Assad. As a consequence of the changes that took place in Russia's foreign policy after the annexation of Crimea, it began conducting military activities aimed at ousting opposition forces from Syria and preventing the West from making any possible intervention. Due to the lack of a decisive response from the United States, within a few years the Syrian regime's offensive, militarily supported by Russia, reduced the opposition forces supported by the US to the defense. As a result of Russi's intense involvement in the process of resolving the Syrian conflict, this country has once again started to play a key role in the international arena. The conflict in Syria has highlighted the Russian government's aspirations to rebuild its state as a superpower.
